3 Jeju Forum for Peace & Prosperity 2014 Designing new Asia the 9th Jeju Forum for Peace and Prosperity under the theme of Designing new Asia will be held from May 28(Wed.) to 30(Fri.) 2014 in Jeju, the island of world peace in East Asia. Jeju Forum for Peace and Prosperity begun in 2001 as a venue to build East Asian community, which seeks peace and prosperity in East Asia and Korean Peninsula, and has greatly contributed to boost multilateral cooperation in the region. the forum, jointly hosted by Jeju Special Self-Governing Province, international Peace Foundation, East Asia Foundation, and Joongang Daily, with the full support of the Ministry of Foreign Affairs, has established itself as the Asia s most representative international forum by attracting prominent figures, domestic and international think tanks and business sectors. Asian countries are making hard efforts for their prosperity and growth under the new leaderships. However, tensions and disputes in this region are becoming more prominent than mutual cooperation. under these circumstances, it is important to predict the changes of regional order. the 9th Jeju Forum for Peace and Prosperity under its main theme, Designing new Asia will provide a perfect venue to discuss our current challenges and seek wisdoms for finding the ways to common prosperous future. this year s Jeju Forum will include World Leaders Session, Young Leaders Meeting, Special Sessions, and other 60 concurrent sessions on international cooperation & security, economy & business, culture, gender, environment, and community development. 6 Special Session I Korea, The Impossible Country: Designing New Asia and Korea s Role in Asia 불가사의한 나라: 새로운 아시아 설계와 한국의 역할 14:00-15:20 Grand Ballroom Korea is one of the most admired country that has achieved political democracy and high economic development in a short span of time since the Second World War. Korea is a model for the developing countries that has shown the world that even a war-torn poor country can become an economic power house if the people try hard to do so. What are the implications and the potentials of the miraculous achievement of Korea? What are the Korea s roles to realize the peace and prosperity in Asia? In what manner Korea has to change and develop for the future after the recent tragic Sewol passenger-boat incident? 8 Community Development 1-A The Strategy for Constructing Carbon Free Island Jeju: The Innovative Business Models of Community Wind Power 제주의 탄소 없는 섬 구축 전략: 주민참여형 풍력발전의 혁신적 사업모델 15:40-17:00 Room A Lately, although large-scale new & renewable energy projects are underway to reduce the effects of global warming, they are having difficulties in proceeding due to the local acceptance. As a solution to this challenge, distributed generation has been suggested, which are already activated in foreign countries. 9 Business & Economy Corporate Social Responsibility & Sports through the Case Study of SK SK 사례를 통해서 본 CSR과 스포츠 1-B The social responsibilities of businesses have been used as a strategy to achieve the goal of regime stability. Businesses have performed socially diverse and responsible activities such as cultural, academic and arts activities. But consumers have recognized these socially responsible activities of businesses as marketing activities of businesses seeking profit. Thus, questions have been brought out about the direction of their socially responsible activities. It has been said that their activities need to be broadened to environment, the media and sports business. Some businesses have recently begun to be involved in the arena of sports among their socially diverse and responsible activities. 11 Community Development The Strategy for Horse-related Industry as Tourism, Culture and Healing Industry 관광과 문화, 치유산업으로서 말 관련 산업 육성 전략 1-D This session will explore ways to review the potential values of Jeju horse and Halla horse, which have been rooted for a long time in the life of people in Jeju. Then it will also develop projects such as launching a horse museum, which will be the first step in world history, and developing products in relation to the tourism utilizing the region s unique nature. On the other hand, developing relic culture business making the best use of Jatsung (traditional Jeju stone wall) and horse ranch will be discussed. 12 Culture 1-E Through the Prism of PISA: A Look into South Korea s Education and its Place in the World PISA(국제학업성취도평가)를 통해 본 세계 속의 한국 교육 DAY 1 May 28 Wed 15:40-17:00 Room E South Korea is one of the top performing countries in the Programme for International Student Assessment (PISA) rankings. Along with other Asian countries including Shanghai-China and Singapore, Korea has garnered recognition as one of the highest-achieving countries in education since the PISA was launched in At the same time, however, the 2012 PISA results joltingly revealed that Korean students have low motivation, and that only a small percentage of them reported they are happy at school, despite their stellar performance. The PISA is an international survey conducted by the OECD, which aims to evaluate the skills and knowledge of 15-year-old students in the key subjects: literacy, mathematics and science. It aims to assess educational policies of different countries and to establish international policyoriented indices of skills and knowledge. Many countries have undergone education reforms, utilizing the PISA survey results as the barometer. In this session, foreign correspondents will examine the educational systems of South Korea and their own countries through the PISA results, and offer their insights on the desirable educational environment that can make students feel fulfilled and happy. 한국은 PISA(국제학업성취도평가) 우등생 입니다. 지난 2000년 PISA가 처음 시행된 이후 상하이(중국) 싱가포르 등 아시아 국가들과 함께 교육 선진국으로 인정받았습니다. 하지만 2012년 발표된 평가에서는 한국 학생들의 학습에 대한 흥미도와 만족도가 매우 낮은 것으로 나타나 충격을 주기도 했습니다. 15 Culture The Role of University Education in Resolving Conflicts among East Asian Countries 동아시아 국가들간의 갈등 해소를 위한 대학교육의 역할 2-C These days there are more conflicts among East Asian Countries than before. Nationalism rooted in the past history, and statism propelled by exclusive national interests are the essential factors for bringing back the old conflicts. Also there is an increase in disputes among East Asian Countries surrounding sovereignty over island and maritime jurisdiction on the East and South China Sea. In recent years, the conflicts have been widened by the proclamation of the air defense identification zone (ADIZ). It is considered that there could be a potential for accidental collisions among China, Japan, Korea and ASEAN members. The augmentation of these conflicts will inhibit the economical, social and cultural cooperation in the region, adversely affecting the stability and integration of East Asian Countries. Resolving conflict among East Asian Countries is emerging as a top priority goal for establishing peace in the region. Mid and long term plans should be made on the role of university education in cultivating leaders for the future with a common pursuit of national interest, addressing the historical issues and upholding the importance of peace. While we have seen other regions developing multilateral security cooperation system in different degrees to deal with those issues, Northeast Asia has not seen such a system yet. Meanwhile, President Park Geun-hye had proposed the Seoul Process to overcome Asian paradox in her speech to a joint session of the US Congress. In her speech, she envisioned building a multilateral security cooperation regime for peace and cooperation in Northeast Asia, much like the Helsinki Process, which includes the US, Northeast Asian countries and even North Korea. The Korea China Regional Economy Association (KCREA), which has multinational companies as corporate members, and the Charhar Institute, the leader of the public diplomacy project of China, will open the joint session. In the past five years ( ), Jeju experienced a 20.5% increase in the number of foreign residents (1,520 in total) and in 2013 saw the highest increase in the nation, by 21.6% or 2,250 in total. 28 International Cooperation & Security 4-A The Park Geun-hye Government and Trust Politics on the Korean Peninsula: Recasting and Forecasting 박근혜 정부와 한반도 신뢰 정치의 재조명과 전망 14:00-15:20 Room A President Park Geun-hye proposed Trust-building Process as her key policy in inter-korean relationship, meaning that her administration will stand firm against any North Korean provocations while keeping the door open for the North s return to dialogue. Essentially, it is a two-track approach of applying pressure and inducing dialogue. Despite some success in the form of reunion of separated families and reopening of the Kaesong Industrial Complex, the North has continued to express negative attitudes through its recent missile tests. 30 International Cooperation & Security 4-C Approach for Northeast Asian Economic Cooperation: Korea-China Cooperation, and GTI Case 동북아시아 경제 협력을 위한 접근: 한 중 협력과 GTI 사례 14:00-15:20 Room C Recently, there have been many troubles in Northeast Asia including North Korea's nuclear ambitions, territorial dispute, and historical issues. On the other hand, economic cooperation is being promoted to soften these troubles. GTI (Greater Tumen Initiative) is a typical case in this area that shares borders with North Korea, China, and Russia. It is a multilateral economic cooperation model trying to take a leap to international hub for logistics and industry through great sphere economic cooperation. It is also relevant to reform and opening of North Korea, strengthening growth power for South Korea, and fostering environment to reunify the divided peninsula. This session intends to discuss the failure of TRADP (Tumen River Area Development Program) that UNDP recommended in 1990s, and ideas to improve GTI.
