The purpose of this study was to develop a functional - based assessment tool and provide basic data for applying it to educational practice. Method: To develop an assessment tool for students with developmental disabilities, items related to developmental disability were extracted based on ICF. 20 expertises on special education were assessed for appropriateness two times. The Delphi survey calculated and analyzed the mean, skewness, quarlites to identify a level of consensus, a level of convergence, and rate of content validity. Results: The results of the study showed that 'Learning and knowledge application', 'General tasks and needs', 'Communication', 'Self - management', 'Home life'. 'Interpersonal interaction and interpersonal relationship', 'major living area'. 'Community life, social life and civic life' were extracted from 8 areas and 86 items. Conclusion: In this study, Core Set evaluation items for ICF based developmental disabilities were derived, and future tasks and discussion points were presented to support students with developmental disabilities.
