2 1.TOC(Theory of Constraints) 개요 TOC(Theory of Constraints : 제약조건이론 ) 는이스라엘물리학자 E.M. 골드렛박사가생산 Scheduling 에대한문제를해결하기위해개발한 Total Scheduling System (OPT : Optimize Production Technology) 으로시작되었다. TOC 는공급과수요의균형을유지하기위해기업이갖고있는제약자원을고려하여 Inventory 와 Operating Expense 를최소화하고현금창출률 (Throughput) 을극대화하여기업이지속적으로수익을낼수있도록하는데 Solution 의목표로삼는다. 물리적제약은 DBR 개념으로, 정책적제약은 TOC Thinking Process 의개념으로, 프로젝트관리는 Critical Chain 개념으로, 관리회계는 Throughput Accounting 개념을통하여접근한다. Policy Constraints Inventory Operating Expense Throughput Supplier Constraints Manufacturing Constraints Market Constraints Throughput : 판매를통해서들어오는현금창출 Inventory : Materials 과 Equipment 에투자된것 Operating Expense : Inventory 를 Throughput 으로바꾸기위해지출된총비용 2
3 2. TOC Methodology TOC 의성공적구축을위해서는제약자원에대한 DBR(Drum-Buffer-Rope) Concept 를설정하고거기에따른 Buffer 설정및 Solution 의설계와개발의단계가진행되게된다. DBR 개념의도입은기업의 APS(Advanced Planning & Scheduling) 구축이가능하게하며전사적 TOC 성과측정지표로서 Throughput Accounting 체계가도입된다. 정책적제약은 Thinking Process 의 CRT, EC, FRT, PT, TT 의방법론을, 프로젝트관리는프로젝트프로세스에존재하는제약자원을관리하는 Critical Chain 방법론을활용한다. 이들모듈은모두 TOC Concept 에근거하여개발되어왔다. 1. Implementation of Constraint Specific Solution for Operations(CSS 의실행 ) Phase V Continuous improvements ( 지속적개선과정실행 ) 내부 TOC 전문가 Thinking Process Critical Chain Phase Ⅳ Expand ( 솔루션의실행을조직단위로확산전개 ) 바람직한규칙정의 실행계획수립 / 조치 Phase Ⅲ Implementation Pilot 실행 APS/Throughput Accounting 문제점발굴 / 대응 Phase V 의 Thinking Process 와 Critical Chain 은필요에따라다른 Phase 독립적으로운용될수있음. 3
4 DBR(Drum-Buffer-Rope) 체계 시스템제약자원의소비속도 (Drum) 에다른모든자원의소비속도를맞춘다. 원자재의투입은 Drum 에맞추어동기화 (Rope) 시키고, 제약자원의보호를위한예비자원 (Buffer) 등을운용한다. 제약조건 ( 자원 ) 4
5 DBR 의특징 제약요인관리의다섯단계를응용한동기생산시스템 버퍼관리를통해생산의흐름을관리함 DBR Solution은제약자원을고려한스케줄링, 최적화, 그리고 What-if 시뮬레이션이라는 APS의세가지핵심적인기능을수행함 생산증가 DBR 의효과 빠른생산흐름 단위당생산시간감소 납기단축 판매증가 현금흐름개선 제조 Lead Time 이대폭단축됨 비용감소 제품납기준수율이높아짐 초과재고가대폭감축됨 결품이감소 각공정의일정관리가훨씬쉬어짐 DBR 설치 재공품재고감소 제약자원의집중관리를통해 관리의효율성을높임 유휴시간 일회작업량감소 완제품재고감소 5
6 TP(Thinking Process) TP 는시스템의정책적인제약요인을찾아내고그제약요인에변화를일으키고, 실행으로옮기는계통적인수법이다 무엇을바꿀것인가? 어떻게해서바꿀것인가? 무엇으로바꿀것인가? TP(Thinking Process) 의단계별 Tree CRT(Current Reality Tree) : 현상의문제점 (UDE) 을그인과관계로보여주는 Tree EC (Evaporating Cloud) : 개선안이갖고있는대립관계의해소구조를보여주는 Tree FRT (Future Reality Tree) : 개선안의조건이시스템의목표와정합성을이루는지보여주는장래 Tree NBR(Negative Branch Reservation) : 제시된해결책이실행불가능한원인을규명하는 Tree PT (Prerequisite Tree) : 해결책을실행하는과정에나타날수있는장애와그극복을위한전제조건 Tree TT (Transition Tree) :PT 의장애극복을위한중간목표달성의구체적실행계획을이행 Tree 6
