1 測量學의意義 가천대학교토목환경공학과 박홍기

2 측량 측량 ( 測量 ) 이란측천양지 ( 測天量地 ) 의준말로, 중국전한 ( 前漢 ) 의회남왕 ( 淮南王 ) 유안 ( 劉安 ) 이저술한회남자 ( 淮南子 ) 에나온다. 중국고대삼황오제중의초기신에해당하는복희와여와라는남매신이규 ( 規 ; 콤파스 ) 와구 ( 矩 ; 곱자 ) 를가지고 하늘을재고땅을헤아려 세상을만들었다는천지창조에관한고사에서유래한다. 사기하본기 ( 夏本紀 ) 에서는중국고대요 ( 堯 ), 순 ( 舜 ) 임금에이어등극한우 ( 禹 ) 임금이황하 ( 黃河 ) 의홍수를다스리기위해운하를뚫는과정에서자신의신장과체중으로길이와질량의표준을정하고동시에규구준승 ( 規矩準繩 ) 등측량도구를사용하여하늘과땅을측량하였으며, 이것이바로측천양지 ( 測天量地 ) 의시초라고기록하고있다. 3 測量學의意義 측량학 (Surveying) 은지구및우주공간에존재하는각점간의상호위치관계와그특성을해석하는학문이며, 점상호간의거리, 방향, 높이를관측하고도시하여지도제작및모든구조물의위치를정량화시키는것뿐만아니라, 환경및자원에관한정보를수집하고이를정성적으로해석하는제반방법을다루는학문이다. 3

4 Definitions of Geomatics As defined by the Canadian Institute of Geomatics in their quarterly journal "Geomatica": Geomatics is a field of activities which, using a systemic approach, integrates all the means used to acquire and manage spatial data required as part of scientific, administrative, legal and technical operations involved in the process of the production and management of spatial information. The definition of geomatics is evolving. A working definition might be "the art, science and technologies related to the management of geographically-referenced information." Geomatics includes a wide range of activities, from the acquisition and analysis of site-specific spatial data in engineering and development surveys to the application of GIS and remote sensing technologies in environmental management. It includes cadastral surveying, hydrographic surveying, and ocean mapping, and it plays an important role in land administration and land use management. Geomatics is concerned with the measurement, representation, analysis, management, retrieval and display of spatial data concerning both the Earths physical features and the built environment. The principal disciplines embraced by Geomatics include the mapping sciences, land management, geographic information systems, environmental visualisation, geodesy, photogrammetry, remote sensing and surveying. 5 Definitions of Geomatics Geomatics is the modern scientific term referring to the integrated approach of measurement, analysis, management, storage and display of the descriptions and location of Earth-based data, often termed spatial data. These data come from many sources, including earth orbiting satellites, air and sea-borne sensors and ground based instruments. It is processed and manipulated with state-of-the-art information technology using computer software and hardware. It has applications in all disciplines which depend on spatial data, including environmental studies, planning, engineering, navigation, geology and geophysics, oceanography, land development and land ownership and tourism. It is thus fundamental to all the geoscience disciplines which use spatially related data. Geographical information plays an important role in activities such as environmental monitoring, management of land and marine resources, and real estate transactions. 8 헤로도토스의역사 헤로도토스가기원전 440년경에쓴 역사 는서양최초의역사책으로여겨진다. 전 9권으로이루어져있으며, 아시아와유럽사이의항쟁유래로부터페르시아전쟁의종결에이르기까지저술되어있는데, 제 9권은미완성이다. 9 삼국시대의지도 고구려영류왕 11 년 (628 년 ) 에당나라에사신을보내면서 봉역도 라는고구려지도를보냈다고 < 삼국사기 > 에기록, 1953 년북한의평남순천군에서발견된고구려고분에서요동성시의그림지도가발견 백제의지도와지리에대한관심은 < 삼국유사 > 의내용을통해알수있고, < 삼국유사 > 가편찬되었던고려시대에도백제지리지가남아있었음을알수있음 신라의경우 < 삼국사기 > 등에문무와 11 년 (671 년 ) 7 월에김흥순이당에서돌아와신라와백제간의경계를지도에의하여살펴보았다고기록, 통일신라경덕왕때에는신라구주현총도 ( 新羅九州縣總圖 ) 를제작 9

10 고려시대의지도 의종 2 년 (1148 년 ) 에는이심, 지지용등이송나라사람과공모하여고려지도를송의진회에게보내려다가들켜서처벌 < 고려사 > 현종때에는행정구역을 10 도에서 5 도양계로개편하고 5 도양계도 작성, 이는조선전기지도제작에많은영향 < 양성지의상소문에기록 > 청구도 의범례에의하면고려말에유공식의집에도지도가있었으며, 공민왕때에는나홍유가고려지도를만들어왕께바쳤다고기록 고려말에제작된나홍유의 5 도양계도 는조선태조 5 년 (1396) 에이첨이그린 삼국도 와, 태종 2 년 (1402) 에이회가그린 팔도도 의기본도가되었을것으로추정 10

11 조선시대의지도 조선초기 - 세계의지리에관한자료를과학적으로수집하여편집한지도와전통중화사상을바탕으로하는지도로구분 조선후기 - 간접적이긴하나서양의현대적지도가우리나라에도입된시기 혼일강리역대국도는우리나라에서만든가장오래된세계지도일뿐아니라동양에서가장오래된세계지도 김정호의대동여지도는약 1/160,000 축척으로써지형. 교통. 취락등의요소를모두갖춤과동시에산줄기와물줄기를사실적으로그려넣어지표의기복을충분히전달하고있으며그림기호를범례로제시함 11

13 고종의측량계획 1895 년 ( 고종 32 년 ) 3 월 26 일 칙령제 53 호로 내부관제 공포 " 판적국 ( 版籍局 ) 에서지적사무 ( 地籍事務 ) 를본다 1898 년 전국의토지를측량하기위해양지아문 ( 量地衙門 ) 을설치 1899 년 대한제국시대에최초의현대식지도인 < 대한전도 > 를발간 ( 우리나라에서제작된지도중최초로경위선을지도의좌표로사용 ) 1909 년토지조사사업의일환으로지형도. 지적도와같은근대지도의제작에착수하였으나, 일제의강점으로그뜻을이루지못함 13

14 국토지리정보원 광복후, 일제의지도제작성과를미군정청에서인수하여 1/50,000 지도원판 722 매와조선총독부에서사용하던 < 삼각점및수준점성과표 > 를대한민국육군공병감실에서인수 국방부지리연구소 (1958~1961) 발족 1961 년 2 월 15 일내무부국립건설연구소 ( 측량과, 지도과 ) 로이관 측량업무는주로파괴된측량기준점의복구와재설계획의수립 1961 년 12 월 31 일측량법 ( 제 938 호 ) 공포시행 건설부국립건설연구소 (1962~1974) 로이관 1962 년제 1 차경제개발 5 개년계획의첫사업인울산공업단지조성계획의기초자료로이용하기위해지형측량을실시하여지도 (1/3,000 및 1/10,000 현황도 ) 를제작 -> 우리의본격적인측량및지도제작의시초 1966 년 8 월 13 일 [ 한화협동항공사진측량사업 ] 협정 1974 년 11 월 1 일건설부국립지리원의독립기구로이관 2003 년 7 월 26 일국토지리정보원 ( 건설교통부, 국토해양부 ) 으로명칭변경 14
