Ramachandran 인도국립도서관장 1. 서 론 인도국립도서관은 1948년 인도정부가 설립하였으며 일반인 개방은1953년 1월 시작되었다. 현재는 인도의 산하기관으로 인도에서 생산된 도서와 정보자료와 인 도 국내외의 인도인 저자에 의해 쓰여진 모든 인쇄출판물의 영구 보존소 역할을 하고 있다. 인도국립도서관의 주요 업무는 다음과 같다. 가) 국내에서 생산된 인쇄출판물의 구입과 보존 나) 국내외에서 생산된 인도 관련 인쇄출판물의 수집 다) 외서 수서 계획 라) 문헌의 서지작업 수행 마) 국제적인 도서 교환 및 대출의 장 1.1 업무 부문 소개 인도국립도서관은 ㄱ) 전문(professional)부문, ㄴ) 보존부문, ㄷ) 행정부문으로 나눠진다. 전문부문은 다시 수서 (주문 및 선정), 부속 열람실 및 서고, 아슈토시 소장실(Asutosh Collection), 서지(일반 및 특수), 어린이 도서관, 컴퓨터센터, 영문 정기간행물, 에스플레네이드(Esplanade) 신문 열람실, 해외 공식문서, 선물 및 교 환, 인도국내 공식문서, 대출, 중앙열람실, 참고문헌, 중앙서고, 지도 및 사진자료, 도서목록, (영문 도서) 처리, 희귀본, 과학기술, 소장도서 확인, (아쌈어, 벵골어, 구 자라트어, 힌두어, 칸나다어, 카쉬미르어, 말라얄람어, 마라티어, 오리야어, 펀잡어, 산스크리트어, 팔리어, 프라크리트어, 신드어, 타밀어, 텔루구어, 우루두어 등) 인 도 공용어 문서, (동아시아어, 서아시아/아프리카어, 게르만어, 로망스어, 슬라브 어 등) 해외언어 문서 등으로 나뉜다. 보존부문은 화학적 실험, 보존, 복제 부문으 로 나뉜다

2 2. 문서수집 인도국립도서관은 소장자료와 서비스 면에서 볼 때 인도 내에서도 달리 유례를 찾아보기 힘든 도서관으로 꼽힌다. 아쌈어, 벵골어, 구자라트어, 힌두어, 칸나다어, 카쉬미르어, 말라얄람어, 마라티어, 오리야어, 펀잡어, 산스크리트어, 팔리어, 프라 크리트어, 신드어, 타밀어, 텔루구어, 우루두어 등 인도의 각종 공용어로 쓰여진 다양한 서적, 슬라브어, 게르만어, 로망스어, 동아시아어, 서아시아어 및 아프리카 어 등 해외언어로 쓰여진 서적, 필사본, UN과 그 산하기관의 간행물 등이 인도국 립도서관에 소장되어 있다. 문서수집을 활성화하고 정보 보관소로서의 역할을 강 화한다는 취지 하에 인도정부는 (공공도서관) 서적보급조례(the Delivery of Books [Public Libraries] Act: 1954년 시행, 1956년 개정)를 시행함으로써 신문과 정기간 행물의 보존시스템 구축을 의무화하였다. 이처럼 간행물의 공공도서관 무상 보급 을 의무화하는 서적보급조례를 시행하는 기관이 바로 인도국립도서관이다. 3. 자동화 인도국립도서관의 자동화는 1987년 컴퓨터부문에서 시작되었다. 2000년 초까지 이어진 자동화 초기 단계에는 미니컴퓨터 HP3000, RDBMS 기반의 서지작업용 소 프트웨어 MINISIS(역주-캐나다국제개발연구센터가 개발한 관계형 DBMS) 와 유니 마크(UNIMARC: 역주 - 기계판독목록인MARC 포맷의 표준화를 위해 IFLA가 제 정) 포맷의 MINISIS 소프트웨어가 사용되었다. 2000년 3월 인도국립도서관은 클 라이언트/서버 환경으로 자동화 시스템을 전환함으로써SUN E450서버(시스템 사 양: 선 마이크로시스템, E-450 모델, 솔라리스 운영시스템, 버전 8, 572GB)을 구동 하기 시작했다. 현재 LAN선을 통한 관내 광역 통신망이 3개 건물에 설치된 200 여 개의 노드를 연결하고 있다. 2001년 6월에는 VTLS사의 도서관 관리소프트웨어 버추어(VIRTUA)를 도입하였다. 100년 역사를 지닌 인도국립도서관은 시기별로 다른 도서목록 처리코드와 처리 규정을 이용하였다. 1940년대에는 ALA 코드(미국도서관협회제정코드), 1960년대 후반까지는 AACR-I 코드(영미목록규칙), 1970년대에는 AACR-II 코드(영미목록규 칙 개정판)를 사용하였으며, 그 이후 유니마크 포맷으로 전환했다가, 현재는 마크 (MARC) 21 포맷을 사용하고 있다

3 4. 도서관 소프트웨어 4.1 VIRTUA 도서관 관리시스템은 다음 유틸리티를 포함하고 있다. VIRTUA는 구입, 처리/서지관리, 시리얼 관리, 대출, 온라인 열람목록(OPAC), 소장자료 확인 등의 기술업무를 다루고 관리한다. 영어, 인도의 각종 공용어, 외국어 문헌의 목록 입력을 지원할 수 있다. 내부입력데이터와 외부교환포맷에 관련하여 전적으로 MARC 21 포맷을 지원 한다. VIRTUA를 이용하여 AACR-2 카드포맷, MARC 21의 인쇄포맷, 간략한 서지목록, 접근목록 등 국립도서관이 필요로 하는 각종 자료를 생성할 수 있다. 생성된 자료는 ISO 2709 형태로 반출이 가능하다. VIRTUA는 단일 사용자 및 다중 사용자 환경을 모두 지원한다. VIRTUA는 클라이언트와 서버 모두에 Z39.50을 실행시킬 수 있다. 4.2 데이터스캔 소프트웨어: 데이터스캔 소프트웨어는 사용자 서비스를 위해 CD와 DVD에 저장된 디지털 자료를 읽는 데 사용된다. 4.3 행정업무 및 관련 업무: 인도국립도서관의 행정업무는 마이크로소프트사의 비스타(VISTA)와 XP 운영체제하에서 MS-오피스와 ileap (워드프로세싱 프로그램)로 처리된다. 5. 소급변환 프로젝트 소급변환(retrospective conversion)이란 기존 도서목록을 기계가 판독할 수 있는 포맷으로 변환하는 작업을 말한다. 이 때 서고에 보관된 서적을 참고하여 새로이 MARC 21 목록을 만들거나 기존목록카드의 자료를 입력하는 방법이 이용된다. 본 프로젝트는 2002년 9월에 시작되어 현재까지 32개 분야의 문서를 변환했다. 이 제까지 2십만 개의 자료가 민간기관에 의해 생성되었으며, 현재 인도국립도서관의 웹사이트( 해당 자료의 검색과 열람이 가 능하다

4 5.1 프로젝트의 주요 특징 소급변환 프로젝트는 아웃소싱으로 진행되었다. T MARC 21 포맷으로 입력된 자료는 국립도서관의 밸리데이션 셀(Validation Cell)에 의해 검증된다. 본 프로젝트를 통해 자료입력이 MARC 포맷으로 이루어지므로 공통된 서지 기록을 생성하는 데 도움을 줄 수 있다. MARC 포맷은 다른 전세계 대형도서관의 대규모 데이터베이스와 호환이 가 능하다. 사용자는 언제 어디서든 웹사이트를 이용하여 데이터베이스에 접근할 수 있다. 소급변환 프로젝트의 완료시점에 국립도서관의 모든 소장자료를 확인할 수 있게 된다. 6. 정보통신기술의 업그레이드 및 강화 프로젝트 정보통신기술(ICT) 프로젝트는 국립도서관의 기능을 ICT 기반의 효율적 시스템 으로 전환하고 그에 따라 주요 이해관계자에 가능한 한 빠른 서비스를 제공하는 것을 취지로 2009년 시작되었다. ICT 프로젝트를 통해 사용자가 각종 자료를 앉 은 자리에서 조회할 수 있으며 대출 과정의 효율성과 신속성을 극대화할 수 있게 될 것이다. 6.1 프로젝트의 주요 특징 속도와 접근성 강화 향후 10년을 내다보는 저장용량 구축 CD / DVD 서버를 이용한 문서 보관 관내 (상시) 광역 인터넷 통신시설의 구축 데스크탑, 프린터, 스캐너의 필요물량 확보 열람자 등 사용자를 최대한 고려한 시스템 서버와 클라이언트에 대한 파워 백업 기능 내부정책에 따른 공공 웹서비스 제공 시스템 노후화를 고려한 투자자산보호

5 6.2 목표와 취지 인도국립도서관을 효율적인 ICT 기반의 도서관으로 전환한다. 다음을 통해 사용자와 직원에게 최대한 빠른 서비스를 제공한다. - 내부정책에 따라) 사용자가 앉은 자리에서 문서를 조회할 수 있도록 한다. - 도서 대출과 반납의 효율화를 극대화한다. - 좀 더 빠르고 효율적인 도서 선정, 수집, 정리작업, 보존, 확인을 가능하게 한다. 생산성과 시스템 투명성을 극대화한다. 도서관 운영과 관리의 효율성을 제고한다. 6.3 이점 공공도서관 온라인열람목록(WebOPAC)을 통해 서지정보를 온라인으로 검색 할 수 있다. 회원정보의 즉시 조회가 가능하다. 도서 대출과 반납이 전산화된다. 복잡한 도서관 업무를 간략하게 변화시킬 수 있다. 인터넷의 도움으로 프로세싱 속도를 단축할 수 있다. 선별된 희귀도서와 자료를 디지털화하여 온라인에서 제공할 수 있다. 도서관 사용자와 전문스태프가 도서관 어디서든 인터넷을 이용할 수 있게 된다. 도서관 포탈의 상호접속이 가능하다. 다른 도서관들도 도서관 간 시스템을 통하여 국립도서관의 자료를 이용할 수 있게 된다. 7. 디지털화 "디지털 도서관은 자료가 디지털 포맷으로 저장되어 컴퓨터로 자료 조회가 가능한 도서관을 뜻한다. 저장된 디지털 콘텐츠는 현장뿐 아니 라 컴퓨터 네트워크를 통해 원격조회가 가능하다. 디지털 도서관은 일 종의 정보검색시스템이다." 디지털 도서관은 기존 도서관에 비해 4가지 이점을 지닌다. 첫째, 원격으로 접

6 속이 가능하고, 둘째 좀 더 강력한 검색, 브라우징 기능을 제공하며, 셋째 부가가 치 서비스를 제공할 수 있는 근간이 되며, 마지막으로 희귀문헌이나 고문헌을 영 구히 보존할 수 있는 수단이 된다. 7.1 도서관 정책 1900년 이전에 발행되거나 출판된 문서를 디지털화한다. 디지털화 또는 스캔된 문헌에 대해서는 대출 서비스를 제공하지 않는다. 기계판독이 가능한 스캔본이나 디지털 문서의 제공은 국립도서관의 규정에 따라 실시한다. 스캔본은 각종 파일 포맷으로 제공된다. 원본의 안전과 보호를 위해 필요하고 적절한 보호조치를 취한다. 향후 기술적 변화나 발전을 감안하여, 필요한 경우 디지털 콘텐츠의 파일 포 맷을 변환할 수 있도록 하는 기술을 적용하였다. 해상도를 극대화하기 위해 NARA나 최신 표준을 채택하였다. 사용자에 대한 자료 제공은 다음 규칙을 따른다. *인쇄 가능 페이지수(도서): 사용자는 도서 두 권에 대하여 최대 50페이지까지 인쇄/복사할 수 있다. 단, 인쇄/복사하는 페이지 수가 책 전체 분량의 3분의 1을 넘지 않아야 한다. *인쇄 가능 페이지수 (학술저널): 사용자는 저널이나 정기간행물의 1개호로부터 최대 1개의 논문, 2개호로부터 최대 2개의 논문을 인쇄/복사할 수 있다. 7.2 디지타이징 대상 자료 인도국립도서관은 2001년 시범프로젝트인 Down Memory Lane 을 시행하여 희귀본과 고문헌을 디지털화하기 시작했다. 1900년 이전 출판된 영문 도서와 1920년 이전 출판된 인도 공용어 도서를 디지타이징 대상 자료로 선별하였 다. 1900년 이전 출판된 도서의 디지털화를 목표로 한 디지털화 제 1기는 각 분야 전문가에 의해 선정된 6,604개 영어 및 벵골어 도서 총 2,529,592페이지 를 대상으로 시행되었다. 2005년 4월 인도국립도서관은 디지털화 제2기에 돌입하였다. 그에 따라 국립 도서관 및 각 대학의 전문가가 선정한 인도 각종 공용어 및 영어 도서 2천 537권의 도서, 총 70만 페이지를 2005년과 2006년 사이에 디지털화하였다

7 7.3 기술 어플리케이션 A. 스캐너 년 디지털화 제1기 시행 당시에는 페이스업 기술(face up: 역주 - 인쇄 된 종이가 위를 향하는 방향으로 출력되는 방식)이 개발되지 않아 플랫베드(평판 형) 스캐너가 사용되었고 프로젝트를 완료하는 데 25개월이 소요되었다. 디지털 제2기에는 페이스업 기술이 사용되었다. B. 저장 기술 인도국립도서관의 문헌은 TIFF, PDF, BMP 등 3가지 포맷으로 변환되었다. TIFF 포맷은 문헌보존용 변환, PDF 포맷은 문헌복사용 변환, BMP 포맷은 열 람서비스용 변환에 사용되었다. BMP 파일은 모두 CD 600개에 저장되어있다. PDF 파일은 모두 DVD 20개에 저장되어있다. C. 복원 소프트웨어 인도국립도서관은 열람서비스를 위해 데이터스캔 소프트웨어를 사용하여 디 지털자료를 복원했다. BMP 파일의 복원에는 데이터스캔 소프트웨어만 사용 되었다. 7.4 메타데이터 메타데이터는 더블린 코어(Dublinc Core)와 유니마크 등의 국제 필드구조 표 준에 따라 생성되었다. 메타데이터에는 문서번호, 저자, 표제, 청구번호(call number), 등록번호(accession number), 출판연도, 위치, 형태사항(physical description), 언어, 주제 등이 포함된다. 청구번호, 표제, 주제, 출판연도 등의 항목으로 검색이 가능한 검색엔진을 사 용한다. 목록기술(cataloguing description)은 AACR-II(영미목록규칙 2판)을 따랐다. 주제명 표목표(subject heading)는 미국의회도서관 주제명표목표(Library of Congress Subject Headings List)를 따랐다

8 7.5 디지털 서비스 사용 규정 사용자 서비스는 다음 규정에 따라 시행된다. 1. 스캔본 /디지털화 문서의 제공은 국립도서관 규정을 따른다. 2. 스캔본/디지털화 문서의 이용에는 상당한 이용료가 부과된다. 3. 사용자는 한 해에 동일한 문서를 1회 이상 인쇄할 수 없다. 다음은 출판물 이용 규정이다. * 인쇄 가능 페이지수(도서): 사용자는 도서 두 권에 대하여 최대 50페이지까지 인쇄/복사할 수 있다. 단, 인쇄/복사하는 페이지 수가 책 전체 분량의 3분의 1을 넘지 않아야 한다. * 인쇄 가능 페이지수 (학술저널): 사용자는 저널이나 정기간행물의 1개호로부터 최대 1개의 논문, 2개호로부터 최대 2개의 논문을 인쇄/복사할 수 있다. 4. 인도국립도서관은 자료의 문서의 수명을 연장하기 위해 스캔본/디지털화 문 서를 대출하지 않는 것을 방침으로 정했다. 8. 목록카드 고속변환(RCCC) 프로젝트 인도국립도서관은 소급변환프로젝트를 통해 이미 문헌 20만종의 서지데이터를 전산화했다. 그 결과 웹사이트를 통한 일반인의 문헌 열람이 가능해졌다. 그러나 아직도 문헌 대부분이 기계판독이 가능한 포맷으로 변환되지 않은 상태다. 점차 늘어나는 사용자의 디지털화 정보 수요에 부응하고자 인도국립도서관은 목록카드 를 기계판독이 가능한 포맷으로 대량변환하는 프로젝트를 검토하고 있다. 현재 진행 중인 소급변환 프로젝트는 국립도서관과 같은 대형도서관의 소장규 모에 맞춰 기획되었으며, 더 이상 기간을 단축하는 것은 불가능하다. 2013년 완료 예정인 본 고속변환 프로젝트(RAPID CONVERSION OF CATALOGUE CARDS: RCCC)는 소급변환 프로젝트를 현재 속도로 진행하는 동시에 오류 없는 데이터베 이스를 구축하는 것을 목표로 한다. 목록카드를 이용하여 데이터를 신속히 입력하 고 이렇게 입력된 데이터를 웹상에 구현한다는 구상이다. 그렇게 되면 2010년 말 경에는 사용자가 필드선택을 통해 웹 기반의 OPAC(온라인열람목록)을 조회할 수 있게 된다

9 8.1 주요 특징 1. 본 RCCC 프로젝트의 시행기간은 3개월이다. 2. 1주일에 최소한 10만개 건의 기록을 변환한다는 의무변환 목표를 설정했다. 3. RCCC 프로젝트 시행 중 입력된 데이터는 소급변환 프로젝트에도 이용될 수 있다. 4. 사용자는 인도국립도서관의 동적 웹사이트에서 변환된 자료를 조회할 수 있다. 9. 사용자 서비스 9.1 온라인 저널 인도국립도서관은 2009년에서 2010년까지 발행기관이나 저널취합사이트와의 계 약을 통해 4천여 개의 인문, 사회과학, 과학기술 저널에 가입하였다. 해당 전자저 널의 사용자 서비스는 2010년 4월부터 인트라넷을 통해 제공되고 있다. 9.2 컴퓨터 부문의 서비스 디지털 자료를 통한 사용자 서비스 관리 온라인 사용자 질의 응답 서버와 클라이언트 유지관리 VTLS 담당과의 협력을 통한 VIRTUA 도서관 관리 시스템 유지관리 VIRTUA, MS오피스, 기타 어플리케이션의 트레이닝 프로그램 마련 웹사이트 유지관리 공공목적을 위한 각종 인터넷 서비스 제공( 필수 소프트웨어 및 하드웨어 부품 구입과 IT 시스템 개발을 위한 벤더와의 교류 9.3 도전과제 VIRTUA 도서관 관리시스템이 갖춘 수서, 대출반납, 시리얼 컨트롤 등 각종 모듈의 적극적 활용

10 전문스태프의 교육 시스템 분석가, 프로그래머, 데이터 입력 오퍼레이터 등 도서관 내 IT 전문가의 확보 디지털화와 마이크로필름 변환 작업을 위한 디지털화 제3기 시행 10. 신문의 보존 인도 국립도서관은 오래되고 보관상태가 좋지 않은 희귀 신문자료의 마이크로 필름 변환 작업에 최근 착수했다. 국립도서관은 각종 인도어로 된 18-19세기 신문 자료를 소장하고 있다. 시범프로젝트를 통해 15만 페이지의 신문이 변환될 예정이 다. 본 프로젝트는 신문의 보존과 사용자 서비스를 위해 각각 네거티브 마이크로 필름과 포지티브 마이크로필름으로 변환한다는 방침이다. 11. 향후 계획 (a) (신규) 동적 웹사이트를 운영한다 인도국립도서관은 동적 웹사이트의 구축을 통해 다음과 같은 사용자 서비스를 제공하고자 한다. 소장자료의 서지정보 스캔된 도서의 서지정보 이달의 온라인 도서 서비스 온라인 회원 등록 온라인 도서 예약 이메일 문의서비스 디지털화된 소장자료 사용자를 위한 결제서비스 (b) VIRTUA 시스템의 모든 모듈(도서구입, 대출반납, 시리얼 컨트롤)을 실행한다. (c) ICT 활성화 및 업그레이드 프로젝트를 기한 내 완료한다. (d) 목록카드의 기계판독 가능한 포맷으로의 고속변환(RCCC) 프로젝트를 기한 내 완료한다. (e) 무역, 경영, 여성학 등 기타 분야의 전자저널을 도입한다. (f) 오래되고 희귀하며 보존상태가 좋지 못한 문서를 디지털화한다

11 Application of Computers in the National Library of India Dr R. Ramachandran Principal Library and Information Officer National Library of India 1. Introduction The National Library of India, established by the Government of India in 1948 formally opened to the Public on 1 st February 1953, now functioning under the Administrative Control of Ministry of Culture, serves as a permanent repository of all reading and information materials produced in India as well as all printed materials authored by Indians wherever published and in whichever language. The basic features are as under: a) Acquisition and conservation of printed materials produced in India; b) Collection of printed materials concerning India wherever published; c) Acquisition and conservation of manuscripts having national importance; d) Planned acquisition of foreign materials; e) Rendering of bibliographical service of retrospective materials; f) Acting as a centre for international book exchange / loan 1.1 Functional Divisions The National Library has the following setup such as (a) Professional Divisions (b) Conservation Divisions and (c) Administrative Divisions. The Professionals Divisions includes, Acquisition (Book Order and Book Section), Annexe Reading Room & Stack, Asutosh Collection, Bibliography (General and Special), Children's Library, Computer Centre, English Serials, Esplanade Newspaper Reading Room, Foreign Official Documents, Gift and Exchange, Indian Official Documents, Lending (Section), Main Reading Room and Reference, Main Stack, Maps and Prints, Printed Catalogues, Processing (English books), Rare Books, Science and Technology, Stock Verification, Indian Language division includes, Assamese, Bengali, Gujarati, Hindi, Kannada, Kashmiri, Malayalam, Marathi, Oriya, Punjabi, Sanskrit, Pali & Prakrit, Sindhi, Tamil, Telugu, Urdu and Foreign Languages Divisions i.e. East Asian

12 Languages, West Asian & African Languages, Germanic Languages, Romance Languages, Slavonic Languages, etc. The Conservation includes, Chemical Laboratory, Preservation, Reprography, etc. 2. Document Collection National Library of India is considered as a unique library due to its collection and services in India. It maintains rich collection of Indian languages, i.e. Assamese, Bengali, Gujarati, Hindi, Kannada, Punjabi, Sanskrit, Pali, Prakrit, Sindhi, Tamil, Telugu and Urdu, foreign languages, viz., Slavonic, Germanic, Romance, East Asian, West Asian and African languages, manuscripts and publications of UN and its agencies. In order to strengthen the document collection development and to function as a repository the Government of India introduced the legal deposit system through the Delivery of Books (Public Libraries) Act, 1954 amended in 1956 to include newspapers and periodicals. The National Library of India is the implementing agency of the said Act which enables delivery of publications to the library free of cost. 3. Automation The automation programme was initiated in 1987 by creating a Computer Division with a mini computer (HP 3000) and MINIISIS a RDBMS software essentially for bibliographic control and MINISIS software with UNIMARC format which continued till the beginning In March 2000 Library switched over to client-server environment with SUN E450 Server (make: Sun Microsystem; E-450 Model; Solaris as Operating System; version 8; 572 GB). Presently a campus wide network with more than 200 nodes in three buildings is connected through LAN. The library introduced the VIRTUA Library Management Software of VTLS in June The National Library is a century old institution and many document processing codes and rules have been followed at different point of time in preparing its catalogue. The Library maintained ALA code in 1940 s, the AACR-I till late 1960 s, AACR-II in 1970 s, initially followed UNIMARC format and subsequently changed to MARC 21 format

Library Software 4.1 VIRTUA Library Management System was introduced considering the following utilities: The Software covered and controlled all technical areas of the Library Management i.e. Acquisition, Processing or Bibliographic Control, Serial Control, Circulation, Online Public Access Catalogue (OPAC), Stock Verification, etc. The Software is able to support catalogue entry for documents of English, Indian languages, foreign languages The software supports fully the MARC 21 format for both internal input data and external exchange format The software can generate varieties of report required by the Library, such as AACR-2 Card format, print format in full MARC 21 format, short bibliographical list, publisher list, accession list, etc. The data is exportable in ISO 2709 It supports single user and multi-user environment The software has ability to implement Z39.50 for both client and server 4.2 Data-Scan Software: Data Scan software is being used for retrieval of digital collection which is preserved in CD s and DVD s to provide reader services. 4.3 For administrative and other similar works: The library is using MS-Office, ileap with an operating system Microsoft VISTA and Microsoft Xp. 5. Retro-conversion Project Retrospective conversion means the conversion of the existing catalogue records into machine readable form either by doing fresh MARC 21 cataloguing with the help of books available in the stack or by inputting the data from existing catalogue cards. The project began in September 2002 for capturing data from documents in the Library so far with 32 fields

14 About 200,000 have been created through private agencieswhich are available in the National Library website for the public. 5.1 Salient features The project has been outsourced The records entered in MARC 21 format are validated by the Validation Cell of National Library. The project helps in having uniform bibliographic records, since entries are made in MARC format The format is compatible with other large databases of big library of the world Users will be able to access the database of the National Library from any place at any time through its website. The total stock of the Library will be ascertained when the project will be over. 6. Information Communication Technology (ICT) Up-gradation and Enhancement Project The ICT Project was undertaken in 2009 with the objective to convert the functioning of National Library into an efficient ICT-enabled system capable of providing fastest possible services to its major stakeholders by making reading-materials available at their desk and making the circulation process in the best possible way. 6.1 Key Features of the Project High speed and easy availability Storage capacity projected up to next 10 years CD / DVD Server for content of documents Ubiquitous (ever-present) Internet facility across the campus Desktops, printers and scanners as required Think clients mostly for readers section Power backup for both Server and Client Web services for public as per policy

Digitization A digital library is a library in which collections are stored in digital formats and accessible by computers. The digital content may be stored locally, or accessed remotely via computer networks. A digital library is a type of information retrieval system. Digital libraries have four principal advantages over conventional libraries: (a) easier to access remotely (b) offer more powerful searching and browsing facilities, (c) serve as

16 foundation for new value added services, and (d) serves as a preservation tool for rare and old documents. 7.1 Library Policy The documents published prior to 1900 are to be digitized The documents digitized / scanned will not be issued for reader service. Machine readable scanned/digitized document will be provided to the readers as per the norms of the Library. Copy right norms would be followed. The scanned documents have been converted into different file formats. Necessary and appropriate safeguards have been taken put in to ensure the security and safety of original documents. Technology and techniques have been adopted in such away that digital format document is available to modify and amend the file formats that may become imperative due to changes in technology in future. Maximum acceptable standard i.e. NARA or latest for output resolution The following are the rules for providing prints to the readers: * No of pages allowed from Books: The readers are allowed to take print out a maximum of 50 pages from each of two books provided the total number of copied pages do not exceed one-third of the total pages in the book. * No of pages allowed from journals: The readers are allowed to take print out one article from one issue to a maximum of two articles from two journals / periodicals. 7.2 Documents selected for digitization The Library undertook a pilot project in 2001 Down Memory Lane to digitize its rare and brittle books. The English books published prior to 1900 and Indian language books published prior to 1920 were selected for digitization. The first phase of digitization was undertaken to digitize 6,604 books containing 2,529,592 pages, mostly English and Bengali books published prior to 1900 which were selected by the subject experts. During the Library initiated the second phase of digitization work in April 2005, completed 2,537 books containing 700,000 pages from Indian Language documents

17 along with English selected by a team of experts from the National Library and the various universities. 7.3 Application of Technology A. Scanners National Library used flatbed scanner in the 1st phase digitization during , since face-up technology was not available for the said period and it took 25 months to complete the project During the 2 nd phase of digitization, the Library used Face-Up Technology B. Storage Techniques The Library converted the documents in three formats i.e. TIFF, PDF and BMF. TIFF format is for Preservation, PDF format is for reproduction and the BMP files for reader s services. All the BMP files are stored in 660 CD s and All PDF files are stored in 20 DVD s C. Retrieval Software The Library adopted Data Scan software for retrieval of digital collection, keeping in view of the readers service. The BMP files are used through the Data Scan software only 7.4 Metadata Metadata was prepared as per current International Standards such as Dublin Core and UNIMARC for field structure. The metadata includes with 10 fields such as Document Number, Author, Title, Call Number, Accession Number, Year of Publication, Location, Physical Description, Language, Subject, etc. Search Engines: Call number, title, subject and year of publication Cataloguing description is according to AACR-II Subject Heading is in accordance with Library of Congress subject headings list 7.5 Digital Services Rules The following are the rules for providing services to the readers:

18 1. Scanned/digitized document will be provided as per the norms of the Library. 2. Scanned/digitized document will be provided with a considerable charge. 3. If a reader took print out from a document, he/she will not be allowed to take print from the same document in a period of one year. The Library has adopted the policy of not issuing the digitized/scanned books to readers to increase their life (printed documents). 8. Rapid Conversion of Catalogue Cards (RCCC) Project The National Library has already computerized bibliographical data of two lakhs documents through Retro-conversion Project which are made accessible to public though its official website. However, a mammoth number of books and documents are still not in machine readable format. To keep pace with the growing demand of the information needs of users for the entire holdings, the National Library is considering mass conversion of its catalogue cards into machine readable format. The Retrocon Project (presently undergoing) as it has been designed ideally suited for book stocks of the size of National Library and there is no real short cut. The approach is to allow the Retrocon Project to proceed at its own pace with an aim to achieve a zero error database and it is expected to be completed by end of Hence the present project envisages rapid data entry to be generated rapidly using catalogue cards and hosted on the web so that the web-based Online Public Access Catalogue (OPAC) will be available with some selected fields over the internet by the end of

19 8.1 Some salient features 1. The project is scheduled to be completed within three months. 2. It has a mandatory target of conversion of one lakh records per week. 3. The data entered in RCCC project can be utilised simultaneously for the Retrocon Project. 4. The converted data can be made available to users through the dynamic website of the Library. 9. Reader Services 9.1 Online Journals The Library has taken an initiative during for subscription of about 4,000 journals directly through publishers and aggregators mostly for humanities, social science and science & technology. These e-journals are made available to the readers through intranet since April Services of Computer Division Attending user services through digitized materials. Attending daily online queries from the readers. Maintenance of Server and other clients. Maintenance of VIRTUA Library Management System through the representative of VTLS. Arranging Training Programmes on VIRTUA, MS-Office and other applications. Maintenance of Website. Internet services for different official purposes ( Interacting with various vendors for requisite software, hardware components and also for the new developments in IT system. 9.3 Challenges Modules like Acquisition, Circulation, Serial Control of VIRTUA Library Management System has to be fully utilized. Training for the professional staff

20 Availability of IT experts in the library (System Analyst, Programmer, Data Entry Operators, etc.). To continue the 3 rd phase of digitization project both for digitization and microfilming. 10. PRESERVATION OF NEWSPAPERS The library has very recently initiated a pilot project for microfilming the rare, old and brittle newspapers. This library has in its collection of century old newspapers of the 18 th and 19 th century in different Indian languages. The pilot project would cover 1.5 lakh pages. The objective of the project is to archive the materials in negative microfilm for posterity and to make the positive microfilms available to the users. 11.
