Changes of Nuclear Promotion Strategies in South Korea after the Fukushima Nuclear Accident Byungdoo Kim Department of Environmental Planning The Graduate School of Environmental Studies Seoul National University Korea Nuclear Energy Promotion Agency (KONEPA) and Korea Hydro and Nuclear Power (KHNP) are destined to recover the trust and acceptance of nuclear power which plunged at the news from Fukushima, Japan. Also, they are having a hard time lowering the risk perception of nuclear which soared after the accident. Before Fukushima nuclear accident, the government of Korea and its agencies like KONEPA and KHNP constantly promoted nuclear energy as economic and environment-friendly resource, the core of Green Growth. Then, what about after Fukushima? This research compared the frame of nuclear promotion of Korea before and after the massive accident in Japan, using content analysis and keyword network analysis. Television programs and channels, SBS Life and Economy and YTN - 100 -
Science, were selected to be analyzed since the both have been promotive of nuclear power for over two years before and after the accident. Based on the content analysis, the research found that nuclear promotions carried five discourses; science and technology-centered discourse; power for economic growth discourse; energy security discourse; safety discourse; and alternative energy discourse. Keyword network analysis showed how media frame nuclear promotions, and specifically which they focus on. A repetitive appearance of pairs of particular keywords formed networks of each media. The followings are the major findings from the study. For the two years before the Fukushima accident, the promotion contents were framed mainly in the context of nuclear technology and its applications namely, the benefits of nuclear technologies in everyday life such as medical uses. Also, nuclear and power generation frame was noticeable before Fukushima. It emphasized the role and significance of nuclear power as a solution for Korea s energy dependency on importation. However, for the next two years after the accident, Korea s approach has been completely changed towards accident and safety frame. This new frame mainly employed discourses that assure Korean reactors are safer than Japan s and Korea s disaster prevention system guarantees the capability of managing the risk. Given that the shift was seen in both SBS Life and Economy and YTN Science, it seems these media employed strategies to recover public acceptance by lowering people s risk perception of nuclear power. This research presumed that the public acceptance is affected by media and the media produce particular frames of promotion in order to regain the public support for nuclear power. Defining an immediate correlation between the media and the public support for nuclear power is not the purpose of this study. However, this research uncovered how media frame and use - 101 -
