Plans to Invite the 2011 KGSP Graduate Students 1. Courses and Period Master s : 3 yrs. (01.09.2011 ~ 31.08.2014) - 1 yr. of Korean language + 2 yrs. of Master s Doctoral : 4 yrs. (01.09.2011 ~ 31.08.2015) - 1 yr. of Korean language + 3 yrs of Doctoral 2. Korean Language Course After 1 year of Korean language training, Master's or doctoral program will be followed. Language Institution : Institutions designated by NIIED (to be announced) Duration : 1 year - Only the scholars who will have passed at least Level 3 of the Test of Proficiency in Korean (TOPIK) are permitted to start their master s or doctoral program. - Scholars who do not pass at least TOPIK Level 3 after one year of Korean language course should complete an additional six-month coursework in the Korean language. * Scholars who take the six months additional course are disqualified from extending their scholarship term beyond the designated duration of their scholarship. Exemption from the Korean language course requirement: Korean proficiency at TOPIK Level 5 or 6 (with certification). * Scholars who are exempted from taking the Korean language course may take their degree course starting from September 1 st, 2011 or March 1 st, 2012. * Scholars who pass at least TOPIK Level 5 during the language course and want to start their degree course on March 1 st, 2012 should obtain permission from NIIED in advance. 3. Number of Students to be Selected Each country can select up to 2 applicants and nominate them for the scholarship program. Please note that this nomination does not guarantee the positive result. Recommended candidates of a country will compete against one another, and successful candidates will be selected in numbers allocated to each country. 4. Eligibility 1) The applicant and his/her parents must have foreign citizenships. Applicants who hold Korean citizenship are not qualified for this program. 2) Applicants should be in good health, both mentally and physically, to stay in Korea for a long period of time. Applicants have to submit the Personal Medical Assessment (included in the application form) when he/she apply for this program, and then submit an Official Medical Examination Report issued in a hospital to NIIED after passing the NIIED Selection Committee (the 2 nd Selection). A serious illness reflected in the examination results will be the main cause of disqualification from the scholarship. 3) Applicants must be under 40 years of age as of Sep. 1 st, 2011 (born after Sep. 1 st, 1971). 4) Applicants must hold a Bachelor s or Master s degree as of September 1, 2011. Applicants who have ever enrolled in the same program in Korea as the one they are applying for will be disqualified from the program. For example, an applicant who has previously enrolled in a master s program in Korea cannot apply for the KGSP Master s Program. Applicants who apply for the Master s program must hold a Bachelor s degree or a diploma that is equivalent to or higher than a Bachelor s degree. Applicants who apply for the Doctoral program must hold a Master s degree or a diploma that is equivalent to or higher than a Master s degree. Applicants who are expecting to obtain the relevant required degree or diploma by August 31 st, 2011 must submit a certificate of degree or diploma expectation, and submit the official certificate of degree or diploma by September 1 st, 2011. 5) Applicants must maintain a grade point average (G.P.A.) of at least 2.64 on a 4.0 scale, 2.80 on a 4. 3 scale, 2.91 on a 4.5 scale or grades/marks/score of 80% or higher from the previously attended institution. If the transcript is not indicated in grades/marks/scores format, or is difficult to convert into percentages, attachment of official explanation from the attended institution is required. 6) Applicants who have Korean proficiency or English proficiency may be given preference. 7) Applicants who apply for natural science and technology program may be given preference. 5. Selection Procedures 1) Ajou University selects candidates among nominated applicants - no more than 10 in total (no more than 2 from one single country) 2) Ajou University singles out candidates for the second time and recommends them to NIIED. 3) The NIIED Scholarship Student Selection Committee reviews 8. Selection Criterion All documents including the transcript, self introduction, study plan, certificates of language proficiency (Korean and English), recommendation, published papers and awards etc. will be evaluated. 9. Eligible Universities and Fields of Study o Eligible Universities : The 50 listed universities (or institutions) designated by NIIED - Applicants recommended by the Korean Embassies or Adoption Associations must choose 3 desired universities out of the 50 universities listed below and apply for admission. - Applicants recommended by Korean government departments must apply for admission to the university designated by the recommending department. If university is not designated, the applicants then must also choose 3 desired universities and apply for admission. - Applicants recommended by entrusted domestic universities must complete a mandatory one-year Korean language course prior to university attendance. * Detailed information about the fields and majors of the listed eligible universities can be found in University Information on the websites of NIIED and GKS. Main Notes for the 2011 Selection o The selection process for scholars will proceed in three steps. Firstly, applicants must be selected by one of the following organizations: an embassy, an adoption association, or a university. Secondly, applicants who passed the first step must be selected by the NIIED Selection Committee. Finally, applicants who passed the second step must gain admission from a university. o Organizations accepting applications: Korean embassies, adoption associations, and entrusted universities in Korea. * Applicants must apply for this program through only one organization. Applicants who submit applications to more than one organization will be disqualified immediately. o Selection Procedure - 1 st Selection: Each 1 st selection organization will draft a selections standard based on the criteria supplied by NIIED, and recommend the best applicants according to its respective standards. - 2 nd Selection: The NIIED Selection Committee will select the most successful candidates from the pool of applicants recommended by the 1 st selection organizations. - 3 rd Selection: All candidates who passed the 2 nd selection successfully will be evaluated for admission by the universities which they applied; each candidate will gain admission from at least from one university. * Applicants who were recommended by an entrusted university will automatically be granted admission to the universities which recommended them, upon the condition they are selected as a successful candidate in the 2 nd Selection. o Application Procedure for Graduate Study - 14 -
- The successful candidates who were recommended by Korean embassies, Korean government departments, or Korean adoption associations (the 1 st Selection) and passed the NIIED Selection Committee (the 2 nd Selection) must choose 3 universities from the 50 listed entrusted universities and apply for admission. *The successful candidates who were recommended by Korean government departments must apply for admission to the university designated by the respective recommending departments. - The successful candidates who were recommended by an entrusted domestic university will gain admission from the recommending university if they are selected by the NIIED Selection Committee (the 2 nd Selection). 5. Duration of Scholarship o Master s (01.09.2011 ~ 31.08.2014) : 1 yr. of Korean language + 2 yrs of Master s o Doctoral (01.09.2011 ~ 31.08.2015) : 1 yr. of Korean language + 3 yrs of Doctoral 6. For example, an applicant who has previously enrolled in a master s program in Korea cannot apply for the KGSP Master s Program. * Applicants who apply for the Master s program must hold a Bachelor s degree or a diploma that is equivalent to or higher than a Bachelor s degree. * Applicants who apply for the Doctoral program must hold a Master s degree or a diploma that is equivalent to or higher than a Master s degree. * Applicants who are expecting to obtain the relevant required degree or diploma by August 31 st, 2011 must submit a certificate of degree or diploma expectation, and submit the official certificate of degree or diploma by September 1 st, 2011. o Applicants must maintain a grade point average (G.P.A.) of at least 2.64 on a 4.0 scale, 2.80 on a 4. 3 scale, 2.91 on a 4.5 scale or grades/marks/score of 80% or higher from the previously attended institution. * If the transcript is not indicated in grades/marks/scores format, or is difficult to convert into percentages, attachment of official explanation from the attended institution is required. o Applicants who have Korean proficiency or English proficiency may be given preference. o Applicants who apply for natural science and technology program may be given preference. 8. Scholarship o Scholarship Period : same as the period of invitation. o Payment: -Airfare : Round-trip economy class ticket. * Airfare for entry will not be provided to scholars who already presently live in Korea for academic study or employment. * The fees for domestic travel within a scholar s home country and for travel insurance to and from Korea will not be provided. -Monthly Allowance : 900,000 won (KRW) per month. -Research Allowance : 210,000 won for scholars in the humanities and social sciences; 240,000 won for scholars in natural and mechanic sciences, per semester. -Relocation (Settlement) Allowance : 200,000 won upon arrival -Language Training Fee : Full coverage -Tuitions : All admission fees are waived by the host institution. The universities have to notify the result to the candidates and NIIED by the designated date. The candidates who gain admission from more than one university will have to make a final decision and notify their respective local Korean Embassy and NIIED by the designated date. Only the candidates who gain admission within the 3 rd Selection period can be accepted as official KGSP scholars. o For applicants who are recommended by government departments * The applicants recommended by government departments are mainly government officials or experts attached to public duties.general applicants cannot be accepted through into this application category. - (1 st Selection) The Korean Government Departments request their counterpart government departments in the designated countries to select as many candidates as their quota. The counterpart government departments meets the quota of candidates, and recommend them to NIIED via the Embassy of Korea in their home countries. - (2 nd Selection) The NIIED Selection Committee judges the qualification of candidates, and determines the successful candidates. - (3 rd Selection) NIIED submits the documents of successful candidates to their already-designated universities, and requests admission of the successful candidates into their master s or doctoral programs. The universities have to notify the result to the candidates and NIIED by the designated date. Only the candidates who gain admission within the 3 rd Selection period can be accepted as official KGSP scholars. * In case that the universities to which the candidates applied are not designated by the government - 17 -
departments, the candidates will have to choose 3 universities amongst the 50 listed, and apply for admission to them. o For applicants who apply for KGSP via entrusted domestic universities - (1 st Selection) Each entrusted university will draft its own selection schedule and plan based on the criteria provided by NIIED, and accepts the applications. Each entrusted university will select up to 10 candidates from all the quota-assigned countries and recommend them to NIIED. They cannot recommend more than 2 candidates from a single country. - (2 nd Selection) NIIED Selection Committee selects as many successful candidates as each Country s quota from all the candidates recommended by the universities. - (3 rd Selection) The candidates who are selected in the NIIED Selection Committee will be accepted to the university which recommended them, and also be accepted as official KGSP scholars. o For applicants who apply for KGSP via Korean adoption associations *Only Korean adoptees who have foreign citizenship can apply for this program via Korean adoption associations. General applicants cannot be accepted through this application category. - (1 st Selection) Korean Adoptions Associations make its own selection schedule and plan based on the criteria provided by NIIED, and accept the applications. They select the most appropriate applicants and recommend them to NIIED. - (2 nd Selection) NIIED Selection Committee selects 15 successful candidates from all the applicants recommended by the various Korean Adoption Associations around the world. - (3 rd Selection) NIIED submits the documents of each successful candidate to his or her respective 3 universities of indicated preference, and requests admission of the applicant into his or her master s or doctoral program. The universities have to notify the result to the candidates and NIIED by the designated date. The candidates who gain admission from more than one university have to make a final decision and and notify their Adoption Association and NIIED by the designated date. 대학추천을 통한 후보자가 2차 전형에 합격한 경우, 추천대학의 입학허가를 기 취득했으므로, 최종 장학생으로 확정됨 o 진학대학 결정 - 재외공관(정부부처 포함) 및 입양인 단체 추천 후보자는 2차전형 합격 후, 지정된 50개 대학 중에서 3개 대에 지원하여 입학허가를 신청하며, 입학허가 받은 대학 중에서 1대학을 선택 확정 정부부처 추천 후보자의 입학대학이 지정된 경우, 그 지정대학에만 입학허가 신청 - 국내대학 추천 후보자는 2차 전형 합격 후 그 추천대학에 진학확정됨 5. 초청기간 (장학 기간) o 석사 (3년) : 2011.9.1 ~ 2014.8.31 (한국어연수 1년 + 학위과정 2년) o 박사 (4년) : 2011.9.1 ~ 2015.8.31 (한국어연수 1년 + 학위과정 3년) 6. 한국어연수 o 1년간 한국어 연수과정 후, 학위과정 진학(TOPIK 3급 이상을 취득한 자만 허용) o 연수기간 : 1년 * 1년 한국어연수 후 TOPIK 3급 미만자는 추가연수 1회(6개월) 실시 가능 - 6개월 간의 추가연수 후에도 TOPIK 3급 미만 시 장학생 자격상실 *추가 연수자의 경우 장학금 수혜기간은 변동이 없으나, 본 과정 수료 후 장학기간 연장은 불가 o 연수기관 : 국립국제교육원에서 지정한 연수기관 (추후 공지) o 한국어연수 면제 대상자 : TOPIK 5급 혹은 6급 인증 취득자 * 한국어연수 면제 대상자는 2011.9.1 또는 2012.3.1 학위과정에 입학할 수 있음 (한국어연수 기간 중 TOPIK 5급 이상을 취득할 경우 2012.3.1 학위과정 입학 가능) * 2012.3.1 학위과정 입학희망자는 대학으로부터 공식 입학허가서를 받아 본원에 제출해야 함 7. 지원 자격 o 지원자 및 부모가 모두 외국국적을 가진 외국인 지원자가 한국국적을 가진 이중국적자는 지원불가 o 한국에서의 장기간 유학이 가능할 정도로 심신이 건강한 자 지원 시 자가건강체크리스트(Personal Medical Assessment)를 제출하고, 합격 후 병원에서 발급 한 공식건강검진표(Official Medical Examination)를 제출하며, 장기간 해외수학에 지장이 있는 심 각한 질병 발견 시 합격 유무 재심사함 o 2011년 9월 1일 기준 만 40세 미만인 자 (1971년 9월 1일 이후 출생자) 연령초과자는 심사대상에서 제외됨 o 2011년 9월 1일 기준 학사학위 또는 석사학위를 취득한 자 혹은 취득예정자 석사과정 지원자 : 학사학위를 취득한 자 또는 이와 동등이상의 학력이 있다고 인정되는 자 박사과정 지원자 : 석사학위를 취득한 자 또는 이와 동등 이상의 학력이 있다고 인정되는 자 한국 내 대학원에서 지원과정과 동일한 학위과정에 등록 또는 재학 사실이 있는 자는 지원자격이 없음 (예, 석사과정 지원자는 석사과정에 등록 또는 재학사실이 없어야 함) 학위취득예정자는 지원 시 졸업예정증명서를 제출하고, 9월1일 이전까지 공식 졸업증명서 제출 o 최종학교 전( 全 )학년 성적 평균 평점(GPA)이 100점 만점으로 환산할 경우 80%이상인 자 또는 이와 동등이상의 성적이 있다고 인정되는 자 ( GPA 백분율 환산표 참조) - 11 -
성적을 GPA 백분율로 환산하기 어려운 경우 출신대학의 성적에 대한 공식적인 설명자료가 필요함 o 한국어능력성적(TOPIK, KLPT) 또는 영어능력성적(TOEFL, TOEIC, IELTS) 취득자는 선발전형에서 가산점 부여 또는 우선 선발(영어 원어민은 해당되지 않음), 해당자에 한해 제출 o 이공계 지원자는 동등자격 또는 심사결과 성적이 동점일 시 우선선발 8. 장학금 지급 o 지급기간 : 초청기간과 동일 o 지급내역 : 항공료 생활비 연구비 정 착 지원금 귀 국 준비금 어 학 연수비 등록금 지 원 논 문 인쇄비 의 료 보험료 한국어능력 우수자지원 양국국제공항간 일반석항공권 90만원 (월) 21만원(인문,사회) 24만원(자연,공학) 20만원 (1회) 10만원 (1회) 60만원 (분기) 입학금 면제 및 등록금 지원 50 80 만원 이내 실비(1회) 1.5만원 (월) 10만원(월) (TOPIK5급이상) 9. 선발 절차 o 국립국제교육원 홈페이지(www.niied.go.kr), GKS 홈페이지(www.gks.go.kr), 재외한국공관 및 국내대학을 통하여 모집요강((지원서류 서식 포함) 및 대학소개자료 공고 o 재외 한국공관 추천자 - (1차 전형) 공관별 배정 인원의 1.5배수 내의 후보자를 선발하여 국립국제교육원에 추천 - (2차 전형) 국립국제교육원은 후보자의 자격요건을 심사, 2차 합격자 선정 - (3차 전형) 국립국제교육원은 2차 합격 후보자의 입학희망대학에 지원서류 송부 및 입학허가 요청 - 대학은 입학여부를 심사하여 그 결과를 발표하고, 후보자는 입학허가를 받은 최종 1대학을 선택 - 대학의 입학허가를 받은 후보자에 한해 최종 장학생 합격을 확정하고 그 결과를 웹사이트에 공고 o 정부부처 추천자 (재외공관을 통하여 추천) 정부부처 추천자는 한국의 정부부처와 관련된 초청국가의 전문가 또는 공무원을 선발하는 것이므로 일반지원자는 해당되지 않음 - (1차 전형) 해당 정부부처에서 재외공관과 초청국가의 정부부처와 협의하여 적격자를 정수로 선발하여, 재외공관을 통해 국립국제교육원에 추천 - (2차 전형) 국립국제교육원은 후보자의 자격요건 심사 - (3차 전형) 국립국제교육원은 2차 합격 후보자의 입학희망대학(또는 지정대학)에 지원서류 송부 및 입학허가 요청 - 대학은 입학여부를 심사하여 그 결과를 발표하고, 후보자는 입학허가를 받은 최종 1대학을 선택 - 대학의 입학허가를 받은 후보자에 한해 최종 장학생 합격을 확정하고 그 결과를 웹사이트에 공고 o 국내대학 추천자 - (1차 전형) 위탁대학은 초청인원이 배정된 대상국을 상대로 10명까지 선발하여 국립국제교육원에 추천(1국가 당 2명 이내) - (2차 전형) 국립국제교육원은 위탁대학 추천 후보자를 국가별로 별도심사를 통해 최종합격자 선발, 그 결과를 위탁대학에 통보 - 위탁대학은 후보자의 선발결과를 해당자에게 통보 - 12 -
