4 군민과 함께하는 열린 당진군의회 안녕하십니까? 당진군의회 의장 최동섭입니다. 새롭게 출발한 제5대 당진군의회는 군민의 지역발전에 대한 여망과 군민 여러분의 다양한 민의를 수렴하여 당진군의 발전 방안 제시와 신뢰받는 지역의 일꾼이 될 것을 약속드립니다. 우리군은 급격한 지역개발 사업에 힘입어 쾌적한 주거 환경조성과 황해경제자유구역 지정 그리고 대기업과 중소기업의 유치로 21세기의 선두 주자는 물론 동북아 물류의 중심지, 미래를 주도해 나갈 도시로 도약하고 있는 지역입니다. 의회는 항상 겸허한 자세로 군민의 뜻을 받들 수 있도록 의원 개개인의 자기개발과 발전적인 변화를 추구하여 의정 능력을 극대화하고 능동적으로 대처하여 미래를 예측하고 대비하며 실천해 나가겠습니다. 여기에는 무엇보다 군민 여러분들의 적극적인 참여가 있을 때 지역 민주주의가 아름 답게 꽃피울 것입니다. 여러분들의 따뜻한 성원과 애정 어린 마음으로 열린 창으로 다가오시기를 기원합니다. 감사합니다. 당진군의회 의장 최 동 섭 Dangjin Council - Open for its country people Greetings to all our visitors! I am Choi Dong Sup, chairman of Dangjin-gun Council. The 5th Dangjin-gun Council has been newly launched. This 5th Council promises our inhabitants of Dangin-gun that we make constructive suggestions in pursuit of Dangjin s further regional development and be the trustworthy and reliable organization of ability by fully considering their strong hopesfor the regional development as well as various opinions in a righteous way. Grounded on diverse projects to further promote the regional development, Dangjin-gun is making a quantum leap to becoming the leader of the 21st century and the future as the hub of logistics in the Northeast Asia. To that end, we establish a pleasant residential environment and attract large and small enterprises after obtaining the government Øs designation as the Yellow Sea Economic Free Zone. Dangjin-gu Council pursues self-development and growth-oriented change in every councilor so as to serve our inhabitants in a humble way. We will maximize our parliamentary capacities, predict the future and deal with it proactively by taking actions. In that respect, your active participation contributes greatly to the blossoming of the regional democracy. 5 당진군의회 의원 윤리 강령 Ethics Charter for Councilors of Dangjin Council 우리 당진군의회 의원은 군민으로부터 선택받은 군민의 대변자로서 맡은바 직무를 성실히 수행하여 의회의 명예를 지키고 군민의 복리증진과 지역발전을 위하여 봉사함은 물론, 항상 올바르고 참된 의원상을 정립해 나갈 것을 다짐하면서 의정 활동의 지표로 삼고자 윤리강령을 제정하여 이를 실천해 나가는데 다함께 노력할 것을 다짐한다. 1. 우리는 군민의 봉사자로서 주민의 복리증진을 위하여 공익우선의 자세로 군민의 의사를 충실히 대변 한다. 2. 우리는 군민의 대표자로서 명예와 품위를 유지하고 항상 청렴하며 검소한 생활에 솔선한다. 3. 우리는 군정의 선도자로서 직무와 연계하여 재산상의 이익이나 부당한 영향력을 행사하지 아니하며 군정을 올바르게 선도한다. 4. 우리는 의정의 주체자로서 의원상호간 인격을 존중하고 균등한 기회를 보장하여 민주적이고 생산적인 의정풍토를 정착시킨다. 5. 우리는 지역의 책임자로서 항상 연구 노력하는 자세와 합리적인 판단으로 군민의 삶의 질을 높이고 지역발전을 선도하는데 온 힘을 모은다. We the councilors of Dangjin Council shall be dutiful in executing each of their duties as the representative selected by the county people so as to maintain the council s honor. Likewise, we make a pledge that we shall contribute ourselves to the objective of the county people s welfare enhancement and regional development while establishing a righteous and genuine image of a councilor all the time. In that note, we establish this charter of ethics that can be an indicator of the council activities in an effort to wholeheartedly conduct the followings: 1. As the servant to the county people, we shall fully represent their opinions for their welfare enhancement on the basis of public-interest-comes-first mindset. 2. We as the representatives of the county people shall maintain our honor and dignity and take initiatives in leading a life of integrity and frugality. 3. We as the leader of the county administrations shall not seek any financial profits obtained from the job and exert any wrong influence, and lead the country administrations in a righteous and correct way. 4. We as the main subject of the council administration shall respect each member of the council and guarantee equal opportunities so as to establish the democratic and productive atmosphere for the administration. 5. We who are in charge of the local matters shall make a concerted effort to enhance the quality of the county people s lives and to lead the growth of the region grounded on the attitude for research and further effort and on the rational judgment

7 당진군의 연혁 History of the Dangjin County 당진군의 연혁 삼한시대 마한의 영역 삼국시대(백제) : 혜군, 벌수지현, 사평현 757년 : (통일신라 경덕왕 16년) : 혜군을 혜성군, 벌수지현을 당진현, 사평현을 신평현으로 개칭 1018년 : (고려 현종 9년) : 혜성, 당진, 신평 모두 운주(지금의 홍성)의 속현 1293년 : (고려 충령왕 19년) : 혜성군이 면주로 승격 1413년 : (이조 태종 13년) 면주는 면천군, 당진은 당진현이 됨. 1895년 : (조선말 고종 32년) 당진현이 당진군(외맹 등 7개면 관할)이 됨 1914년 : 부령 제111호 : 당진, 면천 2개군을 당진군으로 통합 1917년 : 마암면을 면천면으로 개칭 1928년 : 이배면을 당진면으로 개칭 1942년 : 범천면을 당진면으로 개칭 1957년 : 법률 제 465호 : 서산군 대호지면과 정미면을 당진군에 편입 1963년 : 법률 제1177호 : 당진면을 당진읍으로 승격 1973년 : 법률 제6543호 : 합덕면을 합덕읍으로 승격. 정미면 여미리를 서산군 운산면으로 편입 History of the Dangjin County Area of Mahan in Samhan Era Three Kingdom Period (Baekje): Hye-gun, Beolsuji-hyeon, Sapyeong-hyeon 757 A.D. (The 16th year of King Gyeongdeok in Unified Shilla Period): Renamed Hye-gun to Hyeseong-gun, Beolsujihyeon to Dangjin-hyeon and Sapyeong-hyeon to Sinpyeong-hyeon 1018 (The 9th year of King Hyeonjong in Goryo): Hyeseong-gun, Dangjin, and Sinpyeong were included as Unju (now Hongseong) 1293 (The 19th year of King Chungnyeong in Goryo): Hyeseong-gu, elevated to Myeon-ju 1413 (The 13th year of King Taejong in Joseon): Myeon-gu became Myeoncheon-gun and Dangjin became Dangjinhyeon 1895 (The 32nd year of King Gojong in late Joseon): Dangjin-hyeon became Dangjin-gun (jurisdiction over seven myeons including Oemaeng) Bureau ordinance no. 111 in 1914: Integrated two counties of Dangjin and Myeoncheon to Dangjin-gun 1917: Renamed Maam-myeon to Myeoncheon-myeon 1928: Renamed Ibae-myeon to Dangjin-myeon 1942: Renamed Beomcheon-myeon to Dangjin-myeon Ordinance no.465 in 1957: Included Daehoji-myeon and Jeongmi-myeon of Seosan-gun to Dangjin-gun Ordinance no.1177 in 1963: Elevated Dangjin-myeon to Dangjin-eup Ordinance no.6543 in 1973: Elevated Hapdeok-myeon to Hapdeok-eup & Included Yeomi-ri of Jeongmi-myeon to Unsanmyeon of Seosan-gun - 7

8 당진군의 상징 Symbol of the Dangjin County 당진군 브랜드 New Hope Dangjin New : 새로운 - 서해안 시대의 신흥 도시 당진 H : Happy (행복한) - 더불어 사는 행복한 도시 O : Opportunity (기회의) - 경제적으로 풍요로운 기회의 땅 당진 P : Prosperous (번영의) - 번영된 미래가 약속된 쾌적한 도시 당진 E : Excellent (뛰어난) - 전국 최고의 다시 찾고 싶은 도시 당진 Brand of Dangjin-gun(County) New Hope Dangjin New - Dangjin, a newly rising city of the west coast H : Happy - A happy city to live together O : Opportunity - Dangjin, land of abundant economic opportunities P : Prosperous - Dangjin, a delightful city with the promise of a prosperous future E : Excellent - Dangjin, Korea s most outstanding city, where you would want to visit again 심벌마크 Emblem 서해안에서 유일하게 해뜨고 지는 왜목마을을 모티브로 시각화 하였으며 군민의 진취적인 기상과 희망, 21C 세계도시로 웅비하는 당진군을 상징 붉은색 - 당진군민의 진취적인 이미지와 희망을 상징. 녹 색 - 당나루터의 돛단배를 현대적으로 표현 청 색 - 푸른바다와 깨끗한 자연환경을 상징. It symblizes the DangJin-gun(County) taking a great leap to the global city of 21 century in harmony like the beautiful appearance of Yaemok village at which the sun rises and sets Red - It symbolizes the progressive image and the hope of the Dang Jin-gun people. Green - It represents a sailboat of the Dangnaru (a crossing) in a modern style. Blue - It represents a pure blue sea. 마스코트 Mascot 군의 새 학 을 의인화하여 당학이 란 마스코트를 통해 군민과 행정과의 친숙한 관계를 유지시키고 대외적으로 당진홍보의 역할을 담당 The Mascot, Danghagi is expressed with the Gun s bird, the crane. It shall be used as the leading symbol for Dangjin s PR and to maintain friendly relationship between Gun s citizens and administration. 군의 새 : 학 The County Bird : Crane 장수와 무궁한 발전, 힘찬 전진을 상징. It symbolizes the longevity and infinite progress and strenuous march forward the future. 군의 꽃 : 진달래 The County Flower : Azalea 우리 군 전통주 무형문화재 제86-나호인 두견주의 원료, 효와 미풍양속의 고장 건설을 상징 Symbolization of the construction of village of filial duty and social morals and customs which are the primary ingredients of Azalea Liquor, the Intangible Cultural Asset No. 86-B. 군의 나무 : 소나무 The County tree: Pine 상록수 정신과 변함없고 씩씩한 기상을 상징 Symbolizes the strong and unchanged spirit just like the evergreens. 8 - 당진군의회

10 당진군의회 구성 Organization of Dangjin Council 의원 Member 의원은 그 자치단체 주민들의 직접 선거에 의해서 선출되는 대표자로서 2읍 10개면에서 10명과 비례대표 2명의 의원이 선출되었으며 임기는 4년임 Councilors are the representatives directly selected by the residents under its autonomous organization through an election. Ten councilors from ten myeons of two eups and two councilors as the proportional representation were selected and the term of office is four years. 의장 부의장 Chairman Vice - Chairman 의회는 의장 1인과 부의장 1인을 두되, 의원중에서 무기명 투표로 선출하고 임기는 각 2년임. 의장은 의회를 대표하고 의사를 정리하며, 회의장내 질서를 유지하고 회의를 소집할 수 있으며, 의회의 권한에 속 하는 사무를 감독한다. 부의장은 의장을 보좌하며, 의장이 사고가 있을 때에 그 직무를 대리한다. The council assigns one chairman and one vice chairman and they shall be elected by secret ballot among the councilors and the term of office is two years respectively. The chairman represents the council, organizes the memorandum, maintains order in the council house and has the right to call on a meeting while supervising the general administration affairs under the authorization of the council. On the other hand, the vice chairman assists the chairman and deputizes for the chairman in case of an accident. 상임위원장 Chairman of the Standing Committees 의회는 3개의 상임위원회(의회운영위원회, 총무위원회, 산업건설위원회)를 두었고, 위원장은 위원중에서 무기명 투 표로 선출하고, 부위원장은 위원중에서 호선으로 선출하며, 임기는 각 2년임 상임위원장은 소관 상임위원회를 대표하고 그 소관에 속하는 의안과 청원심사 등을 처리하는 직무를 감독한다. The council is comprised of three standing committees (council operation committee, general affair committee, industrial construction committee) and the chairman of the committee will be selected by secret ballot from the councilors and the vice chairman by mutual vote. The term of office is two years each. The chairman of the standing committee represents his standing committee and shall supervise the tasks that handles the bills concerned and petition reviews. 의회사무과 Council General Affairs Department 군의회는 사무를 처리하기 위하여 사무과를 두고, 사무과에서는 사무과장과 전문위원, 직원을 두며, 사무직원은 의 장의 추천에 의해 당해 자치단체장이 임명하며, 사무과장은 의장의 명을 받아 의회의 사무를 처리한다. (직원현황 : 행정직 7명, 기능직 9명) County council holds the general affairs administration division to handle related affairs with the division manager, professional councilor and other staffs. The staffs are recommended by the chairman and assigned by the chief of the autonomy organization. On the other hand, the manager handles the general affairs of the council ordered by the chairman. 19 Authoryty of the Council Legislation Right - Decision making of either local government or local council intentions. - Legislation, enforcement and abolishment of regulations, deliberation and final approval of budget and settlement. - According to law and regulations, deliberation and votion of issues belonging to the authority of the council Auministration Monitoring Right - Monitoring enforcement status of administration by enforcement office, and auditing according to control audit right and investigation right. Autonomy Right - In organizing and managing local council, autonomous ruling without external interference from the nation or enforcement institutions. Voting Right - Election incurred by the laws, except for the voting internal members of council and those outside of local government laws, and by the regulations of corresponding local government. Petition Processing Right - With the introdution of either certain opinion or demand for right form local People with the help of more than one local council s member, petition to be submitted, accepted and processed. Demand Right for Document and Attendance - In order to monitor the affairs of enforcement offices and deliberation of issues, demands of document submission for audit, investigation and deliberation of issues and of attendance by the chief of local goverment or concerned public officals could be made

20 의회의 운영 Council Management 합덕 서야고등학교 당진군의회 방청 Hapdeok Seoya High School sat in on the Dangjin Council 의회의 소집과 회기 정례회는 매년 2회 (1차 정례회, 2차 정례회) 임시회는 재적의원 1/3이상 또는 지방자치단체장의 요구가 있을 때 의장은 15일 이내로 소집 임시회의 소집공고는 집회일 5일전까지 공고 연간 회의일수는 정례회와 임시회를 통하여 90일 이내 Council Convention & Session The regular session shall be convened twice every year. (The 1st regular session, the 2nd regular session) Extraordinary session shall be convened by the chairman within 15 days upon request of the chief of local autonomous organization or one third or more of its total members. Convention notice should be announced 5 days prior to date of a temporary convention. The number of days a year is less than 90 days with regular and temporary conventions combined. 본회의 본회의는 재적의원 1/3이상의 출석으로 개의하며, 다른 법령에 특별한 규정이 있는 경우을 제외하고는 재적의원 과 반수 출석과 출석의원 과반수의 찬성으로 의결 본회의장에서 의원이 발언하고자 할때는 사전에 허가를 얻어야 하며 발언시간은 20분을 초과할 수 없다. 다만 질 의, 보충 발언, 의사진행 발언, 신상발언은 10분을 초과할 수 없음.
