ASSOCIATION DESCRIPTION 협회 소개 The Canada Wood Group (CWG) is a coalition of Canadian industry trade associations which represents Canada's forest sector market development, market access and technical interests in offshore markets including Japan, China, South Korea, India, the United Kingdom, continental Europe and other countries. Through co-funded Canada Wood Export Program (CWEP), Forestry Innovation Investment Ltd. and industry funding, CWG provides infrastructure, market development and market access services on behalf of member Associations which include the Council of Forest Industries, SPF Group, BC Wood Specialties Group, Coast Forest Products Association, Quebec Wood Export Bureau, Ontario Wood, Forest Products Association of Canada, the Western Red Cedar Export Association, Certiwood and APA. Funding for product development, technical, market access and marketing services is provided through activity-specific funding formulae, on a cost shared basis between Natural Resources Canada (Canada Wood Export Program), Province of British Columbia (Forestry Innovation Investment Ltd.) and CWG members. CWG is subject to the terms and conditions of funding set out by its government funding partners, and on this basis, is required to undertake competitive processes as appropriate to the services sought and availability of qualified service providers for the procurement of consulting and research services both in-canada and outside of the country. These competitive processes may include price quotes, multi-year Request for Qualifications or Request for Proposals processes. CWG is seeking suppliers with significant senior-level experience and qualifications in both the management and delivery of market access activities which may include wood product testing, research, technical support, technical submission development and foreign market acceptance services. CWG is also active in technology transfer in Asia and therefore require from time to time contractors who can manage and deliver training programs targeted at builders, designers and regulatory officials. CWG member associations manage/deliver programs under the direction of industry steering committees with activities that include market research, media, tradeshows, missions and other promotional activities designed to expand markets for Canadian wood products. Request for Qualifications 자격심사요청 Through this Request for Qualifications, CANADA WOOD GROUP is seeking to establish a list of qualified firms and / or individuals with demonstrated senior-level experience including specific experience with forest products and markets - from which CWG can select contractors or teams for project work. CANADA WOOD GROUP은 본 자격심사요청으로 목제품과 목재시장에서 고도의 특정 경험을 갖 춘 자격이 있는 업체나 개인 명부를 구축하려 한다. Canada Wood Group은 그 명부에서 프로젝 트 작업을 수행할 업체나 팀을 선정할 수 있다.

6 Interested parties are asked to provide a detailed description of their qualifications, experience in similar projects, knowledge of TASK, their knowledge of forest product markets, and / or their experience in TASK OTHER. Applicants must provide a quotation of the hourly or daily rates proposed for themselves, team members, staff, subcontractors or other resources that would be involved in the work. Work may, at the discretion of CWG, be allocated on an hourly, daily or fixed-price project basis. Where work is allocated on a fixed-price project basis, further project proposals may be sought for large segments of work. 관심 있는 업체나 개인은 자격증, 유사 프로젝트 경험, 업무 지식, 산림 제품 시장에 대한 지식, 그 외 작업에 대한 경험을 상세히 기재하여야 한다. 신청인은 팀원, 직원, 하도급계약자, 그 외 작업 에 관계하고 있는 인력의 시급이나 일당 견적을 제출하여야 한다. On the basis of its assessment of the qualifications received, CWG will establish a prequalified list of resources that it may draw from, as required. This pre-qualified list will remain in place for a minimum period of three (3) years, and may be extended for further one (1) year increments if, in the opinion of CWG, the pool of qualified service providers has not changed substantially enough to warrant another competitive process. CWG may negotiate and enter into a contract or series of contracts with those applicants that best meet the needs of specific projects, and provide the best value. However, CWG reserves the right to refuse any or all submissions received, and does not guarantee that firms on the CWG qualified list will receive project work. Administrative Requirements 관리 요건 The following terms will apply to this Request for Qualifications and to any subsequent Contracts. A submission in response to this Request for Qualifications indicates acceptance of all the following terms. 본 자격심사요청 및 그 이후의 모든 계약에 대하여 아래의 조건을 적용한다. 본 자격심사요청 서 류를 제출할 시 아래의 모든 조항을 수용한다는 의미로 해석한다.

Request for Qualifications Terminology 자격심사요청 용어 Throughout this Request for Qualifications, terminology is used as follows: 본 자격심사요청에서는 아래의 용어를 사용한다. a) Contract means any written agreement resulting from this Request for Qualification executed by CANADA WOOD GROUP and the Contractor; 계약 이란, CANADA WOOD GROUP 와 계약자의 자격심사요청 결과로 하게 된 모든 종류의 서면 계약을 의미한다. b) Contractor means a successful Contractor to this Request for Qualifications who enters into a written Contract with CANADA WOOD GROUP; 계약자 란, 본 자격심사요청에 합격하여 CANADA WOOD GROUP 와 서면 계약에 들어간 계약자를 말한다. c) Must, or Mandatory means a requirement that has to be met in order for a Submission to receive consideration; ~해야 한다 나 의무, 필수 와 같은 표현이 들어간 부분은 서류를 제출할 때 반드시 갖추어야 할 요건에 해당하는 부분이다. d) Applicant means an individual, partnership, institution, firm or company that submits, or intends to submit, a submission in response to this Request for Qualifications; 신청인 란, 본 자격심사요청을 받기 위해 서류를 제출하거나 제출할 의향이 있는 개인, 제휴사, 기관, 회사, 기업을 말한다. e) Should or desirable means a requirement having a significant degree of importance to the objectives of the Request for Qualifications, and will be taken into account in the evaluation of the Submissions. 하도록 한다 나 바람직하다, 중요 와 같은 표현이 들어간 문구는 자격심사요청에서 매우 중요한 부분을 차지하는 요건으로 제출 서류 평가 시에 고려하게 되는 부분이다.

8 4. Request for Qualifications Process 4.1 Enquiries All enquiries related to this Request for Qualifications are to be directed, in writing, to the person identified below. 9 제출 서류는 우편이나 택배 또는 팩스로는 받지 않는다. 전자 제안 서류를 받은 날짜와 시각 기록은 보존하며, 서류는 마감 일시 이전에 도착하여야 한다. 전자 제출서류에는 신 청인의 이름과 주소와 연락처 정보가 함께 들어있어야 한다. 4.3 Late Submissions 기한을 넘겨 제출한 서류 Late submissions will not be accepted and will not be evaluated. 기한을 넘겨 서류를 제출한 경우 인정하지 않으며 평가하지 않는다. 4.4 Eligibility 적격성 a) Applicants should, within their submission, indicate any real or potential conflict of interest that could impact work that may be performed under this Request for Qualifications. 신청인은 신청서류 안에 본 자격심사요청에 따라 수행하는 작업과 이익이 서로 충돌 하거나 그럴 가능성이 있는 사항을 명기하여야 한다. b) Applicants will not eligible to perform certain or all work where their current or past corporate or other interests may, in CANADA WOOD GROUP S opinion, give rise to a conflict of interest in connection with an assignment. 신청인의 현재 또는 과거 회사 그리고 또는 다른 이해관계들이 캐나다 우드 업무와 관련하여 이해가 충돌하는 경우 CANADA WOOD GROUP의 의견에 따라 신청인은 특정 업무나 업무 전체의 수행 자격을 상실 하게 될 것이다. 4.5 Evaluation Committee 평가 위원회 Evaluation of submissions will be carried out by a committee formed by CANADA WOOD GROUP, which may include participation from government funding agency representatives. 제출 서류 평가는 CANADA WOOD GROUP이 조직한 위원회가 평가를 하며 본 위원회에 는 정부 투자기관 대표가 참여할 수도 있다. 4.6 Evaluation and Selection 평가 및 선정 a) The evaluation committee will check submissions against the mandatory criteria. Submissions not meeting all mandatory criteria will be rejected without further consideration.

10 평가 위원회가 필수 기준에 따라 제출 서류를 확인한다. 필수 기준을 하나라도 충족 하지 못하는 서류는 더 이상 평가하지 않고 불합격 처리한다. b) Submissions that do meet all the mandatory criteria will be assessed and scored against the desirable criteria. CANADA WOOD GROUP S intent is to establish a list of qualified Applicants who have the highest overall ranking, from which CANADA WOOD GROUP will select the institutions, firms or individuals which best fit project needs. 필수 기준을 모두 충족한 서류는 중요 기준에 따라 평가하고 점수를 매긴다. 전체적 인 등급이 높은 신청인 명단을 작성하여 그 명단에서 프로젝트 요구에 가장 적합한 기관, 업체, 개인을 선정할 수 있도록 하는 것이 본 요청을 통해 CANADA WOOD GROUP이 추구하는 바이다. 4.7 Notification 통보 At the conclusion of the Request for Qualifications process, all Applicants will be notified of the acceptability of their submissions, and whether or not they have been included in the Qualified List for assignments associated with this Request for Qualifications. 자격심사요청 과정이 끝나면 전 신청인에게 신청인이 제출한 서류가 무사히 도착했는지 그리고 본 자격심사요청의 정식 인가 업체 목록에 등재되었는지 통보한다. 4.8 Estimated Time-Frames 평가 일정 The following timetable outlines the anticipated schedule for the Request for Qualifications. The timing and the sequence of events resulting from this Request for Qualifications may vary and shall ultimately be determined by CWG. Timing is of the essence in this Request for Qualifications. 아래의 일정대로 자격심사요청 절차를 진행할 예정이다. 본 자격심사요청 각 단계 별 시 행 시기와 순서가 달라질 수 있으며 Canada Wood Group이 최종 결정을 내린다. 본 자 격심사요청에서 시기 준수가 매우 중요하다. CANADA WOOD GROUP은 영어를 사용하며 본 자격심사요청에 대한 답신은 모두 영어 로 작성해야 한다 Applicants Expenses 신청인 부담 비용 Applicants are solely responsible for their own expenses in preparing their submission, for undertaking any assessments necessary to establish their organization s / institution s ability to comply with the terms and conditions under which federal and provincial funding partners support CANADA WOOD GROUP projects, and for subsequent contract negotiations with CANADA WOOD GROUP, if any. If CANADA WOOD GROUP elects to reject all qualifications received, or elects not to proceed with any or all projects included in this Request for Qualifications, CANADA WOOD GROUP will not be liable to any Applicant for any claims, whether for costs or damages incurred by the Applicant in preparing their submission, or any other matter whatsoever. 본 신청서류 작성 비용과 신청인이 속한 조직/ 기관이 CANADA WOOD GROUP 프로젝 트를 지원하는 연방/주 기금 당국에서 요한 자격을 갖추는데 필요한 비용 및 이후의 CANADA WOOD GROUP와 진행하는 계약 협상 비용까지 일체의 비용을 신청인이 부담 한다. CANADA WOOD GROUP이 받았던 자격증을 일체 수용하지 않거나 본 자격심사요 청 상의 프로젝트 일부나 전체 진행을 추진하지 않기로 결정한 경우, 신청인이 제출서류 작성으로 인하여 신청인에게 발생한 비용이나 손실 그 외 모든 문제 대해 CANADA WOOD GROUP는 법적 책임을 지지 않는다. 5. Additional Terms 부가조항 5.1 Sub-Contracting 하도급계약 a) All sub contractors must be clearly identified in the request for qualifications. 하도급계약자를 하나도 빠짐없이 본 자격심사요청에서 명확히 밝혀야 한다. b) Sub-contracting to any firm or individual whose current or past corporate or other interests may, in CANADA WOOD GROUP S opinion, give rise to a conflict of interest in connection with this project will not be permitted.

12 하도급계약 회사나 개인이 과거에 하였거나 현재 하고 있는 특정 작업이나 작업 전체가 CANADA WOOD GROUP 의 입장과 충돌하는 경우, 해당 신청인은 자격을 상실한다 c) The Applicant will not add to, delete from, or otherwise change this list of sub-contractors without the written consent of CANADA WOOD GROUP. CANADA WOOD GROUP 의 서면 동의 없이 본 하도급계약자 명단을 추가, 삭제, 변경할 수 없다 5.2 Confidentiality of Information 기밀 유지 Information obtained or developed in relation to services delivered under this Request for Qualifications will be distributed in accordance with the terms and conditions of Recipient Agreements between CANADA WOOD GROUP and its government funding partners. 본 자격심사요청에 따른 서비스로 나온 정보는 CANADA WOOD GROUP 와 그 정부 투자 제휴기관 간 수취 계약 조항에 따라 배포한다 5.3 Ownership of Information 정보 소유권 All projects, including all materials or work related to projects, assigned to any Contractor under this RFQ process, will be subject to the ownership terms defined in Recipient Agreements between CANADA WOOD GROUP and Forestry Innovation Investment Ltd. (FII) and / or the Canada Wood Export Program (CWEP). Applicants acknowledge that CANADA WOOD GROUP is obliged to abide by the ownership terms and conditions imposed by government funding partners. 본 RFQ 에 따라 계약자에게 할당한 프로젝트 관련 일체의 자료와 작업을 포함한 모든 프로젝트는 CANADA WOOD GROUP 와 브리티시 컬림비아 산림혁신투자기관 (FII) 및 캐나다목재수출프로그램 (CWEP) 간의 수취 계약 조항에 따른다. 신청인은 CANADA WOOD GROUP 은 정부투자 제휴처가 명시한 소유권 조항을 따라야 할 의무가 있다. 6. Evaluation Criteria 평가기준 6.1 Mandatory Criteria 필수기준 The following are mandatory requirements. Submissions not clearly demonstrating that they meet all mandatory requirements will receive no further consideration during the evaluation process.

13 아래는 의무 요건이다. 모든 의무 요건을 충족한다는 사실을 명백히 입증하지 않은 제출 서류는 그 이상 평가를 진행하지 않는다 Mandatory Criteria 필수기준 a) The Submission must be received at the closing location by the specified closing date and time, with the project title CANADA WOOD GROUP, RFQ # CWG clearly marked. 제출 서류는 CANADA WOOD GROUP, RFQ # CWG 라는 프로젝트 표제를 명확히 알아볼 수 있도록 하여 최종접수 장소에 지정한 마감일자까지 도착해야 한다. b) The Submission must be in English (except as noted in 4.9). 제출 서류는 반드시 영어로 작성한다. c) One copy of the Submission must be submitted by electronic mail to: rfq@canadawood.org 제출 서류 한 부를 rfq@canadawood.org 전자우편주소로 발송한다 d) The Submission must demonstrate that the Applicant has relevant seniorlevel experience per point 7. 제출 서류를 통해 7 항에서 명시한 대로 신청인이 관련 업무 경험이 풍부하다는 사실을 입증하여야 한다. e) The Submission must demonstrate the Applicant s experience managing or conducting related Market Access projects. 제출 서류를 통해 관련 시장 접근 프로젝트 관리나 이행 경험이 풍부하다는 사실을 입증하여야 한다. 6.2 Desirable Criteria 중요기준 Submissions meeting the mandatory requirements will be further assessed against the following desirable criteria. 의무 요건을 충족하는 제출 서류는 아래의 중요 기준으로 평가를 진행한다.
