The purpose of the Poomsae Competition Rules is to fairly and smoothly manage all matters pertaining to Poomsae competitions at all levels promoted and/or organized by the World Taekwondo Federation, and its Continental Unions and member National Associations, ensuring the application of standardized rules. ( 해설 ) 태권도품새경기를전세계적으로통일성있게운영하기위하여경기운영의모든사항이본규칙에의거하여결정, 진행된다는뜻이다. 규칙의근본취지에어긋나는방식으로이루어지는품새경기는태권도경기로서인정될수없다. (Interpretation) The objective of Article 1 is to ensure the standardization of all taekwondo poomsae competitions worldwide. Any competition not following the fundamental principles of these rules cannot be recognized as a taekwondo Poomsae competition. 27 다. The Competition Rules shall apply to all Poomsae competitions promoted and/or organized by the WTF, each Continental Union and each member National Association. However, any member National Association wishing to modify some part of the Competition Rules must first gain the approval of the WTF. 주 ( 1) 사전승인 : 수정을원하는단체가세계태권도연맹에승인을요청하여최소한경기 1 개월전에승인을받아야한다. (Explanation #1) Amendment approval: Any organization desiring to make a change in some portion of the existing rules must submit to the WTF the contents of the desired amendment along with the reasons for the desired change. Approval for any change in these rules must be received from WTF one month prior to the scheduled competition. Poomsae Competition Rules and Interpretation (In force as of December 26, 2012) Page 3 제 3 조경기장 Article 3 Competition Area 1 당연맹주최대회개최시경기장은최소 2,000 석이상에 3 코트설치시바닥면적이최소 30m x 50m 이어야하며, 기술매뉴얼에관중과선수를위한시청각장비를갖추고있어야한다. 바닥에서천정까지는최소높이가 10m 이어야하고조명은 1500 lux 에서 1800 lux 사이로서천정에서아래를비추는형태가되어야한다. 당연맹주최대회시경기장내의모든준비는기술대표의최종승인을득한후대회개시 2 일전까지완료되어야한다. 경기지역은경기장내에설치되며 10m 10m 넓이의정방형으로장애물이없는수평이어야하고, 바닥은탄력성있는매트또는나무마루로한다. 단, 필요에따라경기장은높이 0.5m0.6m 의경기대로조정설치할수있으며, 안전도를고려하여 30 도이내의경사각이지도록한다. For the organization of WTFpromoted Taekwondo Poomsae Championships, a venue shall require the ability to accommodate a minimum seating capacity of 2,000. The size of the floor shall be at least 30m x 50m based on the use of three (3) courts in which optimum audiovisual information, as mandated in the Technical Manual, to spectators and competitors shall be provided. The height of the venue shall be at least 10m from the floor to the ceiling. The lighting shall be a minimum of 1500 lux to a maximum of 1800 lux, and shall be directed onto the competition area from the top of the competition venue. All arrangement shall be completed at least two days before the start of the championships and shall be subject to approval of the Technical Delegate. The Competition Area shall comprise of the Contest Area measuring 10m 10m in metric system and have a flat surface without any obstructing projections. The Contest Area shall be covered with an elastic mat or wooden floor, and may be installed on a platform 0.5m0.6m high from the base, if necessary. The outer part of the Boundary Line shall be inclined at a gradient of less than 30 degrees for the safety of the contestants. ( 해설 ) 경기대를설치할때심판석을고려하여경기장보다넓은지역을확보해야한다. (Interpretation) In the case of using a platform, the platform must be wider than the competition area, in consideration of the positions of the judges. 2 경기지역의구분 Demarcation of the Contest Area m 10m 넓이의경기장을경기지역이라고한다. The 10m 10m area shall be called the Contest Area. 2.2 마루경기장일경우경기지역의구분은 5cm 넓이의백색선을그어구분한다.

28 The demarcation of the Contest Area shall be distinguished by a white line with 5cm wide in case of wooden competition area. 3 위치표시 Indication of positions 3.1 심판원위치 : 7 명의심판원을경기선수의위치로부터앞쪽에 4 명, 뒤쪽 3 명의심판을위치하며, 경기지역과심판원의간격은 1m 거리이며, 심판원들의간의간격은 1m 이다. 가까운경계선은 1 번경계선으로시계방향으로차례로 2, 3, 4 번경계선이다. 또한심판원의자리순서는 1 번경계선왼쪽부터시계방향으로차례로 1 번순서로배치한다. 5 심제의경우, 5 명의심판원을경기선수위치로부터앞쪽에 3 명, 뒤쪽에 2 명또는앞쪽에 5 명배치하되배치순서는 7 심제의경우와같다. ( 참고사항 : 기술대표는대회상황또는조건에따라심판원의수및위치를정할수있고사전에대회요강에명시토록한다.) Position of the Judges: Seven judges shall sit 1m away from the Contest Area and 1m in between each other, with four judges facing the contestants and three facing the back of the contestants. The boundary line adjacent to the four judges shall be deemed boundary line #1, followed by, clockwise, boundary lines #2, #3, and #4. Judges are positioned clockwise from the left of the boundary line #1. In the case of a fivejudge system three judges shall be positioned facing the contestants and the other two facing the back of the contestants or, five judges shall be position facing the contestants(optional) ; in the same order of the sevenpoomsae Competition Rules and Interpretation (In force as of December 26, 2012) Page 4 judge system. (Remarks: Technical delegate shall adjust position and number of judges depending on environment of competition area and condition of championships, and this shall be stated at outline of championships prior to championships.) 3.2 주심위치 : 주심은 1 번심판원석옆자리에위치한다. The position of the Referee: The Referee shall be positioned beside Judge No 선수위치 : 경기장내의중앙에서 3 번경계선쪽으로 2m 뒤로물러선자리에위치한다. The positions of the contestants: Contestants shall be positioned at 2m back from the center of the Contest Area, toward boundary line # 기록원위치 : 주심으로부터 3m 오른쪽옆에위치한다. The Position of the recorder s desk: It shall be positioned at 3m from the Referee on the right side. 3.5 진행원위치 : 경기장내 2 번모서리와 2 번경계선바깥부분 1 미터떨어진곳에위치한다. The Position of the competition coordinators: Competition coordinators shall be positioned outside the Contest Area, 1m away from the #2 corner and boundary lines # 선수대기및코치위치 : 3 번과 4 번모서리 3m 밖에위치한다. The Position of standby contestants and coaches: Standby contestants and coaches shall be positioned outside the Contest Area, 3m away from the corner between boundary lines #3 and # 검사대위치 : 경기장시설에따라설치하며경기장입구에위치한다. The Position of inspection desk: Inspection desk shall be positioned at the entrance of Contest Area outside the corner of boundary lines #3 and #4, in consideration of the facilities of the field of play. 주 ( 1) 매트 : 본연맹에서승인한품새대회에서는공인매트를사용해야한다. (Explanation #1) Elastic mat: Only WTFapproved mats shall be used at WTFsanctioned Poomsae Championships. 주 ( 2) 색상 : 색상은반사가심하지않고경기장내관중에게시각적피로를주지않는종류로서경기자의도복을비롯한경기지역내제반색상의배색이고려되어야한다. (Explanation #2)

29 Color: The color scheme of the mat's surface must not give off a harsh reflection, or be tiring to the contestants or spectators eyesight. The color scheme must also be appropriately matched to the overall look of the venue. 주 ( 3) 검사대 : 검사대의검사원은참가선수가입은도복이공인도복인지, 몸에 잘맞는지또는불필요한 물건을소 지, 착용한것을점검한다. 부적합할시에는재착용을지시한다. (Explanation #3) Inspection Desk: At the inspection desk, the inspector checks whether uniforms worn by the contestants are approved by the WTF, and whether they fit the contestant properly. A contestant will be required to change the uniform if it is found to be inappropriate. 주 ( 4) 경기대 : 다음그림과같이설치할수있다. 30 Holder of Taekwondo Dan certificate issued by the WTF or Kukkiwon 1.4 세계태권도연맹국제선수등록증소지자 Holder of the WTF Global Athlete Licence (GAL) 1.5 청소년부 (15 세부터 17 세까지 ) Junior Division (1517 years old) 세이하부 (18 세부터 29 세까지 ) Under 29 Division (1829 years old) 세이하부 (30 세부터 39 세까지 ) Under 39 Division (3039 years old) 세이하부 (40 세부터 49 세까지 ) Under 49 Division (4049 years old) 세이하부 (50 세부터 59 세까지 ) Under 59 Division (5059 years old) 세초과부 (60 세부터 ~) Over 59 Division (60 years old or higher) ( 해설 ) 대회참가선수연령은대회개최날짜가아닌개최연도를기준으로하며, 청소년부 (15 세부터 17 세까지 ) 예를들면 2013 년 7 월 29 일에대회가개최될경우, 1996 년 1 월 1 일부터 1998 년 12 월 31 일사이에태어난선수에게참가자격이있다. (Interpretation) The age limits for the each division is based on the year, not on the date, when the Championships are held. For example, in Junior division, contestants shall be between 15 and 17 years old. In this regard, if the Junior Poomsae Championships are held on 29 July 2013, contestants born between 1 January 1996 and 31 December 1998 are eligible to participate. 2 복장 Contestants Uniforms 세계태권도연맹이주최하는품새대회에서는세계태권도연맹공인품새경기복을착용한다. Contestants shall wear only WTFapproved Poomsae competition uniform at WTFpromoted Poomsae Championships. 3 의무사항 Medical control 3.1 본연맹이주최또는승인대회시본연맹금지약물을사용또는복용해서는안된다. At taekwondo events promoted or sanctioned by the WTF, any use or administration of drugs or chemical substances described in the WTF AntiDoping Rules is prohibited. 3.2 본연맹은필요에따라약물복용여부를검사하며, 검사에불응하거나금지약물복용사실이판명되면징계위원회에회부되며, 동시에입상자는등위가박탈되고차하위자가등위를승계한다. The WTF may carry out all medical testing deemed necessary to ascertain if a contestant has committed a breach of the WTF AntiDoping Rules, and any winner who refuses to undergo this testing or who proves to have committed such a breach shall be removed from the final standings. In this regard, the contestant next in line in the competition standings shall be declared the new winner. 3.3 대회조직위원회는필히약물검사를할수있도록준비해야한다. The Organizing Committee shall be liable for arrangements to carry out medical testing. 3.4 약물금지규정은본연맹의도핑규정을따른다. 37 Call for contestants: Thirty minutes prior to the scheduled start of the contest, the names of the contestants shall be announced three times to contestants training area. 43 (Example 1) Deduction of point shall be made if too much strength is revealed in the beginning of the movements as it slows down the movements at the most important point of the movements. (Explanation #5) Control of power, speed and rhythm (score 2.0) Control of power means the strongest power shown at the most critical moment of the movement through speed and softness. Control of speed means an appropriate connection between actions and changes of speed Rhythm means repeated actions according to set rules and length of note, and flow of power. (Example #1) Too much power makes the movement look stiff from the start. Points shall be deducted if the speed, power and rhythm are presented with no changes from the start to the end of the lines of movements. (Explanation #6) Expression of energy(score 2.0) Whether actions are presented with quality and dignity that come from mastering of the energy: size of body action, concentration, courage, sharpness, confidence, etc. according to the characteristics of actions of Poomsae Eyesight, kihap (yelling), attitude, costume, confidence, etc. all through the actions of Poomsae based on the performer s physique and characteristics shall be evaluated. (Example #1) Points shall be deducted if actions are not vivid, connecting actions are not big enough for the performer s physique, performance is made in the same rhythm all the time without quality and dignity, and eyesight, kihap, confidence, etc. are not expressed perfectly. Level of difficulty of foot techniques: Points may be added from 0 up to 3.0 in total in five evaluation areas 뛴높이 : 제자리뛰기및도움뛰기의높이를말하며높이에따라점수를부여한다. Height of jump: Points may be added based on the height of jump at the same position and assisted jump.

44 뛰어찬발차기수 : 공중에서찬발차기수를말하며발차기수에따라점수를부여한다. Number of kicks in a jump: Points shall be added based on the number of kicks in a jump 회전수 : 뛰어찬발차기회전수를말하며회전수 ( 예 : 180 도이상, 360 도이상, 540 도이상 720 도이상등 ) 에따라점수를부여한다. Gradient of spins in a spin kick: Points may be added based on the no. of turn (more than 180 degrees, more than 360 degrees, more than 540 degrees and more than 720 degrees, for example) 연속발차기수 : 연결된발차기수를말하며연결성에따라점수를부여한다. 이때최대연속발차기수는 5 회이내로제한한다. Degree of completion of Poomsae: Points may be added from 0 up to 1.5. Whether practicality of Poomsae and connection between attacks and defenses are in perfect harmony shall be evaluated in general performance of the freestyle Poomsae. 2.2 연출성 : 창작한품새의전반을보고최소 0 점부터최대 4.0 점까지부여한다. Presentation Points may be added from 0 up to 4.0 based on the general performance of the freestyle Poomsae 창의성 : 수행품새전반의동작의독창성과품새구성요소에점수를부여한다. Creativeness: Points may be added based on the creativeness of actions and components of Poomsae 조화 : 수행품새전반과그외요소 ( 음악, 안무, 의상등 ) 와의조화에따라점수를부여한다. 단체전및복식은팀구성원간의조화 ( 예 : 일치성 ) 도평가한다. Harmony: Points may be added based on the harmony between different components in general Poomsae (music, choreography, and attire for example). Harmony between performers (unity, for example) shall be also evaluated in case of team and pair contest 기의표현 : 공인품새기의표현채점방법항목을참고하며이에따라점수를부여한다. Final score shall be the average point of the total points summed up except the highest and lowest points in respective points for accuracy (for recognized Poomsae) or technical skills (for freestyle Poomsae) and presentation. 4.3 경기중발생한벌점사항은최종점수에서감한다. All penalties accumulated during the competition shall be taken into account and deducted from the final score. The final score shall be announced immediately after collating the judges total scores. 2 전자기기사용시 In case of using electronic scoring instruments 2.1 심판은품새가끝나면전자기기에점수를입력하고, 집계된점수는모니터에자동표시된다. Judges shall input points in the electronic scoring instruments after the performance of Poomsae, and total points shall be automatically displayed on the monitors. 2.2 각각의최상위, 최하위점수에대한것은자동제외되며. 평균점수가자동산출되어모니터에표시된다. The final score (average point) and the individual scores shall be displayed on the monitor following the automatic deletion of the highest and lowest scores among the judges 3 수동채점시 In case of manual scoring 3.1 품새가끝나면진행요원은심판의채점표를집계하여기록원에게전달한다. The coordinator shall collect each scoring sheet and convey the results to the recorder immediately after completion of the Poomsae. 3.2 기록원은최상위, 최하위제외한평균점수를산출하여그결과를주심에게알리고표출한다. The recorder shall report the final score to the Referee, following the deletion of the highest and lowest scores, and announce the final score or have the final score displayed. The winner shall be the contestant who is awarded more points in total. 2 최종점수가동점일경우연출성에서높은점수를부여받은자를승자로하고, 연출성점수가동점일경우심판전체총점으로하고그래도동점일경우주심이지정한품새 1 회를실시한다. In case of a tied score, the winner shall be the contestant who is awarded more points in presentation. In case the score are still tied, then the one who has higher total points (total points of all judges, including highest and lowest points?) is the winner. When a contest is to be stopped during the competition, the referee shall take the measures prescribed in this Article. 1 시연도중중단시, 주심의지시에의해기록원은시연시간을정지시킨후정지된시간을기록한다. 이때진행원은경기중단의문제점을확인한다. At the time of suspending the match, the referee shall order the recorders to suspend timekeeping. At this time, the competition coordinator is to examine the reason(s) for the stoppage of the competition. 2 선수개인에의해경기가중단될경우 90 초 ( 공인품새시 ) 또는 70 초 ( 자유품새시 ) 안에재시연의사를표하지못할경우패자로한다. 또한선수개인에의한경기중단이아닌경기운영상경기중단된경우빠른문제해결후, 선수에게재시연기회를준다. In the case whereby a contest is stopped due to problems related to a contestant, and should a contestant not demonstrate the will to continue the contest within 90 seconds for Recognized Poomsae or 70 seconds for Free Style Poomsae, the referee shall declare the opposing contestant as the winner. In the case whereby the stoppage of a contest is not related to the contestants, the problem shall be resolved quickly and another chance of performance shall be given to pertinent contestants. 3 그밖에발생한문제점들은해당심판들, 품새위원장, 경기감독위원들과회의를통하여결정한다. Poomsae Competition Rules and Interpretation (In force as of December 26, 2012) Page 29 제 20 조심판원 Article 20 Refereeing Officials 1 자격 Qualifications 1.1 본연맹에등록된국제품새심판자격증소지자 Judges: Holder of an International Poomsae Referee Certificate registered by the WTF. 1.2 주심 : 1 급국제품새심판자격증소지자 Referee: Holder of 1st class International Poomsae Referee Certificate registered by the WTF 2 임무 Duties 2.1 주심 Referee 선수의품새를채점한다. The Referee shall document all valid points 경기의승패선언, 감점선언등을한다. 모든선언은확인후선언한다. The referee shall declare the winner and issue Gamjeom (deduction of points by penalties). The referee shall declare only after the judges decision has been confirmed 심판들의의견이필요시주심은경기중소집할수있다. The referee is permitted to summon the judges during the competition, if the need arises. 2.2 심판 Judges 선수의품새를채점한다. The judges shall document all valid points.

(Interpretation) The Chairman of the Competition Supervisory Board may request that the Technical Delegate replace refereeing officials in the event that refereeing officials have been improperly assigned, or when it is judged by the Competition Supervisory Board that any of the assigned refereeing officials have unfairly conducted the contest or made unreasonable mistakes. Poomsae Competition Rules and Interpretation (In force as of December 26, 2012) Page 31 제 21 조기록원 Article 21 Recorder 1 기록원은정지시간등을계측하고심판의채점을산출, 기록, 표출한다. The recorder shall time the contest, including suspended time during the contest. The recorder shall also calculate, record and announce or display the total score. Poomsae Competition Rules and Interpretation (In force as of December 26, 2012) Page 32 제 22 조심판원구성및배정 Article 22 Formation and assignment of refereeing officials 1 심판원구성은다음과같다. Composition of refereeing officials shall be as follows 심제 : 주심 1 명, 심판 6 명 Sevenjudge system: 1 Referee, 6 Judges 심제 : 주심 1 명, 심판 4 명 Fivejudge system: 1 Referee, 4 Judges 2 심판원배정 Assignment of refereeing officials 2.1 심판원배정은대전표작성후에한다. The assignment of the referees and judges shall be made after the contest schedule is fixed. 2.2 대전선수와동일한국적소지자는심판으로배정될수없다. 단경우에따라심판이부족시주심이아닌심판은예외로한다. Referees and judges with the same nationality as that of either contestant shall not be assigned to such a contest. However, an exception shall be made for the judges when the number of refereeing officials is insufficient, as the case may be. Poomsae Competition Rules and Interpretation (In force as of December 26, 2012) Page 33 제 23 조본규칙에명시되지않은사태 Article 23 Other matters not specified in the Rules 본규칙에명시되지않은사태가발생하였을경우, 다음과같이처리한다. Matters not specified in the Rules shall be dealt with as follows: 1 경기에관한사태는경기감독위원회와기술대표가협의하여결정한다. Matters related to the competition shall be decided through a consensus of the competition supervisory board members and technical delegate. 2 경기이외에관한사태는품새위원회에서처리한다. Matters not related to the competition shall be decided by the Poomsae committee. 3 대회조직위원회는경기기록, 보관을위해각코트마다비디오기록장치를준비한다. The Organizing Committee shall prepare a video recorder at each court for recording and preservation of the competition. Poomsae Competition Rules and Interpretation (In force as of December 26, 2012) Page 34 제 24 조소청 Article 24 Arbitration 1 경기감독위원회는대회개최전에다음과같이구성한다. Composition of the Competition Supervisory Board 1.1 자격 : 경기감독위원은집행위원또는태권도에풍부한경험이있으며세계태권도연맹또는국기원 6 단이상인자로서총재그리고사무총장이추천한자로구성하며대회기술

Member qualifications: Competition supervisors of the WTF or persons with sufficient taekwondo experience holding at least a 6th WTF or Kukkiwon Dan recommended by the WTF President, Secretary General. One Technical Delegate shall be the exofficio member. 1.2 구성 : 위원장 1 인과 7 인이내의위원, 그리고당대회기술대표 Composition: One Chairman and no more than Seven members plus the Technical Delegate 1.3 구성철자 : 위원장및위원은사무총장의재청에의하여총재가임명한다. Procedure of Appointment: The Chairman and members of the Competition Supervisory Board shall be appointed by the WTF President on the recommendation of the WTF Secretary General 2 책임 : 경기감독위원회는소청심의에의해판정에대한정정및비위관계자에대한징계처분을하여세계태권도연맹사무총장에게통보하며또한경기장내에서대회운영에관한사항에대한현장상벌위원을겸임한다. Responsibility: The Competition Supervisory Board shall make corrections of misjudgments according to their decision regarding protests and take disciplinary action against the officials who committed the misjudgment or other illegal behavior, the results of which shall be notified to the WTF Secretary General. The Competition Supervisory Board shall also be entitled the onspot Sanction Committee concurrently at the competition for the matters in relation to competition management. 3 소청심의절차 Procedure of Protest 3.1 판정에이의가있을때는소정의소청신청서와 US$200 의소청료를경기종료후 10 분이내에제출해야한다. 그리고경기감독위원회는 30 분이내로소청결과를완료한다. In case there is an objection to a referee judgment, an official delegate of the team shall submit a WTFdeveloped protest sheet, along with the protest fee of US$200, to the Competition Supervisory Board within 10 minutes after the end of pertinent contest, so as to ensure that a decision on the result may be announced after 30 minutes. 3.2 경기감독위원회의심의는해당국가경기감독위원은제외하며의결은과반수를결정한다. Deliberation of a protest by the Competition Supervisory Board shall be carried out; excluding those members with the same nationalities as the contestants concerned. A majority is required for resolution of the deliberation. 3.3 경기감독위원은필요에따라해당경기에관련된심판원을소환, 진상을문의할수있다. In order to ascertain the facts, the members of the Competition Supervisory Board may summon the refereeing officials of the contest concerned and question them. 3.4 경기감독위원회의의결은최종적인것이며어느누구도이의를제기할수없다. The resolution made by the Competition Supervisory Board shall be final and no further means of appeal is possible. ( 해설 ) 경기감독위원회는최소한 5 명의유자격위원들을구성되어야하며, 5 명이상으로구성할경우전체위원수는반드시홀수가되어야한다. Poomsae Competition Rules and Interpretation (In force as of December 26, 2012) Page 35 (Interpretation) The Competition Supervisory Board shall be composed of at least five eligible members and the number of members must be an odd number if it exceeds five. 주 ( 1) 해당국가경기감독위원은제외하며 : 소청을신청한당사국과동일국적위원이있을때는심의에서제외되며, 나머지위원중에서홀수의심의위원단을구성해야한다. 위원장이제외될경우에는

(Explanation #1) Members with the same nationalities: Any member of the Onsite Sanction Committee that has the same nationality as either the contestant or coach involved shall be excluded from the deliberation. In all cases, the number of committee members shall be an odd number. If the Chairman is the one who is ineligible, a temporary Chairman must be elected by the remaining members. 주 ( 2) 경기감독위원장은현장에서심판교체를기술대표에게요청할수있다. 기술대표는경기감독위원장의요청에따라심판위원장에게심판교체를지시할수있다. (Explanation #2) Replacement of refereeing officials: The Chairman of the Competition Supervisory Board may recommend the Technical Delegate to replace refereeing officials. In tis regard, the Technical Delegate may instruct the Referee Chairman to replace the refereeing officials concerned. 주 ( 3) 의결 : 의결을위한심의절차는다음과같다. 1) 경기감독위원회는소청사유를검토하여우선심의수용여부를가부로결정한다. 2) 필요한경우, 주부심의소견을청문할수있으며, 필요한청문대상의결정을소청위원회가한다. 3) 필요하다고판단될경우, 판정기록이나경기내용의비디오기록등을검토한다. 4) 토의가끝나면위원단의무기명투표에의해다수결로가부를결정한다. 5) 위원장이소청심의결과보고서를작성, 발표한다. 6) 경기감독위원회결정에따른처리 (1) 경기결과처리의착오 : 점수계산의착오에의한경우는그결과를번복한다. (Explanation #3) Deliberation procedures: Procedures for deliberation to make a resolution are as follows: 1) After reviewing the reasons for a protest, the Competition Supervisory Board shall first decide whether the protest is "Acceptable" or "Unacceptable" for deliberation. 2) If necessary, the Board can hear opinions from the referee or judges; who to be summoned shall be decided by the Board. 3) The Board shall review the written records on decision of visual recorded data of the competition, etc., if deemed necessary. 4) After deliberation, the Board shall hold a secret ballot to determine a majority decision. 5) The Chairman of the Board shall make a report documenting the outcome of the deliberation and shall make this outcome publicly known. 6) Necessary actions shall be taken according to the decision by the Board. (1) Errors in determining the match results: mistakes in calculation of the match score or misidentifying a contestant shall result in the decision being reversed. 56 Dear Instructor, On behalf of Taekwondo Victoria Inc, it is my pleasure to invite you and your club to participate in the 2013 Victorian Technical Championships at Doncaster Secondary College, 123 Church Road Doncaster. This is a technical competition for Poomse and Breaking competitors. The competition has three primary goals: 1. To provide practice opportunities for all Victorian Technical competitors 2. To allow competitors access to Taekwondo Australia TAPS points and funding 3. To provide an opportunity for individuals, pairs and teams to prepare for the Victorian Open Championships to be held on July 28th. Black Belt competitors may elect to compete in either the WTF-style TAPS event or the 1 on 1 event, but not both. Instructors are advised that TA athletes need to be registered as a Sports Member with Taekwondo Australia to compete; however, we are providing an opportunity for ANY Taekwondo athlete to participate in this competition, regardless of affiliation. Unregistered athletes will need to pay a single per event registration in order to participate. Early Bird competition entries open on-line on Thursday 4th April and close on Sunday 21st April. All entries must close on Sunday 28th April. Please note that, as the online system is automated, no entries can be processed after this date. Entry is only available online at Please note: all entries will be payable via credit card or debit card only. Our continued thanks also go to all of the clubs who enter their enthusiastic athletes. TVI will supply holders with safety goggles, which MUST be worn by all participants. Male contestant s boards are 19mm in thickness and 300mm square. Female contestant s boards are 15mm in thickness and 300mm square. Contestants must notify TVI of number of boards required on application form. All boards will cost $5.00, and will be supplied by TVI. (unbroken boards may be taken home by contestant). No padding is to be worn on the hands or feet when breaking. NB five breaks are to be performed, each of a different technique. Scoring is to be determined as per the Breaking scoring sheet (Appendix I, attached). Power Breaking Tournament Rules: This competition is for hand techniques only. Male contestant s boards are 19mm in thickness and 300mm square. 86 Dear Instructor, On behalf of Taekwondo Victoria Inc, it is my pleasure to invite you and your club to participate in the 2013 Victorian Selection Championships at Doncaster Secondary College, 123 Church Road, Doncaster. This is a technical competition for Poomse, Self Defence, Tricking and Breaking competitors. The competition has three primary goals: 1. To select coloured belts and qualify black belts for the 2013 Australian Taekwondo Festival to be held in Brisbane from 3rd 5th October, To provide competition practice for all Victorian Technical competitors. 3. To familiarize elite players with the WTF competition format. Black Belt competitors may compete in both the WTF-style event AND the Dan based divisions as well. Instructors are advised that TA athletes need to be registered as a Sports Member with Taekwondo Australia to compete; however, we are providing an opportunity for ANY Taekwondo athlete to participate in this competition, regardless of affiliation. Unregistered athletes will need to pay a single per event registration in order to participate. Early Bird competition entries open on-line on Sunday 23rd June and close on Sunday 14th July. All entries must close on Sunday 28th April. Please note that, as the online system is automated, no entries can be processed after this date. Entry to Nationals: In order to qualify for the Australian Taekwondo Festival coloured belts must place in the top 4 of their respective divisions. Black belts need only attend the selection championships in order to be eligible for the Australian Taekwondo Festival and Australian National Championships. All Victorian athletes wishing to compete at either the Australian Taekwondo Festival or Australian National Championships must join the 2013 Victorian State Team. 91 Each contestant must supply own holders. TVI will supply holders with safety goggles, which MUST be worn by all participants. All contestants will use boards which are 19mm in thickness and 300mm square for males, 15mm and 300mm square for females. Contestants must notify TVI of number of boards required on application form. All boards will cost $5.00, and will be supplied by TVI (unbroken boards may be taken home by the contestant). No padding is to be worn on the hands or feet when breaking. Five breaks are to be performed, each of a different technique. A break may include multiple strikes (such as with right and left fists breaking simultaneously) and multiple boards for the same strike (such as punching through a double board). Scoring is to be determined as per the Breaking scoring sheet (Appendix I, attached). Note: Competitors only score one (1) point per broken board. This is to encourage more technically difficult breaks in preference to double board breaks. Power Breaking This competition is for hand techniques only. Male contestant s boards are 19mm in thickness and 300mm square. Female contestant s boards are 15mm in thickness and 300mm square. Contestants must notify TVI of number of boards required on application form. All boards will cost $5.00, and will be supplied by TVI (unbroken boards may be taken home by the contestant). No padding is to be worn on the hands when breaking. 10mm spacers will be used by contestants between boards (supplied by TVI). Power break will be performed on two standard size cement blocks (supplied by TVI). No jumping will be allowed when power breaking. APPENDIX 2 Double elimination format In a double elimination tournament, players remain in the draw until they have lost two matches. Any player who has not yet been eliminated is still eligible to win the gold medal. All players in the division begin with their names entered into the Main Draw. Whenever a player wins a Main Draw match, they progress to the next round of the Main Draw. The name of the losing player is then entered into the Repechage. The more Main Draw matches a player wins before losing, the further into the Repechage their name appears.

93 Whenever a player wins a Repechage match, they progress to the next round of the Repechage. The losing player is eliminated from the competition as this is their second loss. The winners of the Main Draw and Repechage Draw contest the final for Gold and Silver. It is therefore possible for any player to lose a match and still win the Gold medal. Example for 4 players: The players who lose matches 1 and 2 have their names entered in places L1 and L2 in the first round of the Repechage. The player who loses match 4 has already won a match and therefore enters at L4 in the second round of the Repechage. The players who lose matches 3 and 5 are eliminated as this will be their second loss. If the bottom player loses match 6, they are eliminated as this will be their second loss. However, if the top player loses match 6, this is only their first loss and match 7 is required to determine the winner. Example for 8 players: In the diagram above, the losers of matches 1, 2, 3, 4, 7, 8 and 12 all appear in the Repechage Draw. The further a player progresses in the Main Draw, the further into the Repechage Draw their name appears. The losers of matches 5, 6, 9, 10, 11 and 13 are eliminated because this will be their second loss. The winners of matches 12 and 13 compete for Gold and Silver. It can also be seen from the diagram that all players will perform both of the designated patterns within their first 2 matches.
