results, the frequency band of 700 MHz, which is an unemployment band, is preferred. Research on construction and operation scheme of single communication network for public sector Public institutions are managed the public safety networks individually. However, there are some problems which are duplicated investigation, spectrum, and interaction operation. Therefore, the nation has to establish the emergency responder as the FirstNet or Airwave. Internationally, USA, UK, EU, China, etc. have established and managed the emergency responder. And June 2012, 15 ministries requested the spectrum (total bandwidth of 341 MHz) for the public safety, railway, traffic, etc. In addition, the LTE technology and standardization for the public safety will be finished on June 2014. For the harmonized support of public safety services, we researched that the desired spectrum is estimated and selected. And the method of establishment of emergency responder is studied and the results are suggested for construction and management of the emergency responder. In addition, we researched the efficient method for public safety networks. Because that band is reasonable for the cost of construction, coverage, and secure. The bandwidth needs 2 10 MHz for LTE(TDD). Main purposes are the construction and management of public safety network, support of network equipments, and consultation of network. The target agencies are all emergency agency associated with the emergencies, health, electrics, gas, infrastructures, traffics, army, railway, province, etc. Finally, we suggested the plan for the emergency institution, efficiently managed method, spectrum allocation/reforming. This research is applicable for the basic data of establishment and management of public institution, which is unified national infra-network. In addition, this is for the basic data to select the spectrum for the wideband network. In case of policy, the ministries who are related to the emergency situation, can be cooperative work, and there are some advantages which are convenience, public welfare, and safety for publics. In case of economy, the mentioned problems, which are the spectrum use, duplicated investigation, and interaction operation, can be covered. We reviewed and investigated the management cases for the emergency responders from the USA, EU, UK, China, etc. to establish the public institution. As the analysis - xi - - xii -
