Approach for Value Improvement to Increase High-speed Railway Speed An effective way to develop a highly competitive system is to create a new market place that can create new values. Creating tools and techniques for eliciting new requirements for the creation of substantial customer values and a new market space is of great importance. Many substitutions in the progress for a determination of alternatives have been compared and invested; however, it is not analyzed by a standard method considering a regular evaluation. Thus, the best substitution is to use a Value Engineering(VE) in order to consider the factors and objective reliabilities. VE is a function-oriented and systematic team approach used to analyze and improve value in a project, product, or process. It is a powerful methodology for solving problems and reducing costs while improving performance and quality. VE is a method that coordinates with performance evaluation for value improvement, rather than a separate one for cost reduction. High-speed train of push-pull type called G7 train has been developed and chosen as the model of KTX-2. However, the EMU-type high-speed train appeared to be the recent trend that foreign markets pursue. Therefore, new train sets are needed to accommodate the increased number of passengers and development of the high-speed EMU was decided, planned, and designed as a test train for the next generation high-speed railway technology development projects. This paper tries to apply concept to technology fields based on the change of infrastructure environment and its problems and deals with specific facility issues. The changes in infrastructure characteristics that can occur when speeding-up train at the existing service line were reviewed.
