128 ABSTRACT A Study on the Recruitment Process of the Parliamentary Councils Jun Young Choi Inha University The purpose of this study is to explore institutional aspects of the recruitment process of the parliamentary councils, and to evaluate the results of the process by examining careers and behaviors of the recruited members. Due to the limit in the access to data, however, this study focuses only on the 17th National Assembly. The findings are as follows. First, the members of the National Assembly stepping into the recruitment process are likely to have a preference for working in a parliamentary council that is closely related to their activities in the standing committees to which they belong. Second, for most parliamentary councils, the proportion of the recruited members with proper diplomatic expertise and career is rather low. Third, the chance for a member in a parliamentary council to stay in the same council in the next Assembly is very low. Key Words the parliamentary councils, congressional diplomacy, recruitment process, standing committees.
