ISO Structure - Hierarchy for standardization -TCs-SCs-WGs: 3 tier architecture under TMB (Technical Management Board) in ISO/CS -Experts with WGs: Projects, Technical discussions (Recommendations/Minutes): WGs made up of experts from the field. Experts nominated by participating ISO MB (ISP GD). Act in a personal capacity & expected to input knowhow. ISO Structure JTC1 - JTC1: Joint Technical Committee 1 by ISO and IEC - ISO/IEC JTC1 ( - created in 1987: celebrating our 30 year anniversary! - title: Information Technology - scope: International standardization in the field of Information Technology - vision statement: JTC 1 is the standards development environment where experts come together to develop worldwide Information and Communication Technology (ICT) standards for business and consumer applications. Additionally, JTC 1 provides the standards approval environment for integrating diverse and complex ICT technologies. These standards rely upon the core infrastructure technologies developed by JTC 1 centres of expertise complemented by specifications developed in other organizations. - system integration is a key role

ISO Structure JTC1 - Size: 33 Participating members / 62 Observer members over 400 liaison relationships within the SCs 4500 worldwide experts representing their countries in the international technical work over 3000 published JTC 1 standards - Short market windows timing is very important global marketplace - Complex technical issues where standards from both inside JTC 1 and from consortia must be made to interoperate - Unique Partner Standards Developing Organization (PSDO) relationship with IEEE - Collaboration with ITU-T: Category A liaison, Common patent policy

19 3. IS Procedures - This first step is to confirm that a new International Standard in the subject area is really needed. (Global relevance policy) - A new work item proposal (NWIP) is submitted to the committee for vote using Form 4. The electronic balloting portal shall be used for the vote. - The person being nominated as project leader is named on the Form. - If there are possible complications around copyright, patents or conformity assessment they should be raised at this early stage. - This stage can be skipped for revisions and amendments to ISO standards that are already published (as long as the scope does not change).

IS Procedures NWIP Rules - Majority Yes + Five nations voting to approve must be specially nominate as expert to work on the project (no requirement for revisions) -ISO default for CD is 2 months (3 month possible) -Use of ecommittee (Live Link): Mandatory for SCs and WGs -Use of alternate web sites is not authorized. 22 3. IS Procedures - Usually a working group (WG) is set up by the parent committee to prepare the working draft (WD). The WG is made up of experts and a Convenor (usually the Project leader). - During this stage, experts continue to look out for issues around copyright, patents and conformity assessment. - Successive WDs can be circulated until the experts are satisfied that they have developed the best solution they can. The draft is then forwarded to the WG's parent committee who will decide which stage to go to next (Committee stage or Enquiry stage). - The ISO/TC platform can be used for sharing documents at this and other stages of standards development. - For tips on writing standards: How to Write Standards.

24 3. IS Procedures This stage is optional. For guidance on when it can be skipped see Annex SS of the ISO/IEC Directives Part 1. During this stage the draft from the working group is shared with the members of the parent committee. If the committee uses this stage, the committee draft (CD) is circulated to the members of the committee who then comment and vote using the Electronic Balloting Portal. Successive CDs can be circulated until consensus is reached on the technical content.

IS Procedures: 40 질의단계 (DIS) 모든프로젝트는반드시고시 (public review) 를거쳐야함위원회밖모든 MB 들에게처음으로회람되는단계 ISO 중앙사무국이 DIS 투표회람투표및코멘트는반드시 ISO 중앙사무국을통해 DIS 반대투표시기술적사유가없을시 => 투표인정안함

26 3. IS Procedures The Draft International Standard (DIS) is submitted to ISO Central Secretariat by the committee secretary. It is then circulated to all ISO members who then have 12 weeks to vote and comment on it. (The submission interface should be used to submit the draft). The DIS is approved if a two-thirds of the P-members of the TC/SC are in favor and not more than one-quarter of the total number of votes cast are negative If the DIS is approved and no technical changes are introduced in the draft, the project goes straight to publication. However, if technical changes are introduced, FDIS stage is mandatory. See the ISO/IEC Directives Part 1, and 4 for more information.

IS Procedures: 50 승인단계 DIS 가승인되고기술적인변경이없으면 : FDIS 단계를생략하고곧바로출간 위원회임원단이결정하면 FDIS 투표를할수도 만약기술적변경이있다면 : 반드시 FDIS 투표 ISO 중앙사무국은 FDIS 투표 (8주) 를모든 MB를대상으로실시 위원회결의안으로 2/3이상통과되면 FDIS 생략가능

IS Procedures This stage will be automatically skipped if the DIS has been approved and no technical changes are introduced However, if the draft incorporates technical changes following comments at the DIS stage (even if the DIS has been approved) the FDIS stage becomes mandatory. (See the ISO/IEC Directives Part 1, for more information.) If this stage is used, the Final Draft International Standard (FDIS) is submitted to ISO/Central Secretariat (ISO/CS) by the committee secretary. The FDIS is then circulated to all ISO member for an 8 week vote (The Submission Interface should be used when sending the draft to ISO/CS). The standard is approved if a two-thirds majority of the P-members of the TC/SC is in favor and not more than one-quarter of the total number of votes cast are negative. (See the ISO/IEC Directives Part 1, 2.7 for more information.)

30 3. IS Procedures - At this stage the secretary submits the final document for publication through the Submission Interface. But if the standard has passed through the Approval stage, the secretary may submit the project leader s responses to member body comments on the FDIS. - Only editorial corrections are made to the final text. It is published by the ISO Central Secretariat as an International Standard. - Committee secretaries and project leaders get a two-week sign off period before the standard is published

32 4. Also to remember Project Extensions -Effective 1 May Only a single 9 months extension allowed. -Per JTC1 Secretariat: Extensions beyond 9 months will not be favorably considered. (Important: careful time check and estimation on WG meeting & Plenary meeting for successful extension of project)

35 4. Also to remember TC/SC 의명칭및적용범위는투표한 P 멤버의 2/3 이상찬성필요 Patent statement 는표준개발단계에서가능한빨리제출해야함 patents 회의개최시 개최국가및개최장소에대해 P 멤버참석에제한이없어야함
