1 Agricola, Engineering index, CAS, Biosis Previews, Medline, PubMed Central, EMBASE, CINAHL 등다양한전문분야색인데이터베이스등재신청할때준비 사항 허선 ( 한림의대 ) 과편협편집인워크숍 (2018-A05) 전남대병원 학습목표 : 다양한전문분야색인데이터베이스를 5 종이상나열하고해당분야 데이터베이스에등재신청할수있어야한다. 구체목표 1. 각분야별색인데이터베이스등재신청전점검목록을나열할수있어야한다. 2. 직접점검목록에맞추어학술지를개선할수있어야한다. 3. 점검후등재신청할수있어야한다. 머리말 우리는국제색인데이터베이스가운데주로 SCOPUS, Web of Science 만특별히기관에서높이평가한다. 이두데이터베이스는 10,000 종이상학술지의참고문헌정보를제공하므로 journal metrics에서매우중요한자원이기때문이다. 이외에도다양한분야별색인데이터베이스등재도매우중요하다. 크게두가지이유가있는데우선은 SCOPUS, ESCI 등재전에노출되는 platform으로중요하다. 즉, Medline, PubMed Central, Agricola 와같은데이터베이스는무료이므로이런곳에서검색에노출되는데유리하다. 물론최근에구글이나구글스칼라가이런학술지검색시장에서도압도적이우위를점유하나조금더세밀하게검색하려면전문분야데이터베이스가많이쓰이기때문이다. 이시간에는다양한과학분야전문데이터베이스를소개하고등재신청전에점검할목록이무엇인지점검하려고한다. 1. Agricola (AGRICultural OnLine Access) 미국농림부 National Agricolar Library 에서운영하는농수산학분야초록 250 만편 이상을수록한데이터베이스이다. 에서검색할수 있다. 등재에대한안내는 - 1 -

2 에서찾을수있다. Chief Collection Development Librarian 에게편집인이나발행인이메일로학술지등재를원한다고하면학술지의 aims and scope 이농수산학분야인지확인하고논문의질을심사하여등재여부를통고한다. 이후요구하는 XML 파일을보내면색인되어검색가능하다. Metadata Object Description Schema (MODS) 에따른 XML 파일을선호하나, JATS XML 이나 NLM DTD 도가능하다. 등국내지가등재되어있다. 국내지는최근모두 JATS XML 작업을하므로 XML 파일발송에어려움이없이 Agricola에서원하는형태로발송할수있다. 국내등재지목록은아래와같다. 생각보다국내학술지가많이등재되지않았다. 모든농수산분야편집인이신청만하면어려움없이등재될것이다. 국문지로도충분히가능하다. CAS 화학분야학술지를색인한다. 과거의학학술지도색인하였으나최근에는받지않고화학물질을다루거나화학관련학술지에한정한다. 국내지는 100 종이상등재되었다. 특히의학학술지도다수등재되었다. 온라인학술지인경우 에서색인신청을한다. 화면에나오는서지정보와연락처등각문항에내용기술하고보내면심사시작한다. 인쇄본인경우최근발행 3 개호를한부씩아래주소로발송하면서신청하는편지를쓴다. Biosis Previews 1926 년 Biological Abstracts 에서시작한생명과학분야대표학술문헌 데이터베이스이다 종이상생명과학분야학술지를색인하고있다 년 9 월 현재 Animal Cells and Systems 등 41 종국내지가등재되었다. 9 역시국내생명과학분야학술지라면신청할때어려움없이등재될것이다. 국문지도가능하다. 5. Medline 1) Medline 등재필요성 다음과같은몇가지이유때문에 Medline 등재가필요하다. 첫째, MeSH를미국립의학도서관에서부여하므로우리잡지검색할때민감도와특이도를높일수있다. 둘째, Medline 등재지가되면자동으로 Scopus as medline-sourced title로 Scopus 등재된다. 이미 Scopus 등재지라면이혜택은의미없다. 셋째, 무엇보다도 Medline 등재는어느의학학술지가미국의해당분야전문가가내용만보고일정수준이상으로미국민에게필요한내용이라고평가한다는일종의브랜드이다. 국내현실에서 Medline 등재를별도로 Scopus, SCIE 수준으로인정하는기관은거의없다. 그러나의학편집인에게 Medline이어떤의미가있는지다알기에비록 Scopus, SCIE 등재가되어도 Medline 등재를계속시도하고있다. 현실에서 Medline 등재는우리나라잡지에게는하늘의별따기처럼참쉽지않다. 수많은 SCIE 의학학술지편집인이등재신청하였지만등재되지않은 SCIE 학술지가더많다. 2018년도 3월 25일현재국내지는 29 종이 Medline 등재지이다. 우리나라주요의학학술지를약 300 종으로잡는다면 10% 가등재되었다고볼수있다. 우리나라의학수준과의료서비스수준에비하여국내지는 Medline에서지나치게저평가되었다. 미국과영국학술지가 2/3를차지하고, 이외네덜란드, 독일, 스위스포함하여 5 개국에서 80% 를차지한다. 10종이상학술지등재된나라는 19개국뿐이다 [Fig. 1]. 우리나라의학수준으로보면총 5,235 종이등재되어있으므로 3% 인 157 종이등재되어야수준에맞는다. 현 29종이므로앞으로 5 배이상등재되어야한다. 우리나라편집인의분발이필요한때이다. 2) 최근국내지등재예와선정율 Epidemiology and Health, Journal of Educational Evaluation for Health Professions ( 이상 2016), Cancer Research and Treatment, Korean Journal of Medical Education ( 이상 2015, 국문지로등재되고나서영문전환 ) 등이다. 이가운데 Cancer Research and Treatment는워낙우리나라를대표하는종양학 - 9 -

Number of Medline journal according to country. 학술지이며워낙내용도수준이높아 Medline 등재가어렵지않았다고여긴다. 그런데나머지 3종은모두등재신청할때 SCIE 잡지가아니면서 Medline 등재되었다. 즉인용도는전혀보지않고내용만점검한것이다. 이세종특징은매우특이한영역이라는점이다. 의학교육, 역학은지역성을매우높이평가한것으로짐작한다. 보건의료교육평가분야는워낙이런분야학술지가국제적으로전무하므로특이성을인정하였다고추측한다. 이런추정이맞는지는알수없으나그렇게해석을하여보는정도이다. 또한위네종학술지는학술지누리집에서논문원고자체이외학술지 metrics 포함한여러흥미로운정보를제공한다는특징이있다. 아쉽게도 2017년도에는국내지가한종도등재되지못하였고 2018년도에얼마나등재될지기다려보아야한다. 등재안된것에서나아가메드라인등재신청할때심사에서연구출판윤리부합도를지적받아이자료를 PubMedCentral에넘겨서재평가를받는일이생겨서메드라인등재신청은학술지양식과형식을완벽하게갖추지않으면오히려난처한상황에빠질수있으므로준비를철저하게하여야한다. 미국이분야전문가가인용도는전혀고려하지않고단지학술지자체내용만보고평가하였다는것이므로다른데이터베이스심사와다른의미가있다. 즉, 전문가의질적평가에서인정을받았다는뜻이다. 미국인은이 Medline잡지를매우높이평가한다. 2018년 4월현재일본은 128종 ( 원래 151 종이나일본잡지를외국

11 상업출판사에서발행하는경우국적이일본이아닌것으로변경하여줌 ), 중국 98종 ( 원래 101 종인데해외상업출판사발행인경우국적이중국이아님 ) 에비하여우리나라는 29종이등재되어국력이나학술지역량에비하여지나치게적은수가등재되어있다. 그러나미국립의학도서관에서는이것은국가브랜드하고도관련이없다고한다. 그러므로학술지를국제수준으로발행하여미국전문가가보기에미국민에게도의미가있는학술지로키워나가야한다. Medline 등재에는 MeSH 색인이라는큰경비가드는작업을하므로계속늘려나가지못한다는한계가있다. 등재심사가매우까다로워서등재율은대개 10-15% 수준으로알려졌으니정하여놓은기준은없이그때마다다르다. 더구나아시아지역학술지는 5% 로추정한다. 3) 학술지출판투명성원칙과처리기준 최근 Medline 등재심사에서사전심사에서점검하는내용이 16 개항목으로구성한 이처리지침이다. 앞시간에다룬이모든항목을완벽하게충족시켜야 Medline 심사에들어간다. 4) 등재신청 에자세한기술이있다. 에들어가서새 계정을만들고신청하면된다. 인쇄본으로심사받으려면아래주소로인쇄본보내는데연 3 회이상발행이면최근 호 4 개호, 연두번발행이면최근호 3 개호, 연 1 회발행이면최근호 2 개호를 아래주소로보낸다. US NIH 연구비받은논문이있으면이사실을꼭기술한다. December 12, 2015 After receiving the letter of not-inclusion to Medline in November 28, 2012, It passed three years. After that, I did my best to upgrade the journal as follows: 1. Number of articles increased dramatically from 12 in 2012 to 55 in Out of 55 articles in 2015, 29 articles were research article. 3. I accepted more number of articles from health professions besides of medical education. Therefore, it will be useful not only medical teachers

16 but also other health professional teacher. 4. More number of articles on national licensing examination were recruited. 5. The articles that can help policy makers were included. 6. The articles that were supported by US NIH were accepted or under publication. For example, 7. More number of articles from Africa, Southeast Asia, and Middle East Asia were recruited. Those results are also invaluable to help health professionals in same areas. 8. I have read all manuscripts completely. Also, English editors and manuscript editors read them to keep the style and format of my journal. I guess that my journal is unique since no other journals indexed in Medline deals with the educational evaluation for health professions. Usually, their scopes are focused at medical teacher or medical education. My journal s scope is for all health professionals including nurses, dentists, dietitian, physical therapist, emergency medical technician, radiological technician etc. It is also unique in providing whole contents as open access via PubMed Central without article processing charge. Since there is no article processing charge, researchers from developing countries have a chance to submit their manuscripts to my journal. Therefore, I believe that my journal may be able to enrich Medline database. I hope you consider my journal to be listed in Medline. Thank you. Best regards. 18 Conflict-of-Interest Human/Animal Rights Informed Consent Ethics Policies None Little Moder ate High Very High Essential N/A 6) Medline 등재신청할때국내편집인이받는주요탈락사유 아무런평이없이그냥탈락으로오는경우도있으나대개평이달려서온다. 몇종학술지에서받은내용을정리하면다음과같다. 이내용을보면매우꼼꼼하게전문가가심사함을쉽게알수있고이런수준심사를한다면많은국내지 Medline 등재가쉽지않을것으로여긴다. 그러나이런내용을확인하고개선하면충분하다. 편집수준 많은원고가학술지 aims and scope에맞지않는일반적인주제를다루었다. 단순증례가지나치게많다. 대부분원고가짧은기술 (descriptive) 논문이다. 논문질과일반화가낮은것부터높은것까지다양하다. 논문에가설설정과목적이뚜렷하지않다. 20 낮아도워낙투고원고수가적어서마지못하여싣는경우가있기때문이다. 또한영문교열을받았지만워낙원고수준이낮으면영문교열에도한계가있다. 수준높은원고를받아해결하면좋겠지만모든국내잡지에서가능한일이아니므로개선은쉽지않다. 그러나이런내용을하나씩점검하면서편집하고발행하여야한다. 꼭 Medline 심사에서만아니라일반적인편집수준을높여야하기때문이다. 7) 만약탈락하는경우어떻게준비할까? 논문의질과편집을꼼꼼하게챙기므로탈락사유로지적한개선사항을꼼꼼하게챙겨서개선하여야한다. 문제는높은논문질을유지하는것이어려운점인데심사과정에서세밀하게과학성을점검하는도리밖에없다. 그리고개선사항에대한편지를쓸때자세히노력한점을기술하여심사자가수긍하도록하여야한다. Medline 등재신청은물론첫신청에서바로등재되는경우도있으나최근경향은처음신청하자마자되는경우는매우드물다. 두번째, 세번째계속개선하면서신청하는도리밖에없다. 우리가아는모든데이터베이스심사에서가장어려운것이 Medline등재이라는점을명심하고노력하여야한다. 8) Medline 등재의의 Medline 등재는 SCIE 나 SCOPUS 같이인용도라는정량적인지표를고려하지않는다. 차별있고독특한 aims and scope이 Medline 등재에가장중요한점이나기타기본적인사항을잘갖추어야한다. 평가표의항목에적절한지도중요하지만가장중요한것은 Medline 데이터베이스를더욱풍부하게할수있는지즉, uniqueness이다. 또한이심사를미국내해당분야전문가가내용자체만본다. 그러므로국내지가운데기생충학회지, 소화기학회지, 간학회지, 예방의학회지, 의학교육학회지등과거국문으로발행하였을때국내잡지가대거등재되었다. 즉, 국문이라도영문초록만있으면미국전문가가이해할수있다는뜻이다. 물론최근에는영문이외학술지가등재되는경우는매우드물어매년약 100 종이등재될때영문이외언어는 10 종미만이다. 최근 Medline 등재지는그수가빠르게늘지않고있다. MeSH 색인을하여야하여서비용이많이들기때문이기도하고, 굳이지금의데이터베이스에서 PubMed라는온라인판데이터베이스가있어 PMC 통하여 PubMed등재가가능하여과거와같이 Medline 색인지만 PubMed 등재되는것이아니어서출판사에서도과거같이 Medline 등재에온힘을쏟지는않는다. 특히창간학술지 Medline 등재가쉽지않다. 그러나 Medline 등재는의학편집인에게는꿈이다. 즉미국의최고전문가가인정한다는뜻으로 SCIE, SCOPUS와는다른전세계지역의정보를제공한다는의미에서미국국립의학도서관의초기정신에맞는다는의미이다. 그러므로비록

21 다른국제색인데이터베이스에등재되어도 Medline 등재는꼭시도하여야할 과제이다. 비록어려운길이지만꾸준히등재신청을하여서의학학술지편집인의 꿈인 Medline 등재를이루어야한다. 노력하면언젠가이룰것이다. 6. PubMed Central (PMC) PMC는영문의학학술지전문을공개하는학술지인경우등재되면 PubMed에서검색이가능하다. 우리나라의학학술지가 Medline 등재통하여 PubMed에서검색되는과정에서성공하지못하는경우 PubMed 등재를위하여영문지로변경하여등재시키는매우중요한데이터베이스이다. 이 PMC 덕분에우리나라의학학술지는국제지로발전하는데성공하였다고하여도과언이아니다. Platform에얹혀야하는데 Medline 등재가매우어려운상황에서문제해결하는방법이었기때문이다. 국내에서는 2008년부터 PMC 등재가시작되어 2018년 3월에는 117종이등재되었다. PMC 등재신청전표 5 에서 6 항목기본요건을갖추었는지우선점검하여야한다. 표 5. 23 9 COPE 업무처리지침 10 논문에가설설정 11 명백한연구목적 12 종설구성의틀 등재신청후과정 심사결과는대개 2개월 -6개월사이도착한다. 아쉽게최근에는등재탈락하는학술지가성공하는학술지보다많다. 탈락하면대개 2 년뒤, 재신청할수있다. 2015년도까지는등재신청할때탈락하는경우없었는데 2016년도부터탈락하는겨우가나와서매우면밀하게논문수준을살피는것을알수있고특히학술출판에서투명성원칙과처리지침을꼼꼼하게살핀다. 그러므로만약탈락하는경우기술한사유를면밀히분석하여개선하고앞에표 7 에적은다양한내용을모두충족시켜서재신청할때는같은지적을받지않도록하여야한다. 최근심사수준은메드라인등재심사와거의같다고여긴다. 즉, 매우철저하게메드라인등재심사에서준비할내용을챙겨야한다. 7. EMBASE 8,300 종학술지 32,000,000 편이상의학학술지초록을제공하는유럽기반 Elsevier가운영하는데이터베이스이다. 과거 Medline 과쌍벽을이루었으나 Medline이 PubMed형태로무료로초록을제공하고 PubMed Central 등재지를 PubMed에서제공하는환경에서과거와같은명성을얻지못하고사용자도적으나전통있는데이터베이스이므로이곳에등재도의학학술지에는매우중요하다. 국내지는 70 종이등재되어있다. 2018년도 4월현재이가운데 SCOPUS 등재지가아니면서 EMBASE 등재지는아래와같다.
