4 2 November 2014 LNG at front, accompanied with increase CNG demand for transport Global LNG demand Australian-based Origin Energy Ltd. (ORG), a company that is involved in a liquefied natural gas export project with ConocoPhillips, said global LNG forecasts probably underestimate demand, partly as China cuts its shale production goals from billion cubic meters to 30 billion cubic meters. (As an example of a global forecast, Shell expected global demand for LNG to rise five times to 500 million metric tons a year in 2025 from (See more below regarding LNG supply and demand figures and predictions). As China s National Energy Administration recently at least halved its 2020 shale-gas output target, the country is likely to look for substitute supply from overseas. Nevertheless, ORG Managing Director Grant King expressed his confidence that there will be shale production, and there will be successful projects. This Tiger of Asia, holder of the largest resources of shale gas, will account for 30 percent of additional gas demand to 2019, according to the International Energy Agency. Origin s LNG project, scheduled to start production in 2015, is one of seven being built in Australia (with a total investment of AUD200 billion) and forecast to make the nation the world s biggest exporter. China Petrochemical Corp., known as Sinopec Group, is also a partner in Origin s AUD24.7 billion project. Apart from China, other Asian countries such as Japan and India are also considered as existing and potential big customers for LNG. Due to its massive growth in economy, Asia has been recognized as the main driver of a huge increase in energy demand during the last two decades. This has also spike up its dependence on the imported supplies. In the past, countries from other continents outside Asia are reported to have bigger dependence on natural gas. According to a research done by Mikkal E. Herberg, natural gas share outside Asian countries amounted to 30 percent of the global energy use, compare to only 11.3 percent of in Asia as of The total average is highly affected by China, which uses natural gas to make up for only 5 percent of its energy use. But even after excluding China from the average, the gas share in total energy use for the region is only 19 percent as compared to 30 percent of the rest of the world. But, these trends are now changing. Some parts of Asia are flourishing and increasing their dependence on resources other than oil. Nowadays LNG is seen as the ideal fuel for industrial and commercial vehicle. Its productivity is much higher than LPG and storage and transportation cost is lesser since it takes up 600 times lesser space than natural gas. LNG consumption in Asia is expected to dramatically increase over the next two decades with main drivers such as China, India, Japan, and South Korea. Also, energy giant firm Chevron says that demand for LNG could double over the next decade. LNG accounted for 10% of the total gas supply of the world in 2012, according to Oil &Gas Company Total. This represents 240 million tons of natural gas production. By 2020, this output is expected to cross 373 million tons with LNG accounting for 13 percent of the global supply of gas. China Back to China, Royal Dutch Shell Plc. Said that the LNG-fortransport market in China is growing faster than in North America. This is also caused by the availability of OEM LNG vehicles and many fleet operators are buying these new vehicles. Meanwhile, long-haul Heavy-Duty Vehicles fleet operators in North America still needs to convert their trucks to LNG system due to lack of OEM LNG trucks. Shell is examining opportunities to develop the business in China, which already has more than 100,000 vehicles running on LNG, said John Abbott, Shell s head of refining. China was reported to have the potential to double the number of cars, trucks and buses fueled by natural gas (CNG and LNG) to 3.8 million by 2020, according to Bloomberg New Energy Finance. That makes it the fastest-growing market for eco-friendlier motor fuels. Myanmar Myanma Oil and Gas Enterprise (MOGE) plans to double CNG price after selling it four times cheaper than petrol price for some time. Presently CNG is sold at 273 kyats per kilogram, went up five times from its introduction price of 54 kyats almost twenty years ago. MOGE has 45 filling stations with CNG refueling facilities across the country. Since introduced in 1986, Myanmar now has more than 27,000 NGVs, mainly are taxis followed by public buses. India India Oil Ministry has cut natural gas supplies to small industries in south Gujarat by 60 percent to cope with CNG demand in transport sector. The ministry had recently decided to meet the whole gas requirement for CNG and piped cooking gas supplies in cities from domestic production. This was to be ensured by cutting domestic gas supplies to non-priority sectors. Meanwhile, in the vehicle segment, carmaker Maruti Suzuki is reported to plan launching more CNG and diesel variants to widen its vehicle offerings. Presently, Maruti has 13 models in its assortment, of which, only five cars-ciaz, Ertiga, Dzire, Swift and Ritz- are powered by a diesel engine. Wagon R and Omni are the only models, which come with a LPG variant. Factory-fitted CNG kits can be installed on the Eeco, WagonR, Ertiga, Celerio and Alto 800. The firm sees opportunities, to introduce more CNG and diesel variants. Thus, Maruti has decided that it would fill in the gaps in its present car assortment with diesel and CNG variants instead of going for newer models. On the other hand, other car producer, Honda has introduced a CNG version of its Civic car. The Honda Civic is quite popular in this market thanks to its stylish looks and high-end performance on the roads. The newest model of Honda Civic CNG is available all over the country and is one of the mainstream models of this brand.

12 10 November 2014 Increased CNG price in Thailand effective on October 1 st 2014 Mr. Surong Bulakul, Chief Operating Officer Infrastructure of PTT Plc, has informed that the Energy Policy Management Committee decided to increase CNG retail price by 1 THB. Therefore, the new price CNG retail price is THB a kilogram starting October 1 st, However, PTT would continue subsidizing CNG price for public transport such as taxies, buses, tuk-tuks, mini buses. This initiative is in line with energy discount card project that allows eligible ones to pay at 8.50 THB a kilogram of CNG. The scheme is conducted to ease users from economic burden and give less effect to the actual cost. Raising CNG retail price by 1 THB would help PTT reducing the loss accumulated from freezing the fuel price at a lower level than the actual cost of CNG. The actual cost of this fuel is 16 THB a kilogram. The increase will give more opportunities to the fuel supplier to develop station expansion plan. Currently, PTT has built 497 CNG stations in 54 provinces throughout Thailand with a total sale volume of 8,800 ton per day and 25 percent of that was used by public transport sector. PTT proceeded to follow contractual obligation of 507 gas station construction plan while expanding regional Natural Gas Transmission System such as Saraburi - Nakhon Ratchasima and Ayutthaya Nakhon Sawan pipeline project and including the 4 th natural gas pipeline project (Rayong Saraburi pipeline). 13 November More CNG station is required in Udon Thani Head of Udon Thani Energy Office - Pinit Changmai- has said that Udon Thani and neighboring provinces have natural gas cars, as daily transportation. However, there are only two CNG stations in the city to cater the fuel to the NGVs owners. Udon Thani possess a policy promoting investment in CNG stations in Thailand s North-East Province aiming at meeting all requirements and preparing to accommodate upcoming economic expansion. The survey conducted among energy users and entrepreneurs in the province found that at least four CNG stations around Udon Thani City are needed. The fuel stations are most needed on the Udon Thani - Nong Khai Route, the Udon Thani Sakhon Nakhon Route, the Udon Thani - Khon Kaen Route and the Udon Thani - Nong Bua Lamphu Route. 14 12 November 2014 Indonesia s CNG station network expansion project State-owned Oil & Gas Company PT Pertamina in Indonesia plans to add 150 CNG filling facilities across the country with Rp 1.5 trillion investment. The project is expected to increase NGVs adoption while reducing costly fuel subsidy spending that burden government budget for already a long time. Pertamina Marketing Director Hanung Budya said that the stations will be integrated with the company s existing fuel stations. The CNG facility installation in the 150 petrol/diesel stations should be completed within a year. The project will involve adding facilities like dispensers, compressors and dryers to support the gas-filling services for customers at some of Pertamina s fuel stations. Pertamina has about 5,000 fuel stations, of which, about 3,000 of them are located in Java and Bali, the center of economic activity in Indonesia. Pertamina can pick 5 percent of the fuel stations in Java and Bali to be upgraded to allow gas-filling services, said Hanung. He said that Pertamina needs more support for its move. The firm expects that the government can help car owners to obtain converter kits, either through funding by bank loans or in the form of a subsidized price set by the country s administration. Hanung also calls for a cheaper tax on NGVs, as well as for the authorities help to increase the number of vehicle conversion centers. Ideally, Agen Tunggal Pemegang Merek or ATPMs (exclusive automotive distributors) are required to produce vehicles, such as taxis, with bifuel system. There should be a mandatory policy for such vehicles to use gas, he added. Fuel price reformation The central government has also been considering rising CNG price (locally known as BBG) to attract investors especially those from the private sector to build and operate CNG filling stations. The Energy and Mineral Resources Ministry s director general for oil and gas Edy Harmanto recently that the ministry was planning to formally suggest that the Coordinating Economic Minister hike the price of CNG from Rp 3,100 a liter-petrolequivalent (lpe) to around Rp 4,000. He said that this would help attract the private sector to build more gas infrastructure and convert or alter regular (petrol/diesel) filling stations into natural gas refueling facilities. The government will still be building more filling stations, in addition to the facilities that state-owned oil and gas firms PT Pertamina and PT PGN are building based on the presidential decree, Edy said. This gives the private sector a chance to build on existing SPBUs and open new gas dispensers or mobile refueling units [MRUs]. According to the Energy and Mineral Resources Ministerial Decree No. 2435/2014, Pertamina is instructed to set up CNG refueling facilities and MRUs in Jakarta, Banten, West Java and Central Java. In August, PT Perusahaan Gas Negara (PGN) underlined its commitment to the conversion agenda by stating that synergy was needed between stakeholders including the government, automotive businesses and the public to realize the conversion to gas. PGN is obliged to build extensive gas infrastructure as stipulated in Presidential Decree No. 64/2012 on gas supply and distribution. While the Industry Ministry s director general for leading industries based in high technology, Budi Darmadi, agreed with the Energy and Mineral Resources Ministry s price hike suggestion, he

15 November suggested that the increased CNG price should remain to have big price differentials-ideally 50 percent lower- to subsidized fuels (petrol, diesel, LPG). Darmadi said that Indonesia was well prepared for gas conversion. The Transportation Ministry started installing converters four years ago with thousands of cars installed with those kits at the moment. Data from the ministry shows that the government is seeking to have a total of 64 CNG stations, 13 MRUs and install 3,000 converter kits by the end of It will also install kilometers worth of gas pipes for SPBGs in the Greater Jakarta area alone. 18 16 November 2014 Israel Government funding for natural gas supply As part of government proposal to strengthen southern part of Israel, the National Infrastructure, Energy and Water Ministry has promised to allocate NIS 122 million to bring natural gas to southern residents and improving their energy efficiency. Of the total funding, around NIS 30 million will be used to help southern factories convert their internal systems to natural gas. An additional NIS 32m., meanwhile, will be used to finance gas connections in areas where natural gas distribution network is not available. Most areas not within range of the distribution network will eventually access gas through a future CNG unloading station, the ministry said. Another NIS 60 million will be issued to improve energy efficiency and reduce energy costs of municipal, industrial and commercial buildings in the region. Although the above-mentioned funding is not yet meant for transport sector consumption yet, Israel has a plan to adopt NGVs to cut oil use in transportation by 60 percent by This is seen as an ambitious target by world standards. 19 November Istanbul to enjoy eco-friendly buses An official of Istanbul Electric Tramway and Tunnel Establishments (İETT) a state-run company responsible for transportation facilities in Istanbul City Mümin Kahveci said that in 2019, the company is planning to adopt EVs in 25 percent of its fleet and NGVs (CNG) in 30 percent of it. Kahveci said the firm has added 850 new vehicles while about 3,000 public busses and other public transportation vehicles have been renewed. 20 18 Amir Vakilzadeh, an official at the National Iranian Oil Products Distribution Company, recently said that Iran plans to construct 10 CNG stations for Iraq. 21 November A plan for CNG price amendment in Myanmar An official from the Myanma Oil and Gas Enterprise (MOGE) in Myanmar, said that the price of this clean fuel, which is used in almost all public buses and many taxis in Rangoon City, will go up by 100 percent. The increase is likely to take into effect in sometime in Burma s Ministry of Energy informed that any change in the fuel price would occur only after informing the public in advance. An official from the MOGE which operates under Ministry of Energy confirmed that the gas firm had presented a proposal to the ministry early this year that would see the price of the fuel double, citing the fact that the state-run company is currently selling CNG at a loss. The ministry will submit the price hike proposal to Parliament. Presently, the firm is selling CNG at 273 kyats per kilogram, which is four times cheaper than the current petrol price. A local taxi driver in Rangoon said that should CNG price double, there would be little difference between the operating costs of CNG- versus petrol-powered taxis. The price increase could mean that many CNG taxi drivers would operate in the same areas as petrol taxis-avoiding traffic jams-to ensure more fuel savings and profitable services. Currently, CNG-fueled taxis are significantly cheaper to operate than their petrol-run counterparts and operates in all areas including those with traffic jams. Currently, to run a CNG taxi would cost 5,000 kyats on fuel per day, while operating the same car on petrol would cost 10,000 to 12,000 kyats. If CNG price is doubled, then the taxi operators would pay the same fuel expenses as running the cars in petrol. The hike will also affect bus operators, who presently spend around 16,000 kyats per day on CNG. MOGE has 45 filling stations with CNG refueling facilities across Myanmar: Forty of those are in Rangoon and five in central Burma, in and around Mandalay. Thousands of buses, taxis and other vehicles were converted under the direction of the Burmese government. The official from MOGE said that although the domestic price of CNG was likely to double, even such a hike would still compare favorably to other countries. In Singapore, the Philippines and Cambodia, CNG is sold at the equivalent to more than 1,000 kyats per kilogram. According to a local taxi driver, the government claimed when the CNG program was launched that the country s CNG reserves would last for 90 years, allowing for its sale at a rate well below the regional market price. Back then CNG was sold at 54 kyats per kilogram. After that, they increased it five times up to 273 kyats. There were 26,848 CNG-fueled vehicles registered through 2008, according to the MOGE. The government capped the conversion of vehicles to CNG after that, allowing only for the one-off conversion of an additional 289 buses in 2013.

22 20 PNOC plans to add CNG station facility The Philippines state-owned Oil & Gas Company, PNOC-EXPLORATION Corp. (PNOC-EC), aims to commence commercial operations of two new daughter-cng-filling stations by 2015, said an official from the Energy Department. This time, the Undersecretary of the Department of Energy (DOE) Donato D. Marcos expects no delays for the commercialization of the stations. Marcos is optimist that PNOC-EC will finally progress with the project given productive discussions with concerned stakeholders. The DOE presently is working on several things for this project with PNOC-EC, LTFRB (Land Transportation Franchising and Regulatory Board) and bus operators for the two stations. For example, the related parties are discussing the franchising issues with the LTFRB since they had problems on the buses that will utilize the stations. Also, the DOE and PNOC-EC are coordinating with bus operators that are seeking franchise approval from the LTFRB. Once the franchise has been granted, construction of the CNG stations will start. The operations of the two stations which will be located in Biñan, Laguna and in Batangas City have been delayed from the original target early this year. He added that the Japan International Cooperation Agency will also determine the routes where the CNG-fueled buses will ply next year. Ideally, the government is looking at the Laguna- Buendia and Batangas-Buendia routes for the buses. Earlier, the O&G Company allotted P18.3 million budget for the station in Batangas City; and P13.1 million for the one in Biñan, Laguna. The firm was instructed by the Energy department to put up two CNG stations to cater to the fuel needs of 200 CNG buses that the government aims to rollout under its Natural Gas Vehicle Program for Public Transport. Currently, there are two existing CNG stations in the country, operated by Pilipinas Shell Petroleum Corp. The mother station is located in Tabangao, Batangas while a daughter station is situated in Mamplasan, Laguna. The construction of PNOC-EC s stations in Batangas and Laguna is part of the Energy department s goal to increase the number of CNG-fueled vehicles running in the country. November 2014

24 22 OEM Page Launching plan for Maruti Alto K10 CNG November 2014 One of India s leading carmaker, Maruti Suzuki, was set to launch all-new Alto K10 hatchback in the local market by end October The new K10 is likely to be based on the Maruti Alto 800 which has been on sale since The second-generation Alto K10 is expected to be powered by the same updated 67bhp and 9.1kgm K10 motor as the one in the Celerio hatchback. Maruti is also expected to introduce additional variants of the K10, such as the Alto K10 CNG, etc. Honda Civic CNG Honda Car India add a CNG version of its Civic car. The Honda Civic is quite popular in this market thanks to its stylish looks and high-end performance on the roads. The newest model of Honda Civic CNG is available all over the country and is one of the mainstream models of this brand. The CNG version is installed with a more sculpted hood, clear lens corner lights and a black mesh grille with honeycomb detail. At the rear, the model gets an ultra-modern looking bumper and a much lower diffuser panel with the similar honeycomb mesh vent. In the interiors of the Honda Civic CNG, more alterations can be found. 25 November The Korean automaker, Hyundai, recently released two new alternative powered vehicleshybrid i40 and a New Generation i30 CNG. Both models currently are produced for European markets, according to Allan Rushforth, Senior Vice President and COO, Hyundai Motor Europe. The i40 48V Hybrid diesel/electric reduces CO2 emissions and fuel consumption significantly compared to the standard production model, while only costs a quarter of a full hybrid solution to build. Meanwhile the New Generation i30 CNG offers a huge reduction compared to its internal combustion engine (ICE) model. The New Generation i30 CNG is equipped with Hyundai s new 1.4-liter T-GDI engine, combined to a new seven-speed dual-clutch transmission, as well as the latest application of its CNG research and development program. Thanks to the new transmission system, the engine emits CO2 emissions as low as 87 g/km, a significant reduction compared to the equivalent ICE model. The car meets the strict Euro 6 emission standards three years ahead of introduction in The CNG cylinder is installed within the car s floor pan to avoid space reduction for the interior space and storage room. This way, the interior of the CNG model remains the same as its ICE counterpart. Lined with a gasimpermeable polyamide matrix (inside) and protected by high-performance glass-fiber reinforced plastic (outside), the new system provides a high-strength, low-cost solution to gas storage, and weighs 50 percent less than an equivalent steel tank. The cylinder, come in a rectangular shape to ensure maximum space efficiency, can store up to 15 kg of gas. A new electrical pressure regulator lowers gas pressure to an operable state in two steps, first to 20 bar and then to 4 to 11 bar, which is fed into the engine. 28 26 November 2014 GAZ Group showcases its CNG Next vehicles with Euro 5 engines GAZelle Next and GAZon Next are equipped with the new Evotech 2.7 and YaMZ-534 compressed natural gas powertrains respectively, developed at the manufacturer s Ulyanovsk and Yaroslavl engine plants. The components of the CNG systems are certified in compliance with the EEC Regulations and are approved for usage in EU countries. The start of these variants serial production is planned for the second half of The light commercial vehicle GAZelle Next CNG has four natural gas bottles with the capacity of 52 L each and maximum working pressure of 200 atm and its total range is 700 km. It has a common engine control system both for natural gas and gasoline that provides easy switching between the two types of fuel as well as maintains the optimal ratio of air and gas in the fuel mixture. GAZon Next CNG truck has a new CNG engine YaMZ-534 developed in cooperation with Westport, Canada, and meets the requirements of Euro-5 emission standard. The vehicle has seven natural gas bottles with the capacity of 52 L each and maximum working pressure of 200 atm, while the driving range is 370 km. Source: GAZ Group..com Wärtsilä will build Indonesia s first bio-lng plant producing vehicle fuel Along with PT Pertamina (Persero), Indonesian state-owned oil and gas company, and PT Godang Tua Jaya (GTJ), a waste utilization sector specialist company, Wärtsilä Oil & Gas Systems have signed an agreement to conduct a feasibility study for the project to develop a mini bio-lng plant with a capacity of 0,75 tons/hour, which corresponds to approximately 4 MWh in electrical production. The plant will process municipal solid waste into ecofriendly biogas for use as a renewable energy source for typical vehicle fuel. In addition to the feasibility study, Wärtsilä will provide technological support and an economic assessment. This study represents a Front End Engineering Design (FEED) equivalent. If the project is deemed to be feasible then the parties are expected to enter into an Wärtsilä s biogas liquefaction plant in Oslo, Norway Execution Agreement. Renewable energy is an increasingly important global requirement, and we are proud to be involved in this landmark project. Wärtsilä has the experience and technological expertise in this area to turn solid waste into a valuable resource that can benefit the community, said Sanjay Verma, Area Sales Director, Wärtsilä Ship Power. An outstanding example of Wärtsilä s expertise in this field is its biogas liquefaction plant in Oslo, Norway. The plant converts household food waste into biomethane that is then used to fuel the local buses. The plant treats 50,000 tons of garbage per year, which produces enough fuel to run 135 buses. 29 November Annual Blue Corridor kicks off in St. Petersburg with first stop in Tartu The international NGV rally started on October 7, during the opening ceremony of St. Petersburg International Gas Forum. Major organizers of the rally are Gazprom Export, Gazprom Gas-Engine Fuel, and E.ON Global Commodities, and Kamaz is one of the leading participants. During this forum Gazprom and Kamaz also stressed their cooperation to boost Russian NGV market development involving construction of CNG stations and service facilities. The Blue Corridor-2014 vehicles will drive along the roads of Estonia, Latvia, Lithuania, Poland, the Czech Republic, Germany, Austria, Italy, Slovenia, Croatia, Serbia, Hungary, Slovakia and Belarus, covering altogether over 6,000 km, and finishing on October 31. This particular route has been chosen deliberately as many of those countries have been already demonstrating significant demand of natural gas as transport fuel. On October 8, the caravan already crossed the state frontier of the Russian Federation in the border town of Ivan-Gorod, and journeyed towards the Estonian city of Tartu. The NGVs refueled at Eesti Gaas station, the Estonian gas company which currently operates five CNG stations in the country: two in Tallinn, and single stations in Narva, Tartu and Pärnu. The municipality of Tartu, where the first round table discussion was held on October 9, bought the first five Scania CNG buses in The experience of deploying them has become a basis for us to plan a larger procurement. It is still hard to predict how many new NGVs will be purchased, but it could amount to units.
