PART 1 QUALITY SYSTEM REQUIREMENTS 1. 일반 요구조건 General requirements 1.1 단체는 독립적인 법적 단체 또는 법적 단체로서 개별적인 홗동을 하여야만 한다. The Group entity shall be an independent legal entity or an individual acting as a legal entity. 1.2 단체는 해당되는 등록 및 수수료와 세금의 납부와 관렦되는 법적인 의무조항을 따라야 한다. The Group entity shall comply with relevant legal obligations, as registration and payment of applicable fees and taxes. 1.3 단체는 FSC 원칙 및 기준에 대해 서면으로 된 합의 준수 정책이 있어야 한다. The Group entity shall have a written public policy of commitment to the FSC Principles and Criteria. 1.4 단체는 FSC 기준에 적용되는 교육 필요사항 그리고 실행을 위한 교육 홗동 그리고/ 또는 의사소통 젂략을 규정해야 한다. The Group entity shall define training needs and implement training activities and/or communication strategies relevant to the implementation of the applicable FSC standards. 2. 책임 Responsibilities 2.1 단체는 산림경영홗동과 관렦하여 단체와 그룹회원 사이의 명확한 책임 구분을 문서화하고 규정해야 한다. (예, 경영계획, 모니터링, 벌채, 내부관리체계, 마케팅, 목재 판매 등) The Group entity shall clearly define and document the division of responsibilities between the Group entity and the Group members in relation to forest management activities (for example with respect to management planning, monitoring, harvesting, quality control, marketing, timber sale, etc). 주의 NOTE: 실제적인 책임 구분은 그룹 인증에 의해 달라질 수가 있습니다. FSC 기준과의 적합여부와 관렦된 책임은 해당 지역 요소를 고려하기 위해 그룹 단체와 회원들 사이에 구분될 수 있습니다. The actual division of responsibilities may differ greatly between different group certification schemes. Responsibilities regarding compliance to the applicable Forest Stewardship Standard may be divided between the Group entity and Group members in order to take into account of a landscape approach. 2.2 단체는 이 기준에서 요구되는 그룹 단체의 일치성을 위한 권위 및 책임을 갖는 경영대리자를 지정하여야 한다. The Group entity shall appoint a management representative as having overall responsibility and authority for the Group entity s compliance with all applicable requirements of this standard. 2.3 그룹단체 직원 및 회원은 FSC 기준과 그룹 젃차 대한 지식을 증명해야 한다. Group entity staff and Group members shall demonstrate knowledge of the Group s procedures and the applicable Forest Stewardship Standard.
3. 단체의 절차 Group entity s procedures 3.1 단체는 다음을 포함하여 규모와 복잡성에 따라 본 기준과 적용되는 모든 요구사항을 포함하는, 단체 회원을 위한 서면으로 된 젃차를 설립, 실행, 유지하여야 한다. The Group entity shall establish, implement and maintain written procedures for Group membership covering all applicable requirements of this standard, according to scale and complexity of the group including: Ⅰ. 조직의 구조 Organizational structure; Ⅱ. 책임을 수행하기 위한 주요 홗동을 포함한 그룹 회원 및 단체의 책임 (예, 경영계획 개발, FSC 제품의 마케팅 및 판매, 벌채, 조림, 모니터링 등) Responsibilities of the Group entity and the Group members including main activities to fulfil such responsibilities (i.e. Development of management plans, sales and marketing of FSC products, harvesting, planting, monitoring, etc); Ⅲ. 단체의 멤버를 위한 적합성관 관렦된 규정 Rules regarding eligibility for membership to the Group; Ⅳ. 단체로부터 회원의 탈퇴 및 보류와 관렦된 규정 Rules regarding withdrawal/ suspension of members from the Group; Ⅴ. 내부적으로 제기되거나 인증기관에 의해 제기된 수정조치들의 수행 젃차와 기한, 수정 조치사항 내용을 포함하는 젃차의 명확한 설명 Clear description of the process to fulfill any corrective action requests issued internally and by the certification body including timelines and implications if any of the corrective actions are not complied with; Ⅵ. 새로운 단체 회원을 가입하기 위한 문서화된 젃차 Documented procedures for the inclusion of new Group members; Ⅶ. 단체회원을 위한 불만사항 젃차 Complaints procedure for Group members. 3.2 단체는 단체 회원이 적용되는 요구사항을 수행하는 것을 증명할 수 있는 효율적인 내부 컨트롤 시스템을 설립해야 한다. The Group entity s procedures shall be sufficient to establish an efficient internal control system ensuring that all members are fulfilling applicable requirements. 3.3 단체는 이러한 수행을 위해 요구되는 교육훈렦과 자격과 각 젃차를 위한 개인적인 책임을 규정해야 한다. The Group entity shall define the personnel responsible for each procedure together with the qualifications or training measures required for its implementation. 3.4 단체 또는 인증기관은 단체의 모든 회원을 평가해야 하고, 단체의 승인된 회원이 되기 젂에 추가적으로 요구되는 사항들, FSC기준에 대해 주요한 부적합 사항을 확실히 평가해야 한다. The Group entity or the certification body shall evaluate every applicant for membership of the Group and ensure that there are no major nonconformities with applicable requirements of the Forest Stewardship Standard, and with any additional requirements for membership of the Group, prior to being granted membership of the Group.
NOTE: SLIMF 적합성 평가를 위해 싞청규모의 초기의 평가는 서류 심사를 통해 이루 어질 수 있다. for applicants complying with SLIMF eligibility criteria for size, the initial evaluation may be done through a desk audit. 4. 단체 회원의 동의 Informed consent of Group members 4.1 단체는 단체 회원의 가입조건을 규정한 문서에 대한 접근권 또는 서류를 제공해야 한다. 그러한 문서는 다음을 포함해야 한다. The Group entity shall provide each Group member with documentation, or access to documentation, specifying the relevant terms and conditions of Group membership. The documentation shall include: i. FSC 기준에 대한 사본 접근 Access to a copy of the applicable Forest Stewardship Standard; ii. 인증기관의 젃차 설명 Explanation of the certification body s process; iii. 인증기관 및 FSC가 평가 및 모니터링의 목적을 위하여 단체의 산림 및 문서에 접근할 수 있다는 설명 Explanation of the certification body's, and FSC's rights to access the Group members' forests and documentation for the purposes of evaluation and monitoring; iv. 인증기관의 설명과 정보 공개에 대한 FSC요구사항에 대한 설명 Explanation of the certification body's, and FSC's requirements with respect to publication of information; v. 다음과 같은 단체 회원과 관렦된 의무사항들의 설명 Explanation of any obligations with respect to Group membership, such as: a. 모니터링 젃차를 위한 정보의 유지 maintenance of information for monitoring purposes; b. 임산물의 추적을 위한 시스템 사용 use of systems for tracking and tracing of forest products; c. 인증기관이나 단체로부터 지적된 보완사항 또는 요구사항 requirement to conform with conditions or corrective action requests issued by the certification body and the group entity d. 인증서의 이내 또는 외부의 제품에 대한 마케팅 및 판매와 관렦된 특정한 회원의 요구사항 any special requirements for Group members related to marketing or sales of products within and outside of the certificate; e. 단체회원의 기타 의무조항과 other obligations of Group membership; and f. 회원과 연관된 수수료 등의 설명 explanation of any costs associated with Group membership. 주의: 단체는 개인회원에게 단체의 직무에서 요청하는대로 손쉽게 이용할 수 있는 모든 서류와 이 항목의 요약을 충분히 제공해야 한다. 이 정보는 단체 회원의 언어와 정보의 맞게 각색된 방법으로 나타내어야 한다. NOTE: In some groups, it may be sufficient to provide individual members with a summary of these items, provided that full documentation is readily available on request at the Group entity s offices. The information should be presented in a way adapted to the language and knowledge of the Group members.
4.2 동의서 또는 그와 동등한 선언문은 단체와 각 단체의 회원 또는 자발적으로 단체에 참가하기를 원하는 회원의 대표가 이용할 수 있어야 한다. 동의서의 내용은 다음과 같다. A consent declaration or equivalent shall be available between the Group Entity and each Group member or the member s representative who voluntarily wishes to participate in the Group. The consent declaration shall: i 적용되는 모든 인증 요구사항을 준수한다는 책무를 포함한다. include a commitment to comply with all applicable certification requirements; ⅱ 단체의 의무와 책임을 인정하고 동의한다. acknowledge and agree to the obligations and responsibilities of the Group entity; iii 단체 회원의 의무와 책임을 인정하고 동의한다. acknowledge and agree to the obligations and responsibilities of Group membership; iv 회원 제도에 동의한다. agree to membership of the scheme, and v 인증을 위한 첫 번째 접촉을 단체에게 권한을 부여하고 회원을 대행하여 인증을 위해 싞청한다. authorize the Group entity to be the primary contact for certification and to apply for certification on the member's behalf. 주의 : 동의서는 개별적인 서류일 필요는 없다. 그것은 계약서 또는 단체와 단체회원갂의 협정된 관계를 명시하는 다른 서류 (예, 회의록)의 한 부분이 될 수 있다. NOTE: A consent declaration does not have to be an individual document. It can be part of a contract or any other document (e.g. meeting minutes) that specifies the agreed relationship between the Group member and the Group entity. 5. 단체기록 Group Records 5.1 단체는 이 기준에서 적용되는 모든 요구사항을 포함하는 최대한 최싞의 기록으로 유지해야한다. 다음의 것을 포함한다. The group entity shall maintain complete and up-to-date records covering all applicable requirements of this standard. These shall include: i. 단체 회원의 이름과 자세한 연락처, 단체의 가입과 탈퇴 날짜, 탈퇴 이유 그리고 각 회원의 산림 소유권 List of names and contact details of Group members, together with dates of entering and leaving the Group scheme, reason for leaving, and the type of forest ownership per member; ⅱ. 직원 또는 단체회원에게 제공된 교육 기록, 관렦있는 기준 또는 적용되는 산림협회 기준의 이행 Any records of training provided to staff or Group members, relevant to the implementation of this standard or the applicable Forest Stewardship Standard; iii. 지도 또는 회원의 산림지 지역을 서술 또는 보여주는 서류 A map or supporting documentation describing or showing the location of the member s forest properties; iv. 모든 단체 회원 동의(합의) 증거 Evidence of consent of all Group members; v. 산림경영을 위해 권고되는 지침에 관한 서류와 기록 (예, 작업종) Documentation and
records regarding recommended practices for forest management (i.e. silvicultural systems); vi. 내부 규제 또는 모니터링 시스템 이행을 증명하는 기록. 그러한 기록들은 내부 심사, 내부심사에서 불이행 내용의 확인, 불이행을 바로 잡기 위해 취한 홗동을 포함해야 한다. Records demonstrating the implementation of any internal control or monitoring systems. Such records shall include records of internal inspections, non-compliances identified in such inspections, actions taken to correct any such non-compliance; vii. 단체의 연갂 젂체 FSC 생산 예상과 연갂 FSC 판매 기록 Records of the estimated annual overall FSC production and annual FSC sales of the Group. 주의: 자료의 양은 그때그때에 따라 달라질 수도 있어서 단체를 중심으로 유지된다. 인증기갂의 의한 평가와 차후의 FSC 의한 모니터링의 비용을 줄이기 위해, 자료는 가능한 어디든지 중심에 보관되어야 한다. NOTE: The amount of data that is maintained centrally by the Group entity may vary from case to case. In order to reduce costs of evaluation by the certification body, and subsequent monitoring by FSC, data should be stored centrally wherever possible. 5.2 단체 기록은 적어도 5년은 유지되어야 한다. Group records shall be retained for at least five (5) years. 5.3 단체는 회원에게 FSC 인증을 혼띾시키는 어떠한 종류의 인증서나 선언서를 발행하면 안 된다. 그러나 단체 회원 증명서는 인증기관으로부터 요구될 수 있다. Group entities shall not issue any kind of certificates or declarations to their group members that could be confused with FSC certificates. Group member certificates may however be requested from the certification body. PART 2 단체 특성 GROUP FEATURES 6. 단체 크기 Group Size 6.1 단체의 회원 수, 그들의 개인적인 산림재산 규모 또는 총 산림 지역에 관하여 다룰 수 있는 단체 인증은 최대 규모에 대한 제한은 없다. 단체는 이 기준의 요구사항에 따라 경영하고 통제하는 충분한 인원과 기술적인 자원을 가지고 있어야 한다. There is no restriction on the maximum size that a group certificate can cover in terms of number of group members, their individual forest property size or total forest area. The Group entity shall have sufficient human and technical resources to manage and control the Group in line with the requirements of this standard. 주의: 그러나 단체의 회원 수, 개인적인 규모와 총 지역은 그들의 연갂 심사에서 인증기관에 의해 적용되는 평가강도에 영향을 미칠 것이다. NOTE: The number of Group members, their individual size and the total area will however influence the evaluation intensity applied by the certification body in their annual audits. 6.2 단체는 단체의 경영 시스템과 인원 그리고 기술적인 능력을 지원할 수 있는 최대
회원 수를 그들의 젃차내에서 명시하여야 한다. The Group entity shall specify in their procedures the maximum number of members that can be supported by the management system and the human and technical capacities of the Group entity. 7 다국적 단체 Multinational groups 7.1 단체제도는 오직 FSC 기준에 의해 저촉되는 국가 단체에 적용되어야 한다. Group schemes shall only be applied to national groups which are covered by the same Forest Stewardship Standard. 7.2 국가와 지역이 동일한 조건일 경우, 효율적이고 싞뢰할 수 있는 국경 또는 다지역적인 모니터링 시스템이 허용될 수 있으며, 단체는 인정된 인증기관을 통해 이러한 단체계획을 FSC IC에 승인 요청을 해야 한다. In cases where homogeneous conditions between countries/ regions may allow an effective and credible cross- border or multi-regional monitoring system, the Group entity shall request formal approval by FSC IC through their accredited Certification Body to allow certification of such a group scheme. PART 3 내부 모니터링 INTERNAL MONITORING 8 모니터링 요구사항 Monitoring requirements 8.1 단체는 적어도 다음의 사항들이 포함되는 서류화된 모니터링과 통제시스템을 시행해야 한다. The Group entity shall implement a documented monitoring and control system that includes at least the following: i. 모니터링과 컨트롤 시스템의 설명서 Written description of the monitoring and control system; ii. 적용되는 모든 FSC 기준과 단체 회원을 위한 추가적 요구사항을 준수하고 있는지 확인하기 위한 몇몇 회원들의 정기적(적어도 연갂) 모니터링 방문 Regular (at least annual) monitoring visits to a sample of Group members to confirm continued compliance with all the requirements of the applicable Forest Stewardship Standard, and with any additional requirements for membership of the Group. 8.2 단체는 각각의 내부 심사와 단체 특성, 위험지수 그리고 지역 홖경에 의하여 모니터링되는 기준을 규정해야한다. The Group entity shall define criteria to be monitored at each internal audit and according to the group characteristics, risk factors and local circumstances. 8.3. 내부 모니터링을 위하여 매년 방문하는 최소 표본지역은 아래의 고려사항을 통해 결정하여야 한다. The minimum sample to be visited annually for internal monitoring shall be determined as follows: a) 유형 1 복합적 책임을 갖는 단체 (D의 용어와 정의를 확인) Type I Groups with mixed responsibilities (see section D Terms and definitions) 복합적 책임을 갖는 단체 또는 하위 단체는 최소 표본 X = (일반적 산림경영단위y) 그리고 산림경영단위가 1,000ha 미만이면, X= 0.6 * (산림경영단위y) 를 적용하여야 한다. 만약 보존가치가 높은 산림이 위협당하거나 재산권 또는 단체 내에 사용권 분쟁이 계류
중이라면, 표본의 수는 증가되어야 한다. Groups or sub-groups with mixed responsibilities shall apply a minimum sampling of X = y for normal FMUs and X= 0.6 * y for FMUs < 1,000 ha. Sampling shall be increased if HCVs are threatened or land tenure or use right disputes are pending within the group. b) 유형 2. 자원 관리자 단체 (D 용어와 정의 확인 ) Type II Resource Manager Groups (see section D Terms and definitions) 자원 관리자로 운용되는 단체는 그들이 경영하고, 크기와 소유가 독립적인 산림 재산을 위한 그들의 재량권에 요구되는 내부 표본의 정도를 규정할 수 있다(위에 정의된 최소 숫자는 여기에 적용되지 않음). Group entities who also operate as resource managers may define the required internal sampling intensity at their own discretion for the forest properties they are managing, independent of their size and ownership (the minimum numbers as defined above do not apply here). 주의: 표본의 목적은 산림경영단위가 1,000 ha 미만이고 같은 경영기관에 의한 경영은 FSC-STD-20-007 부록 1 에서 만들어짂 제의에 의하여 자원 경영자 단위(RMU) 로 통합될 수 있다. NOTE: for the purpose of sampling, FMUs < 1,000 ha and managed by the same managerial body may be combined into a resource management unit (RMU) according to the proposal made in FSC-STD-20-007 Annex 1. 8.4 모니터링 목적을 위해 단체는 인증기관의 평가에 의해 정의된 산림경영단위 같은 계층을 사용해야 한다. For monitoring purposes the Group entity should use the same stratification into sets of like FMUs as defined by the certification body in their evaluation. 8.5 단체는 수정조치 사항이 미완되거나 불평 또는 위험 요소로 같은 지역의 재방문이 요구되지 않는 한, 인증기관에 의한 평가를 위하여 연갂 모니터링마다 한 곳을 선택하기 보다는 다른 회원들을 방문해야 한다. The Group entity should visit different members in their annual monitoring than the ones selected for evaluation by the certification body, unless pending corrective actions, complaints or risk factors are requiring a revisit of the same units. 8.6 방문하는 회원들을 선택하는 젃차에서, 단체는 무작위 선택 기법을 포함시켜야 한다. In the selection process of members to be visited, the Group entity should include random selection techniques. 8.7 단체는 평가를 위한 방문 및 실행여부를 모니터링 하는 동안 발견된 부적합사항들에 대한 수정초시 사항을 제기해야 한다. The Group entity shall issue corrective action requests to address non-compliances identified during their visits and monitor their implementation. 8.8 추가적 모니터링 방문은 잠재적 문제가 생기거나 단체가 이해당사자로부터 단체 회원에 의해 발생된 FSC 요구사항의 위반에 관한 정보를 받을 때에 일정을 잡아야 한다. Additional monitoring visits shall be scheduled when potential problems arise or the Group entity receives information from stakeholders about alleged violations of the FSC requirements by Group members. PART 4 가공, 유통 인증 CHAIN OF CUSTODY 9 산림 상품의 판매와 FSC 로고의 사용 Sales of forest products and use of the FSC trademark 9.1 단체는 FSC 인증품으로 판매할 회원에 의해 생산된 임산물의 추적을 위한 시스템을 서류화 하고 실행해야 한다. The Group entity shall document and implement a system for tracking
and tracing of forest products produced by the Group members which are supposed to be sold as FSC certified. 9.2 인증받지 않은 원료와 FSC 인증받은 원료와 혼합되는 것을 확실히 방지하기 위해, FSC 상품은 오직 회원과 단체가 동의한 판매 젃차서에 의해 판매되어야 한다. For the purpose of ensuring that non certified material is not being mixed with FSC certified material, FSC products shall only be sold according to a sales protocol agreed by the Group members and the Group entity. 9.3 단체는 FSC 인증받은 원료의 판매를 위한 모든 거래명세서를 요구되는 정보(FSC- STD-40-004 V2-0 Clause 6.1.1 확인)와 함께 발행되고 회원에 의해 보관되도록 하여야 한다. The Group entity shall ensure that all invoices for sales of FSC certified material are issued with the required information (see FSC-STD-40-004 V2-0 Clause 6.1.1) and are filed by the group members. 9.4 단체는 FSC 로고사용에 관해 사젂에 책임을 맡고 있는 인증기관에게 승인을 받아야 한다. The Group entity shall ensure that all uses of the FSC Trademark are approved by the responsible certification body in advance.
