Any bidder shall be a foreign manufacturer or supplier who is abroad or domestic and specialized in the field of the commodity for which the bid was announced and duly registered in the DAPA as a source of foreign procurement at least five(5) business days prior to the bid opening date specified in IFB subject to the bidder who was participated in the Presentation stipulated in Article 1.b. 2) above. b. In case the commission agent designated by the bidder is to participate in the bidding, the commission agent shall also be registered in the DAPA. 4. BID BOND & IT'S CONFISCATION a. DELIVERY REQUIREMENT Refer to the RFP 7. AWARD DETERMINATION a. Conclude a contract by negotiation with a person deemed to be most favorable to the State after evaluating the written proposals submitted by many suppliers. b. Grading Limitation for the technical capability and the bid price is 70% and 30%, respectively to contract with a person deemed to be most favorable to the State c. DAPA may conduct a price negotiation on the base of the target price calculated from the proposal submitted by the bidder.
