ABSTRACT Pursuant to Article 4, and Article 12 of the United Nations Framework Convention on Climate Change(UNFCCC), all Parties to the Convention shall communicate information to the Conference of the Parties(COP). To develope the action strategy under the Convention in order to prevent global warming and to mitigate greenhouse gas emission and to improve the preparation of the second national communication, this report makes the draft of the second 'National Communication' of the Republic of Korea as a part of the effort to comply with the UNFCCC. The draft of the second national communication of the Republic of Korea that is made in this report consists of chapters dealing with (1) Executive Summary, (2) National Circumstances Relevant to Greenhouse Gas Emissions and Removals, (3) Greenhouse Gas Inventory Information, (4) Policies and Measures, (5) Projections and the Total Effect of Policies and Measures, (6) Vulnerability Assessment, Climate Change Impacts and Adaptation Measures, (7) Financial Resources and Transfer of Technology, (8) Research and Systematic Observation, and (9) Education, Training and Public Awareness. On the one hand, to overcome complexity and constraints, this research report is made by co-research with other research institutes and experts. The executive summary of the draft of the second national communication of the Republic of Korea is provided at Chapter III of this report.
