국제적십자운동은 7대 기본원칙을 따릅니다 모든 적십자활동은 하나의 핵심적 목적을 가집니다. 인도 Humanity 공평 Impartiality 중립 Neutrality 독립 Independence 자발적 봉사 Voluntary Service 단일 Unity 보편 Universality 차별 없이 고통 받는 사람들을 도우며 세계평화에 이바지 합니다. 대한적십자사는 인간의 고통 경감과 생명 보호를 위해 37만 자원봉사자, 260만 헌혈자, 500만 적십자 회원이 참여하여 전시 또는 대형재난재해에 대비 지원하고 평시에 사회 봉사활동을 실천하는 인도주의 운동체입니다. 세계 곳곳에서 188개국 적십자사, 국제적십자사연맹, 국제적십자위원회의 1억명의 자원봉사자가 적십자 운동을 실천하고 있습니다.

국제적십자운동은 국제적십자위원회 (ICRC), 국제적십자사연맹 (IFRC)과 각국 적십자사 적신월사로 구성되어 있습니다 International Federation of Red Cross and Red Crescent Societies 국제적십자위원회 International Committee of the Red Cross (ICRC) 국제적십자사연맹 International Federation of Red Cross and Red Crescent Societies (IFRC) 각국 적십자사 및 적신월사 National Societies 국제적십자위원회(ICRC)는 공평하고, 중립적이며 독립적인 인도적 기관입니다. The ICRC, established in 1863, works worldwide to provide humanitarian help for people affected by conflict and armed violence, and to promote the laws protecting victims of war. An independent and neutral organization, its mandate stems essentiallyfrom the Geneva Conventions of 1949. Based in Geneva, Switzerland, it employs some 12,000 people in 80 countries, and is financed mainly by voluntary donations from governments and National Red Cross and Red Crescent Societies. The International Federation of Red Cross and Red Crescent Societies (IFRC) is based onthe fundamental principles of the International Red Cross and Red Crescent Movement. It encourages, coordinates, and promotes all humanitarian activities to improve the lives of the underprivileged. The IFRC was founded in 1919, and internationally represents all National Societies. It coordinates and manages the international support activities of the International Red Cross and Red Crescent Movement in cases of natural and man-made disasters, refugees and health crises The National Societies realize the mission and principles of the International Red Cross and Red Crescent Movement in over 187 countries. National Societies are responsible for an auxiliary role to the humanitarian activities of their national governments. They provide diverse services such as disaster relief, and health and social welfare programs. In times of war National Societies support the victims of conflict and aid military medical service if needed.

2012 Red Cross Humanitarian Activities 발 간 사 Message From The President 2012년 대한적십자사는 국민 여러분께서 보내주신 응원, 사랑, 정성, 간절한 열망 덕분에 새로운 시대를 준비하기 위한 크고 작은 도전을 계획하고 실행에 옮길 수 있었습니다. 그리고 2012년 7월, 국민 속으로 들어가는 적십자 를 목표로 국민과 함께하는 적십자의 새로운 희망심기 희망풍차 프로젝트 를 전국적으로 출범하며 세 가지 씨앗을 뿌렸습니다. 첫 번째 씨앗은 다문화 가족과 저소득 층 아동 등 4대 취약계층을 위한 맞춤형 통합 지원 서비스 희망풍차 프로그램 이었고, 두 번째 씨앗은 의료사각 지대에 있는 취약계층에게 공공의료서비스를 지원하고 공공병원으로서의 인도주의를 실현하기 위한 희망진료센터 였으며, 세 번째 씨앗은 안정적인 혈액공급을 위해 의약품 제조에 사용되는 혈장성분 혈액을 수입에 의존하지 않도록 연간 300만 헌혈자 를 확보하는 것이었습니다. 이를 위해 대한적십자사는 봉사자와 후원자, 헌혈자 여러분들이 함께하는 인적, 물적, 생명 나눔을 실현하는 유일한 기관으로 서 이 세 영역의 역량을 희망풍차라는 시스템 안에 녹여내기 위한 작업들을 수행했습니다. 적십자봉사관을 희망나눔봉사센터 로 재정비 해 국민들이 쉽게 찾아올 수 있는 봉사참여 공간으로서의 기반을 마련했고, 희망풍차 SR(Serious Request)을 통해 새로운 모금방송 플랫폼을 선보였습니다. 또한 적십자사와 제3차 대학병원, 사회공헌 기업 등 3자가 협업을 통해 공공의료의 효과를 극대화 하는 새로운 공공병원의 모습을 제시하였으며, 2012년 세계헌혈자의 날 지구촌이벤트 를 동아시아 최초로 성공적으로 개최하는 등 국민들의 생명나눔운동 참여 확산을 위한 노력을 기울였습니다. 앞으로도 대한적십자사의 희망풍차 가 수혜자의 욕구를 효과적으로 충족시키는 것은 물론 지역사회와의 긴밀한 협조를 통해 사회의 안전망 강화와 나눔 문화 확산이라는 결실로 맺어질 수 있기를 희망합니다. 이 보고서를 통해 적십자가 국민여러분과 함께 만드는 희망의 모습에 공감하고 참여할 수 있기를 바랍니다. 작년 한해 심었던 세 가지의 씨앗이 싹을 틔우고 건강히 뿌리내릴 수 있도록 소중히 돌보고 발전하는 대한적십자사가 되도록 하겠습니다. 감사합니다. 대한적십자사 총재

In 2012, the Korean Red Cross was able to plan and deliver both large and small initiatives to prepare ourselves for the new era, thanks to the support, compassion and commitment of the Korean people. In July 2012 the Korean Red Cross sowed three new seeds by launching the nationwide "Windmill of Hope" initiatives that represent our efforts to bring new hope to the vulnerable by getting "The Red Cross on the side of the people." The first seed was the "Windmill of Hope Program," which is a customized and integrated support service for four vulnerable social groups including multicultural families and children from low-income families. The second seed to be planted was the "Healthy Neighbor Center" which provides public medical care for vulnerable groups that lack access to medical services and fulfills the humanitarian roles of public hospitals. The third seed was sown to secure "Three Million Blood Donors" to stop dependence on imports of the blood plasma that is used to create the products for a stable blood supply. To this end, the Korean Red Cross, as the only organization that is engaged in volunteer work, material support and blood and organ donation based on a network of volunteers, donors and blood donors, has sought to put its capabilities in these three areas into the system named the Windmill of Hope. We have also reformed the Community Welfare Centers of the Red Cross into "Sharing Hope Community Welfare Centers" to make it easier for the public to participate in volunteer work, and have presented a new fundraising broadcasting platform by launching Windmill of Hope SR (Serious Request). Furthermore, we have established a trilateral cooperation network with university hospitals and social enterprises to propose a new kind of public hospital that maximizes the effectiveness of public medical care. We also successfully hosted the "Global Village Event on World Blood Donor Day" for the first time in East Asia as part of our efforts to facilitate public participation in blood and organ donation. I believe that the Korean Red Cross Windmill of Hope initiatives can help strengthen social safety nets and promote a culture of sharing through close cooperation with communities, as well as effectively satisfying the needs of our beneficiaries. 2012 Red Cross Humanitarian Activities 국제적십자운동의 탄생 Birth of the International Red Cross and Red Crescent Movement 적십자의 인도주의 이념은 1859년 이탈리아 북부를 여행하던 스위스 실업가 앙리 뒤낭(Henry Dunant)은 우연히 솔페리노 전투의 참혹한 현장을 1859년 이탈리아 솔페리노 지나게 되었습니다. 그는 부상병들이 치료를 받지 못한 채 주검으로 내던져지고 있는 충격적인 모습에서 인간이 전투의 참상을 목격한 겪을 수 있는 가장 큰 고통을 목격하였고, 스스로 구호활동에 돌입하여 제한되지만 가능한 모든 수단을 활용하여 뒤낭의 생각에서 시작되었다. 부상병을 도왔습니다. 그 후 앙리 뒤낭은 제네바로 돌아가자마자 자신이 목격했던 것을 기술한 솔페리노의 회상 (A Memory of Solferino) 을 집필하여, 오늘날의 적십자를 있게 한 핵심 개념인 인도적 구호활동 원칙들을 The Humanitarian Concept 제안하였습니다. of the Red Cross Began in Italy in 1859 at the Battle of Solferino. Later, upon his return to Geneva, Henry Dunant wrote A Memory of Solferino which described what he had seen, and proposed the principles of humanitarian relief work that brought today s Red Cross into existence.

Injured soldiers must be able to be treated with neutral status, without distinguishing between friendly and hostile forces. 전시 상병자들을 신속하게 지원할 수 있도록 평시에 헌신적이고 자격 있는 자원봉사자들로 구성된 구호단체를 각국 내 설치하자. 전투지에서 부상병들과 이들을 돌보는 의료요원을 보호하고 이들의 의료활동을 보장할 수 있는 국제적인 조약을 체결하자. Henry Dunant s two proposals for improving the aid given to the victims of war ultimately led to the establishment of Red Cross and Red Crescent societies (1863) and the Geneva Conventions (1864), with consequences that continue today. Currently there are 188 National Societies participating in the International Red Cross and Red Crescent Movement. The Red Cross Emblem, a red cross on a white background, symbolizes protection and neutrality during armed conflicts. It was first proposed at the Geneva Conference convened by the Geneva Committee, the predecessor of the Red Cross that was to be founded in October 1863, and adopted by the first Geneva Convention in 1864 to make it legally binding. Subsequently the Red Crescent and the Red Lion with Sun were also recognized at the Diplomatic Conference of 1929. With the adoption of the Red Crystal emblem in December 2005, the Red Cross was able to become a more universal organization that protects victims of armed conflicts across the world. Hwangseong Sinmun Cstablished 적십자사는 성금을 모금하고 질병을 가진 환자와 전시의 부상자를 치료하며 기근이 든 해에는 구휼활동을 하는 단체이다. The Red Cross raises funds and treats patients with diseases, those who are injured during times of war and provides relief during famine years.

(* 85,200 people treated in 1944) During the Shanghai Interim Government period, the interim Korean Red Cross raised funds from general membership fees for Red Cross activities from Koreans in China, Korea, Russia and the USA to train nurses for treating injured members of the independence forces. It worked steadily on humanitarian projects even in the fog of war, such as assisting with the livelihoods of wounded independence fighters and their families. During the Korean War, despite the unstable political and social situation, the humanitarian work of the Red Cross continued, including the conduct of public hygiene and relief work for the millions of refugees. In 2011 the Korean Red Cross continued its humanitarian work both domestically and abroad, including recovery from blizzards in the Yeongdong region of Gangwon-do, emergency disaster relief for Japanese earthquake victims, relief for areas inundated by flooding, fundraising for children in Africa, support for medical examinations for atomic bomb victims living in the Republic of Korea, and emergency relief for disaster victims in Thailand and Turkey. Healthy Neighbor Center provides customized public medical services for the medically underserved who cannot afford medical services to promote their right to receive health care and ensure their bright and happy lives as members of our society. 2012 Red Cross Humanitarian Activities 2012 적십자 중점활동.3 세계 헌혈자의 날 World Blood Donor Day 생명의 선물을 주기위해 자발적 무상헌혈에 참여하는 헌혈자에게 감사와 존경을 전하기 위 해 마련된 기념일입니다. 2004년 국제 헌혈운동 관련기관(국제적십자사연맹, 세계보건기구, 국제헌혈자조직연맹, 국 제수혈학회)은 혈액형을 발견한 칼 랜드스타이너의 생일인 6월 14일을 세계 헌혈자의 날 로 제정하고, 각 국에 헌혈의 중요성을 전하고 헌혈자에게 감사를 전하도록 권고하였습니다. World Blood Donor Day was established to express appreciation and respect for blood donors who participate in a free and voluntary blood drive to save lives. 2012 적십자 중점 활동 '희망풍차 프로젝트' 니라 정부, 학계, 헌혈자와 기업이 함께 헌혈의 중요성을 되새기는 기회를 마 련하기도 했습니다. 대한민국의 세계헌혈자의날 지구촌이벤트는 막을 내렸지만, 꺼져가는 생명을 살리는 헌혈은 오늘도 누군가를 통해 지속되고 있습니다. 로 헌혈할 것을 선택함으로써 수많은 생명을 구하고 있습니다. 특별히 2012년에는 세계헌혈자의날 지구촌이벤트의 주관국으로 대한민국이 선정되어 대한적십자사가 전세계 헌혈자들에게 감사를 전했습니다. 이를 위해 2월에는 세상에서 가장 큰 인간 핏방울 을 휘닉스파크에서 백석대학교 신입생 3006명과 함께 만들었습니다. 세계기네스협회에 등재된 인간 핏방울을 통해 헌혈의 중요성을 알린 대한적십자사는 4월에는 서울청계광장에서 열린 헌혈 영웅캠페인과 헌혈영웅 사진 콘테스트를 통해 헌혈자들에게 재미와 자긍심을 선사하기도 했습니다. 2012년도 지구촌이벤트의 하이라이트는 바로 6월 14일 세계헌혈자의날. 세 계헌혈자의날을 제정한 국제기구 관계자와 프랑스, 아이티, 홍콩 등 전세계의 혈액사업 관계자들, 임채민 보건복지부 장관을 비롯한 수혈자 대표 아덴만의 영웅 석해균 선장은 기념식을 통해 지구촌이벤트의 개최를 축하했습니다. 특 히 유중근 총재는 전세계 헌혈자들의 헌신과 노고에 존경과 감사의 마음을 전 하기도 했습니다. 이밖에도 심포지엄, 국무총리 주관 헌혈자 초청 만찬, KBS 2FM 슈퍼주니어의 키스 더 라디오 와 함께한 헌혈자 콘서트, 현대백화점 후원 사진전, 한국프로 야구와 함께한 헌혈자 영웅시구 등 다양한 행사들이 펼쳐져 적십자사 뿐만 아 Every June, the world celebrates a festival for blood donors who stretch out their arms hoping for nothing in return but to save lives. Around this time, a festival takes place to recognize World Blood Donor Day established by the World Health Organization (WHO), the International Federation of Red Cross and Red Crescent Societies (IFRC), the International Society for Blood Transfusion (ISBT) and the International Federation of Blood Donor Organizations (IFBDO) to educate people about the importance of blood donation. In 2012, World Blood Donor Day was celebrated under the theme of "Every Blood Donor is a Hero," which means that each of us can be a hero by donating our blood. Voluntary blood donors are scattered across all classes and sectors regardless of religion, background, age or race, and they choose to donate their blood out of their free will with nothing in return other than the satisfaction of saving countless lives. In particular, as the Republic of Korea was selected as a host country of the Global Village Event on World Blood Donor Day in 2012, the Korean Red Cross Society expressed thanks to the blood donors of the world. For this event the Korean Red Cross created the world's largest human blood drop in February at Phoenix Park with 3,006 new students of Baekseok University. With the human blood drop that became a Guinness World Record, the Korean Red Cross Society showed the importance of blood donation and went on to host a blood donor hero campaign and blood donor photo contest at Cheonggye Plaza, Seoul, to give fun and pride to blood donors. Participants from international organizations that established World Blood Donor Day, those involved in blood services from France, Haiti and Hong Kong, Minister of Health and Welfare Yim Chaemin and Captain Seok Hae-kyun, the hero of the Gulf of Aden who represents blood donors, attended the opening ceremony and celebrated the opening of the Global Village Event. Particularly, Korean Red Cross President Yu Jung-keun expressed her gratitude for the devotion and hard work of all blood donors around the world. Also, various events were organized such as a symposium, a dinner with blood donors hosted by the Prime Minister, a blood donor concert with KBS 2FM "Super Junior's Kiss the Radio", a photo exhibition sponsored by the Hyundai Department Store and the ceremonial first pitches by blood donor heroes at Korean professional baseball games to give an opportunity for the government, academia, blood donors and businesses as well as the Red Cross Society to remind themselves of the importance of blood donation. 2012 Red Cross Humanitarian Activities 구호 Relief Activities 재난이 발생하면 적십자사의 인력과 장비를 동원하여 신속하게 구호활동을 전 개함으로써 이재민의 고통을 경감하고 조속한 생활안정을 지원하고 있습니다. 평시에는 아동 청소년, 취약노인, 다문화가족, 북한이주민 등 저소득 취약계 층에게 백미와 부식, 밑반찬 배달 등의 일반구호활동을 전개합니다. In the event of a disaster, the Korean Red Cross mobilizes its workforce and equipment, and promptly carries out relief activities to alleviate the suffering of victims and provide support for their quick recovery. In normal times, we provide support for low-income vulnerable groups such as children and youth, senior citizens, multicultural families and North Korean settlers by delivering polished rice, side dishes and packed lunches, etc. 급격한 기후변화 등으로 기상관측 이래 최고 많은 태풍이 지나갔으며, 특히 14 호(덴빈), 15호(볼라벤) 및 16호(산바)로 한반도에 직접적인 영향을 끼친 피해지 역의 이재민들에게 신속하게 구호활동을 펼쳤습니다. 또한 일상적인 생활에 어 려움을 겪고 있는 저소득취약계층의 생계에 도움이 될 수 있도록 생필품 및 밑 반찬 등을 지원하는 평시 저소득취약계층 구호활동도 전개하였습니다. An unprecedented number of typhoons struck Korea due to the effects of severe climate change. Particularly, Typhoon No. 14 (Tembin), No. 15 (Borla Ben) and No. 16 (Sanba) had direct impacts on the Korean peninsula and we promptly provided relief assistance to victims in the affected areas. Also, we engaged in relief activities for low-income vulnerable groups in normal times by delivering them daily necessities and side dishes to support their livelihood.

In addition we have conducted various training sessions for disaster prevention and preparedness, regular and advanced training for volunteers and staff, and have expanded our relief training and participation at each local office. As a result, we have been able to expand our reserve of well-trained expert relief personnel in each region, and have prepared a standard reserve of disaster relief supplies (for 20,000 households) for each chapter. 2012 Red Cross Humanitarian Activities 사회봉사 Social Volunteer Services 대한적십자사는 우리 사회의 소외된 취약계층의 고통경감과 생활안정을 위해 다양한 사회봉사활동을 전개하고 있습니다. 적십자 사회봉사활동의 원동력인 전국 12 만 적십자봉사원과 전국 50개 희망나눔봉사센터는 지역사회에서 지속적인 취약계층 발굴과 결연지원을 통하여 함께 나누며 살아가는 사회를 만들기 위해 노력하고 있습니다. 2012년에는 국민참여캠페인 희망풍차 프로젝트를 론칭하여 4대 취약계층(아동 청소년, 노인, 다문화가족, 북한이주민)에 대한 맞춤형 통합지원을 실 시하고 있습니다. The Korean Red Cross is engaged in a wide range of social volunteer activities to relieve the burden of the vulnerable groups marginalized in our society and secure their livelihood. Across the country, 120,000 volunteers and 50 Sharing Hope Community Welfare Centers are leading our social volunteer services and trying to create a compassionate society by continuously identifying vulnerable groups and matching them with volunteers. Since we launched the "Windmill of Hope Public Campaign" in 2012, we have been providing integrated support tailored to the needs of four major vulnerable groups-- children and youth, the elderly, multicultural families and North Korean settlers. 2012년 사회봉사 분야에서는 국민참여캠페인 희망풍차 프로그램을 통한 수혜자 맞춤형 통합서비스(기초생활보장, 의료, 주거환경개선, 교육 등)를 취약계층 세대 에게 제공하였습니다. 특히 지역사회의 직접적인 참여 확대를 위하여 국민과의 접점인 희망나눔봉사센터에 빵나눔터와 국수나눔터를 설치하여 시민의 참여 활성화를 도모하였으며, 북한이주민의 올바른 역사인식 확립을 위한 역사교재를 제작하여 배포하였습니다. 또한 여러 기업과 단체들의 후원으로 4대 취약계층을 위한 다양한 프로그램을 실시하여 나눔 문화 확산에 기여할 수 있었습니다. In 2012, in the area of social volunteer services, we provided customized integrated services (basic living, medical service, housing improvement and education) for vulnerable groups through the Windmill of Hope Public Campaign.Particularly, we established bread and noodle distribution centers at the Sharing Hope Community Welfare Centers, which are our points of contact with the general population, to encourage more people to be directly involved in community service. We have also created and distributed history textbooks for North Korean settlers for their proper understanding of history. Furthermore, with sponsorship from many companies and groups, we have implemented various programs for four vulnerable groups and been able to promote a culture of sharing.

2012 적십자 인도주의 활동 추진사항 수혜자 맞춤형 통합서비스 지원, "희망풍차" 결연활동 실시 Provision of the Integrated Support Customized to the Needs of Beneficiary and Windmill of Hope Matching Service 2012년 대한적십자사는 아동 청소년, 노인, 다문화가족, 북한이주민의 4대 취약계층과 봉사자가 결연을 맺고 수혜자 맞춤형 통합서비스를 제공하는 "희망풍 차" 결연활동을 실시하였습니다. 주1회 이상 정기 가정 방문 및 주 부식, 생필품 등 기초생활물품을 지원하는 기본 결연서비스를 바탕으로, 수혜자의 다양한 위기상황에 따른 의료, 주거, 교육 등의 맞춤형 서비스를 20,666가구에 제공하여 전국에 희망풍차의 따뜻한 바람을 일으켰습니다. In 2012 the Korean Red Cross initiated the Windmill of Hope matching service that connects volunteers with those in four vulnerable groups -- children and youth, the elderly, multicultural families and North Korean settlers -- and provides customized integrated services. In addition to the basic service of a weekly home visit and delivery of basic necessities, the Windmill of Hope offered 20,666 households customized services that meet the unique needs of each beneficiary in the areas of medical care, housing, education etc., and generated warm winds throughout the country. 지역사회 참여 확대를 위한 희망나눔봉사센터 기능 보강 추진 Reinforcement of Functions of Sharing Hope Community Welfare Centers to Facilitate Participation in Community Service 국민 참여 봉사 프로그램 활성화를 위해 국민과의 접점인 희망나눔봉사센터의 기능 보강을 추진하여 전국적으로 24개의 빵나눔터와 17개의 국수나눔터를 설 치하였습니다. 빵나눔터와 국수나눔터는 국민이 쉽게 참여하는 봉사활동처로서 나눔문화를 선도하는데 기여할 수 있었습니다. We established 24 bread and 17 noodle distribution centers at the Sharing Hope Community Welfare Centers, which are our points of contact with the people, to enhance the functions of these centers with the aim of encouraging more people to become involved in community service. The bread and noodle distribution centers were able to lead the culture of sharing as a community welfare center that is easily accessible to the public. 자원봉사활동의 질적 향상을 위한 봉사원 전문성 제고 Improving Expertise of Volunteers for Better Quality of Volunteer Work 적십자 인도주의 사업 수행을 위하여 전국 126,000여명의 봉사원이 함께 하고 있습니다. 봉사활동의 질적 향상을 위하여 봉사원의 자세확립과 봉사활동 에 실질적 도움이 되는 전문교육(희망풍차 결연활동 교육, 북한이주민 정착지원활동 교육, 심리사회적지지교육, 응급처치법, 가정보건교육) 등을 총1,129회 46,773명을 대상으로 실시하였습니다. 또한, 봉사조직의 자율적 운영을 위하여 봉사활동 코디네이터를 양성하였고, 특히 북한이주민을 위한 역사교재를 발간 하고 정착지원활동을 수행하고 있는 보드미 봉사원을 대상으로 교육을 실시하여 북한이주민의 올바른 역사관 정립과 안정적인 정착에 기여하였습니다. To improve the quality of volunteer work, professional training such as Windmill of Hope matching service education, North Korean settlers support activities education, psycho-social support education, first aid training and family health education was provided a total of 1,129 times to 46,773 volunteers to help them have the right attitudes and practical information for their work. Furthermore, volunteer service coordinators were trained for the independent operation of volunteer organizations. 2012 Red Cross Humanitarian Activities RCY 청소년 적십자 Red Cross Youth 청소년적십자(RCY)운동은 제1차 세계대전 중 캐나다, 미국, 호주 청소년들이 전쟁으로 피해 입은 유럽의 아동들에게 학용품과 구호 품을 모아 보낸 국제친선활동에서 시작되었습니다. 우리나라 청소년적십자(RCY) 운동은 1953년 4월 5일 부산 암남 동 뒷산에서 한국전쟁으로 황폐화된 국토를 되살리기 위한 식목행 사로 시작되었으며, 4대 활동목표(건강과 생명의 보호, 봉사, 친선, 적십자이념보급활동)를 통하여 적십자 인도주의와 봉사정신을 배 우고 실천하여 건전한 민주시민으로서의 자질을 함양하고 인성발 달을 도모하고 있습니다. The international Red Cross Youth (RCY ) movement began during the World War I when youth in Canada, the United States and Australia sent school and relief supplies to the youth afflicted with the war. The Korean Red Cross Youth (RCY ) movement began with a treeplanting event on a small mountain in Amnamdong Busan on April 5 1953 to restore the territory damaged by the Korean War. It has assisted youth in developing skills as a democratic citizen and character by teaching and helping them practice Red Cross humanitarianism and spirits of volunteering under the four goals of health and safety, voluntary service, international friendship and spreading Red Cross values. 2012 적십자 인도주의 활동 추진사항 최근 저출산으로 청소년 인구가 지속적으로 감소하고, 국제적인 경기침체가 지속되는 등 어려운 사회 환경 속에서도 청소년들의 봉사활동에 대한 사회적 필요와 관 심이 고조되어 RCY조직 및 단원은 지속적으로 확대되고 있습니다. 특히, 다양한 청소년 참여 확대를 위한 학교와의 RCY회원 및 커뮤니티회원의 성장이 작년대비 164.3%나 성장하는 등 괄목할 만한 성과를 이루웠습니다. 또한 대한적십자사 희망풍차와 연계하여 RCY단원들이 취약계층 및 다문화, 북한이주 청소년 등 사회적응 에 어려움을 겪는 또래들을 위한 멘토링 활동을 펼쳐 그들의 재능 발굴, 심리사회적지지 등에 많은 노력을 기울였습니다. 아울러 RCY자원인력관리 프로그램 DREAMi 의 정착으로 온라인을 통해 단원 개개인의 활동 및 이력관리가 가능한 스마트 환경을 구축하였습니다. With dwindling youth population resulting from low fertility and difficult social environment related to global economic crisis, there's growing social needs and interest in youth volunteer activities, which contributes to expansion of RCY organization and members. Particularly, we have achieved noticeable results such as the 164.3- percent growth in the number of school and community RCY members as a result of our efforts to encourage more participation of youth. Furthermore, in connection with the Windmill of Hope program, RCY members have served as mentors for their peers from vulnerable groups, multicultural families and North Korean settlers who are finding it difficult to adjust to society to help them find their talents and provide them with psychosocial support. Also, DREAMi, the RCY resource and personnel management program, has been installed to create a smart environment that enables online management of activities and personal records of individual members. Relief operations for earthquake victims in Haiti and Turkey and flood victims in Thailand that started in 2010 and 2011 were successfully completed in 2012 thanks to strong interest and support of donors. Also, we were able to focus more efforts on training emergency relief workers with our disaster response education and training as we had no major disasters in 2012 like the tsunami of 2011 in Japan. 2012 적십자 인도주의 활동 추진사항 대한적십자사의 해외 인도적 활동은 1956년 헝가리 난민 및 베트남 수재민 구호 활동에서부터 시작되었습니다. 현재 대한적십자사는 해외에서 발생하는 재난 및 무력 충돌로 피해를 입은 사람들을 위해 긴급 구호와 중 장기에 걸친 재건 및 복구, 평상시 저개발국 지역사회의 재난 취약성을 개선하는 활동을 중심으로 그 역할을 확대하고 있습니다. The Korean Red Cross performed its first overseas humanitarian work in 1956 when it was involved in providing relief assistance to refugees in Hungary and flood victims in Vietnam. 2012 Red Cross Humanitarian Activities 국제인도법 보급 Research and Dissemination of International Humanitarian Law 무력충돌에서 인간의 안전과 존엄성을 보호하는 국제인도법은 1859년 솔페리노 전투에서 부상자를 차별없이 돕고자 했던 앙리뒤낭의 숭고한 의지로부터 시작되어 현재 전세계에 널리 퍼져있는 국제적십자운동의 법적 토대가 되고 있습니다. 대한적십자사는 국제적십자운동이 추구하는 인도주의 정신과 가치를 국내에 널리 알리고자 제네바협약을 비롯한 국제인도법을 보급을 통하여 다양한 활동을 활발히 펼치고 있습니다. Originating with Henry Dunant s noble determination made at Solferino in 1859 to assist all those wounded on the battlefield regardless of the side on which they fought, international humanitarian law (IHL) has the aim of protecting human life, alleviating suffering and respecting human dignity. IHL has become the legal foundation of the International Red Cross and Red Crescent Movement. The Korean Red Cross disseminates IHL including the Geneva Conventions to promote humanitarian spirits and values of the International Red Cross and Red Crescent Movement in Korea.

2012 적십자 인도주의 활동 추진사항 인도법연구소에서는 국제인도법의 중요성에 대한 이해를 높이고 연구역량을 강화하기 위하여 국제인도법세미나, 적십자 인도주의 포럼 등의 학술 행사 및 국제인도 법 이해를 위한 교육과정 및 워크샵, IHL 모의재판대회 를 비롯한 다양한 보급활동을 하였으며, 인도법논총 제32호 를 비롯한 연구자료를 발간 보급하였습니다. 2012 Red Cross Humanitarian Activities 남북교류 Inter-Korean Cooperation 대한적십자사는 1971년 8월 12일 북한적십자회에 남북적십자회담을 제의한 이래 지난 반세기 이상 남북으로 흩어져 가족 친척들의 생사조차 알지 못하는 이산가족의 염원을 해결하기 위해 노력해 왔습니다. 또한 매년 자연재해 및 만성적 식량부족으로 고통받고 있는 북한동포를 돕기 위해 인도적 차원의 대북지원 사업을 지속적으로 전개해오고 있습니다. For the half-century since the Inter-Korean Red Cross talks were proposed to the Red Cross Society of the Democratic People s Republic of Korea (DPRK RC) on August 12, 1971, the Korean Red Cross has worked to resolve the longings of the families separated by the border who do not even know whether their relatives were alive or dead.every year we conduct humanitarian support projects for DPRK to help the Koreans there who are suffering from natural disasters and chronic food shortage every year.

2012 적십자 인도주의 활동 추진사항 남북간 경색 관계가 지속됨에 따라 향후 남북관계 개선시 또는 사후에 재북가족에게 전달하기 위한 이산가족 영상편지를 제작하고, 이산가족 위로방문 및 정책설명회 등 국내 이산가족사업에 주력하였습니다. 아울러 이산가족상봉을 위한 남북적십자회담과 대북수해지원을 북측에 제의하는 등 남북간 인도적 문제해결을 위해 노력하 고 있습니다. As strained inter-korean relations continue, we helped separated family members in South Korea create video letters for their families in the North that can be delivered when bilateral relations improve or after their deaths. Also, other areas of focus included visits to separated families and policy presentations. Furthermore, we are working to resolve inter-korea humanitarian issues by proposing North-South Red Cross talks for the reunion of separated families and flood aid to North Korea 이산가족 영상편지 제작 Creation of Video Letters for Separated Families 대한적십자사는 이산가족 영상편지 수요조사를 실시하여 1만6천여명의 신청자를 대상으로 2012년도에 815편을 제작하였고, 2013년 에도 5,000편의 영상편지를 추가 제작할 계획입니다. 2012 Red Cross Humanitarian Activities 지역보건 Health 대한적십자사는 아동, 청소년, 노인의 건강 증진을 위하여 보건지식과 기술을 보급하고, 취약계층의 건강한 일상생활을 유지하기 위한 지역사회 중심의 보건봉사 활동을 전개해오고 있습니다. 또한 변화하는 시대에 발맞추어 건강을 위협하는 사회문제의 예방을 위하여 아동보건프로그램(초경교육), 청소년또래보건교육, 노인건강교육, 심리 사회적지지교육 등의 활동을 중점사업으로 전개하였습니다 The Korea Red Cross provides health knowledge and technology to improve health of children, youth and the elderly and has been implementing regional health projects to secure healthy daily lives of the vulnerable groups. 2012 Red Cross Humanitarian Activities 안전 Safety 응급처치는 생명을 구하고자 하는 인간애 의 표현으로 차별없는 존중을 보여주는 적 십자의 인도주의 활동이다. 대한적십자사는 국민의 생명보호 및 생활 안전문화 정착을 위하여 등산, 물놀이, 체육 활동 등 여가문화와 레저활동 시 발생할 수 있는 각종 안전사고 발생을 예방하고 대처 하기 위하여 응급처치, 심폐소생술, 안전수 영, 수상안전, 산악안전 등 응급처치 지식과 기술을 보급하고 있습니다. 또한 영유아, 장 애인, 다문화가족 등 취약계층을 대상으로 응급처치 교육 활동을 전개하고 있습니다. First aid is a humanitarian activity of the Red Cross that embodies non-discrimination and respect for all human beings. The Korean Red Cross distributes first aid information and techniques in the areas of first aid, cardiopulmonary resuscitation, swimming safety, water sports safety and mountain safety to prevent and address different safety-related accidents that can happen during mountain climbing, swimming and sporting activities and protect people s lives and promote a culture of safety. Moreover, we are offering first aid training for vulnerable people who are prone to emergency situations such as infants, the disabled and multicultural families.

2012 Red Cross Humanitarian Activities 병원 Red Cross Hospitals 대한적십자사 병원사업은 지역거점공공병원으로서 의료사각지대에 놓인 취약계층의 의료안 전망 역할을 수행하고 있으며, 제네바 협약의 정신과 국제적십자운동 기본원칙에 입각하여 인도주의를 실현하는데 중점을 두고 있습니다. 현재 전국에 5개소의 적십자병원과 1개소의 권역재활병원을 운영하고 있으며, 대한적십자사 희망풍차사업의 일환으로 4대 취약계층(다 문화가족, 북한이주민, 소외된 노인, 취약계층 어린이)에 대한 의료안전망 기능 강화를 위해 전국 적십자병원에 희망진료센터를 개소하여 운영하고 있습니다. The hospitals of the Korean Red Cross provide medical services to the underprivileged who lack access to medical services and emphasize humanitarian service in the spirit of the Geneva Conventions and the Fundamental Principles of the International Red Cross and Red Crescent Movement. 2012 Red Cross Humanitarian Activities 혈액 Blood Services 혈액사업은 혈액을 필요로 하는 환자들을 위해 숭고한 박애주의 정신으로 헌 혈을 통해 생명나눔을 실천하는 270만여 헌혈자들과 함께하는 인도주의 사 업입니다. 대한적십자사는 1958년부터 정부로부터 혈액의 수급, 관리에 관 한 실질적인 권한과 책임을 위임받아 우리나라의 혈액사업을 대표하고 있습 니다. 국내 수혈자, 헌혈자, 의료기관에 세계 최고 수준의 혈액제제와 혈액 서비스를 제공한다 는 비전 아래, 자발적 현혈문화와 순수헌혈제도 정착을 위해 노력하고 있습니다. 2012 적십자 인도주의 활동 추진사항 2012년에는 우리나라에서 혈액사업이 시작된 이래 역대 최다 헌혈자수를 기록하였습니다. 2012년 총 헌혈자수는 2,722,608명으로 국민 헌혈률 5.4%를 기록했습 니다. 이렇게 많은 분들이 헌혈에 동참하여 주신 데 힘입어 연중 혈액을 안정적으로 공급할 수 있었으며, 특히 개인 헌혈자의 비율이 66.2%에 달하는 등 선진국형 혈 액사업의 모습을 갖추어 나갈 수 있었습니다. 또한 여성 헌혈자의 비율도 30%까지 올라가는 등 헌혈자층의 구성도 한층 건전해졌습니다. Korea recorded the largest number of blood donors in 2012 since the start of blood services in the country. In 2012, the total number of blood donors was estimated at 2,722,608, representing 5.4% of the entire population. With the strong growth in the number of blood donors, we were able to supply stoble blood throughout the year and come closer to the blood services provided by developed countries as the percentage of individual donors reached 66.2%. Also, the structure of blood donors is sounder than before, reflecting the increase in the percentage of female donors to 30%. 헌혈 기부권 전면시행 Full-scale Introduction of Blood Donation Tickets 대한적십자사는 2011년 10월~12월 3개월간 시범실시를 거쳐 2012년 4월부터 헌혈 기부권 제도를 전면 실시했습니다. 헌혈 기부권이란 헌혈 후 기념품을 받는 대신 그 금액만큼을 자신이 원하는 기부처에 기부하는 제도로 헌혈로 생명을 나누고 헌혈 기부권으로 또 한 번의 나 눔을 더하자는 취지에서 시작됐습니다. 4월부터 12월까지 진행된 헌혈 기부권 사업에는 전체 헌혈자의 4.3%에 해당하는 78,045명의 헌 혈자가 참여하여 288,497,500원이 모금되었으며, 모금액은 물 부족 국가 식수 및 위생시설 지원사업, 취약계층 백혈병 소아암 환아 치 료비 지원사업, 취약계층 발달장애아동 인지 및 재활치료비 지원사업 을 위한 3곳의 기부처로 기부되었습니다. The concept of blood donation tickets was born out of the intention to share once again after blood donation by donating an amount of money that is equivalent to the value of the gift given to the donor. The donation was used for the delivery of drinking water and sanitation facilities to droughtstricken countries, medical expense support for leukemia and childhood cancer patients from vulnerable groups and financial support for cognitive and rehabilitation therapy of children with developmental disabilities from vulnerable groups. 세계 헌혈자의 날 지구촌 이벤트 International Organizations Related to Blood Donation Campaigns 세계 헌혈자의 날(World Blood Donor Day)은 헌혈의 중요성과 헌혈자에 대한 감사의 뜻을 전하기 위해 2004년 국제 헌혈운동 관련기 관(국제적십자사연맹, 세계보건기구, 국제헌혈자조직연맹, 국제수혈학회)이 공동으로 제정, 2005년 세계보건총회에서 결의되어 매년 6월 14일 전 세계에서 한 국가를 선정해 지구촌 이벤트를 열고 있습니다. 2012년은 대한민국이 9번째 개최국으로서 세계 헌혈자의 날 재정기 관 4개 기관과 함께 기념식과 여러 행사를 개최하고 다양한 지구촌 이벤트를 진행하여 전 세계의 모든 사람들에게 헌혈의 중요성을 알렸습 니다. On June 14 every year, one country is selected as the host of the Global Village Event. 2012 Red Cross Humanitarian Activities 특수복지 Special Welfare Programs 대한적십자사는 인도주의 정신을 바탕으로 제2차 세계대전 당시 피 해를 입은 한국인 원폭피해자 및 사할린한인들을 위한 각종 지원사 업을 전개하고 있습니다. 한 일 양국정부의 협약 및 위임에 근거한 본 사업은 대상자들의 복지증진과 삶의 질 개선에 크게 기여하고 있 습니다. 또한, 합천 및 인천에 각각의 복지회관을 운영하여 치료, 간 호 및 건강위생 프로그램 등 다양한 서비스를 제공하여 노후생활의 안정을 돕고 있습니다. The Korean Red Cross has undertaken various humanitarian support programs for Sakhalin Koreans and Korean atomic bomb victims injured in World War II. These programs, governed by the Korean-Japanese convention and delegation, are making significant contributions to well-being and better quality of life for beneficiaries. Furthermore, we are running community welfare centers in Hapcheon and Incheon to ensure stable lives of the elderly through treatment, nursing and health and sanitation programs.

2012 적십자 인도주의 활동 추진사항 원폭피해자 지원 활동 Support for Atomic Bomb Victims 1945년 히로시마와 나가사키에 투하된 원자폭탄으로 피해 입은 한국인 원폭피해자를 위해 원호수당지급 및 진료비 지원 등의 각종 복지지원 사업을 수행하고 있습니다. We are providing welfare services for Koreans who suffer from the effects of atomic bombs that were dropped on Hiroshima and Nagasaki in 1945 in the form of relief funds and medical expense support. 원폭피해자 원호수당, 진료비 등 지원 Relief Funds and Medical Expense Support for Atomic Bomb Victim 원폭 피해로 고통받고 계시는 분들에게 적절한 치료를 받으실 수 있도록 연간 250억 상당의 원호수당 및 진료비 등을 지원하였습니다. We provide cash and medical expense support worth 25 billion won per year to help atomic bombing victims to receive proper medical treatments. 원폭피해자 건강상담 실시 Health Counseling Services for Atomic Bomb Victims 질병의 조기 발견과 치료, 원폭 후유증에 대한 불안감 해소를 목적으로 일본의 피폭의료 전문의를 초청하여 5월과 11월에 합천과 부산에서 총 494명을 대상으로 건강 상담을 실시하였습니다. 이후 참가자 중 도움이 필요한 분께는 일본의 전문 병원에서 입원 치료를 받으실 수 있도록 도일치료를 연계 하거나 원폭증 인정신청 등의 지원을 하였습니다. We invited specialists in caring for atomic bomb victims from Japan and provided health counseling services in May and November in Hapcheon and Busan for 494 victims to ensure the early detection and treatment of disease and relieve their fears about possible after-effects. 2012 적십자 인도주의 활동 추진사항 사할린한인 지원 활동 Support for Sakhalin Koreans 1989년 7월 한ㆍ일 정부의 요청으로 양국 적십자 간 在 사할린한인지원공동사업체 협정을 체결하고, 일제시대 러시아 사할린으로 징용당한 사할린한인 동포들의 영주귀국, 모국방문사업 및 영주귀국자 역방문사업을 전개하고 있습니다. In July 1989 the Korean Red Cross and the Japanese Red Cross at their governments' requests, concluded an accord on the Joint Support Project Organization for Sakhalin Koreans. We now engage in projects supporting repatriation, homeland visits and Sakhalin visits by repatriates for Sakhalin Koreans who were conscripted to the Sakhalin Islands in Russia during the Japanese colonial period. 영주귀국사업 Repatriation Project 일본의 식민지배 기간인 1930년대 후반부터 강제징용 등으로 사할린에 이주하여 2차 세계대전 종료 후에도 모국으로 돌아오지 못하 고 사할린에 잔류하게 된 사할린 한인들의 영주귀국을 위해 한 일 정부는 1994년 영주귀국 시범사업 을 실시키로 합의하였습니다. 1997~2012년간 영주귀국한 사할린 한인은 4,116명이고 올해 김포한강신도시 휴먼시아, 인천 가정지구 지역으로 영주귀국 하였습 니다. We support Sakhalin Koreans who, beginning in the late 1930s during the Japanese colonial period, were moved to Sakhalin through forced conscription. They were unable to return to their homeland after the end of World War II but were left on Sakhalin. In 1994 the Korean and Japanese governments agreed to conduct a Test Repatriation Project. From 1997 to 2012, 4,116 Sakhalin Koreans were repatriated and in 2012, they permanently returned to the new Gimpo City along the Han River and the Incheon Gajeong District. 일시모국방문사업 Temporary Homeland Visits 사할린 한인들을 대상으로 국내의 친지를 방문하여 이산의 아픔을 경감시키고 한국의 전통문화를 직접 체험하고 사회ㆍ경제적으로 발 전한 고국의 모습을 시찰함으로써 고국에 대한 자긍심을 고취하는 프로그램으로 210명이 방문하였습니다. A total of 210 Sakhalin Koreans visited their homeland through a project intended to instill pride by letting them see the social and economic development of their homeland and to alleviate the pain of separation by arranging them to visit their family members in the Republic of Korea. 귀국자역방문사업 Sakhalin Visits for Repatriates 영주귀국하신 사할린 한인들을 대상으로 사할린 현지에 거주하고 있는 가족, 친지를 방문하여 이산의 고통을 경감토록 지원하고 시행하 는 사업으로 652명이 역방문 하였습니다. This is a project that supports alleviation of the pain of separation by enabling repatriated Sakhalin Koreans to visit their families and relatives living in Sakhalin. 2012 Red Cross Humanitarian Activities 인도주의 활동후원 Support for Humanitarian Activities 적십자사는 인간의 생명을 보호하고 고통 을 덜어주는 국제적인 인도주의 운동체입 니다. 대한적십자사는 가난과 질병으로 고통 받 는 사회적 약자의 편에서 인도주의 활동을 전개하기 위해 온 국민이 모아주신 일반회 비, 매월 정기적으로 참여해주시는 후원회 비, 그리고 지정기탁금과 기부물품 등으로 구성됩니다. 이렇게 마련된 재원은 우리 주 변의 홀몸어르신, 불우청소년, 다문화가정, 북한이주민 등 소외된 이웃에게 희망을 전 달하기 위해 사용됩니다. The Red Cross humanitarian projects that benefit the disadvantaged suffering from poverty and disease are made possible by support from all sectors of our society in the form of Red Cross membership fees, regular donations, and earmarked in-kind and monetary gifts. These resources are used to bring hope to our needy neighbors such as the elderly who live alone, youth from vulnerable families, multicultural families and North Korean settlers.

2012 적십자 후원 및 결산 적십자회비 모금제도의 지속적 개선 Consistent Improvement in Red Cross Membership Fee Collection System 적십자사 나눔사업의 재정적 기반이 되는 적십자회비 모금에 보다 많은 분들이 참여하실 수 있도록 납부 편의성 증대를 위해 노력하고 있습니다. 기부자의 납부편의성 증대를 위해 지로용지, 가상계좌, 편의점, 홈페이지 등은 물론 스마트폰을 통해서도 적십자회비를 내실 수 있도록 다양한 방법을 제공하고 있습니다. 2012년도 일반회비 모금에 452만여명, 후원회비 납부에 21만여명이 참여해주셨습니다. 이를 통해 한 해 동안 약 630억원의 적십자회비를 모금하였습니다. We are working to enhance membership fee payment convenience to encourage more people to donate the fees that serve as the foundation of Red Cross sharing projects. We offer various means of payment including through OCR, virtual bank accounts, convenience stores, the website and smartphones to make payment more convenient. In 2012, general membership fees were collected from 4.52 million people and regular donations were made by 210,000 people. As a result, we collected about 63 billion won in membership fees for one year. 희망풍차 기부 프로그램 운영 Windmill of Hope Donation Programs 홀몸어르신, 불우청소년, 다문화가정, 북한이주민 등 4대 취약계층을 돕기 위하여 2012년 7월 적십자사가 시작한 희망풍차 프로그램에 기부자가 직접 기부 할 수 있도록 기부관리 시스템을 개선하여 홈페이지와 연계하여 운영하고 있습니다.
