3 베델한인교회 헌법 (1998년 12월 20일 개정) 제 1 조: 명칭 본 교회는 기독교 연합선교회 베델한인교회라 칭한다. 제 2 조: 신조 우리는 성도로서 : 1) 삼위일체이신 성부, 성자, 성령을 믿으며, 2) 성경은 하나님의 영감에 의하여 기록된 정확무오한 하나님의 말씀임을 믿으며, 3) 주 예수 그리스도는 나를 대속하신 구주이시며 재림주이심을 믿으며, 4) 믿는 모든 자는 영생하는 것을 믿으며, 5) 거듭난 자로서 그리스도의 사랑과 언행을 나타낼 것을 신조로 삼는다. 제 3 조: 정책 1) 교회의 행정권은 구성된 회원으로부터 나온다. 2) 자주적 운영체로서 다른 어떠한 교회의 간섭을 받지 아니한다. 3) 본 교회는 신앙 노선이 일치한 모든 교회와 상호 협조함을 정책으로 삼는다. 제 4 조: 목적 1) 하나님께 예배한다. 2) 예수 그리스도의 생애와 그의 교훈을 배우고 교육하고 실천하며 성도간의 사랑의 교제를 힘쓴다. 3) 예수 그리스도의 증인으로서 복음을 땅끝까지 전파한다. 제 5 조: 구성 교회는 그리스도를 머리로 하고, 내규에 정한 바에 따라 회원된 자들이 지체로 연합된 구성체로서 목 적을 효과적으로 수행하기 위하여 내규에 정한 바와 같은 조직과 직원을 둔다. 제 6 조: 성례 세례와 성찬을 정기적으로 집례한다. 제 7 조: 재단법인 캘리포니아주 법에 따라 재단법인을 구성한다. 제 8 조: 개정 1) 본 헌법과 내규의 개정은 회원의 과반수 이상 연서가 있거나 실행위원회 혹은 제직회의 출석 회원 3분의 2이상의 결의로 발의된다. 2) 성문화된 개정안은 2주 이상 공고 후 총회에서 출석 회원 3분의 2이상의 찬성으로 개정된다. 베델한인교회 헌법 3

4 베델한인교회 헌법 - 내규 (1998년 12월 20일 개정) 제 1 장: 회 원 제 1 조: 회원의 정의 회원이라 함은 본 교회에 적을 둔 세례교인으로서 본 내규에 따라 입회한 자를 말한다. 제 2 조: 자격과 입회 다음 항에 해당하는 자로서 본인의 청원과 실행위원회의 인준을 거쳐 담임목사가 공포함으로 입회한다. 1) 예수 그리스도를 구주로 영접하고 세례를 받은 자로서, 2) 본 교회의 신조를 준수하기로 서약한 자. 제 3 조: 회원의 의무 개인의 신앙 향상에 힘쓰며 교회 헌법을 준수하며 복음전파와 교회 봉사 및 성도의 교제에 참여하고 교회 운영에 참여할 의무가 있다. 제 4 조: 회원의 권리 회원은 교회 행정에 참여할 권리를 가지며 총회에서 선거권과 피선거권을 가진다. 제 5 조: 회원 자격의 상실 다음 사항에 해당하는 자는 실행위원회 결의로써 회원의 자격을 상실한다. 1) 사망 또는 타 교회로 옮겼을 때. 2) 본인이 원할 때. 3) 정당한 사유 없이 6개월이상 회원의 의무를 이행하지 아니할 때. 4) 그리스도인의 품위를 벗어난 언행을 습관적으로 반복할 때. 제 2 장: 교회 직원 제 1 조: 직원의 정의 교회는 효율적 목적 수행을 위하여 담임목사, 부목사, 전도사, 사역장로, 협동장로, 사역권사, 협동권사, 안수집사, 서리집사의 직을 둔다. 제 2 조: 담임목사 및 부목사의 자격 1) 성서가 요구하는 사항: 디모데전서 3:1-7, 디모데후서 2:15, 4:1-5, 디도서 1:5-9, 베드로전서 5:1-4. 2) 목사 안수를 받은 자로서 본 교단의 목사 자격 기준에 결격사유가 없는자. 베델한인교회 헌법 4

5 제 3 조: 담임목사의 임무 1) 담임목사는 교회의 영적 지도자로서 목회를 기획하고, 정기적 예배 인도와 성례를 집례한다. 2) 총회, 제직회 및 실행위원회의 의장이 된다. 3) 교회의 모든 운영을 실행위원회와 협의하여 돌본다. 4) 교회와 성도를 위하여 연구하고 가르치고 상담하고 돌보며 선도하고 축복을 빈다. 제 4 조: 담임목사의 청빙 1) 실행위원회에서 선출된 5명 이상의 청빙위원으로 청빙위원회를 구성한 후, 1명의 목사 후보를 선 정하여 실행위원회의 승인을 받아 제직회의 출석 회원 3분의 2이상의 찬성으로 청빙된다. 2) 담임목사 청빙 또는 위임을 위한 제직회 또는 총회 소집은 그 의제를 명시하고 2주 이상 공고하여 야 한다. 3) 교단과 협의하여 목사 청빙 후 2년 시무 기간 내에 실행위원회의 발의로 총회 출석 회원 3분의 2이 상 찬성으로 담임목사로 위임된다. 4) 시무 매 6년마다 안식년을 가질 수 있다 (단, 교회 형편에 따라 담임목사가 실행위원회와 상의하여 그 시기를 조정할 수 있다). 제 5 조: 담임목사의 사임 1) 담임목사 또는 교회는 1개월 이상의 기간을 두고 사면 또는 사면권고를 해야 한다. 2) 담임목사가 사면을 청원했을 경우, 실행위원회와 제직회의 3분의 2이상 동의를 얻어, 그 결과를 교단 지역장의 서면 확인으로 사임이 수리된다. 3) 담임목사의 사면을 요구하려면, 실행위원회 재적 3분의 2이상의 서명으로 의결하고 총회에서 신 임을 묻게 되며 출석회원 3분의 2이상의 찬성으로 사면이 결정되며, 그 결과를 교단 지역장의 서면 확 인으로 확정된다. 4) 담임목사의 유고시, 실행위원회의 서기가 그의 직무를 대신한다. 5) 담임목사의 정년은 65세로 한다 제 6 조: 부목사의 청빙 및 사면 1) 담임목사의 추천을 받아 실행위원회 출석 3분의 2이상의 찬성으로 청빙 또는 사면된다. 2) 부목사의 정년은 65세로 한다. 제 7 조: 부목사의 임무 1) 행정 부목사의 임무: 담임목사를 행정전반에 걸쳐 보조하고 위임된 사항을 수행하며, 담임목사 부 재시 목회자 회의의 진행자가 된다. 2) 부목사의 임무: 담임목사를 보조하고 맡겨진 사역에 충성한다. 제 8 조: 전도사 임명 1) 상근전도사: 정규 목회학 석사 과정에 해당하는 학점을 이수한 자로서 담임목사의 추천을 받아 실 행위원회 출석 3분의 2이상의 찬성으로 임명한다. 2) 비상근전도사: 정규 신학교 재학생으로 담임목사의 추천을 받아 실행위원회 출석 3분의 2이상의 베델한인교회 헌법 5

6 찬성으로 임명한다. 제 9 조: 전도사 임무 담임목사를 보조하고 교회로부터 맡겨진 사역에 충성한다. 제 10조: 집사의 자격 1) 서리집사의 자격 교인의 모범이 되고 세례교인이며 본 교회 회원으로 6개월이상 경과한 자로서 25세 이상된 디모데전서 3:8-10에 해당한 자. 2) 안수집사의 자격 교인의 모범이 되고 세례교인이며 본 교회 서리집사로서 3년이 경과한 자나 타 교회에서 전입한 안수집사는 본 교회 회원이 된 후 1년이 경과한 자로서 35세 이상된 디모데전서 3:8-10에 해당한 자. 제 11조: 집사의 임무 1) 교회에서 맡겨진 교회 제반 업무에 충성한다. 2) 헌금 수납과 구제에 관한 일을 한다. 3) 성도의 교제에 솔선수범하고 교역자를 도와 교우를 심방하고 위로하며 교회에 덕을 세우기에 힘쓴다. 제 12조: 사역권사와 협동권사의 자격 사도의 가르침을 따라 권사를 세우되 로마서 12:8에 의거 하며 서리집사로 5년이상 봉사한 자로 50세 이상된 자. (단, 협동권사에 대한 사항은 실행위원회 결정에 의한다) 제 13조: 권사의 임무 권사는 제직회 회원이 되며 교역자를 도와 신자의 생활을 돌보아 권면하고 위로하며 기도와 전도에 충 성한다. 제 14조: 협동장로의 자격 1) 본 교회 사역장로의 직을 역임한 자로 한다. 2) 타 교회에서 안수를 받은 장로로서 본 교회에 전입하여 본 교회 헌법을 준수하는 자로서 본 교회 회원의 자격을 얻은 후 2년이 경과한 자로 한다. 제 15조: 협동장로의 임무 1) 제직회의 회원이 되며 교회로부터 맡겨진 사역에 충성한다. 2) 성례전의 협력과 교인들의 영적 성장을 위해 충성한다. 제 16조: 사역장로의 자격 1) 교인의 모범이 되며 세례교인으로서 본 교회 안수집사로서 3년 이상을 봉사한 40세 이상의 교인으로 디모데전서 3:1-7에 해당한 자. 2) 타 교회에서 전입한 장로는 본 교회 협동장로가 된 후 2년 이상 경과 후 사역장로 피선의 자격을 갖는다. 3) 휴무 기간을 마친 전 사역장로. 베델한인교회 헌법 6

7 제 17조: 사역장로의 임무 1) 담임목사를 보조하며 교회로부터 맡겨진 사역에 충성한다. 2) 제직회와 실행위원회의 회원이 된다. 3) 성례전의 협력과 교인들의 영적 성장을 위해 충성한다. 4) 교회의 모든 정기집회 및 각종 행사에 적극 참여할 의무를 갖는다. 제 18조: 직원의 수 1) 사역장로의 수는 10명이상 25명이하로 하되, 그 수는 교회 필요에 따라 매년 실행위원회에서 정한다. 2) 사역권사, 안수집사와 서리집사의 수는 교회의 필요에 따라 실행위원회에서 정한다. 제 19조: 직원의 선출 1) 서리집사는 실행위원회에서 임명하며 그 임기는 1년으로 한다. 2) 안수집사의 선출: 실행위원회 출석 3분의 2이상의 추천과 제직회 출석 회원 과반수 이상의 찬성으로 선출하고 총회 출석 3분의 2이상의 찬성으로 확정한다. 3) 사역권사의 선출: 실행위원회 출석 3분의 2이상의 추천과 제직회 출석 회원 3분의 2이상의 찬성으로 선출한다. 4) 협동장로의 선출: 실행위원회 출석 3분의 2이상의 추천과 제직회 출석 회원 3분의 2이상의 찬성으로 선출한다. 5) 사역장로의 선출: 가) 본 교회 내규 제2장 16조에 합당한 자들 중에서 실행위원회 출석 3분의 2이상의 찬성으로 해당 년도에 필요한 수의 2배수 이상을 제직회에 추천한다. 나) 제직회는 출석회원 과반수 이상의 찬성으로 해당 년도에 필요한 수 만큼 선출하여 총회에 인준을 요청한다. 다) 1차 투표 결과 정한 수가 미달되었을 때는 2차 투표를 하여 과반수 이상의 찬성을 얻는 자 중 종다수로 미달된 수를 선출한다. 라) 위와 같은 방법으로 선출된 사역장로 후보는 총회 출석 회원 3분의 2이상의 찬성으로 인준된다. 6) 인준된 사역장로는 교단법에 따라 교회에서 예식을 거행하여 안수를 받고 임직된다. 7) 사역장로의 임기는 3년이며, 3년을 사역한 후 1년을 휴무하고 본 내규 2장 19조 5항에 명시된 절차 에 따라 3년을 재사역할 수 있으나 총사역 연한은 6년을 초과할 수 없다. (정년은 65세로 한다). 제 20조: 유급고용직원 유급고용직원은 상근 목사 및 상근 전도사를 제외한 직원을 뜻한다. 1) 교회는 유급고용직원을 별도의 규정을 두어 고용할 수 있다. 2) 유급 고용직원은 실행위원회 출석 회원의 3분의 2이상의 의결로써 채용된다 3) 유급 고용직원의 고용 기간은 1년이며 연임할 수 있다. 베델한인교회 헌법 7

8 제 3 장: 교회의 조직 제 1 조: 교회는 총회, 제직회, 실행위원회와 필요에 따라 각종 부서를 둘 수 있다. 제 2 조: 총 회 총회는 만 18세 이상의 세례 받은 회원으로 구성되며, 최고의 의결기관으로서 다음과 같은 기능을 가진다. 1) 담임목사의 위임 투표. 2) 사역 장로 및 안수집사 선출의 인준. 3) 예산 및 결산 승인. 4) 중요 사업보고 청취 및 건의. 5) 기타 중요 안건의 발의 및 의결. 제 3 조: 제직회 1) 구성: 담임목사, 부목사, 상근 전도사, 사역 장로, 협동장로, 사역권사, 협동권사, 안수집사, 서리집사 및 부서장들로 구성한다. 2) 기능: 가) 교회 제반 사업계획 및 집행에 대한 보고청취 및 건의 나) 담임목사의 청빙 및 사면 심의 다) 사역 장로 및 안수집사의 선출 라) 협동장로 및 사역권사의 인준 마) 예산 심의 및 의결 바) 기타 중요 안건의 토의 및 의결 3) 조직: 의장과 서기를 각 1명씩 둔다. 제 4 조: 실행위원회 1) 구성: 담임목사, 행정 부목사, 사역 장로, 제직회 서기, 사역권사 1명 및 각 사역팀장으로 구성한다. 2) 기능: 가) 제반 업무의 입안 및 의결 나) 예산 입안과 집행 다) 담임목사 청빙위원회의 구성 인준 라) 총회 및 제직회에서 위임된 안건의 심의, 의결 및 집행 마) 각 사역팀에서 제안된 사역의 심의, 의결 및 집행 3) 조직: 가) 의장과 서기를 각 1명씩 두며, 서기는 사역 장로 중에서 선출하고, 임기는 1년으로 한다. 나) 위원 중 담임목사, 행정 부목사, 사역 장로 이외의 임기는 1년으로 하되 연임될 수 있다. 제 5 조: 산하기관 실행위원회는 필요에 따라 임시 소위원회를 둘 수 있다. 베델한인교회 헌법 8

9 제 6 조: 교회 직원의 면직 장로, 권사, 집사, 부서장 및 기관의 장이 아래와 같은 사항에 해당되었을 때 실행위원회와 제직회 출 석 회원 3분의 2이상의 결의로 면직 된다 (단, 사역 장로인 경우 제직회와 총회의 출석 회원 3분의 2 이상의 결의로 면직된다). 가) 회원의 자격을 상실하였을 때. 나) 직무를 고의적으로 기피하였을 때. 다) 운영에 지장을 초래하였을 때. 라) 그리스도인의 품위를 손상하는 언행을 반복할 때. 제 4 장: 집 회 제 I 조: 예배와 특별집회 1) 매주일 공중 대예배를 가진다. 2) 교인의 신앙 향상을 목적으로 주일 저녁예배, 수요예배, 금요예배, Cell교회, 성경공부, 기도회, 부 흥회 등의 집회를 가진다. 제 2 조: 총 회 정기총회는 년 1회 12월 중 소집하며 임시총회는 실행위원회 재적 3분의 2이상이나 제직회원 또는 총회원 3분의 1이상의 서면요청으로 2주 이상 공고 후 출석한 회원으로 성회된다. 제 3 조: 제직회 연 4회 분기별로 소집되며 필요시 실행위원회 재적 3분의 1이상의 요청 또는 의장이 임시 제직회를 소집할 수 있다. 제 4 조: 실행위원회 매월 정기적으로 소집되며 필요시 실행위원회 재적 3분의 1이상의 요청 또는 의장이 임시 실행위원 회를 소집할 수 있다. 제 5 장: 성례 제 1 조: 세례식 세례는 침수식 세례를 원칙으로 하되 형편에 따라 약식 세례로 대신할 수도 있다. 1) 예수 그리스도를 구주로 믿고 죄에서 구속된 확신을 가진 자는 문답을 받은 후 세례를 받는다. 2) 세례교인을 부모로 한 2세 미만의 자녀에게는 부모의 요청에 따라 유아세례를 줄 수 있다. 3) 세례식은 담임목사에 의해 정기적으로 집행된다. 베델한인교회 헌법 9

10 제 2 조: 성찬식 성찬을 담임목사가 부목사 및 사역 장로와 협동장로의 협조로 년 2회 이상 집행한다. 제 6 장: 교회 재정 제 1조: 회계 년도 교회의 회계 연도는 매년 1윌 1일을 기준 한다. 제 2 조: 재정 감사 1) 실행위원회의 추천과 총회 출석 과반수 이상의 찬성으로 선출된 3명의 일년직 감사위원은 매 연도 별로 세부적인 재정감사를 실시하여, 회계연도가 끝난 후 한 달 내에 그 감사결과를 총회에 보고한다. 2) 재정부장은 매월 재정 현황을 실행위원회에 보고하고 분기별 재정현황을 제직회에 보고하여 승인 을 받는다. 제 3 조: 헌금 출납 1) 헌금의 수입과 지출은 제직 2명이상의 확인을 필요로 하고, 2) 수표 서명권자는 재정사역팀장의 서명과 계수부장, 회계부장, 재정부장중 1명의 추가 서명으로 발 행 한다. 3) 지출 행위는 수표사용을 원칙으로 하며 해당 책임자의 서명이 된 증빙 서류를 첨부해 둔다. 4) 교회 재정의 원활을 위하여 재정 시행 세칙을 둘 수 있다. 제 4 조: 교회 재정 회원 또는 외부로부터 헌납되는 일체의 자산은 교회로 귀속된다. 제 5 조: 교회의 자산 교회의 기본 자산(동산과 부동산)의 관리는 본 교회 실행위원회가 주관하며, 캘리포니아 주법에 의한 의장의 직은 당해 연도의 실행위원회 서기가 되며 서기의 직은 당해 연도의 총무사역팀장이 되고 재무 의 직은 당해 연도의 재정사역팀장이 된다. 제 7 장: 기타 제 1 조: 교단 헌법을 모법으로 하며 모법과 상치된 것은 모법이 우선한다. 제 2 조: 본 헌법과 내규에 규정되지 아니한 사항은 일반적인 교회의 관례에 따른다. 제 3 조: 모든 회의의 정족 회원은 별도 규정이 명시하지 않는 한 출석회원으로 한다. 제 4 조: 본 헌법과 내규는 1999년 1월 1일부터 시행한다. 제 5 조: (경과규정) 1999년도 실행위원회의 인선은 1998년도 당회에서 선정한다. 베델한인교회 헌법 10

11 Constitution of Bethel Korean Church (Revised December 20, 1998) Article 1: Name The name of this Church shall be Bethel Korean Church of the Christian & Missionary Alliance. Article 2: Articles of Faith As believers we believe: 1) in one God, who is infinitely perfect, existing eternally in three persons: Father, Son, and Holy Spirit. 2) in the Holy Bible as the inspired Word of God, without any error, the all-sufficient authority in matters of faith, doctrine, and Christian living. 3) in Jesus Christ as the Savior who made atonement for our sins and as the Lord of Second coming. 4) that all who believe will receive eternal life 5) that those who are born again must conduct their speech and conduct consistent with Christ s love. Article 3: Government 1) The government of Bethel Korean Church is vested in its members. 2) The membership retains unto itself the right of exclusive self-government in all phases of its life and organization. 3) This church will cooperate with and mutually work with all churches that share our faith conviction. Article 4: Purpose The purposes of Bethel Korean Church are: 1) To worship God 2) To learn, to teach, to practice the life of Jesus Christ and His commands, and to devote ourselves to the fellowship of love among believers. 3) To share the Gospel unto the ends of the earth as witnesses of Jesus Christ. Article 5: Organization The Head of the Church is Jesus Christ. One can become a member according to the qualifications outlined in the bylaws. To effectively accomplish the purposes, the church will have its organization and employees according to the bylaws. Constitution and By Laws of Bethel Korean Church 11

12 Article 6: Sacraments The church will regularly administer the sacraments of baptism and Holy Communion. Article 7: Incorporation The Church is incorporated according to the laws of California. Article 8: Revision 1) The motion for the revision of Constitution and bylaws can be made by signatures of majority number of members, or steering committee, or 2/3 majority motion of attending members at church officers meeting. 2) A written revision must be put to vote at church assembly, which is announced at least 2 weeks before. The revision must receive 2/3 votes of attending members at the church assembly. Constitution and By Laws of Bethel Korean Church 12

13 by Laws of Bethel Korean Church (Revised December 20, 1998) 1. Church Membership Article 1: Definition of Membership Membership of Bethel Korean Church shall consist of people who have made a profession of their faith in Jesus Christ as Lord and Savior, and who, having been baptized, have become a member according to the bylaw. Article 2: Qualification and Reception Membership is attained if qualified as follows, requested by the candidate, and approved by the steering committee. The senior pastor will then announce the member. 1) the candidate has made a profession of faith in Jesus Christ as Lord and Savior and have been baptized 2) the candidate has vowed to follow the faith conviction and the bylaws of this church. Article 3: The Duties of Members The member must strive to grow in personal faith, follow the Constitution of the church, spread the Gospel, serve the church, participate in the fellowship among believers, and participate in the administration of church matters. Article 4: The Rights of Members The member has the right to participate in the administration of church matters and has the right to vote in the church assembly, as well as the right to refrain from vote. Article 5: The Termination of Membership The member shall lose his membership, if decided by the steering committee, for any of the following reasons. 1) Death or moving to another church 2) Requested by the member him/herself 3) When the member has failed to perform membership duties for longer than 6 months without any justifiable reasons 4) When the member repeats speech and action that are contrary to behavior befitting a Christian Constitution and By Laws of Bethel Korean Church 13

Church Employee and Church Officers Article 1: The Definition of an Employee and a Church Officer For effective accomplishment of its purposes, the church shall hire senior pastor, associate pastor, and intern pastor. For the same reason, the church shall elect church officers such as elders, female leaders called kwonsa, ordained deacons, and deacons. Article 2: The Qualification for Senior Pastor and Associate Pastor 1) The Requirements from the Bible: 1 Timothy 3:1-7, Titus 1:15-9, 1 Peter 5:1-4, 2 Timothy 2:15, 4:1-5 2) Ordained as pastor and has no objections to become a pastor in our church denomination (C&MA) Article 3: The Duties of Senior Pastor 1) As the spiritual leader plan ministry, lead worship, and administer the sacrments 2) Preside over church assembly, church officers meeting, and steering committee meeting 3) Oversee all church administration in consultation with the steering committee 4) Study, teach, and counsel church members. Also provide pastoral care, set an example, and bless the church members. Article 4: Call of Senior Pastor 1) The pastoral search committee shall consist of at least 5 members who are chosen by the steering committee. The pastoral search committee must select 1 final candidate for senior pastor. The steering committee must approve the selection. Then the candidate must have more than 2/3 votes at the church officers meeting. 2) The church officers meeting or the church assembly that votes on the candidate for senior pastor must be announced at least 2 weeks prior. 3) In cooperation with the denomination, the senior pastor must be installed within 2 years. This is initiated by the steering committee and voted on by the church assembly. The vote must surpass 2/3 majority of members attending the church assembly. 4) The senior pastor may take a Sabbatical every 6 years. (The senior pastor may consult the steering committee to adjust the timing, depending on the church situation.) Article 5: Resignation of Senior Pastor 1) In submitting a resignation, the senior pastor must give at least one month s notice. If the church is asking for resignation, the church must give at least one month s notice. 2) If the senior pastor submits a resignation, the steering committee and the church officers meeting must approve by 2/3 votes. 15 committee members are required and the church assembly must approve by 2/3 majority vote of attending members. The resignation is accepted when the denomination is officially notified. 4) In case of senior pastor s accident or emergency, the secretary of the steering committee takes over the function of the senior pastor. 5) The retirement age for the senior pastor shall be 65. Article 6: Call and Termination of Associate Pastor 1) The associate pastor is invited by the recommendation of the senior pastor and 2/3 votes of the steering committee. The termination follows the same procedure. 2) The retirement age for the associate pastor is 65. Article 7: The Duties of Associate Pastor 1) An administrative/executive pastor s duty is to assist the senior pastor in carrying out administrative duties, in performing given tasks, and preside over pastors meeting in senior pastor s absence. 2) An associate pastor s duty is to assist the senior pastor and to be faithful to ministries entrusted by the church. Article 8: Intern Pastor 1) Full-time intern pastor: must have completed seminary training and is invited by the recommendation of the senior pastor and 2/3 votes of the steering committee. 2) Part or Half-time intern pastor: is a seminary student and is invited by the recommendation of the senior pastor and 2/3 votes of the steering committee. Article 9: The Duties of Intern Pastor An intern pastor must assist the senior pastor and to be faithful to ministries entrusted by the church. Article 10: The Requirements for Deacon 1) Regular deacon s requirements: must set an example as Christian, must have been baptized, must have been a church member for longer than 6 months, must been over 25 years old, and fits the description of 1 Timothy 3: ) Ordained deacon s requirements: must set an example as Christian, must have been baptized, must have been a regular deacon at this church over 3 years, (1 year if transferred from another church as ordained deacon), must be over 35 years old, and fits the description of 1 Timothy 3:8-10. 16 2) Oversee collection and storage of offering money and be active in helping the poor. 3) Set an example in fellowship of believers, assist the pastors in home visitations to bring comfort and edification in the church Article 12: The Requirements for Kwonsa Establish female spiritual leaders (kwonsa) according to the teachings of the Apostles. As Romans 12:8 exhorts, kwonsa must give encouragement, give generously, lead diligently, show mercy, and serve cheerfully. She must have been a deacon over 5 years and over 50 years old. (Matters concerning cooperating kwonsa is determined by the steering committee.) Article 13: The Duties of Kwonsa Actively participate as a member in the church officers meeting, assist the pastors to care for the believers, give encouragement and comfort, and be faithful to prayer and evangelism. Article 14: The Requirements for Cooperating Elder 1) One who has been a ministry elder at this church 2) One who has been ordained an elder at another church, who has been a member at this church over 2 years, and who follows the Constitution of this church Article 15: The Duties of Cooperating Elder 1) Become a member in the church officers meeting and be faithful to ministries entrusted by the church 2) Participate in the sacraments and in the spiritual growth of church members Article 16: The Requirements for Ministry Elder 1) Must set an example as a Christian, must have been baptized, must have been an ordained deacon at this church over 3 years, must be over 40 years old, and fits the description of 1 Timothy 3:1-7 2) If transferred from another church, the elder becomes qualified to be considered for ministry elder after 2 years of cooperating elder 3) A former ministry elder who has finished the period of time-off. Article 17: The Duties of Ministry Elder 1) Assist the senior pastor and be faithful to ministries entrusted by the church 2) Become a member in the church officers meeting and steering committee meeting 3) Participate in the sacraments and in the spiritual growth of church members 4) Attend all official church meetings and various church events Constitution and By Laws of Bethel Korean Church 16

17 Article 18: The Number of Employees and Church Officers 1) The number of ministry elders shall be 10 minimum and 25 maximum. The number shall be determined by steering committee each year based on the need of the church. 2) The number of ministry kwonsas, ordained deacons and regular deacons shall be determined by steering committee each year based on the need of the church. Article 19: The Election of Church Officers 1) The regular deacon shall be appointed by steering committee and the term of office shall be one year. 2) The Election of Ordained Deacon: Ordained deacon shall be elected by 2/3 recommendations of steering committee attendance and majority votes of the church officers meeting attendance, and shall be approved by 2/3 votes of the church assembly attendance. 3) The Election of Ministry Kwonsa: Ministry kwonsa shall be elected by 2/3 recommendations of steering committee attendance and majority votes of the church officers meeting attendance. 4) The Election of Cooperation Elder: Cooperation elder shall be elected by 2/3 recommendations of steering committee attendance and majority votes of the church officers meeting attendance. 5) The Election of Ministry Elder: a) Among the reasonable men who have met the criteria of Chapter 2, Article 16 of this church bylaws, steering committee shall recommend candidates to church officers meeting. The number of candidates shall be a double of the required number of elected elders for that year. The candidates must have 2/3 votes of steering committee attendance. b) The church officers shall elect the required number of elders of the year by majority votes and then request the church assembly to approve them. The church officers can vote for more than one candidate. c) If the required number of elders has not been elected on the first round of voting in the church officers meeting, the second round of voting shall take place to elect the rest. Among the candidates who have received majority votes, ones with the most votes shall be elected. d) The elected elders by the church officers shall be approved by 2/3 votes of the church assembly attendance. 6) The approved ministry elders shall be ordained and appointed by holding a ceremony in the church according to the bylaw of the denomination. 7) The term of the ministry elder shall be three years. After the three-year term, the elder can take a year off and serve another three-year term if re-elected according to the procedure described in Chapter 2, Article 19-(5) of this church bylaw. 18 Paid employee means church employees besides pastors and intern pastors. 1) Church can hire paid employees with separate rules. 2) Paid employee shall be hired with 2/3 votes of steering committee attendance. 3) The term of a paid employee is one year and can be extended consecutively as needed. 3. Church Organizations Article 1: Church can have church assembly, church officers meeting, steering committee and other departments and committees as needed. Article 2: Church Assembly Church assembly is consisted of baptized church members over 18 years old, and as the highest legislative organization holds the following functions: 1) Voting for the installation of senior pastor 2) Approving the election of ministry elders and ordained deacons 3) Acknowledging the budget and the settlement of accounts 4) Hearing of ministry report and giving suggestions 5) Proposing and making decisions on important agenda Article 3: Church Officers Meeting 1) Composition: Senior pastor, associate pastors, intern pastors, ministry elders, cooperation elders, ministry kwonsas, cooperation kwonsas, ordained deacons, regular deacons, and department leaders 2) Functions: a) Planning for various church ministries and hearing of ministry execution report and giving suggestions b) Reviewing the call and the resignation of senior pastor c) Electing ministry elders and ordained deacons d) Approving cooperating elders and ministry kwonsas e) Reviewing and making decisions on budget f) Discussing and making decisions on other various agenda 3) Organization: A chairperson and a secretary shall be appointed. 19 1) Composition: Steering committee shall be consisted of senior pastor, administrative pastor, ministry elders, secretary of church officers, one ministry kwonsa, and heads of ministry team 2) Functions: a) Various ministry planning and making decisions b) Budget-making and executing c) Approving the members of a senior pastor search committee d) Reviewing, making a decision and executing on the agendas delegated by church assembly or church officers meeting e) Reviewing, making a decision and executing on the agendas suggested by each ministry team 3) Organization: a) A chairperson and a secretary shall be appointed. A secretary should be appointed among ministry elders and the term is one year. b) The term for committee members other than senior pastor, administrative pastor and ministry elders shall be one year and can be extended consecutively. Article 5: Affiliated Organization Steering committee can appoint temporary subcommittees. Article 6: Resignation of Church Officers Elder, kwonsa, head of ministry department, chairperson of organization can be dismissed upon 2/3 votes of church officers meeting attendance for any of the following reasons (In case of ministry elders, 2/3 votes of both church officers meeting attendance and the church assembly attendance are needed): a) When the church membership is lost. b) When the duty is intentionally avoided. c) When the church operation is disturbed. d) When the dignity of a Christian is repeatedly damaged with the words and deeds. 4. Assembly Article 1: Worship Service and Special Assembly 1) Church shall have public worship service every Sunday. 2) For a purpose of growth of faith for members, church shall have Sunday Evening Service, Wednesday Service, Friday Service, Cell Church, Bible Study, prayer meeting, revival meeting as needed. 20 Article 2: Church Assembly A regular general assembly shall be held once a year in December, and an interim general assembly can be held upon 2/3 votes of steering committee attendance or upon the requests of 1/3 signatures of church officers or church members. The meeting shall be announced at least 2 weeks prior. Article 3: Church Officers Meeting Regular church officers meeting shall be held quarterly four times a year. Interim church officers meeting can be held upon the request by 1/3 steering committee members or request by a chairperson as needed. Article 4: Steering Committee Regular steering committee shall be held once a month. Interim steering committee can be held upon the request by more than 1/3 steering committee members or the request by a chairperson as needed. 5. Sacraments Article 1: Baptism In principle baptism shall be performed by immersion but can be replaced by sprinkling depending on circumstances. 1) Ones who have made a profession of faith in Jesus Christ as Lord and Savior and have conviction of salvation from the sin shall be baptized after receiving the Catechism 2) Infant baptism can be performed to a baby under two years old whose parent(s) is(are) baptized per the request of the parent(s). 3) Baptism ceremony shall be administered by senior pastor regularly. Article 2: Holy Communion Holy Communion will be administered by senior pastor at least twice a year with the help of associate pastors and ministry elders and cooperation elders. 6. Church Finance Article 1: Fiscal Year The fiscal year starts January 1 of each year. Article 2: Finance Audit Constitution and By Laws of Bethel Korean Church 20

21 1) Three finance auditors will be elected with the recommendation of steering committee and majority vote of church assembly. They will perform finance audit within a month after the end of the fiscal year and report the audit results to church assembly. 2) Finance Department leader shall report the finance status to steering committee every month and shall report the quarterly finance status to church officers meeting and receive approval. Article 3: Offering Accountability 1) Income and expenses of offering shall be confirmed by at least two church officers. 2) The authorized signatures of the check shall be signed by Head of Finance Department and one additional person from Counting Department, Accounting Department, and Finance Department. 3) In principle, expenses shall be conducted by the check. The supporting documents signed by the appropriate officer shall be attached. 4) Financial regulations can be enforced to facilitate the smooth financial transaction. Article 4: Church Finance Assets offered by church members or any contributors from outside belong to the church. Article 5: Assets of Church The management of underlying assets of the church shall be supervised by steering committee. Under the California Corporation law, the secretary of the steering committee of that year shall become the Chairperson, the Head of General Affairs Team shall become the Secretary, and the Head of Finance Department shall become the Treasurer. 7. Others Article 1: The constitution of the denomination shall be a mother law and take priority over other laws. Article 2: Rules not specified in this Constitution and Bylaws shall be in accordance with the usual practice of the church. Article 3: The quorum of all the meetings shall be the number of members present unless specified otherwise. Article 4: This Constitution and Bylaws is effective January 1, Article 5: (Transitional provision) The selection of steering committee member of 1999 shall be done by the church elders group of Constitution and By Laws of Bethel Korean Church 21
