<ABSTRACT> Basic Design for the Construction of Maritime Traffic Survey Database This study's main purpose is to build the basic design for the maritime traffic survey according to the Act of Efficiency of Transportation System, 1999. For this purpose, firstly, we identified the concept of maritime transportation and then induced the both concepts of the Means of Maritime Transportation and the Maritime Transportation Facilities, respectively. Our research was investigated under these two main topics. In the first section, we dealt with the means of maritime transportation sector. In this study, we endeavored to make a database that merged the governmental shipping statistics and shipowner's operation records into a low data package. If we combine diverse of items from the low data, we can get limitless information about maritime traffic situation. In the second section, we investigated the maritime transportation facilities such as seaports or fishing ports. In case of seaports, we chose 50 government-designating ports and, in the case of fishing ports, we confined our survey to the 69 first-degree fishing ports. In the third section, we presented a structure of survey organization in KMI, in which we described the purpose, area, final units, contents, methods, timing, and the application of the survey. And the fourth section, we briefly explained that these data should be contained in the forms of database for more efficient usage and management. We also showed that these data should link with the Transportation Database being constructed by the KOTI. As you will know, this research is not for the academic study such as survey methodology or introduction of scientific new technique, but for the descriptions of the efficient practical survey methods of the maritime traffic situations. So we followed

the organic relation and logical flow of the factors of the survey. In spite of this consideration, because of the gab between the real factors and ideal ones, large correction might be required for the practical applications.
