고속도로건설에 따른 지역간 접근성 변화분석 A study on the impact of new highway construction on regional accessibility The purpose of this is to analyse the interregional accessibility changes due to highway construction. This study analyzes the impacts of the four highway projects that are planned to be constructed until 2010, including the Anjung-Eumsong, Chongju-Sangju, Jungbu-Naeryuk, and Jungang lines. The findings are summarized as follows. First, regarding total trips in the Jungbu Region, it is forecasted that total traffic volumes in 2010 as compared with those in 1996 will decrease in all individual traffics zones except the Large City. Second, the aggregated minimum travel time between traffic zones is expected to be sharply reduced with the planned highways constructed. The Jungbu-Naeryuk and Juangang lines in particular present a greater effect in the time reduction. Third, accessibility, measured in terms of weighted and net travel time, appears to be higher than the national average, both in person trip and freight travel. In particular, the Jungbu-Naeryuk and Jungang lines show a major influences on the Jungbu region. During the past several decades, the Provincial Government has invested a huge amount of resource into transportation improvements. However, the investment has not been successful to sustain the service level, far below offsetting the tendential degradation of service as caused by a tremendous increase in car ownership. To increase the efficiency of investment in the transportation area, a Comprehensive Transportation Plan, which should be implemented at the provincial level, will be necessary to be formulated. The focus of the plan should be placed on the construction and improvements of provincial and local roads.
