Executive Summary 77 Executive Summary The Trend of Revising on the Energy Consumption Efficiency Rating Indication System Eun-Ae Hwang This study examined Korea s legislations and systems related to the Energy Consumption Efficiency Rating Indication System, especially focusing on the program of providing information for consumers. Then it analyzed the relevant systems and the trend of revising those systems in the EU, the U.S. and Japan, where energy efficiency has been continuously improving. Based on that, some implications for enhancing the labeling system in Korea have been drawn, in an effort to strengthen the provision of useful information on the label. The Energy Consumption Efficiency Rating Indication System has been implemented based on the Energy Use Rationalization Act, the Enforcement Regulation of the same Act, and the Regulations on the Operation of High-Efficiency Energy Appliances notified by the Ministry of Knowledge Economy. In order to examine the System especially from a viewpoint of the program of providing information for consumers, various and specific data at both home and abroad have been analyzed. The data include the information indicated on the label under the
78 Regulations on the Operation of High-Efficiency Energy Appliances, applicable items, methods of measurement, indicated items and methods of indication, type of labels and so on. According to the result of analyzing the recent trend of relevant systems in major countries, the EU, the US, and Japan have reinforced their labeling systems by improving the contents and methods of indicating the energy consumption efficiency ratings. More specifically, the EU subdivided the energy consumption efficiency ratings to make it easier to compare the information among different products, and revised the relevant regulations to indicate more detailed information on the label, so that consumers can make their choices based on those energy consumption efficiency data. The U.S. has associated the Energy Guide Label, a mandatory system of labeling the energy consumption efficiency data, with the Energy Star Program, a voluntary program of manufacturers which obligates the provision of certification data for energy efficient products. As a result, both the energy consumption efficiency data and the certification data can be indicated on the same label. Also, while its previous labeling system emphasized the amount of annual energy consumption, under the revised system, information about annual electricity bill is provided so that consumers recognize the energy consumption efficiency as an important
Executive Summary 79 criterion for making their choices when they purchase products. In Japan, the relevant laws and regulations have been revised in a direction to provide more detailed information of the Energy Conservation Label which is based on the Top Runner Program. For example, Japan s new labels offer not only the visual information including the energy consumption efficiency level and whether or not the efficiency target has been met, but also such quantified information as the compliance rate for energy conservation and annual electricity cost. As consumers are provided with such useful data, it became easier for them to compare the information among different products and make rational choices. Also, the value of the label information has been enhanced as critical consumer information. Compared to the recent trend of revising relevant systems in these countries, Korea s current system appears to have some problems in two different perspectives: First, the nation s current labeling system does not seem to encourage the production of useful consumer information that can help consumers select the products with higher energy efficiency; Second, the system is failing to effectively deliver the necessary information through the labeling. Based on this analysis, the study has suggested various improvement measures in an effort to resolve the aforementioned problems and to
80 upgrade the current labeling system so that it can provide more useful information for consumers. The measures include the maintenance of target items, introduction of standard methods of measurement for some items, cyclical reflection of actual usage pattern, addition of labeling items such as annual electricity bill, enhancement of easiness to discriminate the information among different products by changing the method of indicating the energy consumption efficiency data, provision of easier and more accurate information by improving the layouts of the label, and reinforcement of the practical information by offering more detailed labeling information.
