28 ABSTRACT Demarcation of Electoral Districts and Distortion of Election Results: Focusing on the Local Election in 2006 Min Jae Kang Seongyi Yun Kyung Hee University This paper probates effects of the medium-sized constituency system and proportional representation system in the 4th local election in 2006. Despite of the introduction of new electoral system, the desired effects of the rapid of advance of minor political parties and mitigation of regionalism did not happen. The gigantic parties, Grand National Party and Uri Party, had an overwhelming advantages over the minor parties. In terms of proportionality between the popular vote and the number of seat, Grand National Party was overrepresented by 10.3% and Democratic Labor Party was underrepresented by 3.8%. The reason why expected effects of the medium-sized constituency and proportional representation system were absent should not be explained by original limits of the electoral systems but by extorted induction of the systems. At the very first time the Electoral District Demarcation Committee suggested 161 four-seat districts. However 122 four-seat districts had been divided into two-seat districts after deliberation on the bill in local assemblies, so the desired effects of the medium-sized constituency system could not be fully obtained. The authority of the Electoral District Demarcation Committee should be intensified to avoid distortion of the election results in favor of the gigantic parties advantage. Key Words
