2016 Korean Government Scholarship Program for Graduate Degrees: FAQ ELIGIBILITY Q1 A1 I am currently enrolled at a university in Korea for a Bachelor s/ Master s degree. Am I eligible to apply? Yes, you are eligible to apply for our scholarship program. NIIED has loosened the regulation which once restricted the application of those who have ever been enrolled at a Korean university. Starting from 2016, the students who have ever studied in Korea are eligible to apply for KGSP as long as they have not achieved degrees. Those who have taken classes at universities in Korea or participated in exchange student programs in Korea, therefore, may apply for KGSP. Q2 A2 I am expected to complete my Master s degree in August 2016. Am I eligible to apply for a Doctoral degree program under this scholarship? If you submit an official certificate of expected graduation or a provisional degree certificate issued by the university, you may apply for the 2016 KGSP. However, it is allowed in condition that the final degree certificate will be submitted to NIIED by August 31, 2016. The failure of doing so will result in the cancelation of the scholarship. APPLICATION SUBMISSION Q3 A3 May I apply for the program through the NIIED directly? No you may not. Applications must be submitted either to the Korean Embassy in your home country or to one of the designated Korean universities. Make sure to refer to the information on the application guidelines on how to submit your application. Also note that you may not submit your application to the embassy of your country in Korea.
Q4 A4 When is the deadline for application? Each Korean Embassy and university decides its own deadline. Although most deadlines fall within the month of March, you must contact the Korean Embassy in your home country or the university of your choice, regarding the deadlines. Q5 A5 Where can I submit my application? All applications must be submitted to the institutions of the 1st round of selection, which means the Korean Embassies or the Korean universities. Before submitting your application, you must carefully study the 2016 KGSP Application Guidelines, available on www.studyinkorea.go.kr. Please note that you must submit your application either to the Korean Embassy in your home country or to one of the designated Korean universities, not both. Q6 A6 I am a Korean adoptee who has a foreign nationality. Where can I submit my application for the KGSP graduate program? There is a separate quota assigned for the Overseas Korean Adoptees under the Embassy Track. The Korean adoptees from the countries selected by NIIED are eligible to apply under this option. If you hold the nationality of one of the selected countries, you may apply through the Korean Embassy in your country. A total of 15 persons will be selected under the Overseas Korean Adoptees option. Q7 A7 Should I submit the certificates of language proficiency (English or Korean) when I apply for the KGSP? The certificate of English proficiency (TOEFL or IELTS) or Korean proficiency (TOPIK) is an optional document, which means you may apply for KGSP without it. However, those with the language proficiency certificate will be given preferences in the selection procedure. It is also important to note that some embassies and universities DO REQUIRE the language proficiency certificate for all applicants.
Q8 A8 What should put in the section of GPA on the Application Form? Please put your GPA or scores for each semester. If you have completed your undergraduate program with 8 semesters for 4 years, write your GPA or scores of each semester in the blank. Make sure to put your GPA in front of the slash (/), and the full GPA behind the slash (/). For example, if your GPA is 3.5 out of 4.5, you must put 3.5/ 4.5. Q9 A9 How many recommendation letters should I submit? NIIED requires ONE letter of recommendation. It is highly advised that applications ask their professors and academic advisors for this letter. However, in case the university of your choice asks for more letters of recommendation, you must submit additional letters. Q10 A10 Q11 A11 Q12 A12 Should I include a detailed research proposal in the Statement of Purpose? Yes. You must at least describe the general direction and outlines of your study plans, if not in full detail. Please elaborate on your study objectives in Korea, tangible plans during and after your degree program. According to the guidelines, I have to submit 4 copies of application documents: one in original and three in photocopies. How may I submit the sealed documents, such as transcripts and recommendation letters? Please submit a SINGLE copy of the sealed documents. The Korean Embassies will make photocopies after opening them, and then forward both the original and photocopied documents to NIIED. For all other documents that are not sealed, the applicants must prepare the photocopies. Applicants who apply via university track may submit ONE original application documents. Can I submit the documents that are in languages other than Korean or English? KGSP requires that all documents be translated into Korean or English, and then be authenticated by the issuing institution or by a notary public. If your country has joined the apostille convention, you can get your document apostilled at the Korean Embassy in your country.
Q13 A13 Q14 A14 Q15 A15 I am a Japanese citizen, currently working in Vietnam. May I apply for the program through the Korean Embassy in Vietnam? No, you may not. If you choose to apply in the Embassy Track, you must submit your application to the Korean Embassy in Japan. In addition, those who hold the citizenship of the countries to which the KGSP quota is not assigned, are unable to apply for KGSP through the Korean Embassies in those countries. I am a Chinese citizen. In the application guidelines, there is quota only assigned in the Embassy Track for the Chinese citizens. Does that mean that I must apply at the Korean Embassy in China? No, you should not submit your application to the Korean Embassy in China. According to the mutual agreement between Korea and China, Chinese applicants should submit their application to China Scholarship Council (CSC) affiliated with Ministry of Education in China. Likewise, the Czech citizens should also submit the application to their Ministry of Education according to the mutual agreement between the governments of Korea and Czech Republic. I am American living in Los Angeles, United States. I am going to apply for the program via the Korea Embassy. How should I submit my application to the Embassy in Washington D.C.? Under the discussion between NIIED and the Embassy, you can submit your application to your nearest Korean Consulate. In case of you, you can submit it to the Korea Consulate in LA. Embassy in Washington and regional Consulates in the United States will cooperate to select the prospective candidates. This arrangement is available only for the United States. CHOICE OF UNIVERSITY & MAJOR Q16 A16 May I choose any field of study for a Master s (or Doctoral) degree program? You may choose the majors and programs listed in the University Information announced on our website, www.studyinkorea.go.kr. Although it is not required, it is highly recommended that you apply for a major that is in the same field of study as your previous degree. For example, those who majored in economics for undergraduate degrees are recommended to apply for a Master s degree in economics. NIIED is unable to be held responsible for any disadvantage arising from applying for a field in which an applicant has no prior experience. NIIED strongly recommends that you contact the universities to consult on the majors and degree programs you are interested in.
Q17 A17 Q18 A18 How many majors and universities can I apply for admission? If you apply in the University Track, you may choose only ONE university and ONE major. If you apply in the Embassy Track, you may choose THREE universities and the majors offered at each university. Note that you may not choose three different majors from a single university. Please refer to the application guidelines and the university information. I am from Mongolia and I want to apply for Master s degree in Electronic Engineering. Would I stand a better chance to be selected if I apply for regional universities other than non-regional universities? Not really. The Ministry of Education in Korea has created a separate admission track for regional universities, especially in the field of Natural Science and Engineering, as part of the endeavor to attract talented students at those universities. What can be said at this point, however, is that the application of those who apply for a degree program in the field of science and engineering at a regional university, might be given additional consideration, depending on the applicant s country of origin. For example, the University Track quota for Mongolian applicants is 10. Out of the total 10, 6 will be selected among all fields. The rest of 4 will be selected exclusively among the applicants in the science and engineering fields. That is to say, the applicants in the field of science and technology have practically double chances to be considered in the selection procedure. Since not all applicants will have this second chance, it is highly recommended to check the quota table in the application guidelines. Q19 A19 I am from Malaysia. May I apply for a major in the field of Liberal Arts and Social Science at one of the regional universities? Yes, you may as long as the university of your choice offers a degree program for KGSP grantees. You are eligible to apply for any degree program listed in the University Information. Therefore, you are free to choose to apply for any one of the 66 designated universities, both regional and non-regional alike. However, out of the total quota of 8 assigned for the University Track applicants from Malaysia, 5 will be selected from all range of available majors because 3 is reserved for the applicants in the field of science and engineering.
Q20 A20 I am going to apply for the program via Embassy Track. Application guidelines say that applicants should choose up to 3 preferred universities and departments (or majors). Do you have any useful tips on choosing those universities and majors? First, make sure to carefully study the application guidelines and the University Information. Then feel free to contact the university of your interest for further inquiries. You have to bear in mind that passing the 2nd round of selection will not guarantee an admission to the university that you chose. The admission rate for the successful candidates of the 2nd round is about 80%. It might be wise to broaden your scope on the universities since each university has its strength and specialize in different fields. You would want to check which university is the leading institution in the field of study you would like to pursue for your graduate degree. KOREAN LANGUAGE PROGRAM Q21 A21 Is it mandatory for all KGSP grantees to pass at least Level 3 in TOPIK after one year of Korean Language Course? Yes, it is. If a grantee fails to achieve at least Level 3 on TOPIK (Test of Proficiency in Korean) before the end of the 1-year Korean language program, he/she cannot proceed to the degree program, with their scholarship status revoked and canceled. Please note that NIIED will assign the language institution for each KGSP grantee with various factors in consideration, and the assignment of language institution will not and cannot be altered. Through the language program, grantees are required to live on-campus of the language institution and it is strictly forbidden to live with family members. Q22 A22 May I be exempted from the Korean Language Course? If you have an advanced level (Levels 5 or 6) on TOPIK, you are exempted from the language course and you must start your degree course starting from the following semester of the date you achieve the advanced level on TOPIK. In addition, you will receive the Korean Proficiency Grant of 100,000 KRW per month.
DEGREE PROGRAM Q23 A23 May I change my final choice of a university for a graduate degree during the preliminary Korean language course? No, you may not. Changing the university or transferring to another university is NOT PERMITTED under any circumstances. Changing a major, however, might be allowed very limitedly, provided the related departments of the university agree to the change of your major. Q24 Is it possible to extend my scholarship period for completing my thesis (or dissertation) beyond the designated period? A24 No, it is not. According to the KGSP Academic Regulations amended in 2012, the KGSP grantees from the 2012 are not permitted to extend the scholarship period. IV. ELIGIBILITY 1. Nationality Applicants and their parents must hold foreign citizenship. Korean citizens, including those who hold dual citizenship, are NOT eligible to apply. Applicants and their parents who had previously held Korean citizenship must submit the document of the renunciation of their Korean citizenship. 2. Age Applicants must be under 40 years of age as of September 1, 2016 (born after September 1, 1976). 3. Degree Requirements Applicants must hold a Bachelor s or Master s degree as of August 31, 2016. - A Bachelor s degree, or a diploma equivalent to or higher than a Bachelor s degree, is required for a Master s program applicant. - A Master s degree, or a diploma equivalent to or higher than a Master s degree, is required for a Doctoral program applicant. An Applicant who is expected to obtain the official diploma by August 31, 2016 must submit a certificate of expected degree at the time of applying. The official diploma must be submitted as soon as it is issued by the applicant s alma mater. Applicants who have completed a degree, Bachelor s, Master s or Doctoral, in Korea are NOT eligible to apply. Applicants who have been enrolled at Korean universities as exchange students are eligible to apply. A KGSP scholar who graduated or are expected to graduate as of August 31, 2016 is eligible to apply under the following conditions: - He/ she is allowed to apply only via Embassy Track; and - The re-application is allowed only once. 4. Grades Applicants must maintain a grade point average (GPA) higher than any ONE of the followings: - 2.64 on a 4.0 scale; - 2.80 on a 4.3 scale; - 2.91 on a 4.5 scale; or - Score percentile: 80% Please refer to the Appendix A for the GPA conversion table. Applications with GPA below the threshold above will be automatically disqualified and discarded. It is required to submit an official document issued by the applicant s alma mater describing the university s evaluation system as well as the applicant s academic achievement in any ONE of the following cases: - An applicant s transcript does not include information on GPA, marks or score percentile; or - The grades on an applicant s transcript are difficult to be converted into any one of the GPA criteria mentioned above. 5
5. Health Applicants must be in good health, both mentally and physically, to stay in Korea for an extended period of time. Applicants must submit the Personal Medical Assessment, or Form 6, at the time of applying. All applicants who pass the 2 nd round of selection must submit the results of the Comprehensive Medical Examination conducted by a licensed physician or a doctor. All of the following persons will be disqualified and their scholarships will be canceled: - Applicants who are tested HIV and drug positive; and - Applicants with serious health concerns to an extent that they are unable to pursue their studies for an extended period of time in Korea. Applicants with disability who meet the above criteria are eligible to apply. Those who are in pregnancy are NOT eligible to apply. 6. Restrictions Those who had withdrew from the scholarship after being selected as KGSP grantees in previous years are NOT eligible to apply. 7. Preferred Qualities Applicants with certified scores on their proficiency in Korean or in English might be given preference. Some examples include the following: - Proficiency in Korean: TOPIK (Test of Proficiency in Korean) - Proficiency in English: TOEFL, TOEIC, or IELTS Academic Applicants in the field of natural science, technology, and engineering might be given preference. Applicants for the majors under the Industrial Professionals Training Project ( 산업전문인력역량강화사업 ) of the government of Korea might be given preference. The faculty members at a higher education institution from countries that receive Korea s Official Development Assistance (ODA) might be given preference. Descendants of the Korean War veterans receive additional 5% of the total marks during the selection reviews. 6

The application documents must be submitted in the order of the checklist on the first page of the application form. Each required document must be numbered and labeled on the top right corner as the following. - Example: 7. Diploma of the Bachelor s Degree In case of submitting photocopied documents, applicants MUST have the copies notarized or apostilled and then submit the notarized or apostilled copies. In case of submitting the original documents that cannot be reissued, applicants are advised to submit notarized or apostilled copies of the original documents. Applications that contain incomplete or forged documents will be disqualified and the application in its entirety will be discarded. An applicant who is expected to graduate by August 31, 2016 must submit a certificate of expected degree in place of the diploma at the time of applying. The official diploma must be submitted by August 31, 2016. As for the submission of the published papers and awards, applicants are allowed to submit photocopies. The proof of citizenship include, but are not limited to, the following: - A birth certificate issued by the government of the applicant s country; - A certificate of family registration issued by the government of the applicant s country; or - Passport copies of the applicant and parents. The scores of the language proficiency test must be valid at the time of applying. 3. VI. APPLICATION PROCEDURE 1. Application Submission Applicants must apply for the Korean Government Scholarship Program via either the Embassy Track or the University Track. Institutions accepting applications - 117 Embassies of the Republic of Korea: At some embassies, the Korean Education Center or the Korean Cultural Center is the department in charge of accepting and reviewing the KGSP applications. Contacting the embassy to inquire on the department in charge is strongly recommended. - 66 Universities in Korea The application submitted to more than ONE institution above, will be automatically disqualified and discarded. Those who apply as overseas Korean adoptees must apply through the Korean Embassy in their home countries. Only those from the selected 12 countries (see the table in the section II-1-(2)) are eligible to apply under this option. KGSP alumni are eligible to apply through the Embassy Track only. Applicants from China must submit their applications to the China Scholarship Council, in accordance with the agreement between the government of Korea and the government of China. Applicants from the Czech Republic must submit their applications to the Ministry of Education of the Czech Republic, in accordance with the agreement between the government of Korea and the government of the Czech Republic. 2. Deadline of Application Submission The deadlines are set by the Korean Embassies and universities that accept applications. Applicants must check the deadline of the embassy or of the university by contacting them directly. Please refer to the following: - Contact information for embassies: See Appendix B. - Contact information for universities: See Appendix C or the University Information file, announced along with the current application guidelines. 3. Fields of Study and University Choice (1) Embassy Track Applicants must choose THREE desired universities as well as fields of study out of the 66 universities listed above in section III. Applications that pass the 2 nd round of selection will be reviewed by the universities for admission. (Please refer to 4. Selection Procedure below.) (2) University Track Applicants must choose ONE desired university out of the 66 universities listed above in section III. (3) For the list of available universities and degree programs, please refer to the University Information file, announced along with the guidelines. 9
4. Selection Procedure 1 st Round of Selection Applications are submitted either to the Korean Embassies or to the designated universities in Korea. The embassies and universities select the successful candidates among the applicants in the 1st round of selection. The applications of the successful candidates will then be forwarded to NIIED. Deadline to forward the applications of the successful candidates to NIIED is April 8, 2016. Attention! Applications arriving at NIIED after the deadline will not be considered for review in the 2 nd round of selection, and the quotas will be substituted by the applications from other countries or universities. 2 nd Round of Selection The NIIED Selection Committee selects the successful candidates among those who pass the 1st round. The University Track applicants who pass the 2 nd round of selection will automatically be granted admission to the university. The University Track applicants will be selected as the final successful candidates ONLY after they submit their medical examination results. Comprehensive Medical Examination - All candidates who pass the 2nd round must get comprehensive medical exams as required by NIIED, and submit the results to NIIED. - The medical exams must be conducted by a licensed physician or a doctor. - The medical forms will be emailed to the successful candidates of the 2 nd round of selection. - If the results show that the applicant is unfit to study and live overseas for an extended period of time, he/she will be disqualified. 3 rd Round of Selection (Embassy Track ONLY) Among the successful candidates who have passed the 2nd round, the applications of those who applied through the Korean Embassies will be reviewed by universities for admission. Successful candidates must get admission from at least one of the universities. 5. Selection Criteria: Comprehensive Evaluation The applications will be reviewed by a selection committee at each round. The selection committees will consider many elements in selecting successful candidates. Examples include, but are not limited to, the following: - transcript; - the letter of self-introduction; - the statement of purpose; - the letter of recommendation; and - certificates of language proficiency (Korean and English), publications, awards, etc. 10

VII. SCHOLARSHIP INFORMATION 1. Scholarship Benefits Airfare - Entry to Korea: an economy class flight ticket to Korea - Return flight: an economy class flight ticket from Korea to KGSP grantee s home country - The airfare for entry will NOT be provided to scholars who have resided in Korea from the time of applying and on. - The return flight is available only for the KGSP grantees who successfully complete their degree coursework. - The return flight is NOT offered for those who withdraw from the scholarship. - Any fees incurred in the domestic travel within a KGSP grantee s home country are NOT covered. - International travel insurance is NOT covered. - The flight tickets for the Chinese and Czech KGSP grantees will be prepared and provided by the Chinese and the Czech governments, according to the agreements with the Korean government. Settlement Allowance: 200,000 KRW Monthly Allowance: 900,000 KRW Research Allowance - Liberal Arts and Social Science Degrees: 210,000 KRW per semester - Science, Technology and Engineering Degrees: 240,000 KRW per semester Language Training Fees: Fully covered Degree Tuition: Fully covered - Tuition up to 5 million KRW is covered by NIIED, and the amount that exceeds 5 million is covered by the host university. - The KGSP grantees are waived from the admission fees of the universities. Dissertation Printing Fee Reimbursement - The actual cost of printing as written on the receipt will be reimbursed. - The maximum amount is 500,000 KRW for degrees in Liberal Arts and Social Science and 800,000 KRW for degrees in Science, Technology and Engineering. Korean Proficiency Grants: 100,000 KRW per month - This special funding is available for KGSP grantees with levels 5 and 6 on TOPIK. Scholarship Completion Grants: 200,000 KRW - It is offered for the KGSP grantees who return to their home countries after completing their degree coursework under the scholarship. - It is not offered for the KGSP grantees who decide to stay in Korea after the completion of their degree coursework. VIII. PERIOD OF SCHOLARSHIP 1. Doctoral Degree Program: 4 Years Total (September 1, 2016 August 31, 2020) 1 Year Korean Language Program 3 Year Degree Program 2. Master s Degree Program: 3 Years Total (September 1, 2016 August 31, 2019) 1 Year Korean Language Program 2 Year Degree Program 3. Important Notes on the Scholarship Period. The scholarship period for the degree program cannot and will not be extended. The scholarship period for the language program will not affect the scholarship period for the degree program. For example, even if a grantee takes 6 months of the language program instead of 1 year, the period that the KGSP covers for his/her degree program will remain intact (2 years for Master s degree and 3 years for Doctoral degrees). KGSP grantees with advanced TOPIK levels (Levels 5 and 6) - Those who have the advanced levels at the time of applying will be exempted from the 1-year Korean language program. The exempted period will be deducted from the total scholarship period, down to 2 years for Master s degrees and 3 years for Doctoral degrees. - Those who achieve the advanced levels on TOPIK within the first 6 months of the language program will be exempted from the Korean language program and must start their degree programs in the following semester. The exempted period will be deducted from the total scholarship period, down to 2.5 years for Master s degrees and 3.5 years for Doctoral degrees. 13
IX. KOREAN LANGUAGE PROGRAM All scholars, unless exempted, must take the 1-year Korean language program at language institutions assigned by NIIED. Exemption of the Korean language program - The KGSP grantees with advanced levels (5 & 6) on TOPIK at the time of applying will be exempted from the language program and must start their degree programs upon arriving in Korea. - The KGSP grantees who achieve advanced levels on TOPIK within the first 6 months of their language program, will be exempted from it in the following semester and must start their degree programs. - A valid TOPIK certificate must be submitted to NIIED. When assigning the language institution, NIIED considers the following: - The language institution is not located in the same city as the scholar s degree university; and - The language institution offers a variety of opportunities for the scholars to learn different local cultures of Korea. The language institution for successful KGSP grantees will be announced along with the final results. Note that the assigned language institution cannot and will not be changed. The KGSP grantees in the Korean language program must live on-campus at the language institutions. - Most rooms of the university dormitories are shared with roommates. - Living with family members is strictly forbidden. Prerequisite to complete the language program - The KGSP scholars must obtain at least level 3 on TOPIK by the end of the 1-year Korean language program, in order to be able to proceed to their degree programs. - The failure in achieving the level 3 on TOPIK within the 1-year language program will result in the cancellation of the scholarship. X. OTHER IMPORTANT NOTES 1. Medical Insurance Universities and language institutions will purchase medical insurance plans on behalf of the KGSP grantees. The insurance plan will be effective after the designated dates of arrival. The medical fees incurred throughout the scholarship period will be reimbursed by the insurance company. - KGSP grantees must pay for the hospital fees first and submit the receipt to the insurance company - The insurance company will refund part of the fees. It is the KGSP grantees responsibility to check the insurance terms and policies, which will be given through the universities and language institutions. The medical insurance will not cover the expenses for dental or chronic diseases. 2. Scholarship Withdrawal or Cancelation The KGSP grantees who forfeit and withdraw from the scholarship will NOT receive the returning flight tickets or the Scholarship Completion Grants. 14
The KGSP grantees who forfeit and withdraw from the scholarship within the first 3 months after the entry to Korea MUST return the scholarship fees that they have received during the mentioned period. It will include the airfare of the entry ticket to Korea, the settlement allowance, monthly allowance, medical insurance fees, and tuition. 3. Restriction on Changing Universities and Degrees Transferring to a different university under this scholarship is NOT permitted in any case. Changing majors may be possible in limited situations only, including but not limited to the following: - with the approval of the applicant s university and concerned departments; or - with the scholarship period unchanged.
