Abstract Jinsu MUNDeokkwang KIM In the midst of increasing global interest in sustainable growth and the climate change convention, there has been a rapid increase in overseas rail projects. Along with this development, Korean rail companies have been intensifying their efforts to expand overseas due to the limited size of infrastructure market on the domestic front. While rail industries in many advanced countries have been leading the market, Korean companies continue to struggle to join them despite insufficient technology, information, networking of manpower and development experiences. To promote their expansion abroad, it is necessary to identify the current status of Korea s capacity to participate overseas rail projects and develop strategic measures. This study identified the major factors influencing overseas expansion of domestic rail companies and suggested practical policy
directions and measures. The survey, which targeted the staff in charge of overseas rail projects, focused on the importance of major factors for overseas rail projects. The major factors include information, technology, manpower/performance, financing, price competitiveness, and governmental support. All of the factors turned out to be highly influential for overseas rail projects. In particular, manpower/ performance and information stood out as the most influential factors. To promote the export of domestic rail industry, this study suggests the following policy directions: 1) intensification of proactive efforts for development of overseas rail projects, 2) selection of major target countries and implementation of a tailored strategy by country, 3) enhancement of ability for dealing with full turnkey-type large-scale private participation projects, 4) diversification of exporting countries and development of new markets, 5) fostering the rail industry as future growth engines and globalization of the domestic rail market, and 6) capacity building for overseas expansion through ODA projects. In addition, further detailed policies addressing each factor are suggested. It is absolutely pivotal for the government to actively support the successful implementation of these policy measures. This is partially because Korean rail companies are expected to face great challenges in proactively pursuing these policies due to their small-scale businesses. Most of the policy measures suggested in the study will have real effects only when driven at the government level.
