Abstract Jaehak OH et al. National transport infrastructure, tasked with the movement of passengers and logistics, has been used for estimating development levels of nations as a base level of infrastructure. However, cost-efficiency and justifiability of investment priority should be secured since investment is the distribution of limited resources. Therefore several nations, including Korea and international organizations, have developed investment evaluation guidelines on the necessity of objective and systematic evaluation procedures. Developed countries have accumulated an abundance of investment experience as well as transport infrastructure which currently exists beyond optimum levels. Accordingly, they have established practical and specific investment evaluation systems at the national level. On the other hand, developing countries who do not have this investment evaluation system, fall prey to a vicious circle where negative effects
are strengthened because of inefficient investment resulting from political unrest, complete insufficiency of social infrastructure, and undeveloped economic standards. In this manner, the gap between each nation occurs from the evaluation system level. Even international organizations have difficulty in proposing investment evaluation methodology which can be applicable on the national level. Therefore, our research purposes to reflect a currently changing paradigm and suggest a development plan applicable on the national level. For the purpose of developing global investment evaluation guidelines for this year, we define a framework for developing investment evaluation guidelines by collecting baseline data. In this research we analyze the current state and prospect of global transport investment reflecting the necessity of this study. We equate the present situation related to traffic equipment infrastructure, transportation investment, and primary OECD assistance through preceding research and international organization's global statistics. Moreover, we examine the investment evaluation system regarding domestic and foreign traffic enterprise to consider the essence of presently available investment evaluation guidelines and methodology. After analyzing investments of Korea and developed countries such as the United States and Germany, we describe aspects where Korea should improve compared with other developed nations. Therefore, we draw a conclusion of conditional constraint for global applications and requirements based on these basic analysis results. In this process, we have taken the global paradigm shift in consideration. We include basic conditions such as flexibility and objectivity which global investment evaluation guidelines should have.
Finally, we propose an organization system for global investment evaluation guidelines which are relevant for establishing investment evaluation guidelines of global traffic enterprise. For the purpose of proposing the composition for evaluation guidelines, we attempt to verify how the proposed plan is practical compared with alternatives through a simulation after setting the basic premise of guidelines based on the common factor of the existing evaluation system. Our research aims to enhance political availability through integrated research with a global perspective. However, our research is currently restricted to direct application as a first step of research relevant to preceding studies for developing real evaluation guidelines. In conclusion, a follow-up study will be required for the purpose of making practical global evaluation guidelines for a policy on the basis of our research results.
