2 모국어가 소수언어인 어린이들을 위한 도서관 서비스 141 모국어가 소수언어인 어린이들을 위한 도서관 서비스 Library services for children from linguistic minorities 루나 스크로브셋 (오슬로공공도서관 다중언어도서관 수석사서) Mr. Runar Skrøvset (Senior Librarian, The Multilingual Library, Oslo Public Library, Norway) 초 록 모국어가 소수언어인 어린이를 위한 도서관 서비스 소수민족 어린가 그들의 모국어로 된 책과 미디어를 접할 수 있도록 도와주는 것은 매우 중요한 일이다. 모국어는 아이의 정체성 정립과 가족의 문화적 배경을 이해하는 능력의 향상 등 여러 가지 이유로 매우 중요하다. 따라서 오슬로의 다종언어 도서관은 전 세계 다양한 언어로 된 어린이 도서를 보유하는데 중점을 두고 있다. 다종언어 도서관은 또한 일반적인 도서관 업무뿐만 아니라 협력적인 프로젝트 진행 과 서비스 제공을 위하여 항상 노력하고 있다. 현재 진행중인 프로젝트는 Reading Seed, The Magical Cape 와 Fairy tale bags 이 있으며, 각 프로젝트는 모든 어린이의 독서능력 향상과 문화적 이해를 높여주는데 기여하고 있다. 그러나 모국어가 스칸디나비아어가 아닌 어린이가 아직 주요 목표그룹이다. Reading Seed 는 선정된 유치원에 설립된 도서관 에서 취학 전 아동이 이들 의 언어와 소통능력을 향상시킬 수 있도록 도와주기 위한 프로젝트이다. The Magical Cape 는 어린이들에게 긍정적인 방향으로 이슬람 문화와 예술을 소개하는 전시회이다. Fairy Tale Bags 는 이중언어로 구성된 그림동화책과 인형극, 오디오 CD를 이용하여 동일한 책을 다양한 언어로 읽어주는 프로그램이다.

The mother tongue is essential for various reasons, including the development of a child s identity and awareness of cultural and family background. Therefore, The Multilingual Library of Oslo, Norway is focused on obtaining children s books in many languages from all over the world. We are also always keen to cooperating in projects and to provide services in addition to what the library usually provides. Examples of such include the ongoing projects Reading Seed, The Magical Cape and Fairy tale bags, which each in their own way contribute to improving all the children s reading ability and cultural understanding. However, children with a non-scandinavian first language is still the main target group. The Reading Seed is a project where a library is installed in selected kindergardens to help the children improve their language and communication skills before entering school. The Magical Cape is an exhibition which in a positive way introduces children to the art and culture of the Islamic regions of the world. It is based on the children s book A journey through Islamic art. Fairy tale bags consist of bilingual fairy tale picture books, puppies of the characters, and audio CD with the same book being read in several different languages.

4 모국어가 소수언어인 어린이들을 위한 도서관 서비스 143 모국어가 소수언어인 어린이들을 위한 도서관 서비스 루나 스크로브셋 (오슬로공공도서관 다중언어도서관 수석사서) 서론 IFLA 다문화 도서관 성명서(IFLA Multicultural Library Manifesto)는 문화적ㆍ언어 적으로 다양한 배경에서의 도서관 정보 서비스는 모든 도서관 이용자에게 서비스를 제 공하며 문화적ㆍ언어적으로 비주류에 속하는 집단에게 특별 맞춤 서비스 제공까지도 포 함한다. 여기서 소수민족, 망명자, 임시거주자, 이주노동자, 원주민 등 문화적으로 다양 한 사회에서 비주류에 속하는 집단들에게는 특별한 주의나 관심을 기울여야 한다. 고 명시하고 있다. 노르웨이 도서관 서비스는 이런 주제에 많은 관심을 쏟고 있으며, 오늘 나는 여러분에게 비주류 언어 아동들을 주 대상으로 하는 우리의 노력에 대해 이야기하 고자 한다. 나는 가장 먼저 노르웨이의 인구통계와 내가 대표하는 MLL (Multilingual Library)에 대한 간략하게 설명하고, 이후 우리가 모국어를 중요시하는 이유에 대해 이 야기할 것이다. 뒤를 이어 우리의 프로젝트와 서비스 몇 가지를 소개할 것이다. 노르웨이의 인구통계 북유럽 상단에 위치한 노르웨이는 길고 폭이 좁은 나라이다. 노르웨이는 상당히 큰 지역을 영토로 가지고 있지만(한국의 약 3배임) 전체적으로 500만 명 미만의 인구가 거 주하고 있다. 수도인 Oslo에는 겨우 50만 명 정도가 거주하고 있다. 이 노르웨이 총 인 구의 10%는 이민자로 구성되어 있으며, Oslo에 살고 있는 주민 중 최고 25% 정도가 노 르웨이 이외의 출신 배경을 가지고 있다. 이들 중 가장 큰 집단은 폴란드, 파키스탄, 스 웨덴, 이라크, 소말리아, 베트남 출신 사람들로 이루어져 있는데, 이는 노르웨이의 이민 자는 거의 전세계(총 210개 나라)를 망라한다는 사실을 보여주는 것이다. 이들은 망명자 나 피난자, 이주노동자, 재혼에 의한 가족 결합 등을 통해 노르웨이로 온다. 노르웨이는 국민의 수를 고려하여 많은 수의 망명자나 피난자의 망명을 허용하고 있으나, 국가 이 민 정책은 점점 더 엄격해지고 있다.

5 144 위기를 기회로 바꾸는 미래의 힘 - 어린이도서관 MLL (다문화 도서관: The Multilingual Library) MLL은 Oslo 공공 도서관(Public Library)의 하위 부서임과 동시에 노르웨이 다문화 부처의 도서관 서비스에 대해 전반적인 국가적 책임을 지고 있는 정부 기관이다. 이는 이 부서가 타 도서관들을 위한 전문적 능력과 지도 능력을 갖춘 센터라는 것을 의미한 다. 더 나아가, MLL은 수서, 목록의 부서이고 또한 주요 비주류 언어 매체의 도서관 상 호 대차 서비스를 수행하는 중심적인 역할을 한다. 많은 지역 도서관들이 비주류 집단에 대해 큰 관심을 가지고 있고, 이들을 위해 상 당한 노력을 기울이고 있다. 그러나 각 도서관은 모든 비주류 언어에 적합한 장서, 필 름, 음악 등을 개발, 구입, 유지하는 비용소모가 큰 작업을 위해 필요한 자원을 충분히 갖추고 있지 못하다. 따라서 주요 관심사가 항상 비주류 집단이고 그 분야에 필요 자원, 친교, 능력을 집중시키는 중앙 집중적 특수 기관이 필요하다. 이는 MLL이 약 35개 언어 로 된 매체 장서를 관리하고 지속적으로 개발하며, 노르웨이의 공공도서관이나 학교도 서관은 모두 이 자료들에 대한 실질적인 무상 접근이 가능함을 의미한다. 이들은 우리 의 디지털 목록에 있는 개별 타이틀을 주문하거나 일종의 전집을 주문할 수도 있다. 전 집은 하나의 언어로 된 도서들로서, 종종 10권에서 100권의 도서들로 구분되며, MLL의 사서들이 대출자들의 연령, 성별, 관심사 등의 정보에 기반하여 만들어 낸다. 이러한 전 집은 상당히 인기가 높고 중요한 역할을 하는데, 그 이유는 이 전집이 노르웨이 전 지 역의 도서관들로 하여금 그들이 속한 커뮤니티의 이민자들에게 광범위한 서비스를 제공 할 수 있게 하기 때문이다. 노르웨이 사회는 다언어, 다문화 사회이고, 이것은 반드시 도서관 서비스에 반영되어야 한다! 모국어의 중요성 우리는 모국어를 통한 자극이 매우 중요하다고 느낀다. 우리의 모국어는 우리가 개 인으로써, 또는 사회가 전체로써 존재하기 위해 근본적으로 매우 중요한 의의를 가진다. 이런 생각은 우리의 모든 업무에 있어 근본이자, 아동이나 청소년을 대상으로 하는 업 무의 일부이기도 하다. 우리가 비주류 언어 아동에게 훌륭한 서비스를 제공하기 위해 많은 노력을 기울이는 데는 많은 이유가 있다. 나는 그것들 중 일부를 다음과 같이 제 시해 보았다. 모국어에 대해 잘 아는 것은 노르웨이어를 더 잘하는 방법이다. 비주류 집단의 모국어에 대해 우리가 관심을 집중한다고 해서 국가의 주언어나 공식 언어(이 경우 노르웨이어)의 가치를 떨어뜨리는 것과는 아무런 관련이 없다. 우리는 노 르웨이에 살고 있는 아이들이 학교, 성인 교육, 직업시장, 사회생활에서 성공하려면, 다 시 말해서 아이들을 사회에 참여하는 활동적인 시민으로 자랄 수 있게 하는 것은 노르

6 모국어가 소수언어인 어린이들을 위한 도서관 서비스 145 웨이어에 대한 훌륭한 지식에 좌우됨을 알고 있다. 그러나 모국어와 주 언어 사이의 관 계는 A 아니면 B 와 같은 관계가 아니다. 그렇기는커녕 어린 시절의 언어 교육은 주 로 정의나 개념을 학습하는 것과 관련성이 깊다. 다시 말하면, 도서나 게임, 일상생활에 서의 교육적 대화를 통해 모국어에 대한 능력을 잘 개발할 수 있는 조건을 지닌 아동은 그렇지 않은 아동, 즉 모국어에 대해 보다 제한적인 지식을 가진 아동보다 노르웨이어 를 빠르게 학습할 수 있는 위치에 있다고 할 수 있다. 원칙적으로, 이것은 대부분 학교 에 입학할 나이가 되었을 때 적용된다. 풍부하고 다채로운 모국어 실력을 지닌 아동은 노르웨이어도 쉽게 잘 할 수 있다는 사실이 밝혀졌다. 이것은 비주류 아동들이 아주 어 릴 때부터 그들의 모국어로 된 도서나 영화 등에 무제한적으로 접근하는 것이 중요한 이유를 알려준다. 그리고 바로 이런 업무에 도서관이 선도적인 역할을 해야 한다. 노르웨이에서 이민자 부모를 둔 아이들이 집에서는 오로지 모국어에만 노출되고 보 육학교에서는 노르웨이어에만 노출되는 것은 흔한 일이다. 이렇게 아이들이 보육학교를 통해서 입학 전에 가능한 한 많은 노르웨이어를 학습할 수 있다는 것은 매우 좋은 일임 에 틀림없으나 우리는 그 연령대의 아이들이 가장 잘 알아야 하는 그들의 모국어 또한 지속적인 자극과 개발이 필요함을 잊지 말아야 한다. 작년에 스웨덴에서 한 흥미로운 연구결과가 나타났다. 이 연구는 주 언어인 스웨덴어와 더불어 모국어에 대한 교육도 받은 이민 학생들이 주류 학생들을 포함한 타 학생들보다 모든 과목에서 평균적으로 우 수한 성적을 받았다는 결과를 보여주었다. 독서의 즐거움 아동 및 청소년 사이에서 독서의 즐거움은 수년 동안 상당한 주목을 받아왔다. 이와 관련한 수많은 연구들이 발표되었고, 다양한 배경과 관점을 가진 여러 전문가들이 여러 의견을 내어놓았다. 어떻게 목표(독서의 즐거움을 느끼게 하는 것)를 달성할 것인지에 대한 논의는 여전히 계속되고 있지만, 이 목표 자체에 대한 모든 이들의 관점은 현재 하나로 통합된 것으로 보인다. 다시 말하면, 우리는 청소년들이 독서를 사랑하도록 해야 한다는 것이다. 특히 많은 소년들은 좋은 독서 습관이나 독서에 대한 긍정적인 마음가 짐을 지니고 있지 못하기 때문에 상당수의 소년들이 독자로서의 능력은 떨어진다. 좋은 독자가 된다는 것은 많은 도서를 읽어야 한다는 것이고, 많이 읽기 위해서는 읽는 것, 즉 독서를 즐겨야 한다는 것이다. 하지만 청소년들이 악순환을 끊고 좋은 것을 얻을 수 있도록 독서를 즐기게 할 수 방법이 있는가? 우리는 독서에 대한 사랑의 감정을 일깨우 는 좋은 느낌이 우리가 가장 잘하거나 가장 친숙하게 느끼는 언어의 경험에서 얻어질 것이라고 믿고 있다. 왜냐하면 우리는, 이민자나 비주류 집단의 많은 아동들의 언어가 공식적인 주 언어가 아님에도 불구하고, 노르웨이에서 노르웨이어가 아닌 타 언어가 모 국어인 아동 및 청소년들이 그들의 모국어로 된 도서를 읽고 최초로 독서의 즐거움을 느끼고 그들이 이후 주요 노르웨이어 도서 구매자로 떠오른 사례들을 많이 알고 있기 때문이다.

7 146 위기를 기회로 바꾸는 미래의 힘 - 어린이도서관 부모 참여 우리 모두 알고 있듯이 좋은 보육 시설, 학교, 도서관은 아동의 언어 학습 과정에 중요한 역할을 한다. 그러나 부모는 여전히 아동의 독서 및 언어 이해 능력 개발에 가 장 큰 영향을 미친다. 도서관 부문의 관계자로서 우리는 이를 고려해야만 하고, 이는 특 히 비주류 가정을 대하는 우리의 업무에 적용된다. 많은 이민자들이 그들의 자녀 교육 에 직면했을 때 큰 어려움을 느끼는데, 이것은 그들이 주 언어를 능숙하게 사용하지 못 하기 때문이다. 결과적으로 이 아이들은 과제 등의 여러 부분에서 부모의 중요한 도움 을 크게 받지 못해 인종적으로 노르웨이인인 동급생들보다 불리한 위치에 있게 된다. 이러한 아동들의 집에서 주 언어로 된 도서는 물론 그들의 모국어로 된 아동에게 적합 한 도서를 찾을 수 없는 것은 드문 일이 아니다. 다시 말하면, 이것은 아동에게 적절한 도서를 갖춘 가정에서 어린 시절을 보낸 동급생과 이민 가정의 아이들이 만났을 때 후 자에 속하는 아이들이 매우 큰 불이익을 받는 상황을 초래한다는 것을 의미한다. 모국 어로 된 도서를 가지는 것은 (해당 도서는 보육시설이나 학교 혹은 공공도서관이나 기 타 타 기관에서 온 것일 수도 있음) 많은 비주류 아동들이 불운하게 고통 받는 불평등 한 상황에서 탈피하는데 큰 역할을 한다. 이 도서들은 부모로 하여금 자녀의 독서나 언 어 능력 향상에 보다 능동적인 행동을 취하게 하고, 동시에 독서의 역할 모델로써 활동 할 수 있게끔 하는 기회를 제공한다. 우리는 집에 독서하는 사람이 있는 아동들이 그렇 지 않은 아동들보다 종종 학교 생활이나 사회 생활을 더 잘한다는 것을 알고 있다. 비 주류 집단의 아동들은 후자(독서하는 사람이 없는 가정의 아동)에 다수 분포하고 있으 며, 이러한 경향이 사라지거나 변화되도록 도서관이 우리 사회와 함께 다뤄야 할 중요 한 과업이다. 교실 환경의 자연스러운 일부로써의 다문화 도서 우리는 또한 타 언어, 타 문화의 매체를 보기 쉽게 만드는 작업에 초점을 맞추고 있 다. 이것은 비주류 아동들 뿐 아니라 주류 아동들에게도 매우 중요하다. 주류 아동은 이 작업의 결과물을 통해 모든 상황에서 타 언어 및 타 문화를 접하는 이득을 얻을 수 있 기 때문이다. 이와 같은 결과물, 즉 복수의 언어 및 문화로 구성된 도서는 보육학교나 교실 등에 배치되어 있어야 한다. 이는 젊은 세대가 그들이 살아가고 자라는 사회의 다 문화적 측면에 보다 자연스럽고 편한 관계를 지니도록 하는데 공헌할 것이다. 반면, 기 성 세대는 보통 그들이 속한 사회의 타 문화에 대해 부정적인 감정을 크게 가지고 있으 며, 새로운 문화에 대한 지식의 부재는 때로 근거 없는 공포로 이어지기도 한다. 비주류 아동들이 자신이 잘 아는 문화에서의 삽화와 그들의 언어로 된 도서를 접했 을 때 이는 비주류 아동들이 그들의 다문화적 정체성(모두에게 쉽게 만들어지지 않는) 에 대한 자신감을 가지도록 하는데 기여할 수 있다. 이 아동들은 그들의 언어와 문화적 요소가 다문화 국가에서 이론적, 실제적으로 자연스러운 것임을 보고 인식해야 한다. 우리는 비주류 언어로 된 도서가 주류 언어로 된 도서를 보충하는 필수적이고 중요

8 모국어가 소수언어인 어린이들을 위한 도서관 서비스 147 한 역할을 한다는 결론에 도달했다. 현재의 도서관 서비스 요술 망토(The Magic Cloak) A Journey through Islamic Art 요술 망토는 2개 언어 그림책인 A Journey through Islamic Art 에 기초하여 개발 된 이동 전시회이다. 요즘 전시회 광고문 2 부가 한 도서관에서 시작해서 다음에 전세 계로 보내지고 있다. 이 전시회는 스웨덴-이란 혼혈 유리 공예 예술가인 Teymor Zarre 가 장식한 Gate to the Orient 라 불리는 아름다운 전시관의 중앙에 전시되어 있다. 이 전시회에서는 두 개의 헤드폰 세트가 제공되는데 참가자는 이것을 통해 스웨덴-터키 혼혈 작곡가인 Coste Apetrea가 전시회를 위해 특별히 작곡한 터키 음악을 계속 들을 수 있다. 전시관은 그 자체로도 보기에 매우 아름답고 둘러보기에도 매우 흥미로운 곳 이지만, 도서관이 제기한 요술 망토의 개념은 다양한 보조적 액세서리들로 표현된다. 쿠 션과 페르시안 기도 카펫이 전시관을 둘러싸고 여러 개의 그림과 포스터가 전시 되어 있다. 이것들 사이에는 A Journey through Islamic Art 에 있는 삽화가 그려진 크고 웅장한 담과 아랍 문자, 아라비아 숫자 시스템, 아랍 지형으로 둘러 싸인 멋진 어린이 친화적 포스터가 있다. A Journey through Islamic Art 는 20개의 사본도 있는데, 이 것들은 모두 다른 언어로 쓰여졌다. 또 다른 2개 언어 그림책인 The Whirling Hijab 은 미취학 아동들에게 적절한 책으로 이 책 역시 전시회에 진열되어 있다. 그리고 전시 회에는 이런 인쇄 도서들 뿐 아니라 Lakia's Dream, Ali's House 와 같은 스토리 를 담은 녹음도서(sound book)도 있다. 이 스토리들은 우리가 다문화 커뮤니케이션 기관 인 The Story-telling House와의 협력을 통해 특별히 제작한 것이다. 마지막으로 이 전 시회에는 아름다운 요술(magic) 망토가 있다. 이 망토는 사서들이 아동들에게 A Journey through Islamic Art 를 읽어줄 때 입는 것으로, 이 요술 망토는 A Journey through Islamic Art 의 주인공이 이슬람 세계에서 장소를 옮겨 다닐 때 날아다닐 수 있도록 하는 기능을 한다. 이 전시회는 어디에서 열리든 매우 눈길을 끌지만, 모든 도서관에서 시행하기에 적 절하다고 말하기는 힘들다. 그러나 MLL은 활동적이고 다양한 방식으로 이 전시회가 사 용되는 것을 보고 싶어 했고, 따라서 우리는 이것이 가능해 지기 위해 노력하고 있다. 이 목표를 달성하기 위해서, 우리는 실제 전시회에 앞서서 도서관들이 받은 정보와 영 감(inspiration)들로 가득 찬 종합 폴더를 만들었다. 이 폴더는 다양한 실용적 도움과 안 내사항, 배경 정보 등을 포함하고 있다. 구체적으로, 이것은 도서의 주제 및 몇몇 스토 리텔링을 위한 조언을 담은 안내사항을 포함하고 있으며, 특히 전시회와 직ㆍ간접적으 로 연관된 수많은 교육적, 조직적, 창조적 활동들에 대한 중요한 힌트와 아이디어(음식 조리법, 모자이크 템플릿 등)를 담고 있다. 이 전시회의 주요 목표는 서로 다른 이종 문화간의 커뮤니케이션을 촉진시키기 위한

9 148 위기를 기회로 바꾸는 미래의 힘 - 어린이도서관 것이다. 이는 사람들이 이슬람 예술 및 문화에 대해 긍정적인 지식을 가질 수 있도록 함과 동시에 모든 아동들의 인종적ㆍ종교적 배경에 상관없이 대화할 수 있게 한다. 게 다가 아이 부모들은 요술 망토에 상당한 관심을 가지고 있어서, 어떤 경우는 이슬람교 도인 부모가 관련지역의 책이나 포스터를 근거로 그들만의 고유한 이야기를 전해주기도 한다. 어떤 도서관들은 심지어 우리에게 아랍어를 사용하는 아이들이 전시회에서 자극 을 받아 그들의 호기심 많은 급우들에게 아랍어로 자기 이름 쓰는 법을 가르치고는 뿌 듯해 했다는 이야기를 전하기도 했다. 또한 전시관은 그 자체로 보육학교나 학교에서 계획된 방문 뿐 아니라 모든 연령대의 아이들을 끌어들인다. 아이들은 특히 전시관의 작은 탁자앞에 앉아서 다른 것들과 함께 놓여있는 책들을 보면서 음악을 듣는 것을 좋 아한다. 전반적으로 우리는 이 전시회에 대한 반응에 상당히 만족했고, 전시회가 열린 많은 장소에서 이 요술 망토가 사람들이 세대나 배경을 뛰어넘어 서로 긍정적으로 교제 할 수 있도록 하는데 기여한다고 믿을만한 근거를 가질 수 있게 되었다. 우리는 또한 전시회 개최 기간 동안 몇몇 도서관이 지역 학교와 가까워지면서 교육적 영역에 있어 협력자로써의 위치를 강화한 것에 만족했다. 이 지역 학교들은 요술 망토 전시회를 노 르웨이어, 역사, 지리, 예술 및 공예와 같은 교과목과 연계하여 이용했다. 이중 언어 그림 책 이중 언어 그림책은 이름 그대로 2개 이상의 언어로 텍스트가 구성된 그림책을 말한 다. 이런 책은 비주류 언어 아동에게 훌륭한 문학적 소양을 제공하는데 있어 중요한 역 할을 한다. 광범위하고 올바른 이중 언어 그림책의 선정은 보통 영어와 그 외의 언어로 번역된 책에서 가능하다. 그러나 이들 중 노르웨이어로 된 책의 선정은 매우 적다. 몇 되지 않는 작은 출판사들이 약간의 이념을 바탕으로 아주 소수의 도서만을 간행한다. 이것들 중 하나는 교본과 녹음 도서(sound book)로 이루어진 노르웨이 설화집으로, 노르 웨이어와 그 외 9개 언어로 이야기가 녹음되고 쓰여졌으며, 그 가치가 매우 높다. 이러 한 예외를 제외하면, 노르웨이어를 바탕으로 하는 이중 언어 도서는 거의 없다고 할 수 있다. 우리는 오랜 동안 노르웨이의 주요 출판사들이 이중 언어 그림책에 보다 많은 자 원을 투자하도록 설득해왔으나, 현재까지 큰 소득은 없다. 출판사들은 이중 언어와 다문 화 측면에 상당한 열의를 가지고 있는 것으로 보인다. 그럼에도 불구하고 우리는 출판 사들이 어떤 것을 출판할지 결정할 때 가장 먼저 상업적 이익을 우선으로 한다는 사실 에 직시해야 한다. 그렇다면, 출판사들이 우리가 원하는 책을 생산하게 할 수 없을 때 우리에게 남은 선택은 무엇인가? 우리가 스스로 만들 수 있다! MLL은 출판사가 아니고 출판에 대한 어 떠한 자격도 없다. 그러나 우리는 이중 언어 그림책을 출판하고 있는 외국 출판사와 협 력을 꾀할 수 있다. 그 결과 우리는 기존의 이중 언어 도서 중 6권의 도서를 노르웨이 어로 번역했다. 출판사는 그것을 우리가 제시한 가격과 양만큼 인쇄해 주었다. 우리가 번역한 도서는 London과 New Delhi에 기반을 둔 Star Publications가 협력 작업한 Star Children s Picture Dictionary 를 비롯한 MantraLingua에서 출판한 5종의 도서

10 모국어가 소수언어인 어린이들을 위한 도서관 서비스 149 이다. 우리는 아직 노르웨이어로 된 이중 언어 도서를 필요한 만큼 만족스럽게 가지고 있진 않지만 이런 번역작업이 약간의 도움을 주는 것은 사실이다. MantraLingua는 이중 언어 그림책을 전문으로 하며, 덧붙여 영어와 한국어로 된 수천 권의 도서도 보유하고 있다. MLL에서, 비록 몇 권 되지는 않지만, 노르웨이어로 된 이중 언어 그림책의 주요 소 비자는 바로 우리이다. 이런 도서들은 매우 많은 장점을 가지고 있다. 몇몇 이야기는 다 문화 사회에서 살아가는 아동과 가정들에게 주제적으로 적합하다. 이 도서들로부터 직 ㆍ간접적인 문화적 지식을 발견할 수 있고, 등장인물들은 다양한 지리적, 종교적, 인종 적 배경을 가지고 있기 때문이다. 노르웨이의 아동들이 북부 백인 유럽인들 뿐 아니라, 그림책 속의 다양한 등장 인물들과 마주하는 것은 매우 중요한 일이다. 이는 다른 장소 의 수업에서도 동일하게 적용된다. MantraLingua와 같은 출판사에서 다양한 언어로 생 산, 인쇄된 도서는 어떤 것이든 확실한 장점을 가지는데, 그 장점은 다문화 보육학교, 교실 등에서 거의 모든 사람이 동일한 이야기를 동일한 책으로 이용할 수 있다는 것이 다. 제본, 디자인, 인쇄 등의 질은 언어와는 완전히 별개의 것이다. 전 세계 여러 언어의 도서 구매자로서, 우리는 아동 도서 출판의 조건 및 전통이 장소나 언어에 따라 굉장히 다양하다는 것을 알고 있다. 어떤 언어에서는 그 질에 대한 만족은 말할 것도 없고, 찾 을 수 있는 게 하나도 없는 경우도 있다. 반면에 MantraLingua와 같은 특별한 출판사에 서 출판된 도서들은 우리가 일반적으로 찾기 어려운 곳의 언어로 되어 있으며, 이는 값 을 헤아릴 수 없는 매우 귀중한 공헌을 한다. 왜냐하면 소수 아프리카 언어든 독일어든 그 도서들의 품질은 똑같이 소중한 것이기 때문이다. 동화 꾸러미(Fairytale bags) 어느 나라에서든 고전 설화는 그 나라에서 살아가는 사람들에게 중요한 기준점이 된 다. 우리는 노르웨이에서 자라는 아동들이 비록 노르웨이어를 잘 못하더라도 설화의 일 부분으로서 존재하는 일반적인 문화 유산들은 알아주기를 바란다. 몇몇 설화는 한 국가 나 지역에서만 일반적인 것이 아니라 전세계의 아동 및 성인들에게 공통적인 기준점이 기도 하다. 대부분의 보육 학교들은 그들의 교육에 설화를 적극적으로 이용한다. 그러나 주류 언어를 잘하지 못해서 설화나 옛날 이야기를 읽어주는 사람의 말을 제대로 알아듣 지 못하는 많은 언어적 비주류 아동들에게는 문제가 발생하게 된다. 우리가 만든 동화 꾸러미는 보육 학교에서 비주류 아동들이 도서의 내용을 이해하고 참여하기 쉽도록 돕기 위해 만들어졌다. 이 동화 꾸러미에는 이중 언어 (영어를 번역한) 로 된 그림 책 버전의 동화 한 권, 해당 이야기를 가장 일반적인 비주류 언어로 표현한 사본들, 노르웨이어로 번역된 작은 교본이 들어있다. 또한 동일한 스토리를 다른 언어로 녹음한 녹음 도서(sound book)도 있다. 꾸러미 안에는 해당 이야기의 주요 캐릭터를 묘 사한 봉제 인형도 있는데, 이 봉제인형은 연관된 그림책 삽화들과 똑같이 보이도록 만 들어졌다. 이 인형들은 영문 출판사 MantraLingua에 의해 생산되어 왔다. 화려하고 산

11 150 위기를 기회로 바꾸는 미래의 힘 - 어린이도서관 뜻하게 꾸며진 꾸러미(가방) 자체도 우리에게 잘 알려진 저명한 사회 지식인에 의해 만 들어진다. 현재까지 노르웨이 설화 The Three Billy Goats Gruff 와 영문 Goldilocks and the Three Bears 의 재창조물에 바탕을 둔 두 개의 각기 다른 이야기 꾸러미가 만들어 졌고, 더 많은 것들을 생산하는 과정이 이미 진행 중이다. 이에 대한 피드백은 매우 열 정적이고 대기자 리스트도 길다. 이 결합체는 언어 능력이 좋지 않은 아이들에게 매우 인기가 높고, 내용은 그들이 듣는 동안 각색한 것을 함께 볼 수 있을 때 더 많은 혜택 을 받게 된다. 언어적 비주류 아동들에게 그들의 언어로 된 도서를 읽어줄 수 없는 여 러 보육학교 교사들도 이 아이들이 그들의 고유 언어로 스토리를 들을 수 있게끔 하는 CD를 잘 이용하고 있으며, 이것에 만족감을 느끼고 있다. When Two are Angry with Each other When Two are Angry with Each other 는 아주 어린 아이들에게 잘 알려진 그림 책이다. 이 책은 미취학 아동들과의 각기 다른 의사소통 방법을 실험한 At Floor Height 프로젝트와 연계하여 디지털화되었다. 이 프로젝트에서 Oslo 공공도서관의 아 동국 (Children's Department)은 디지털 커뮤니케이션 및 아동 언어 발달 전문가들과의 협력 하에 아이들이 도서와 그 도서의 디지털 형식에서 글과 그림을 경험하는 방법에 대해 알아보고자 하였다. 이 책의 디지털 버전은 노르웨이어와 그 외 3개 언어(Urdu, Somali, Kurdish)로 만들어졌고, 또한 이 책의 내용과 등장인물들로 이루어진 6개 게임이 만들어졌다. 아동국에서 3대의 컴퓨터가 When Two are Angry with Each other 을 위해 배정되었고 이것들은 끊임없이 계속 이용되고 있다. 이 책은 아주 어린 아이들에 게 의미 있고 유용하기 때문에 자신의 아이들이 책을 클릭하는 동안 부모들은 여유로운 시간을 가질 수 있다. 또한 가족들이 함께 그들의 언어로 책을 읽고 들을 때면 그들의 얼굴에 환한 미소가 피어날 수도 있다. 심지어 모국어가 노르웨이어인 아이들은 타 언 어로 책의 내용을 듣는 것을 재미있다고 생각할 수도 있다. The Reading Seed Project Reading Seed 프로젝트는 다문화 지역의 몇몇 보육학교와 공공도서관이 보육 학교 도서관 즉, 보육 학교 내에 존재하는 작은 도서관을 협력해 세우기 위해서 마련한 프로 젝트이다. 이 프로젝트가 실행되기 전에도 유사한 소규모 기관들의 협력을 통한 지역적 실험들이 있었다. 이후에 다른 이용자들에게 중요한 경험이 될 수 있도록 정부가 보다 많은 전문가와 전문 지식을 이용해 연구 프로젝트를 시작하기로 했다. 일반적으로 보육 학교 전체가 참여하지만, 이 프로젝트의 주요 대상은 노르웨이어에 대한 지식이 거의 없이 학교에 입학한 이민 아동들이다.

12 모국어가 소수언어인 어린이들을 위한 도서관 서비스 151 공공도서관은 대량의 도서를 구입해서 보육학교에 대여해주고 그 도서는 몇 달 간격 으로 교환된다. 부모들은 자녀들을 보육학교에서 데리고 올 때 도서를 대출해 집으로 가지고 올 수 있다. 이 프로젝트에 참여하는 보육 학교들은 일상 프로그램의 독서와 문 학적 활동에 추가적인 노력을 할 의무가 있는데, 예를 들어 가능한 한 많은 학부모가 활동적으로 참여할 수 있도록 학부모 회의를 개최할 수 있다. University of Stavanger의 Reading Centre는 프로젝트 참가 보육학교 아동들의 능력 정도를 다른 아동들과 비교하 기 위한 전문적인 연구 방법으로 아동의 언어 발달을 기록하기 위해 이 프로젝트에 참 여하고 있다. 이 아동들은 적당한 시기에 사후 점검을 받게 될 것이며 이 프로젝트는 계속 진행 중에 있다. 따라서 아직 어떤 결론이 내려지지는 않았지만, 프로젝트 참가 보 육학교의 숙련된 언어 교사들에 의해 관찰된 바에 의하면 매우 긍정적인 결과가 나올 것이라 예상되고 있다. 우리는 물론 프로젝트 연구 결과가 우리가 기대하는 것만큼 좋 게 나오기를 바라고 있다. 만약 그렇게 된다면, 이는 우리가 옳다는 것을 입증하는 것이 며 어릴 때부터의 독서의 중요성을 항상 강조했던 우리 모두를 의미한다 -, 또한 우 리가 하는 일이 매우 중요한 일이라는 것에 대한 확증이기도 하다. 이러한 모델 프로젝 트의 연구 결과는 의사 결정자와 이야기할 때 유용한 논거가 된다. 확고한 논거는 이런 형태의 도서관과 보육학교 간 협력 체제는 긍정적인 결과를 이끌어내며, 따라서 이후 이루어질 대규모 자원 배정 발표가 이루어져야 한다고 의사결정자들을 설득하는데 도움 을 준다. 국제 모국어의 날 1999년에 UNESCO는 2월 21일을 국제 모국어의 날로 지정했으며, 이 기념일은 올해 로 10주년을 맞이한다. 많은 도서관들이 그들의 일상 업무에서 비주류 언어 아동의 요 청과 요구, 권리를 다루지만, 한편으로는 이에 대해 거의 관심을 가지지 않는 도서관들 도 있다. 어떤 경우든, UNESCO가 선언한 공식 기념일은 모국어와 다언어에 대한 주제 가 스포트라이트를 받기에 아주 좋은 기회이다. Oslo의 MLL은 여러 언어로 이야기 시간을 편성하는데 도움을 주어왔다. 몇몇 도서 관은 최근 몇 년 동안 매년 2월 21일이 되면 이러한 이벤트를 개최했고 그들이 속한 지 역 환경에서 많은 청중과 긍정적인 피드백을 얻어냈다. 우리는 우리 도서관에서 어떻게 이 날을 축하할 것인지를 결정하기만 하면 된다. 가장 중심이 되는 것은 이 중요한 분 야에 관심을 끌기 위해서 국제 모국어의 날을 이용하는 것이다. 결론 이 글의 초반부에 나는 IFLA 다문화 도서관 성명서의 근본적인 원칙을 인용했다. 나는 이 성명서로부터 다시 몇 가지, 보다 정확하게는, 다문화 도서관 서비스가 수행해

14 모국어가 소수언어인 어린이들을 위한 도서관 서비스 153 Library services for children from linguistic minorities Runar Skrøvset (Senior Librarian, The Multilingual Library, Oslo Public Library) Introduction The IFLA Multicultural Library Manifesto states that [l]ibrary and information services in aculturally and linguistically diverse context include both the provision of services to all types of library users and the provision of library services specifically targeted to underserved cultural and linguistic groups. Special at tention should be paid to groups which are often marginalized in culturally diverse societies: minorities, asylum seekers and refugees, residents with at emporary residence permit, migrant workers, and indigenous communities. This is an issue that is receiving much at tention in the Norwegian library service, and today I would like to talk to you about our efforts, primarily directed at children from linguistic minorities. First of all I will give a brief outline of the demographics of Norway and the Multilingual Library, which I represent. I will then tell you why we think our mother language is so important, before moving on to tell you about so me of our projects and services. The demographics of Norway Norway is a long and narrow country situated at the very Northern edge of Europe. The country covers quite a large area (more than three times the size of South Korea) but has less than 5 million inhabitants. Oslo, Norway s capital city is home to just over 500,000 people. Immigrants make up almost 10 % of the population of Norway, and in Oslo as many as 25 % of the inhabitants have a non-norwegian background. The largest groups are people originating from Poland, Pakistan, our neighbouring country Sweden, Iraq, Somalia and Vietnam. In other words; immigrants in Norway come from all over the world from 210 nations in all. They come to Norway as asylum seekers, refugees, migrant workers, or in connection with family reunion. Norway allows a large number of refugees and asylum seekers

15 154 위기를 기회로 바꾸는 미래의 힘 - 어린이도서관 in relation to the number of inhabitants, but the country s immigration policy is getting more and more rigorous. The Multilingual Library The Multilingual Library (MLL) is a subdivision of the Oslo Public Library as well as a government institution with an overall national responsibility for library services to the multicultural sections of Norway. This means that the division is a professional competence and guidance centre for libraries. Further, it is the purchasing and cataloguing department, as well as a central for inter-library loans of media in the major minority languages. Many local libraries are enthusiastic about the minority groups and are doing a great job for these people. But there are not enough resources available neither on the financial nor on the competence side for each library to carry out the extensive work of purchasing, maintaining and developing collections of books, films and music in all the relevant minority languages. Therefore, a centralized special institution is needed where the necessary resources, contacts and competence in the field are gathered, and where the main focus is always the minority population. In practical terms this means that MLL is managing and continually developing media collections in some 35 different languages, which any public or school library in Norway may access free of charge. They may order individual titles from our digital catalogues, or they may order so-called depots. A depot is a collection of books in one language, often varying between 10 and 100 books, which the librarians at MLL assemble on the basis of information on the borrowers age, gender, interests, etc. Such depots are very popular and important because they enable libraries all over the country to have a broad offer to the immigrants in their local community. The Norwegian society is multilingual and multicultural, and this should of course be reflected in our libraries! The importance of the mother language At MLL we feel that stimulation through the mother language is vital. Our first language is of fundamental importance to us as individuals as well as to society as a whole. This thinking is the basis of all our work, also the part of it that is directed at children and young people. There are many reasons why we put so much effort into providing good services in minority languages for children I will list some of them.

16 모국어가 소수언어인 어린이들을 위한 도서관 서비스 155 Good knowledge of the first language is the way to better Norwegian Our focus on the first language of minority groups has nothing to do with downgrading the majority language or official language of the country; in our case Norwegian. As everybody else, we are aware that children who are living in Norway depend on a good knowledge of Norwegian to succeed in school, in further education, in the job market and in social life; in short, to grow up into active, participating citizens and players of society. However, the relationship between the first language and the majority language does not have to be an either/or; on the contrary, language education in early childhood is mainly concerned with learning definitions and concepts. Children, whose conditions are good for developing this skill in their first language through books, games, everyday educational conversations etc., are in a much better position to learn to express themselves in Norwegian than what is the case for children with a more limited knowledge of their first language. In principle, much of this also applies when reaching school age: Children who have developed a rich and varied first language find it easier to be good at Norwegian. This is a major reason why it is so important for minority children to get unlimited access to books and films in their first language from a very early age and up through their childhood. And this is where libraries play a leading role. In Norway it is common for children of immigrant parents to be exposed solely to their first language at home and Norwegian at nursery school. It is of course very well for these children to learn as much Norwegian as possible through the nursery school before they start school proper, but we should not forget that their first language, which at this age is what children know best, also needs constant stimulation and development. An interesting study from Sweden last year showed that a group of immigrant pupils who received training in their first language (in addition to the majority language Swedish) on average achieved better grades in all subjects than the other pupils in the school, including the majority pupils. The pleasure of reading The pleasure of reading among children and young people has for many years been strongly in focus. A large number of studies have been published, and many professionals with various backgrounds and various points of view have brought to market their opinions on this important issue. The debate on how to reach the goal is still raging, but everybody now seems to be united in their view of the goal itself; namely that we have to make young people love reading. In particular, many boys never establish good reading habits and positive attitudes to reading books,

17 156 위기를 기회로 바꾸는 미래의 힘 - 어린이도서관 and therefore far too many boys fall behind as readers. Becoming a good reader means you have to read a lot and in order to read a lot, you have to enjoy reading. But how can we make young people enjoy reading so that they can break the evil circle and get into the good one? We believe that the chance of getting that good feeling that can trigger the elusive love of reading can best be experienced in the language we know best and/or that we feel is closest to us. For many children of immigrants and minority groups that language is not the official majority language. We have many examples in Norway of children and young people who have become major consumers of Norwegian books but have experienced that first, triggering pleasure of reading when reading a book in their own non-norwegian mother language. Parent involvement As we all know, good nurseries, schools and libraries all play key roles in children s language learning process. Still, parents are often the most important influence on children s development towards reading and understanding their language. As actors in the library sector, we have to take this into consideration. This applies particularly to our work vis-à-vis minority families; many immigrants find it difficult to get involved in their children s education because they are not in command of the majority language. As a result these children lose out on their parents being an important support in for example their homework, giving them a handicap in relation to their ethnic Norwegian fellow pupils. It is not uncommon to find homes with no suitable books for children, neither in their mother language nor in the majority language. Again this constitutes a considerable handicap for them in their encounter with many of their fellow pupils, who all through their childhood have had suitable books available at home. Having books in their parents language whether these books come from nurseries, schools, public libraries or other institutions can contribute to levelling out some of the inequality that many minority children unfortunately suffer under. These books may enable the parents to take a more active part in their children s reading and language skills, at the same time as having a better opportunity to appear as role models in reading. We do know that children who have somebody reading to them at home often do better in school and in later life than children who had nobody reading to them. The children of minority groups are overrepresented in the latter category, and it is an important task for society with libraries as the natural contributors to try and reverse this trend. Multicultural books as a natural part of classroom environment

18 모국어가 소수언어인 어린이들을 위한 도서관 서비스 157 We also focus on bringing forward media in other languages and from other cultures for the sake of making them visible. This is equally important to the children of the majority group as it is to the minority children. It is a great advantage for majority children to be exposed to other languages and cultures in everyday situations. Books in several languages and from many cultures should have a natural position in nurseries, classrooms etc. This will contribute to giving the younger generation a more natural and easy relationship to the multicultural aspect of the society they are growing up in and are part of. Among the older generation there is usually a larger percentage with strained feelings towards other cultures in society. A lack of knowledge of the new cultures often leads to fear a groundless, but dangerous fear. When minority children are exposed to books in their own language with illustrations from the culture they know best it can contribute to making them confident about their multicultural identity, something that does not come easy to all. It is essential for these children to see that their language and other elements of their culture have a natural place in a multicultural country; not just in theory but also in reality. Our conclusion is that books in minority languages represent a necessary and important supplement to books in the majority language. Current library services The Magic Cloak A Journey through Islamic Art The Magic Cloak is a travelling exhibition developed on the basis of the bilingual picture book A Journey through Islamic Art. At present two copies of the exhibition are being sent from one library to the next all over the country. The exhibition is centred round a beautiful pavilion, Gate to the Orient, decorated by the Swedish-Iranian artist in glass mosaic, Teymor Zarré. Two sets of headphones accompany the exhibition, constantly playing Turkish music. The tunes have been composed especially for the exhibition by the Swedish-Turkish composer Coste Apetrea. The pavilion itself is beautiful to look at and exciting to explore, but in our offer to the libraries the concept of The Magic Cloak also comprises many supplementary accessories. Cushions and Persian prayer carpets surround the pavilion, and a number of pictures and posters are also present. Among them is a large, magnificent frieze with illustrations from the book A Journey through

19 158 위기를 기회로 바꾸는 미래의 힘 - 어린이도서관 Islamic Art and wonderful child-friendly posters with the Arabic alphabet, the Arabic numbering system and Arabic geography. 20 copies of A Journey through Islamic Art are also included, all in different languages. Another relevant bilingual picture book, The Whirling Hijab, which is primarily for pre-school children, is another extra. In addition to these printed books, there are sound books containing the stories Lakia s Dream and Ali s House. These are stories that we have had specially written and produced in co-operation with the multicultural communication institution The Story-telling House. Last, but not least, the exhibition contains a beautiful magic cloak, which the librarian wears when she reads to the children from A Journey through Islamic Art, where The Magic Cloak allows the main character to fly from place to place in the Muslim world. The exhibition is large enough to be an eye catcher wherever it is placed, but at the same time small enough to fit into any library. The Multilingual Library wants to see the exhibition used in an active and varied manner, so we are striving to make that possible. With this aim we have made up a comprehensive folder full of information and inspiration which the libraries receive well in advance of the actual exhibition. The folder contains of course background information and various practical help and guidelines. Further, it contains guidelines to the subjects of the book and some storytelling advice, but most importantly hints and ideas for a number of educational, organizational and creative activities directly or indirectly connected to the exhibition, be it food recipes or mosaic templates for colouring in. The main objective of the exhibition is to promote intercultural communication. It brings across positive knowledge of Islamic art and culture and speaks to all children irrespective of ethnic or religious background. Even the children s parents have shown much interest in The Magic Cloak, and some places Muslim parents have unsolicited used the books and posters as a basis to tell their own stories from the relevant areas. Some libraries even tell us how Arabic speaking children, inspired by the exhibition, have proudly taught their curious classmates to write their names in Arabic. And the pavilion has attracted children of all ages beyond the organized visits by nurseries, schools etc. Children particularly like to sit inside the pavilion and listen to the music while looking at books be it the books that come with the stand or some other ones. On the whole, we are very pleased with the response to this exhibition and have reason to believe that The Magic Cloak in many places it has been shown has worked as a contributor to positive contact between people across generations and backgrounds. We are also pleased that some libraries have approached local schools during the exhibition period thereby strengthening their po-

The schools have used The Magic Cloak in connection with subjects like Norwegian, History, Geography and Arts and crafts. Bilingual picture books As indicated by their name, bilingual picture books are picture books with parallel text in two (and sometimes more) languages. Such books are an important part of a good literary offer for children from linguistic minorities. A broad and good selection of bilingual picture books is available in English with many other languages. The selection in Norwegian, however, is slim; a couple of very small publishers have published just a few titles, more or less on an ideological basis. One of these has been particularly valuable: Norwegian folk tales as a sound book with accompanying textbook, which exist in issues with speech and text in Norwegian and nine other languages. Apart from such exceptions, parallel textbooks in Norwegian have been few and far between. We are trying and have been for a long time to convince the major publishing houses in Norway to spend more resources on bilingual picture books, but so far without much success. There seems to be both bilingual and particularly multicultural enthusiasm among the publishers. Still, I suppose we have to face up to the fact that although as librarians we have a different viewpoint, the publishers choice of what to publish or not is first and foremost based on commercial considerations. So, what are our options when we cannot make the publishers produce the books we want? We make them ourselves! The Multilingual Library is not a publishing company and has no qualifications in the production of books. What we have been able to do, however, is to work with foreign publishers who already publish bilingual picture books. The result is half a dozen titles that already existed in bilingual versions and which we translated into Norwegian. The publishers then printed them on the condition that we pledged to buy a certain quantity at a certain price. The books we have translated are Star Children s Picture Dictionary in co-operation with the London and New Delhi based publishing house Star Publications ( together with five titles from MantraLingua, London ( We are still nowhere near filling the need for such books in Norwegian, but these translations do at least help a little. MantraLingua specializes in bilingual picture books and incidentally has some tens of titles in English and Korean. At MLL we are major consumers of bilingual picture books even if we only have

21 160 위기를 기회로 바꾸는 미래의 힘 - 어린이도서관 a few in Norwegian. The advantages of such books are many. Several of the stories are thematically suited to children and families living in multicultural societies. Much direct and indirect cultural knowledge can be found in these books, and the characters have diverse geographic, religious and ethnic backgrounds. It is important for children in Norway to encounter a variety of characters in picture books, not only white Northern Europeans. The same applies of course even in other places. Any title produced in a publishing house like MantraLingua is printed in many different languages, having the obvious advantage that the same story, same book, can be used by everybody (or almost everybody) in multicultural nurseries, school classes and so on. Furthermore, the quality of the binding, design, print etc. is totally independent of language. As buyers of books in many languages from all over the world we know only too well that conditions and traditions for the production of children s books vary widely from place to place and from language to language. In some languages it is virtually impossible to find anything, let alone anything of satisfactory quality. Books from special publishers like MantraLingua are an invaluable contribution to a tolerably decent offer in languages where we normally find very little, because here the quality of the books is of course exactly as high in for example minor African languages as it is in German. Fairytale bags The traditional folk tales of any country are important reference points for people living in that country. We want children growing up in Norway to get to know the central, common cultural heritage which the folk tales are part of, even if their Norwegian may be poor. Some folk tales are not just common for a nation or an area, but are a common reference point for children and adults all over the world. Most nursery schools use folk tales actively in their education. It is a problem for many children from linguistic minorities that their knowledge of the majority language is so poor that they cannot be attentive to someone reading aloud from folk tales or fairytales. The fairytale bags we have made are intended to make it easier for minority children to understand and take part in the reading at the nursery. A fairytale bag consists of a fairytale in a bilingual (from English) picture book edition, with copies in the most common minority languages, in addition to a small textbook with the text translated into Norwegian. There is also a sound book containing the same story recorded in different languages. In the bag are also cloth dolls depicting the major characters from the fairytale, made to look as the illustrations in the relevant picture book edition. These dolls have also been produced by the English publishing house

So far we have made two different fairytale bags based on recreations of the Norwegian folk tale The Three Billy Goats Gruff and the English Goldilocks and the Three Bears, but we are already in the process of producing more. The feedback has been enthusiastic and waiting lists are long. So-called concretes are popular among the children and those with poor language skills benefit much more from the story when they can watch a dramatization while listening to the reading. Many nursery school teachers are also happy to play the CD so that the children can listen to the story in their own language, which the teachers are unable to read to them. When Two are Angry with Each Other When Two are Angry with Each Other is a well-known picture book for the youngest children. This book was digitized in connection with the project At Floor Height, which sets out to test different methods of communication with pre-school children. The Children s Department at Oslo Public Library co-operates with specialists in digital communication and children s language development. The objective was to gain knowledge of how children experience text and pictures in books and in digitized form. The digitized version has been made in Norwegian and three other languages; Urdu, Somali, and Kurdish. Six games have been made on and with the characters and the story of the book. In the Children s Department three computers have been allotted to When Two are Angry with Each Other and they are being used almost continually. Since the book is meant for the youngest children parents are usually present giving a helping hand while the children are clicking through the book. Many a broad smile can be spotted when families get together to read and listen to the book in their own language. Even children with Norwegian as their first language find it fun to listen to the book in other languages. The Reading Seed Project The Reading Seed is a project where some nursery schools and public libraries in particularly multicultural areas have been picked to co-operate to establish a nursery school library; a small library within the nursery school. The background for the project is that many local experiments with similar small-scale initiatives have been done. The government therefore wanted to start a research project using much professional expertise, which would gain vital experience for others to make use of

The whole nursery school is usually involved, but the main focus of the project is on immigrant children, as many of them start their first day at school with very poor knowledge of Norwegian. The public library purchases and lends large amounts of books to the nursery school and changes them every few months. The parents are requested to borrow books to take home when they fetch their children from the nursery. The nurseries in the project have committed themselves to putting extra effort into reading and literary activities in their everyday program, and hold for example themed parents meetings to activate them as much as possible. The Reading Centre at the University of Stavanger is involved in the project by recording the linguistic development of the children in a research professional manner, so that the skills of the children in the project nurseries can be compared to other children. The children will be followed up over some time, and the project is ongoing. No conclusions can therefore be made yet, but the observations made by the experienced language teachers in the project nurseries are very promising. We are of course hoping that the results will turn out to be as good as we think they may be. If so, that would be a step towards proving us right all of us who are always preaching of the importance of reading to children from an early age and another confirmation that what we are doing is essential. Good, research based results in such model projects are also useful arguments when dealing with decision makers. Robust arguments can help convince them that this form of co-operation between libraries and nursery schools do give positive results and thus perhaps succeed in releasing earmarked resources on a larger scale further along the line. International Mother Language Day In 1999 UNESCO decided that February 21 was to be the International Mother Language Day, and this year the day was celebrated for the tenth time. Many libraries handle the requests, needs and rights of children from linguistic minorities in their everyday work, while others hardly focus on this at all. In any case, an official day proclaimed by UNESCO is a golden opportunity to bring the mother language and multilingual issues into the spotlight. The Multilingual Library in Oslo has been instrumental in organizing story time in many languages. Some libraries have had such events each February 21 for several years and have large audiences and much positive feedback in their local environment in that connection. Only our imagination sets the limits for how we choose to celebrate the day in our libraries. The main thing is to use International Mother

Conclusion At the start of this talk I quoted a fundamental principle from The IFLA Multicultural Library Manifesto, and I would also like to close by calling your attention to something from this Manifesto, more precisely some selected key missions of multicultural library services: promoting awareness of the positive value of cultural diversity and fostering cultural dialogue; encouraging linguistic diversity and respect for the mother tongue; facilitating the harmonious coexistence of several languages, including learning of several languages from an early age; safeguarding linguistic and cultural heritage and giving support to expression, creation and dissemination in all relevant languages; supporting inclusion and participation of persons and groups from all diverse cultural backgrounds. These are essential issues in our work and something we are always striving to follow in the best possible way. I sincerely hope that my presentation has been of some use towards this aim.
