246 Abstract A Study on the long-term plan for establishing and developing cultural facilities Kim, Se-Hun / Kim Hong-nam, Chung Chang-mu, Lee Yong-nam, Lee Chul-sun The aim of this study is to set up a long-term plan for establishing and developing cultural facilities in Korea. For this purpose, we explored the social function of the cultural facilities, history of cultural facility policy, theoretical basis of public support for those facilities, general situation of and regional demands for the facilities, and suggested some policy proposals. 1. Social function of cultural facilities Cultural facilities are space where many social and creative activities take places. As a part of social institutions, they have close relations with society' in terms of role' and function. In the individual level, those facilities encourage people's creativity through providing diverse cultural and artistic programs. They also develop sense of involvement' through people's participation in the cultural activities, which is a sort of social life'. In the social level, the cultural facilities function as a tool for social revitalisation and regeneration. Moreover, as a site for cultural tourism and cultural industry, they take an important role to develop economic situation in the local areas. 2. History of cultural facility policy The Korean government has been setting up cultural facility policies since the 1970s. In the 1970s, the Korean government established the Culture and arts Abstract / 2 2 5

247 promotion law' and the Korea Culture and Arts promoting Foundation' (KCAF). Rapid increase of the cultural facilities has started in the 1980s, when cultural policy was included in the General National Development Plan' for the first time and designed as a part of comprehensive strategy for national development. In the 1990s, there was a turning point of cultural policy, which showed change from nation wide policy to local-scale one. The concept of cultural welfare was elaborated and cultural welfare policy was set up at that time. This new trend emphasised culture as a basic human right and focused on cultural activities in everyday life. The policy also took a note of participation', cultural experience' and creativity' through those cultural activities. As a project of the policy, small-scale cultural facilities, Houses of culture, have been established in many local areas and people participated in and enjoyed cultural activities in their everyday lives. 3. General situation of cultural facilities in Korea The number of cultural facilities has been increased since the 1980's. As a consequence, the cultural gap between Seoul and the other local areas was filled up remarkably and various cultural activities could be enjoyed in those regions. However, the cultural situation in Korea still need to be improved, especially comparing to those of advanced society. The arrangement of the cultural facilities shows regional differences in the level of professionality, scale and equipments. As of October 2001, the number of public libraries are 427, museums are 222, art galleries are 51, arts centers are 101 and Houses of culture are 86. The economic situation of local areas influences on the establishment and management of those facilities. 79% of total local governments are under 50% in the level of self-support economy and 45% of those governments are under 30%. Because of these poor economic situation of the local governments, many cultural facilities have problems to provide cultural programs in good quality.
