4 Ⅰ.ASEAN-KOREA CENTRE OVERVIEW 一한 - 아세안센터개요 ESTABLISHMENT The ASEAN-Korea Centre was established as an intergovernmental organization with ten ASEAN Member States and Korea as its members in March 2009, the year which marked the 20th anniversary of Dialogue Partnership between ASEAN and Korea. It was founded in accordance with the Memorandum of Understanding (MOU) signed by the Foreign Ministers of Korea and the 10 ASEAN Member States at the 11th ASEAN-Republic of Korea (ROK) Summit in November The MOU was ratified or accepted by all Member States of the Centre in November MANDATES The ASEAN-Korea Centre aims to increase trade volume, accelerate investment flow, invigorate tourism and enrich cultural exchanges between the ASEAN Member States and the ROK with emphasis on the promotion of mutual understanding through people-to-people exchanges. MEMBERSHIP The Members of the ASEAN-Korea Centre are: Brunei Darussalam; Kingdom of Cambodia; Republic of Indonesia; Republic of Korea; Lao People s Democratic Republic; Malaysia; Union of Myanmar; Republic of the Philippines; Republic of Singapore; Kingdom of Thailand; and Socialist Republic of Vietnam. 5 About ASEAN The Association of Southeast Asian Nations (ASEAN) was established on 8 August 1967 in Bangkok, Thailand with the signing of the ASEAN Declaration (Bangkok Declaration). The ASEAN Declaration states that the aim of the organization is to accelerate economic growth, social progress and cultural development in the region and to promote regional peace and stability. The total GDP of ASEAN is over US$ 1,498 billion (2009) and its total trade is approximately US$ 1,626 billion (2009). ASEAN is accelerating the establishment of the ASEAN Community including the ASEAN Economic Community (AEC) to transform ASEAN into a single market and production base by The ratification of the ASEAN Charter in 2008 makes ASEAN a rules-based inter-governmental organization. 12 Ⅱ.ASEAN-KOREA RELATIONS OVERVIEW 一한 - 아세안관계 Partnership for Real, Friendship for Good (Slogan for the ASEAN-ROK Commemorative Summit 2009) Since the establishment of Dialogue Partnership in 1989, ASEAN and Korea have forged a growing partnership in political, economic, socio-cultural and other areas. In economic terms, ASEAN is Korea s second largest trading partner, while Korea is the fifth largest partner for ASEAN. The two way trade volume amounted 97.3 billion US$, a twelve fold increase from 1989 to And the investment amount has increased by 47 times, amounting to 4.3 million US$. With the acceleration of the liberalization process now under way in ASEAN, the impact of the AKFTA is expected to be fully realized, leading to a significant increase in trade between ASEAN and Korea. In addition, ASEAN is Korea s major source of energy, minerals, and raw materials. On the socio-cultural front, people-to-people interactions between ASEAN and Korea have been increasing. ASEAN is the number 2 destination for Koreans travelling abroad, and the number of visitors travelling between ASEAN countries and Korea now average over four million people a year. ASEAN and Korea celebrated the 20th anniversary of the ASEAN-Korea Dialogue Partnership in 2009 and the New Asia Diplomatic Initiative adopted by the Korean government have provided yet another impetus to this partnership. Building on the strong momentum, the ASEAN-Korea relationship is now poised to enter a new phase as it was elevated to a strategic partnership at the 13th ASEAN-Korea Summit held in October 2010 in Ha Noi, Vietnam. At the Summit, the Centre has been well recognized by the leaders as an important channel to further promote trade, investment, tourism and cultural exchanges between ASEAN and Korea. The establishment of the ASEAN-Korea Centre essentially reflects and highlights the shared recognition of the growing importance of the ASEAN-Korea cooperation and the need to institutionalize the cooperation for a stronger partnership. Both ASEAN and Korea need each other to advance into a greater future of Asia together, and in this process of forging a stronger partnership, the ASEAN-Korea Centre will be a key player to make effective contributions. 따뜻한이웃, 번영의동반자 (2009 한 - 아세안특별정상회의슬로건 ) 한국과아세안은 1989년대화관계를수립한이래정치 경제 사회 문화제반분야에서긴밀한동반자관계를구축해왔습니다. 경제분야에있어, 아세안은한국의 2대교역지역이며한국은아세안의 5대교역상대국입니다. 양지역간무역규모는 1989년 82 억달러에서 2010년 973 억달러에도달, 지난 20 년간약 12 배증가하였고, 투자는 9천만불에서 43 억불로 47 배확대되었습니다. 아세안지역의경제자유화가가속화되고있으며, 한-아세안 FTA 가전면적으로실현됨에따라양자간교역규모도큰폭으로증가될것으로예상됩니다. 아세안은한국의에너지, 광물자원및원자재의주요공급지역이며, 사회 문화분야에서도한국과아세안간의인적교류가더욱증가하고있습니다. 아세안은한국관광객들이두번째로가장많이찾는관광지로한국과아세안국가상호방문객이연간 400 만명에달하고있습니다. 한국과아세안은 2009 년에대화관계수립 20 주년을맞이하였으며, 한국정부가발표한 신아시아외교 구상은양측간상호협력관계를한층더증진시켰습니다. 한-아세안관계는 2010년 10 월베트남하노이에서개최된제13 차한-아세안정상회의에서전략적동반자관계로격상되면서새로운국면에접어들었으며, 동정상회의에서각국의정상들은한-아세안센터가한국과아세안의무역, 투자, 관광및문화교류증진에중요한채널로서기여하고있음을높이평가하였습니다. 한-아세안센터의설립은한국과아세안간의더욱진정한동반자관계를위한제도화의필요성과상호협력관계확대의중요성에대한공동인식을반영하고있습니다. 한국과아세안은아시아의공동번영을위해교류협력을강화해나가고있으며, 이에한-아세안센터는한국과아세안이더욱긴밀한동반자관계로발전해나아가는데있어실질적인기여를해나갈것입니다. 12
