Abstract 9 Abstract In recent years, the growth and employment situation continued to be stagnant. Korean economy is confronted with loss of future growth driver and situation of low growth and high unemployment. Present administration draws up creative economy as objective of administration which is job oriented for growth and welfare. Creative economy puts imagination and creativity on core value and aims at creating new value-added, job and growth driver by integrating ICT into other various industries. In the way that established growth strategy based on factor such as labor and capital reached the limit, realization of Creative economy based on individual ideas and creativities is major policy objectives. Utilization of ICT plays a major role in the realization of Creative economy. ICT sector itself plays a important role in the creation and diffusion of knowledge and ideas as well as the contribution to business start-up and growth. And ICT is the key factor of technology and industrial convergence in various sectors. This study draws a activation plan of ICT-based convergence industries by analysing examples of ICT convergence and hinderance factors. This study is comprised of four parts. First we examine the ICT-based convergence cases. Second, we indicate ICT utilization trend by industrial input-output analysis. Third, this report presents the deterence factors of ICT-based convergence. Last we suggest the vitalization plan of ICT-based convergence from law/institutions, technologies, labor and infrastructure etc.
