Deutsche Version mit diesem ersten Newsletter im Jahr 2010 wollen wir Ihnen einen Ü berblick über die Aktivitäten der Hanns-Seidel-Stiftung Korea geben. Im letzten Jahr hat es zahlreiche Veranstaltungen zur friedlichen Revolution in der DDR und in Osteuropa vor zwanzig Jahren, 1989, gegeben, die in die Gedenken zum Mauerfall am 9. November 1989 kulminierten. In diesem Jahr wird der Reigen der Gedenkveranstaltungen fortgesetzt, mit Veranstaltungen, die an den Weg zur Deutschen Einheit am 3. Oktober 1990 erinnern. Ein wichtiges Datum war dabei der 18. März 1990, der Tag der ersten und letzten freien Volkskammerwahlen in der DDR, bei der eine demokratische Regierung gewählt wurde, die mit überwältigender Mehrheit auf eine schnelle Einheit Deutschlands setzte. Für uns sind diese Veranstaltungen nicht nur ein nostalgischer Blick zurück, sondern eine Aufforderung, über die Zukunft der koreanischen Halbinsel nachzudenken. Wir tun das u.a. in einer herausragenden Veranstaltung mit unserem Partner, dem Institute for Peace Affairs mit geladenen Gästen, bei dem der koreanische Wiedervereinigungsminister, Prof. Hyun In- Taek, und Christian Hegemer, Leiter des Instituts für Internationale Begegnungen und Zusammenarbeit der Hanns-Seidel-Stiftung, reden werden. Anläßlich des Besuchs von Christian Hegemer in Korea werden auch zwei öffentliche Veranstaltungen mit dem Institute for Peace and Unification Studies der Seoul National Universität sowie mit der Graduate School of Northeast Asian Studies der Dong-A Universität in Busan stattfinden, zu denen wir Sie herzlich einladen. Zu den Aufgaben der Hanns-Seidel-Stiftung in Korea gehört es nicht nur, mit unseren Partnern Veranstaltungen durchzuführen, sondern auch die Politikberatung. In diesem Sinne war es für uns eine große Ehre und Herausforderung, aktiv am Briefing für die Jahresplanung des Wiedervereinigungs-, Außen- und Verteidigungsministeriums Koreas für das Jahr 2010 in Anwesenheit des Präsidenten teilzunehmen und auch das politische Briefing für den deutschen Bundespräsidenten Horst Köhler durchzuführen, der im Februar einen sehr erfolgreichen Staatsbesuch in Korea absolviert hat. Ein Schwerpunkt unserer Aktivitäten ist die nachhaltige Entwicklung der innerkoreanischen Grenzregion in unserer Partnerprovinz Gangwon. Vor zwei Jahren wurde eine Partnerschaft zwischen der Gangwon-Provinz und dem Regierungsbezirk Oberfranken von der Hanns-Seidel- Stiftung initiiert und gefördert. Wir freuen uns, nun mit dem wichtigen Kooperationsprojekt zur Wasserqualität im Grenzgebiet zwischen der Universität Bayreuth und der Gangwon National Universität in Chuncheon, dem Terreco-Projekt, zusammenzuarbeiten. Aber auch unsere Aktivitäten in Nordkorea gehen weiter. Ende 2009 konnten wir zwei nordkoreanischen Fachleuten vom Forestry Design and Technology Institute unter dem Umweltministerium die Gelegenheit geben, in der brandenburgischen Forstverwaltung eine

einmonatige Hospitanz zu den Aufgaben und zum Aufbau der Forstverwaltung durchzuführen. In diesem Jahr haben wir unsere Kontakte zur Sonderstadt Rason an der Grenze Nordkoreas zu China gefestigt, wo gemeinsame landwirtschaftliche Projekte geplant sind. Rückblicke Besuch in der Sonderwirtschaftszone Rason (SWR) in Nordkorea Diskussion über Kooperation im Bereich der landwirtschaftlichen Entwicklung Zu einem Besuch in der Sonderwirtschaftszone Rason (SWR) mit dem Ziel, eine mögliche Kooperation in der landwirtschaftlichen Entwicklung, insbesondere im organischen Landbau durchzuführen, kamen Dr. Bernhard Seliger, Repräsentant der Hanns-Seidel-Stiftung Korea und Sarah Kohls, Forscherin bei der Stiftung, im Januar 2010 in die SWR. Dort besichtigten sie unter anderem Getreideanbau- und Tierzuchtfarmen und das International Catholic Hospital und führten Gespräche zur Kooperation mit dem SWR Economic Cooperation Office durch. Die SWR wurde bereits 1991 eingerichtet, hatte aber bei der Anziehung ausländischer Investitionen kaum Erfolg, bis auf ein chinesisches Kasino, das aber 2004 bereits wieder schließen mußte auf chinesischen Druck. In diesem Jahr wurde Rason zur Speziellen Stadt ernannt und die Führung des Landes sprach sich erneut für ausländische Investitionen dort aus. Die Zone liegt am Südrand des Tumen-Flußes an der Grenze zu China und Rußland und seit Anfang der 1990er Jahre bemüht sich die von den Vereinten Nationen organisierte Greater Tumen Initiative um eine Kooperation der Anrainerstaaten, allerdings bisher mit geringem Erfolg. Vortrag 20 Jahre deutsche Wiedervereinigung politische, wirtschaftliche und soziale Perspektiven bei der Korea Bar Association Am 25. Januar hielt Dr. Bernhard Seliger, Repräsentant der Hanns-Seidel-Stiftung Korea, einen Vortrag über die politischen, wirtschaftliche und sozialen Perspektiven 20 Jahre nach der deutschen Wiedervereinigung beim Kommittee für Wiedervereinigungsfragen der Korea Bar Association, der koreanischen Rechtsanwaltskammer. Der Präsident der Rechtsanwaltskammer, Pyung-Woo Kim, begrüßte Dr. Seliger und Prof. Dr. Myung-Bong Chang, den Vorsitzenden der Vereinigung für nordkoreanisches Recht, der die Veranstaltung mit organisiert hatte. Insbesondere rechtliche und konstitutionelle Fragen der Vereinigung fanden das Interesse der Zuhörer. Nachhaltige Entwicklung der Grenzregion und die Zusammenarbeit von Oberfranken und der Gangwon-Provinz das Beispiel des Terreco-Projekts Die nachhaltige Entwicklung der innerkoreanischen Grenzregion, insbesondere in der geteilten

Gangwon-Provinz im Osten der Grenzregion, ist das Ziel der Zusammenarbeit der Hanns-Seidel- Stiftung Korea mit der Gangwon-Provinz. Zu diesem Zweck wurde auch die Partnerschaft des Regierungsbezirks Oberfranken (in Bayern an der früheren innerdeutschen Grenze) mit der Gangwon-Provinz von der Hanns-Seidel-Stiftung initiiert und gefördert. Im Januar 2010 konnte der Repräsentant der Hanns-Seidel-Stiftung Korea, Dr. Bernhard Seliger, nun das größte existierende oberfränkisch-bayerische Kooperationsprojekt kennenlernen, das Terreco-Projekt, das wichtige Erkenntnisse über Agrar- und Ö kosystem im Grenzgebiet gewinnen will. Die Reise in das Projekt fand in Begleitung von Prof. Dr. John Tenhunen, Universität Bayreuth, und seines Assistenten, Doktorand Bum-Seok Seo statt. Prof. Tenhunen ist Leiter des Terreco -Projektes an der Universität Bayreuth, das in Kooperation mit der Gangwon National University (einem Partner der Hanns-Seidel-Stiftung) die Untersuchung des Ö kosystems im Gebiet der Sohyang-Wasserscheide in der Gemeinde Haen direkt an der innerkoreanischen Grenze zum Ziel hat. An der Universität Bayreuth arbeiten derzeit im Rahmen dieses Projekts deutsche und koreanische Wissenschaftler und Doktoranden an den Auswirkungen der Agrarwirtschaft im Grenzgebiet auf die Wasserqualität. Die gebirgige Gangwon-Provinz enthält die wichtigsten Wasserspeicher Koreas, vor allem für den Großraum Seoul. Das Projekt wird von DFG und KOSEF für die nächsten 5 Jahre finanziell unterstützt und soll vor allem auch die Zusammenarbeit in der Forschung zwischen der Universtität Bayreuth (Prof. John Tenhunen) und der Gangwon National Universtity (Prof. Kang Sinkyu) fördern. Der Besuch führte auch zum Ulchi-Observatorium direkt an der DMZ, wo das Terreco-Projekt eine Wetterstation unterhält. In diesem Jahr sind in Zusammenarbeit mit einem unserer wichtigsten Projektpartner, Research Institute for Gangwon und Kangwon National University, gemeinsame Veranstaltungen zur ländlichen Entwicklung im Grenzgebiet, insbesondere auch zur Umweltmediation, geplant. Mehr Informationen zum Terreco-Projekt finden Sie auf den folgenden externen Seiten http://www.uni-bayreuth.de/aktuelles/terreco/index.html Nordkoreanische Hospitanten im Forstwesen in Brandenburg Die seit zwei Jahrzehnten andauernden wirtschaftlichen Probleme Nordkoreas haben auch gravierende Auswirkungen auf die Umweltsituation im Land. Wegen des Mangels an landwirtschaftlichen Flächen sowie an Energieträgern sind weite Teile des ursprünglich zu mehr als zwei Dritteln bewaldeten Landes entforstet. Bis in die Berghöhen wird ineffiziente und ökologisch verheerende Hangwirtschaft betrieben und der Ausbildungs- und Ausrüstungsstand der Forstwirte läßt zu wünschen übrig. Ü berschwemmungen und Verkarstungen sind die Folge. Die Hanns-Seidel-Stiftung führt deshalb in Zusammenarbeit mit dem Forestry Design and Technology Institute des nordkoreanischen Umweltministeriums Projekte zur nachhaltigen Modernisierung der nordkoreanischen Forstwirtschaft durch. Im November und Dezember konnten zwei Mitarbeiter des Instituts aus Pjöngjang im Landesbetrieb Forst Brandenburg, Betriebsteil Peitz und Oberförsterei Lieberose, bei Oberforstrat Claus Seliger eine vierwöchige Hospitanz absolvieren, bei der sie einen Einblick in die nachhaltige Forstwirtschaft gewinnen konnten. Neben der theoretischen Einführung in die moderne deutsche Forstwirtschaft, der Entwicklung des Forstwesens, Aufgaben einer Forstverwaltung und den Waldgesetzen hatten beide Koreaner auch die Möglichkeit die praktische Arbeit der Förster und Waldmitarbeiter kennenzulernen. Ebenso bekamen sie eine Einführung in die Forschung und Lehre im Bereich der Forstwirtschaft durch einem Besuch in der Fachhochschule Eberswalde, die sich besonders auf die Forstökonomie spezialisiert hat. Im nächsten Jahr plant die Hanns-Seidel-Stiftung, die Zusammenarbeit im

Forstbereich in Nordkorea zu vertiefen. 4. Ehrungen und Berufungen Ehrung durch die Vereinigung für Wiedervereinigungsbildung Der Repräsentant der Hanns-Seidel-Stiftung Korea, Dr. Bernhard Seliger, wurde für seinen langjährigen Einsatz für die koreanische Wiedervereinigung von der Vereinigung für Wiedervereinigungsbildung geehrt. In der Vereinigung haben sich 76 südkoreanische Organisationen zusammengeschlossen, die Bildungsarbeit im Bereich der Wiedervereinigung betreiben, darunter wichtige Partner der Hanns-Seidel-Stiftung wie das Institute for Peace Affairs aus Seoul. Herr Kim Young-Soo, Projektmanager der Hanns-Seidel-Stiftung, hält in diesem Sommersemester eine Vorlesung Deutsche Wiedervereinigung: politische, wirtschaftliche, soziale und militärische Integration an der Graduate School für Politikwissenschaften der Chungnam National Universität. 5. Neue Buchpublikation Europe and North Korea Nach zweijährigen Vorbereitungen wird endlich in diesem Frühjahr das Buch Europe and North Korea relations between politics, humanitarian intervention and business, herausgegeben von Prof. Park Myoungkyu, IPUS-SNU, Prof. Park Sung-Jo (em. English Version Seoul, March 2010 Ladies and Gentlemen, dear readers, with this first newsletter of 2010 we want to inform you about the activities of Hanns-Seidel- Foundation Korea. In the last year numerous events took place remembering the peaceful revolution in East Germany and East Europe 20 years ago, 1989, culminating in the events celebrating the fall of the Berlin Wall November 9, 1989. This year again we will remember the way to German unity October 3, 1990. Among the important dates is March 18, 1990, the day of the first and last free elections to the East German People's Assembly, electing a democratic government with an overwhelming majority for fast-track German unification. For us at Hanns-Seidel-Foundation this is not only a nostalgic view back, but rather an opportunity to think about the future of the Korean Peninsula.

We will do so, among others, with a high-profile seminar with our partner, the Institute for Peace Affairs, with invited guests, where the Korean Unification Minister, Prof. Hyun In-Taek, and Christian Hegemer, Director of the Institute for International Contact and Cooperation of Hanns- Seidel-Foundation, will talk. On the occasion of the visit of Christian Hegemer there will be also two public events with the Institute for Peace and Unification Studies of Seoul National University and the Graduate School of Northeast Asian Studies of Dong-A University in Busan, to which you are kindly invited. Among the tasks of Hanns-Seidel-Foundation in Korea is not only the organization of events with our partners, but also political consultation. Therefore, it was a great honour and challenge for us to be actively involved into the annual planning session of the Unification, Foreign and Defense Ministry of the Republic of Korea for 2010 attended by the Korean President and in leading the political briefing for German Federal President Horst Köhler, who has been to a very successful state visit in Korea in February. A focus of our activities is the sustainable development in the inner-korean border region in our partner province Gangwon. Two years ago Hanns-Seidel-Foundation initiated and promoted a partnership of Gangwon province in the Government of Upper Franconia in Bavaria, Germany. We are happy to cooperate now with the most important cooperation project on water quality in the border area between Bayreuth University and Gangwon National University in Chuncheon, the Terreco project. But also our activities in North Korea continue. In the end of 2009 two North Korean experts of the Forestry Design and Technology Institute under the Environmental Ministry had the possibility to learn on our invitation for one month in the Forest Service of the state of Brandenburg in Germany about the tasks and organization of the German Forest service. This year we fostered our contacts to the special city Rason at the border between North Korea and China, where joint agricultural projects are planned. He graduated his Law and Administration Studies in Munich in 1969 and worked there in various civil service offices such as the Regional Board, the State Ministry of the Interior, the Bavarian State Chancellery and the Office of the Federal State Prime Minister until the end of the year 1981. Simultaneously Mr. Hegemer was a Lecturer at the Bavarian Civil Servants Professional School and the Bavarian Administrative School. In 1982 he became Head of the Office of the Party-Chairman Dr. Franz Josef Strauss in CSU- Headquarter in Munich and maintained this position under the new Chairman Dr. Waigel until July 1989. Mr. Hegemer then moved to Nairobi as the Regional Representative of Hanns Seidel Foundation and lived there for 7 years until August 1996, when he was assigned to the Position of Director of HSF in Indonesia, Jakarta. 2. Past events Visit in the Rason Special Economic Zone in North Korea discussion about cooperation in agricultural development In January 2010 Dr. Bernhard Seliger, resident representative of Hanns-Seidel-Foundation Korea, and Ms. Sarah Kohls, researcher in HSS Korea, came to Rason Special Economic Zone to talk about possible cooperation in agricultural development, in particular in organic agriculture. There, they visited grain and livestock farms and the International Catholic Hospital and discussed cooperation with the Rason Economic Cooperation Office. The special zone in Rason was already designed in 1991, but had few success in attracting foreign investment despite a Chinese casino, which already in 2004 had to close again due to Chinese pressure. This year the status of Rason was elevated to special city and the leadership of North Korea again stressed the importance of international economic cooperation. The zone is located at the Southern bank of the Tumen river at the border to China and Russia, where since the early 1990s the UN sponsored Greater Tumen Initiative tries to organize cooperation of the Northeast Asian countries, until now with few success. Presentation on "20 years of German Unification political, economic and social perspectives" at the Korea Bar Association On January 25 Dr. Bernhard Seliger, resident representative of Hanns-Seidel-Foundation Korea, make a presentation on the political, economic and social perspectives of 20 years of German unification at the Committee for unification issues at the Korea Bar Association. The president of the Korea Bar Association, Pyung-Woo Kim, welcomed the guest as well as Prof. Myung-Bong Chang, the president of the Association for the Study of North Korean Law, who co-organized the event. In particular judicial and constitutional questions of unification were vividly discussed with the audience. Sustainable development in the inner-korean border region and the cooperation of Upper Franconia in Germany and the Gangwon province the example of the Terreco project Sustainable development and efficient long-term resource management along the Inner-Korean border, in particular in the divided Gangwon Province at the eastern end of the border area, is the aim of a focused cooperation of the Hanns-Seidel-Foundation in Korea and Gangwon Province. Therefore, Hanns-Seidel-Foundation initiated and promoted a partnership between the government of Upper Franconia (in Bavaria in Germany, situated along the former inner-german border) and Gangwon Province. In January 2010, Dr. Bernhard Seliger, resident representative of the Hanns-Seidel-Foundation Korea, joined with representatives of the University of Bayreuth to visit a selected intensive research area, where he could gain first-hand experience about the largest existing cooperation project between Upper Franconia and Gangwon Province, the TERRECO project. Within this science cooperation, which is funded by DFG and KOSEF for at least 5 years, research coordinated by the University of Bayreuth (Prof. John Tenhunen) and Kangwon National University (Prof. Sinkyu Kang) is undertaken on different aspects of agriculture, water and ecosystem management in the Soyang Lake watershed and in the community of Haean, directly at the Inner-Korean border. Dr. Seliger accompanied Prof. Tenhunen and his doctoral student Bumsuk Seo to the project site in Haean catchment and reviewed science planning for the coming summer season in 2010. Additional meetings with scientists of Gangwon National University and the Research Institute of Gangwon

(partners of Hanns-Seidel-Foundation) were held. Within TERRECO, German and Korean scientists and doctoral students work together to analyze the economic costs and benefits of highland agriculture in the context of related costs with respect to water quality in the border region. Soyang Lake in the mountainous Gangwon Province is the largest reservoir of water in Korea, contributing to supplies for downstream urban areas. The TERRECO project provides a solid longterm base for expanding scientific exchange between Upper Franconia and Gangwon Province on themes related to resource management under the influences of land use and climate change. In this context, Korea is subjected to slowly occurring temperature increases that appear much stronger than the global average. The field visit to Haean also provided for discussions of contrasting management in the border area, stimulated by a visit to the Uelgi Observatory directly at the DMZ, where TERRECO is measuring climate data with mobile weather stations. During this year, additional joint workshop activities on the development of the border area, in particular related to environmental mediation, are planned in cooperation with the project partners, the Research Institute of Gangwon and Kangwon National University. More information on the Terreco project can be found at http://www.bayceer.uni-bayreuth.de/terreco/ North Korean Forestry Internships in Brandenburg Since two decades North Korea suffers of economic problems and these problems have grave consequences for the environment of the country, too. Due to a lack of arable land and energy large parts of the forests that formerly covered to more than two thirds of the country disappeared. On sloping lands up to the top of mountains inefficient and ecologically disastrous agriculture exists and the level of training and equipment of foresters is poor. Flooding and karst formation are resulting of the ecological catastrophe. Hanns-Seidel-Foundation together with the Forestry Design and Technology Institute (FDTI) of the North Korean Ministry of Land and Enviroment Planning cooperate in projects of sustainable modernization of North Korean forestry. In November and December 2009 two employees of the FDTI from Pyongyang got a training in the State office Forest Brandenburg,unit Peitz and Forestry office Lieberose, overseen by Claus Seliger, office chief. Here they got an insight into sustainable forestry. Besides a theoretical introduction to modern German forestry, the development of forestry, tasks of the forest offices and forestry laws they had the possibility to learn about practical work of foresters and woodworkers. Also, they got an introduction to research and training in forestry in the University for Applied Sciences Eberswalde, which specializes in forest economy.next year Hanns- Seidel-Foundation Korea plans to intensify its cooperation in North Korea regarding forestry modernization. 4. Awards, and appointments Commendation by the Council for Unification Education The representative of Hanns-Seidel-Foundation Korea, Dr. Bernhard Seliger, received a commendation for his devotion to Korean unification by the Council for Unification Education. The council represents 76 South Korean organizations committed to civic education in the field of unification, among them important partners of Hanns-Seidel-Foundation Korea like the Institute for Peace Affairs in Seoul.

Mr. Kim Young-Soo, project manager of Hanns-Seidel-Foundation, in this summer semester teaches German Unification: political, economic, social and military integration at the Graduate School of Political Science of Chungnam National University. 6. - 일 시: 2010. 3. 12 (금) 16:00~17:00 - 장 소: 크리스티안 헤게머 원장은 70 개 이상의 국가에서 수행되는 50 여 개의 한스 자이델 재단 해외 사무소 프로젝트들을 총괄하고 있습니다. 뿐만 아니라 헤게머 원장은 수 년 동안 아프리카와 아시아와의 개발 협력 책임자로 활동한 바 있습니다. 3. 지난 활동 안내 북한 나선 특별경제구역 방문 농업 발전에 관한 향후 협력 논의 2010 년 1 월 한스 자이델 재단 한국사무소 대표인 베른하르트 젤리거 박사와 사무소 연구원인 사라 콜스가 농업 발전, 특히 유기 농업에 관한 앞으로의 협력에 관해 이야기 하기 위해 나선 특별 경제 구역을 방문했다. 그곳에서 젤리거 박사와 사라 콜스는 곡물 및 가축 농장과 국제 카톨릭 병원을 방문했으며 나선경제협력국과 협력 사항에 대해 논의했다. 나선 특별 지구는 1991 년에 지정되었으나 중국 카지노가 2004 년 중국의 압박으로 인해 다시 문을 닫아야만 하는 등 외국 투자를 이끌어내는 데 별다른 성공을 이루지 못했다. 올해 나선은 특 별 시 로 승격 되었으며 북한 지도부는 국제 경제 협력의 중요성을 다시 한 번 강조했다. 이 구역은 중국과 러시아와의 국경 지역에 있는 두만강의 남쪽 제방에 위치해 있으며 1990 년대 초부터 UN은 광역 두만강 계획 (Greater Tumen Initiative)을 만들어 동북아시아 국가들과의 협력을 진행하도록 지원하고 있으나 지금까지 큰 성과는 없었다. '독일 통일 20 년 정치, 경제, 사회적 전망' - 대한변호사협회에서 발표 한스 자이델 재단 한국사무소 대표 베른하르트 젤리거 박사가 1 월 25 일 대한변호사 협회에서 독일 통일 20 년 후 정치적, 경제적, 사회적 전망에 대한 발표했다. 젤리거 대표는 발표에 앞서 대한변호사 협회의 김평우 회장과 북한법 연구회 회장이자 이 행사를 공동 주관한 장명봉 교수와 환담하였다. 이 날 발표에서는 특히 통일의 사법 및 헌법 상의 문제들에 관한 논의가 진행되었다. 한반도 내 접경지역의 지속 가능한 발전 및 강원도와 오버프랑켄 행정관구간 협력 테레코(Terreco) 프로젝트 사례 한스 자이델재단 한국사무소는 한반도 내 접경지역 동쪽 끝에 남북으로 분단된 강원도 지역의 지속 가능한 발전과 효율적이고 장기적인 자원 관리를 목적으로 강원도와

협력하고 있다. 이에 따라 한스 자이델 재단은 오버프랑켄(독일 바이에른 주 내 구 내독간 국경을 따라 위치한) 행정관구와의 협력관계를 구상하고 추진해 왔다. 2010 년 1 월 한스 자이델 재단 한국 사무소 대표 베른하르트 젤리거 박사는 바이로이트 대학의 연구단과 함께 오버프랑켄과 강원도 간의 협력 프로젝트인 테레코 (TERRECO)프로젝트의 대상지로 선택된 지역을 방문해 프로젝트를 직접 둘러보는 기회를 가졌다. DFG와 KOSEF의 자금으로 최소한 5 년 이상 진행될 이 학술협력사업은 바이로이트 대학교(존 텐후넨 교수)와 강원 대학교(강신규 교수)가 공동으로 수행하고 있으며 접경지역인 양구군 해안면과 소양강 유역의 수자원 및 생태계에 초점이 맞춰져 있다. 젤리거 박사의 해안면 방문(프로젝트 대상지역)에는 텐후넨 교수와 프로젝트 조교인 김범석 연구원이 동행하였으며, 2010 년 여름으로 계획하고 있는 연구조사 가능성을 점검하였다. 테레코 프로젝트에 관한 강원대학교 및 강원발전연구원(한스자이델 재단의 파트너)의 연구자들 간 회의가 열린 바 있으며 현재 독일 및 한국 학자들과 박사과정 학생들이 수질에 따른 접경지역 농업효과를 분석하기 위해 이 프로젝트에 참여하고 있다. 산악 지형이 많은 강원도에 위치한 소양호는 한국의, 특히 수도권의 가장 큰 담수호이다. 테레코 프로젝트는 오버프랑켄과 강원도가 토지 사용 및 기후변화의 영향과 자원 관리란 주제로 벌이고 있는 학술교류에 장기적인 기반을 마련해준다. 현재 한국은 세계 평균보다 더 심한 기온 상승이 서서히 일어날 가능성이 있다. 방문단은 테레코 프로젝트에서 기상정보를 측정하고 있는 DMZ 지역의 을지 전망대도 둘러 보았다. 올해에는 강원발전연구원과 강원대학교와 함께 접경지역의 발전, 특히 환경중재에 대한 공동 워크숍이 계획되어 있다. 테레코 프로젝트에 대한 더 많은 정보 찾기 http://www.uni-bayreuth.de/aktuelles/terreco/information-in-korean.pdf 북한 산림 전문가 독일 브란덴부르크 주에서 인턴십 수행 20 여 년 전부터 북한은 경제적 문제로 어려움을 겪고 있으며 이 같은 문제는 북한의 환경에도 심각한 결과를 초래했다. 경작 가능한 농지와 에너지의 부족에 따라 북한 영토의 3 분의 2 가 넘던 산림의 상당부분이 사라졌다. 산 정상으로 이어지는 비탈진 농지에서는 비효율적이고 생태 파괴적인 농업이 행해지고 있으며 산림에 대한 훈련과 장비의 수준도 열악하다. 홍수와 카르스트 지형은 생태 재앙의 결과라고 할 수 있다. 한스 자이델 재단은 북한 국토환경보호성 산하 산림계획기술원과 함께 북한 산림의 지속적인 현대화를 위해 협력하고 있다. 2009 년 11 월과 12 월에 평양에서 온 두 명의 산림계획기술원 직원이 브란덴부르크 산림청의 파이츠 지역, 리베로제 산림 사무소 (소장: 클라우스 젤리거)에서 실습을 하였다. 이 곳에서 이들은 지속 가능한 산림에
