Abstract The public work ultimately aims the public and needs the regulation, the public restriction that eliminates a certain social hazard. The both public work and regulation essentially originate from the public. Reforming the regulation on the pubic work means that the work itself does not ensure the public or restrict too much than it needs. It also assumes the revaluation of the public on the public work and the distinction between the private and the public. The public has secured the wide range of spectrum from the public of a constitutional country to that of a social country. The nature of the restriction on the public work could be the process to ensure the public. As the public work aims to ensure the public, reforming the regulation requires rather the supplementary of the regulation, the intensification and substantiality of the regulation, than deregulation. It is not over-regulation, but the intensive or new regulation for the social consideration and the environmental public to be demanded. Especially, Korean law and administrative measure have been insufficient as yet on the new domain to ensure the public and it is asked to induce the new regulation to the new domain for this century. The problem of the public regulation is not so much the insufficient regulation or 'the public understanding' inordinately buried for the demand of the deregulation. Therefore, reforming the regulation on the public work should correspond to the request of the new regulation and need the intensification and substantiality of the regulation.
