Administrative Rules for the Sejong Institute Preamble Koreas Department of Culture and Tourism is targeting foreigners and overseas Koreans who wish to learn the Korean language in and out of the country in the cultural era of the 21st century, based on cultural reciprocity between countries, in order to establish and run the Sejong Institute and the Digital Sejong Institute to educate on and promote the Korean language and culture, and through cultural exchanges and joint efforts with countries around the world, contribute to the diversification of languages and cultures. Part 1: General Rules Article No. 1 (definition) The definition for the terms used in these rules are as follows: 1. Sejong Instituterefers to the Korean language education system in the form of a social education facility that teaches the language and culture of Korea to foreigners and overseas Koreans who wish to learn the language from outside the country, in accordance with article no. 19 of the Korean Language Standardization Law. 2. Korean language instructorrefers to a Korean language education specialist who has qualifications in accordance with the Korean Language Standardization Law. 3. Regular courserefers to the standard education course management model applied commonly in all establishment areas of the Sejong Institute. 4. Specialized courserefers to the customized education course for each region to match the demand for Korean language education. 5. Special procedurerefers to the paid education course targeted at those 58
who have completed regular or specialized courses and who wish to improve their Korean language abilities and understanding of Korean culture further. Article No. 2 (purpose of establishment) The purpose of Sejong Institutes establishment is as follows: The expansion of cooperation between countries through reciprocal trade of cultures. The spread of practical Korean language education targeted at foreigners and overseas Koreans. The diversification of language and culture through the expanded trade of Korean culture. Article No. 3 (management contents) The contents of management for the Sejong Institute is as follows: The standard and practical education of the Korean language and the spread of Korean culture. Korean education customized to each region and the re-education of Korean language instructors. Operation of databases and information services relating to the Korean language and culture. The opening of exhibitions, performances, and various contests relating to Korean language education. Matters specified by the director of the National Institute of the Korean Language relating to the promotion of Korean language education. Article No. 4 (education facilities and targets) An education facility is a place established by the director of the National Institute of the Korean Language through cooperation with overseas Korean culture institutes or various levels of education facilities including overseas universities, in accordance with the rules of article no. 5. The targets for education are foreigners outside of the country and overseas Koreans. 59
Article No. 5 (establishment method) The director of the National Institute of the Korean Language may establish a branch of the Sejong Institute in cooperation with overseas Korean culture institutes running Korean language lectures or through business agreements with overseas universities, Korean language education facilities, or Korean universities. Long-distance video education is run through the Digital Sejong Institute, a multilingual cyber system for Korean language education, and it follows the operating procedures for the Sejong Institute. Article No. 6 (establishment approval and management) Those who wish to establish and operate a Sejong Institute must write out a Sejong Institute management plan (hereafter referred to as management plan),which includes the management contents of clause no. 3, and submit a Sejong Institute establishment approval (authorization) applicationto the director of the National Institute of the Korean Language. Those who operate a Sejong Institute under the approval or authorization for establishment (hereafter referred to as administrator) must comply with the guides for establishment regarding details in management including the employment ratio of persons with teaching certificates and the organization of instructors. Article No. 7 (administrative headquarters) For the inclusion of all duties relating to the establishment, operation and management of the Sejong Institute, the director of the National Institute of the Korean Language may place a Sejong Institute administrative headquarters (referred to as administrative headquartersfrom here on down) in the National Institute of the Korean Language. The role of the administrative headquarters is to establish and operate branches of the Sejong Institute, edit and supply teaching materials, dispatch Korean language instructors and train overseas lecturers, and operate, man- 60
age and supervise overseas. Matters relating to the organization and operation of the administrative headquarters are separately decided by the director of the National Institute of the Korean Language. Article No. 8 (commission of the administrator) The administrator for the Sejong Institute is commissioned by the director of the National Institute of the Korean Language through recommendation by the director of the corresponding facility. Article No. 9 (support for operation) The director of the National Institute of the Korean Language may grant minimal national support funds for needs such as the rental of educational facilities for the running of the Sejong Institute, public fees, and lecture fees. The director of the National Institute of the Korean Language may, for the distribution of Korean language education materials overseas, grant funds for related research and the publication of materials to the administrator of the Sejong Institute. Article No. 10 (class fees and material costs) Regular and specialized courses run at the Sejong Institute are to be run free of charge, but the special courses may, in cooperation with the National Institute of the Korean Language, have class fees. Teaching material fees may be bought at a price to suit the situation. Article No. 11 (support money grant applications and account reports) The administrator must submit the minimum amount of support money necessary for operation in the grant application form for the corresponding year, along with a plan of operations, to the National Institute of the Korean Language within one month of the beginning of each years accounts (in the case of a new establishment, within one month of the approval or authorization for establishment). 61
Within one month of the close of each years accounts, the administrator must submit the corresponding years account reports to the National Institute of the Korean Language and an overseas Korean culture institute or Korean university that is in charge of management. Article No. 12 (administrative council) For the smooth operation and efficient management of the Sejong Institute, the administrative headquarters may organize and run a Sejong Institute administrative council (hereafter referred to as administrative council),based at overseas Korean culture institutes and Korean universities under the support of the Sejong Institute. Part 2: Advisory Committee Article No. 13 (organization) For council on the establishment and operation of the Sejong Institute, a Sejong Institute advisory committee (hereafter referred to as advisory committee),composed of specialists in the areas of Korean language education, Korean language and cultural arts, speech, and law, as well as participating public servants, will be created in the National Institute of the Korean Language. The advisory committee is limited to twenty members, including one chairman and vice chairman, and the director of the National Institute of the Korean Language is in charge of appointing members. The chairman and vice chairman are elected by the members of the committee, and when the chairman is unavailable, the vice chairman is in charge, and when the vice chairman, too, is unavailable, members are in charge by order of seniority. The director for the promotion and education of the Korean language at the National Institute of the Korean Language automatically becomes a member. 62
The organizer for the advisory committee becomes a Korean language promotion team leader at the Korean language promotion and education department. Article No. 14 (tenure) A member of the advisory committee may hold office for two years and is eligible for reappointment. For the continued activity of the advisory committee, one-third of the appointed members must have replacements appointed by the director of the National Institute of the Korean Language one month before their term is over. Article No. 15 (quorum of calls and votes) An advisory committee may be called when the administrative headquarters or the chairman of the advisory committee deems it necessary. Votes for the advisory committee are done by the attendance of a majority of commissioned members and a majority of agreement by the participating members. Article No. 16 (duties) 1. The director of the National Institute of the Korean Language may consult the advisory committee about the following matters 1. The establishment, operation, and management of the Sejong Institute 2. The organization and modification of courses 3. The editing of teaching materials 4. The training and reeducation of instructors, and manpower supply and demand plans 5. The cancellation of establishment or authorization 6. The revision of operation rules and guides for operation details for the Sejong Institute 7. The organization of the administrative council and evaluation on the results produced by running the Sejong Institute 63
8. Other matters that the director of the National Institute of the Korean Language has deemed necessary and has presented for discussion 2. Of the matters in item no. 1, those presented by the director of the National Institute of the Korean Language that require middle to long-term investigation may be presented to the advisory committee for inquiry. Part 3: Education Courses Article No. 17 (the establishment of education courses) Regular courses are required to be established and run, and specialized or special courses may be created when necessary. Specialized courses may include those for employees in public facilities including public servants, the improvement of overseas Koreansabilities in their mother tongue, the reeducation of Korean language instructors at the Sejong Institute, and those expecting to immigrate through international marriage and families formed by international marriage. Special courses include courses for advanced studies, the training of Korean language instructors, applicants for studying in Korea, and the training of specialist interpreters and translators. Article No. 18 (period of education for regular courses) Regular courses are categorized into Beginner 1 (12 weeks),beginner 2 (12 weeks),intermediate 1 (12 weeks),and Intermediate 2 (12 weeks),and are operated on a yearly basis. When necessary, the beginner and intermediate courses may be operated for 24 weeks (six months) at a time instead of being divided into classes 1 and 2. However, when the institute requires additional time due to scheduling, a preparatory period of one week may be inserted in between the ending point of the current semester and the beginning point of the second semester. 64
Part 4: Teaching Materials Article No. 19 (compiling rule) The Korean language and culture materials for the Sejong Institute (hereafter referred to as teaching materials) must, in accordance with cultural reciprocity principles, contain the culture of the target country in the contents. Article No. 20 (organization of the research and development committee) For teaching courses and the compilation of teaching materials, the National Institute of the Korean Language may establish a teaching course and teaching material research and development committee (hereafter referred to as research and development committee),which includes Korean education specialists, guests from the world of culture and arts, and language and culture specialists from the target nations. The director of the National Institute of the Korean Language separately decides upon the organization and operation of the research and development committee. Article no. 21 (types of teaching materials for each course and assistive visual and aural materials) The teaching materials for the beginner and intermediate courses must be compiled in accordance with the compilation rules established by the research and development committee. The National Institute of the Korean Language must develop and supply a variety of assistive visual and aural materials in addition to the standard teaching materials in article no. 1, such as videos. Part 5: Lectures Article No. 22 (missed lectures and make-up lectures) Aside from special cir- 65
cumstances such as bad weather, national holidays and school events, lectures every week must be over 240 minutes long (including break times), and if a lecture has been missed, a proper time before the end of semester must be chosen to provide make-up lectures. Article No. 23 (lecture methods) The administrator must actively peruse assistive materials such as videos in addition to the regular book materials. Article No. 24 (presentation and evaluation of assignments) Instructors must present and evaluate assignments to the students during a course or at the end of a course. Article No. 25 (electronic learning) 1. For students to receive Korean language education materials and study support services through the Digital Sejong Institute, the administrator must secure related facilities and equipment within Sejong Institute. 2. By becoming the central hub of all Korean language learning websites worldwide, the Digital Sejong Institute will connect and manage Korean language learning and education databases to allow Korean language learners and Korean language education specialists to easily obtain necessary data. 3. The Digital Sejong Institute must be run in a way that it can create the overall foundation for information on improving the Korean language education skills of Korean language educators around the world, such as overseas Korean language learners training programs, overseas Korean language instructors or professors training programs, information relating to the acquisition of and examination for Korean language teaching certificates, as well as Korean language education proficiency tests. 66
Part 6: Instructors Article no. 26 (organization) The instructors in the Sejong Institute may be comprised of professors and lecturers in departments relating to the Korean language at overseas universities, graduates from departments relating to the Korean language at overseas universities or graduate schools, Korean language instructors at overseas Korean culture institutes, Korean education centers, or Korean language or character schools, and holders of Korean language teaching certificates or certificates in related fields. Article No. 27 (job training) The National Institute of the Korean Language may run online job training programs targeting instructors at the Sejong Institute to raise their Korean language education skills. Article No. 28 (overseas employment) The administrator may, in cooperation with the National Institute of the Korean Language, employ people who have qualifications overseas as instructors for the Sejong Institute. Part 7: Administration Article No. 29 (selection and formation of students) The administrator must set a standard for the selection method for students and course-based formation, and must also publicly select students. Article No. 30 (distinction between semesters) Each semester at Sejong Institute is made distinct based on the Korean governments account dates, and semesters for regular courses that have begun for the first time since establishment of the Institute may be regulated with that period as the starting point. Article No. 31 (evaluation of students) The evaluation of students is categorized into regular evaluations, variable evaluations, assignment evaluations, 67
and amount of participation in class, attitude, and attendance rating, and each method of evaluation follows detailed operation guides. Article No. 32 (awards for outstanding grades) The National Institute of the Korean Language may select a student whose final course evaluations have yielded outstanding grades and recommend him or her for an award from the Secretary of the Ministry of Culture and Tourism. Article No. 33 (duty to report) The administrator must submit reports on the management and state of lectures at the Sejong Institute in a prescribed form to each branch of the National Institute of the Korean Language and an overseas Korean culture institute or Korean university that has been granted administrative status. Overseas Korean culture institutes or Korean universities that have been granted administrative status must combine the results from the inspection of the Sejong Institutes management and state of lectures, as well as evaluations of their management outcomes to the director of the National Institute of the Korean Language once a year. Article No. 34 (regulation of evaluations and support fees) The National Institute of the Korean Language may adjust the amount of support fees given to the Sejong Institute after evaluating the management outcomes based on reports filed by an overseas Korean culture institute or a Korean university. Article No. 35 (cancellation of approval and redeeming documents) If the director of the National Institute of the Korean Language deems it necessary to inspect the management of a Sejong Institute, in accordance with the Law on Support Fee Budgets and Management, he may dispatch an affiliated government official to investigate once a year or more. When the National Institute of the Korean Language decides that there is a serious flaw in the management of a Sejong Institute, after review by the 68
advisory committee, the Institutes sanctions may be cancelled. After receiving a cancellation for approval, the administrator may submit documents to redeem the Institute to the National Institute of the Korean Language. Part 8: Supplementary Rules Article No. 36 (delegation of power) The director of the National Institute of the Korean Language may delegate administrative powers of the Sejong Institute to an overseas Korean culture institute, Korean university, or nonprofit organization. Article No. 37 (commission of duties) The director of the National Institute of the Korean Language may entrust duties relating to the establishment, operation and management of the Sejong Institute to related public facilities or nonprofit organizations in accordance with businesses run by state support. In this case, the Law on Support Fee Budgets and Management and implementing ordinances are followed. Part 9: Additional Rules Article No. 1 (implementation period) This rule is implemented from the day it has passed the review of the advisory committee and become publicly announced by the director of the National Institute of the Korean Language. Article No. 2 (other) Contents not mentioned in this rule follow the detailed guides for management. 69
