1 Journal of Educational Innovation Research 2019, Vol. 29, No. 1, pp DOI: An Exploratory Study on the Improvement of Democratic Consultative Culture in Schools Purpose: The purpose of the study was to present the way to improve Democratic Consultative Culture in School by diagnosing it. Method: Qualitative Research was conducted on surveys of teachers of elementary, middle, and high schools in Busan Metropolitan Office of Education. Focus group interview(fgi) was also implemented to deduce improvement for Democratic Consultative Culture in School. The focus of the five approaches was the formation and sharing of democratic value system, the formation of a horizontal relationship and a democratic communication in schools, the establishment a democratic decision-making system in schools, the continuing operation of Democratic Consultative Culture in schools, the support of the Office of Education's democratic consultative culture. Results: As a hindrance factor of Democratic Consultative Culture in School, first, the basic direction of school education was set with the directives of higher-level institutions and the management philosophy of managers. Second, the meeting of small groups was centered on the delivery of work. Third, it was insufficient space and time, operating rules for the revitalization of a teachers' council. Fourth, it was the vertical school culture and obscure perception of the democratic leadership and role of managers. Fifth, the task was centered on reporting performance of Education Office. Conclusion: In the analysis results, we suggested the improvement of Democratic Consultative Culture of teachers in schools.
