모시는 말씀 INVITATION 부산 세계개발원조총회 준비기획단과 국제개발협력학회는 아시아 지역 개발원조의 특성 이란 주제로 국제 심포지엄을 개최합니다. 이번 심포지엄은 아시아 지역 개발협력의 특성과 효과적 원조방안을 종합적인 시각 으로 재조명하여 금년 11월 29일부터 12월 1일까지 부산에서 개최되는 세계개발원조총회에서 제시될 새로운 개발협력 패러다임 형성과 포괄적 파트너십 구축에 기여하기 위해 마련된 자리입니다. 국제 개발협력의 역사에 있어서 20세기 후반 아시아 지역의 역동성은 국제 사회의 관심의 대상이 되어 왔습 니다. 많은 역내 국가들이 높은 수준의 경제발전과 사회개발을 달성해 왔으며, 중국, 인도 등은 아시아의 주 원조 제공국으로 부상하고 있습니다. OECD DAC 회원국인 한국과 일본 역시 자국 개발원조의 절반 이상을 아시아 지역에 집중하여 아시아 지역 개발을 최우선적으로 지원하는 전략을 지속적으로 추진해나가고 있습 니다. 이렇듯 높아진 아시아 개발협력의 위상만큼이나 그 내용이 무엇인가에 관한 질문이 제기되고 있습니다. 아 시아 원조만이 가지고 있는 고유의 특성에 대한 통찰과 아울러, 이러한 특성이 어떻게 새로운 개발협력 패 러다임 형성에 기여할 수 있을지에 대한 논의가 더욱 긴요해지고 있습니다. 본 행사는 학술적 연구와 정책 적 토론의 균형 잡힌 논의를 통해 아시아 지역 개발협력의 본질에 대해 탐구하고 앞으로 나아갈 방향을 모 색해 보고자 합니다. 따라서 부산세계개발원조총회를 앞두고 개최되는 금번 심포지엄은 신흥공여국과의 파 트너십 구축 및 새로운 개발협력 방향을 모색하는 좋은 기회가 될 수 있을 것입니다. 이번 심포지엄은 한국국제협력단(KOICA)과 이화여자대학교의 주관 하에 일본, 중국, 인도 등을 포함하는 아 시아 지역 원조공여국과 국제기구, 지역개발은행, 아시아 및 아프리카 개도국, 시민단체 대표들과 국내외 유 수 대학 교수진들이 참여할 예정입니다. 뜻 깊은 자리에 함께 하셔서 보다 유익하고 의미 깊은 토론의 장이 될 수 있기를 기대합니다. 감사합니다. The Organizing Office for the 4th High-Level Forum on Aid Effectiveness (HLF-4) and the Korea Association of International Development and Cooperation (KAIDEC) would cordially like to invite you to the International Symposium: Styles of Foreign Assistance. This symposium will provide a forum to help prepare for the upcoming HLF-4 to be held on November 29- December 1, 2011 in Busan, Korea. We hope to foster a fruitful dialogue among policy-makers and researchers about styles of Asian development cooperation and effective aid modalities. In the 20th century, the international community showed great interest in Asia due to successful economic and social development in the region. In the 21st century, interest has moved on to different modalities of development cooperation in Asian countries. China and India, which are relatively new donors, have become as important in the provision of aid to other Asian countries as traditional donors. Korea and Japan, which are both OECD DAC members, have allocated more than half of their development assistance to Asia, reflecting their priority in regional development. Thus, we hope to discuss the distinct features and future directions of Asian development cooperation. The international symposium, co-hosted by the Organizing Office for the 4th High-Level Forum on Aid Effectiveness of Korea and KAIDEC and co-organized by Korea International Cooperation Agency (KOICA) and Ewha Womans University, will bring together experts and scholars from Asia, Africa, Europe and North America, international organizations, regional development banks, and civil society organizations. We hope you can participate in this important symposium broadening our network for sustainable development and enduring peace.
