Abstract This study aim to arrage ISD from the competecy cotext ad from the Dual major base of juior colleges related to Dept. of Admiistrative Professioal. By aalysig the curricula of the Korea capital area juior colleges of secretarial service, extracted some ability factor ad classified it o the basis of NCS ad competecy groupig. From this, the basic directio of Stadardizig ca be determied ad it applied to develop ISD. Thus the Multi groud base of ISD ca be costructed which served o developig a covergece huma resource. It may give a implicatio ad practical methodology for the juior colleges of secretarial service related Dept. to make a framework for developig a multi groud based ISD which ca be desiged from the multiple competecy ad from more tha two complex major. 한국산학기술학회논문지제 15 권제 2 호, 2014 용돌이를거쳐왔다 [1]. 전문대학의특성화노력은창조경제에필요한인력과전문대학배출인력간의인력불일치의문제점을해소하고산업현장의직무에맞는교육의필요성으로부터출발한다. 국가직무능력표준 (NCS:Natioal Stadard) 은한직업에서요구하는능력 (competecy) 을산업현장의요구에부합하도록국가에서표준화하고, 이를기초로교육, 훈련및자격체계를통합적으로설계할수있도록하는인적자원개발의총체적과정이다 [2]. 현장직무중심의국가직무능력표준 (NCS) 에근거한교육과정운영은산업현장직무수행완성도가높은인재를양성하기위한특성화의방안이될뿐만아니라다원적역량으로무장된멀티형인재, 이른바융합형인재양성의방안이될수있을것이라기대된다. 본고는 NCS 표준화역량체계와전문대학비서관련학과의다원적교과과정의스펙트럼위에서역량표준화의방향을도출, 융합적인재개발을위한교과과정수립을위한하나의시도이다. 간학문적성격을갖는비서관련학과는비서학과경영, 행정, 세무, 회계등여타의전공이각기서로어우러져이루어진학과이다. H여대비서인재과는인재개발분야와결합된조금색다른경우이지만그들모두는서로다르되하나의카테고리안에다른두개이상의전공영역을수용하며융합형인재개발을선도할수있는교과적배경을배태하고있다. 융합 (covergece) 은 지식, 기술, 학문간의이종결합이며각각의전문성으로타분야의한계와문제점을보완해주는호혜적관계, 이질적인타분야에자극을주면서한가지틀에갇힌한계를일소하고궁합이잘맞는분야간접맥을통한최고의지식창조를끌어내는과정 [3] 을이른다. 전문대학비서관련학과는전공분야의이종혹은다종결합의현실을융합의기회로확대하며지식기반사회를선도하는창의적인재개발을위한역량중심교과과정의합리적수립으로부터창조사회를대처하는인재양성의논의를시작해나갈수있을것이다. 2. 이론적배경 2.1 융합형인재의정의 지식기반사회의특징은과거분과적으로발달해오던여러학문들이서로간의융합의형태로나타난다는것 이다. 과학기술과예술, 과학기술과인문학의융합등융합의현상은다양한영역사이에서광범위하게이루어지고있다. 융합의개념이학문에들어오면서통합, 결합, 연합, 융복합, 하이브리드등의다양한이름으로불리며혼용되고있다. 기존문헌에서융합과관련되어주로사용된개념으로는통섭 (cosiliece), 복합 (compositeess), 통합 (itergratio) 이있으며, 융합을이루는방식은초학문적 (tras-discipliary), 다학문적 (multi- discipliary), 간학문적 (iter-discipliary) 등과같이개념과의미가혼재되어있다. 융합은 두가지이상이합쳐짐 ( 지식, 기술, 학문, 제품등 ) 을의미하고융합의결과물이녹음 (meltig) 또는화학적 (chemical) 이라는용어를사용함으로써 기존의속성과는다른새로운것 의창출을나타내고있다 [4]. 유영만은 브리꼴레르형 인재를주창하면서 21세기의인재상은 융합형 인재이어야함을역설한다. 그가주장하는바의융합인재브리꼴레르는 유연한사고력, 지식창조능력 창의적개념구상력, 위기감지력, 즉각적상황판단력, 임기응변의상황대처능력 [5] 등의핵심역량을갖춘인재를뜻한다. 융합형인재는업무성과와관련된지식, 숙련된능력, 개념적사고, 문제해결능력, 분석적사고및리더십을갖춘 종합설계자, 조직의업무역량을관리하는 문제해결자, 숙련된지식및기술을기반으로다양한요구사항, 우선순위및빠른변화조정에대한의지를갖춘 조정자, 현상에대한통찰력을바탕으로개념적으로사고하는특성을가진 통찰가, 업무처리를위한학술적, 실무적지식을갖춘 전문가 도덕과예의범절을갖춘 전통적인성기반자 이다 [6]. 2.2 융합형인재에관한선행연구최혜유 (2013) 는초. 중. 고등학교의프로그램에서적용할수있는역량중심융합인재교육 (STEAM) 분석틀을개발하여기존에발표된역량틀을선정하여 STEAM에적합한역량요소를추출하였다. 이를바탕으로STEAM 역량 9개를추출하였고, 3개의대범주와 2개의역량을종합하여 미래를위한삶 을대비한역량중심융합인재교육 (STEAM) 분석틀을개발하였다. 최종확정된역량중심융합인재교육 (STEAM) 분석틀은 (1) 흥미, (2)Ways of Thikig 범주의창의력, 문제해결능력, 개인정서능력, 자기관리능력과 (3)Ways of Workig 범주의의사소통능력과협력, 그리고 (4)Tools for Workig 범주의정보처리능력, (5)STEAM literacy, (6) 진로 (Career) 의총 6개의역량으로구성하였다 [7]. 신동주 (2012) 는융합교육정책의정책대상자를중심으 754
융합형인재개발을위한역량표준화제안에따른다중기반교과과정체계수립에관한일연구 - 전문대학교비서관련학과를중심으로 로정책의수용주체인대학교원요인과집행주체인대학기관요인, 그리고융합교육정책요인들이융합교육정책에대한수용성에어떠한영향을미치는가를실증적으로규명하였다 [8]. 서용모외 (2012) 는융합형인재에대한기업의인식조사후기업의경쟁수준에따라혁신자, 선도추격자및후발추격자로구분하고, 이들이요구하는인재상이다르게나타남을알수있다. 혁신자들은문제해결하는능력이종합적인사람, 문제해결자및전문가를필요로하는인재로요구하였으며, 선도추격자들은문제해결하는능력이종합적인사람, 문제해결자및통찰자를각각기업이필요한인재로삼고있음을확인하였다 [9]. 2.3 융합형인재의역량배경 OECD의 DeSeCo Project에서는역량을특정한상황에서복잡한요구에성공적으로대응할수있는능력으로지식과기술뿐만아니라태도. 감정. 가치. 동기등과같은사회적이고행동적인요소를가동하는것을포함하고있다고정의한다 [10,11]. 융합형인재를둘러싼다양한정의와다각적선행연구를통해요약할수있는융합형인재의역량배경은 Table 1에서정의하고있듯지식, 기술, 태도전반에걸친다원적차원을두루아우르고있음을알수있다. [13] 직업구조가변화하고직무조직이급변하는지식기반사회에서직업의내용과성격이유연하고다양하게변화하고있으며, 직무수행이특정한직업에해당되는기술과지식을중심으로이루어지는것이아니라보다전이가능한지식을바탕으로탄력적으로적응할수있는유연한능력을갖춘인재가요구된다. 따라서모든직종에통용되는기초직업능력이요구된다 [14]. 본고에서는인성과직무전문능력을제외하고직업수행시의기초역량을두루아우르는 NCS의기초직업능력표준중일부를제외하고융합형인재개발의직업기초능력의기반으로수용하였다. NCS의기초직업능력표준과하위영역은아래 Table 2 에서제시하는바와같다. NCS 기초직업능력과역량모델링에근거해서그룹핑한역량군에따라표준화역량제안 3. 제안된표준화역량기반과 H대학비서인재과의이원적교과기반을두축으로하여다중기반교과과정체계개발 3.2.1 수도권전문대학분석 수도권전문대학의비서및비서관련학과의교육과정을개관하고이를분석한다. 전문학사과정만운영하고있는 8개학교와심화과정을운영하고있는 2개학교의홈페이지및관련자료를중심으로그각각을분석하였다. 융합형인재개발을위한역량표준화제안에따른다중기반교과과정체계수립에관한일연구 - 전문대학교비서관련학과를중심으로 3.2.2 수도권전문대학 심화과정포함 수도권전문대학비서관련학과중심화과정을운영하는대학은한양여자대학과부천대학의 2개학교뿐이다. 이두학교의교과과정을분석하고요소능력을추출함으로써심화과정을운영하고있는비서관련학과의융합형교과체계기반에대한시사점을얻고자하였다. 사회변화를반영한서비스및 HR영역교과, 심화영역의특수성이고려된교과영역이앞서전문학사영역에서제시한교과영역에분석틀로서추가적으로제안되었다. Table 7 이를다시문헌연구를통하여 역량모형 을표준화하였다. 역량표준화 (Stadardizig of ) 작업은교과과정분석을통하여요소능력을추출한후문헌연구를통하여역량표준화의시사점을도출, 역량구분및그룹핑작업을거쳐 NCS에서표준화하여제시하고있는 기초직업능력 과병합하여 인성, 직업기초능력, 전문직무능력 으로역량을범주화하였다. 전문직무역량부분은비서관련학과의학과별상이한전공분야 ( 경영, 행정, 세무, 회계등 ) 를차별화하여적용할수있을것이다. 757

Maer Need Aalysis Course developmet ISD Teachig Skill Presetatio Evaluatio 4. 다중기반융합형인재개발교과과정 교과과정체제수립 Framework 첫째 ADDIE모형에따라전통적방식으로표준화역량도출 전문학사과정과심화과정을운영하고있는수도권전문대의교과과정을분석하여요소능력을추출, 역량기반을도출하였고 NCS 표준화역량기반의기초직업능력의역량표준화제안을수용, 역량범주화및표준화작업-을시도하였다본연구는대학교육이라는큰맥락안에서융합인재교육의과정과결과로배양할수있는역량에초점을맞추며, 인성, 직업기초능력, 전문직무능력 으로역량구분을표준화하였다. 둘째 직업기초역량 영역은 NCS의표준화체계를전폭수용하여 기초직업역량 군에준하여그다원적맥락을인용하고있지만명칭을조금달리하여 직업기초능력 으로명명, 관련교과목을배정, 안배하였다. 셋째 전문직무능력 영역은다중기반교과과정을공유하는비서관련학과의독자적영역고려, 학교별차등적용이필요한영역이다. 제한점 첫째, NCS 역량제안중 기초직업역량 을부분차용하고있지만본격적 NCS 기반이라하기에는미흡하다. - 전문대학분석을토대로도출한역량모델링을통한표준화역량을복합적으로수용하고있다. 둘째 NCS는총체적체제계발을아우르는개념이므로 NCS의 기초직업역량 의영역중일부만을선택적으로차용하고있는제한성이있다. 셋째교양과목은배제하고전공과목에한하여설계하였다. 융합형인재개발을위한역량표준화제안에따른다중기반교과과정체계수립에관한일연구 - 전문대학교비서관련학과를중심으로 5. 결론및제언 창조경제시대대학에서의융합교육은학문의발달과대학의경쟁력강화를위한방안의하나로부상하고있다. 대학교육이다만지식교육에머물던패러다임을지나학문간학제간경계를넘나들며창의적문제해결방식을궁구하는창의적융합인재양성의중요성이커지게된것을인지하고적극대응하는단계에온것이다. 본고에서제안하는융합형인재는앞서도출된표준화역량에서제시하듯인성과직업기초능력의기반위에해당직종전문직무능력을갖춘유연하고순발력이뛰어나며창의적이고응용력이뛰어난문제해결자이며지식창조자이고상황판단력과대처능력이탁월한현장전문가, 즉다재다능멀티형인재이다. 본고는 NCS의기초직업표준화역량과수도권전문대학비서관련학과교과과정의일반적현황을분석함으로써 H여대비서인재과교과과정체계를역량기반과이원적교과기반위에제안하였다. 이를통해학과의특수성제고위에서 21세기가요구하는융합형인재개발을위한교과과정수립에있어하나의시안적방향을제시하고자하였다. 이는학교별로차별화하여채택하고있는각기상이한전문직무능력2 영역을제외한다면전문대학비서관련학과의교과과정수립에있어시사점을줄수있을것이다.
