BARUN ICT Seminar " EU GDPR General Data Protection Regulation 준비됐나요? 금년 5월 25일집행이시작된 GDPR에대한내용과 right to data portability), 프로파일링을반대할권 점검사항및 GDPR 핵심고려사항에대해짚어보았다. 리 (Right to object to profiling) 등으로볼수있다. EU GDPR은 EU에사업장을보유하거나유럽거주시민의개인정보를처리하는모든기업과기관을대상으로강화된개인정보보호규정이다. 위반시연간전세계매출액의 4% 또는 2천만유로 ( 한화로약 258억원 ) 중더높은금액을과징금으로부과하게되며적용범위는 EU시민의개인정보를취급하는모든기관이며 2018년 5월 25일부터집행되고있다. 유럽연합 (EU) 의시민의데이터를활용하는경우 GDPR을준수해야한다. 일정규모이상의업무적용시개인정보영향평가 (DPIA) 실시하여야하며특정이용목적에대한정보주체의명시적동의를하여업무또는시스템개발시개인정보보호를기반으로설계해야한다. 대량의정보를모니터하거나처리하는기관은개인정보보호책임 자 (Data Protection Officer) 를지정해야하고데이터유출은물론개인에게위험이되는일이발생할경우 72시간내감독기관보고해야한다. 개인정보보호법시행으로인해개인에게생기는새로운권리들로는잊힐권리 (Right to erasure), 데이터이동권리 (the GDPR ARE YOU READY? EU GDPR (EY ) 해당법률조항제정에따른점검사항으로는 DPO 지정등개인정보보호조직, 정보주체동의 / 동의철회, 정보유출고지, 국가간정보전송, 수탁사관리등이있다. GDPR이기업들의활동에실질적인영향력을발휘하게될지, 아니면효과적으로개인정보를할수있을지를지켜보아야한다. 하지만, 기업및관련기관들은이에대한대응을충분히하지못하면향후어려움에처할가능성이있다는점을인식하고그에대한준비가필요하다. 예를들자면, 개인정보보호책임자 (DPO) 의경우초기에는 EU 내의전문가를활용하여외부 DPO(External DPO) 를지정하면서점차적으로 GDPR 대응역량의내재화를추진하는것도한방법이다. 또한개인정 보동의에있어서도이용약관으로부터분리하여쉽게철회가가능하도록하고명확한정보를제공함으로써정보주체가쉽게이해하도록하는등의노력이필요하 다. 정리장윤희연세대학교바른 ICT 연구소연구원 " 1

BARUN ICT Research 시장구조에따른기술혁신의고용효과 : 한국제조기업사례를통하여 임지선연세대학교바른ICT연구소연구교수이근서울대학교경제학과교수 기술혁신은일자리에어떠한영향을줄까? 본연구는기술혁신의유형을제품혁신과공정혁신두가지유형으로구분하고각각이가지는기술혁신의고용효과가해당기업이속한시장구조에따라어떻게달라질수있는지실제한국제조기업자료를사용하여실증분석하였다. 이론적으로기술혁신의고용효과는크게두가지로나누어생각해볼수있다. 첫번째는앞서이미설명하였듯이기술혁신이노동을대체하는기술혁신의노동대체효과 (-) 이고, 두번째는기술혁신으로인한수요창출이궁극적으로해당기업의생산및고용을늘리는보상효과 (+) 가그것이다. 일반적으로첫번째효과 ( 기술혁신의대체효과 ) 는보다직접적이고부정적이기때문에일반인들에게널리각인되어있는반면, 두번째효과 ( 기술혁신의보상효과 ) 는보다간접적이고불명확하기때문에전자에비해일반인들에게널리각인되어있지못하다. 하지만, 기술혁신의고용효과는반드시전자와후자두가지효과를동시에발생시키므로양자를고려한연구및평가가필요하며, 특별히일반인에게비교적덜알려진두번째효과, 기술혁신의보상메커니즘에대한보다상세한분석및연구가필요하다. 본연구는이와같은기술혁신의보상메커니즘이시장구조에따라달라질수있다는점에착안하여 1999년부터 2009년까지한국의 11,369개제조기업자료를대상으로해당기업의기술혁신으로인한고용효과가기업이속한시장구조에따라어떻게달라질수있는지살펴보았다. 분석결과제품혁신과공정혁신을합친일반적인기술혁신은해당기업의고용에긍정적영향을주는것으로나타났다. 다만, 공정혁신의경우보다독점적산업에서해당기업의고용에부정적효과를주는것으로나타났으나, 제품혁신은시장구조와관계없이해당기업의고용에긍정적인효과를주는것으로나타났다. 이와같은연구결과를바탕으로본논문은첫째, 기술혁신을통한경쟁력있는기업들을많이창출하는것이한국의일자리문제해결에도움을줄수있다고제언하였으며, 둘째, 일자리창출을위해특별히공정혁신에집중되어있는한국제조기업의기술혁신을보다제품혁신중심으로이동시킬필요가있다고제안하였다. 마지막으로셋째, 보다독점적인시장구조는공정혁신으로인한기업의수요창출및고용창출을억제할수있으므로정부는소비자후생증진차원뿐만아니라일자리창출의관점에서도보다경쟁적인시장구조를만들기위해노력해야할필요가있다. BARUN ICT Report 사회적관계가정보격차에미치는영향 2018 경영정보관련춘계통합학술대회 5.26 ~ 5.27 구윤모연세대학교바른ICT연구소연구교수 구윤모연구교수는이번학술대회의공동주관학회중하나인한국인터넷전자상거래학회세션에참가하여오주현연구교수 ( 바른ICT연구소 ) 와함께진행중인 사회적관계가정보격차에미치는영향에대한연구 : 사회적자본관점 연구를주제로하여발표를했다. 이논문은사회적자본이론에서제시되고있는두가지유형의사회적자본, 즉, 자원중심의사회적자본 (Resource Social Capital) 과규범중심의사회적자본 (Normative Social Capital) 이각각계층구조중심의사회적관계및네트워크중심의사회적관계와연계되는과정에서정보격차에미치는영향을살펴보고있다. 김범수연구소장과구윤모연구교수 ( 이상바른ICT연구소 ) 는지난 5월한국경영정보학회를비롯한경영정보학분야의 8개학회공동주관으로충북대학교인문사회관에서개최된 2018년경영정보관련춘계통합학술대회에참가했다. 이번학회는 디지털혁신과초연결사회 (Digital Innovation and Hyper-Connected Society) 를주제로 IS Technology, Economics & IS 등부문별세션의논문발표와함께전카카오대표였던이석우업비트및카카오스탁대표와우미영한국마이크로소프트총괄부사장의기조강연이있었다. 이번학술대회소개된연구가운데바른ICT연구소의주요연구주제중하나인프라이버시보호와관련된흥미로운내용이있어소개한다. 경희대학교의 Lin Li와양성병교수가함께진행한연구에서는중국에서의자전거공유플랫폼에서발생하는프라이버시이슈들 (Privacy Concerns) 이이용자들의프라이버시보호행동 (Privacy Protective Responses) 에미치는영향을 APCO (Antecedents-Privacy Concerns-Outcomes) macro model을기반으로살펴보고있다. Uber, Airbnb와같은공유경제플랫폼의활성화과정에서이용자들의개인정보가무단으로유출되거나부적절한마케팅수단으로전용되는사례가늘어나고있다. 이논문은이러한공유경제플랫폼에서특히부각될수있는프라이버시이슈들을새롭게식별하고있으며, 그에따른이용자들의대응방안을 Indifference, Postponement, Rejection 세가지형태로나누어실증적으로검증하고있다. 이는프라이버시보호와관련된연구흐름에기여하고, 보다안전한공유경제플랫폼의정착을위한실무적시사점을제시하고있다. 그밖에바른ICT연구소는기조강연과발표세션등에참가하여바른ICT와관련된최신연구주제와아이디어를공유하였다. 3

BARUN ICT Column 디지털시대의경쟁력, 무엇이중요하고어떻게가르쳐야하는가? 임지선연세대학교바른ICT연구소연구교수 지난 2018년 4월 23일 OECD에서는 디지털시대를위한기술은무엇인가? 라는연구보고서를발표했다. 보고서에는 31개국 104,296명의근로자를대상으로디지털-집약적산업과디지털-집약적이지않은산업에종사하는근로자의임금상승에관여하는개인능력요인은무엇인지실증분석한내용이실려있다. 이결과를요약하면, 디지털-집약적산업에종사하는근로자들에게중요한임금상승요인은 (1) 자기조직능력 (selforganization skills) 1) 과 (2) 고능산술능력 (advanced numeracy skills) 2) 인것으로나타났다. 또, 이중한가지능력만소유한근로자보다그한가지능력에더해추가적으로다른능력을함께보유한근로자가더높은임금을받는것으로나타났는데, 예를들어자기-조직적능력만가진사람보다이능력과 ICT 활용능력을함께가지고있는사람이, 고능산술능력만가진사람보다이능력과커뮤니케이션능력을함께가진사람이보다높은임금을받고있는것으로나타났다. 여기서재미있는사실은일반적으로디지털시대에중요할것으로예상되는순발력과창의성은디지털산업계종사자의임금상승에유의미한영향을주지못할뿐더러오히려다른능력들과결합할경우해당근로자의임금을감소시키는것으로나타났다는점이다. 다시말해, 디지털시대에높은보수를받는근로자가되고싶다면자기-조직적능력및고능산술능력을발전시키되, 순발력과창의력은접어두어야한다. 결론적으로이보고서는디지털시대고임금근로자를양성하려면순발력과창의성을개발하는교육보다자기- 조직적능력과고능산술능력을개발하는교육이중요함을시사한다. 한마디로즉흥성에바탕을둔능력이아닌전문성에바탕을둔능력이필요하다는이야기다. 그런데, 여기에는한가지함정이있다. 위연구보고서의분석결과는임금근로자만대상으로한것이기때문에, 실제임금을지급하는기업가에게필요한능력은다루고있지않다. 아마이것이 순발력과창의성이임금상승에미치는영향이없다 는결론을이끈결정적원인일수있다. 어쩌면앞으로다가올디지털시대의주인공은임금근로자가아닌개인사업자가될지도모른다. 그리고아마도개인사업자에게순발력이나창의성이불필요한능력은아닐것이다. 하지만, 여기서더중요한문제는순발력과창의성을개발하는교육이과연현재의학교교육을통해구현될수있는가하는부분이다. 1) 자기 - 조직적능력 (self organization skills) : 업무의순서, 형태, 진행속도, 그리고근무시간을스스로계획하고실행하는능력 2) 고능산술능력 (advanced numeracy skills ) : 차트와표를만들고기본함수와공식을사용하고, 복잡한대수학과통계를활용할수있는능력 ( 출처 : Grundke, R. et al. BARUN ICT Column 우선 Back to the Basic 기본으로돌아가생각해보자. 창의성교육은기실가정에서이루어지는것이좋다. 창의성신장에중요한다양한경험과상호작용은학교보다는가정에서이루어지는것이보다효과적이기때문이다. 안정적가정환경과그러한환경에서자란아이들의지능및학습능력간높은상관관계는이미여러연구에서보고된바있다. 하지만, 현재의장시간근로체계하에서진행되고있는맞벌이부부의증가는가정내에서이뤄져야할교육의기능을약화시키고있다. 그결과, 학교는가정교육의부담을떠안느라정작학교가담당해야할전문교육기관으로서의역할에집중하지못하고있다. 이악순환의고리를끊기위해서는정부의노력이필요하다. 전일제근로계약은과거남녀가동등한교육의기회를부여받지못했던시절, 외벌이가정에나적합했던계약형태다. 오늘날처럼모두가평등하게교육받고사회에진출하는상황에서맞벌이가정에적합한근로계약형태는파트타임제근로계약이다. 우리사회의기본적인근로계약형태를전일제가아닌, 오전과오후로나뉘는파트타임제로전환한다면더많은사람들이파트타임일자리로쉽게옮겨갈수있고, 그덕분에부부가부모나사회의도움없이도자녀를양육하고교육할수있는환경이열리게될것이다. 그렇게되면아이들은부모와더많은상호작용을나누고, 가정내에서더많은경험을축적할수있으며, 창의적이고건강한아이로성장할수있을것이다. 이렇게가정이교육의한축을담당하는고유한제기능을찾게될때, 학교는비로소학교본연의교육에집중할수있고, 디지털시대를이끌어나갈보다전문적인인재양성을지원할수있을것이다. 그림 1. 31 개 OECD 국가의평균성인직무역량 디지털집약적산업 디지털비 - 집약적산업 성인직무역량수준 (PIAAC) 290 285 280 275 270 265 260 255 60 55 50 45 40 독해능력 산술능력 문제해결 정보통신기술능력 관리및의사소통 회계및영업 고등산술능력 자기 - 조직적능력 학습준비성 5

Enkhrel ENKHTSETSEG International Student Ambassador 4기연세대학교국제학대학원 PC의도래는몽골에사이버게임이라는작지만수익성이좋은산업을탄생시켰고, 수도인울란바토르를중심으로 10~20대정도의컴퓨터가있는작은 PC방들이각양각색의간판을뽐내며줄지어들어서기시작했다. 이 PC방들은대체로초등학교근처에세워졌는데, 아이들은남들보다조금더 쿨 해보이는방과후활동으로서 PC방에가자신들의코묻은돈을꺼내곤한다. 겉보기로는아무런문제가없었던이사이버게이밍산업이심각한사회적문제가된것은학생들이갈수록 PC방에서시간을많이보내기시작하면서부터였다. 학생들의성적이떨어지고학교출석률도감소했을뿐만아니라, 가족들과함께보내는시간역시현저하게줄어들었다. 몇몇어린게이머들이도박을하거나조금싼가격에게임을하기위해밤새게임센터에있거나, 게임관련중독증세를보인다는보고는사태를훨씬심각하게만들었다. 그결과몽골내에서는게임에대한부정적인시각이퍼져나갔고, 학부모들의최대적이되었다. 이에몽골정부는 PC방의운영시간에규제를가하고순찰을통해어기는사람들을잡았다. 게이밍이슈는 2000년대초기로거슬러올라간다. 가정에서개인용컴퓨터를소유하기시작하면서게임센터의수는줄어들었지만, 사이버게이밍자체의인기는식을줄몰랐다. 하지만매체들이사이버게이밍을긍정적으로보도하기시작한것은이슈전체의판도자체를바꿔좋은영향을끼칠수있었다. 사이버게이밍의부정적인측면만강조되어대중의싸늘한시선을받아온몇년전과는달리, 최근에는사이버게이밍의부작용뿐만아니라향상된집중력, 시공간적활용가능성, 효과적인멀티태스킹으로문제해결능력을이끌어낸다는점역시주목받으면서사이버게이밍을좀더열린시각으로바라보게되었다. 일부기사들은사이버게이밍과교실내수업을비교하면서, 학부모들이사실은자녀들이그들스스로를위해사이버게임을하는것을장려해야한다는점을은연중에밝혔다. 결국, 갈수록정보통신기술이모든것을지배하게되는세상에서아이들이살아남으려면무엇을가르쳐야하겠는가? 몽골에서열리는사이버게임대회역시대중이사이버게임의직업적가능성에대한시각을바꾸는데에영향을미쳤다. 학부모들은아이들이사이버게임을하게끔놔둬야할까? 만약그래야한다면, 아이들이너무나좋아해마지않는그게임에중독되지않게하려면어떻게해야할까? 과한게임이용과적정게임이용을구분짓는마지노선은어디일까? 울란바토르에서여전히불법 PC방들이성행하는가운데, 이러한의문점들은그어느때보다도해결방안이절실해보인다. 6 The Regulation on Cyber Game Centre Operations. Many studies have found that people are hopping from one job to another more often than their parents have done, and this includes many of them diving into entirely different industries. According to a survey conducted by LinkedIn in 2015, people left their jobs in search of better career opportunities. As the job market becomes more competitive, job seekers must find ways to improve their specs. While some job seekers choose to attend graduate school, others are enrolling in Massive Open Online Courses (MOOC) the offer Professional Certificate programs. However, enrolling MOOCs is more beneficial because these programs provide relevant job-related skills, demonstrate passion, and strengthen digital fluency Participating in MOOC-based Professional Certificate programs helps career changers acquire the appropriate job-related skills that employers are seeking in the workforce. Many employers complain that universities and graduate schools do not teach the necessary skills that competitive businesses require (Maurer). In order to select a more diverse pool of potential talents, recruiters focus on hiring candidates according to a skills over schools methodology. This indicates that enrolling in educational institutions is an ineffective preparation method for working professionals who hope to change careers. Rather, career changers will highly benefit from MOOCs Professional Certificate programs because they provide courses and curricula that are tailored to meet the specific needs of employers. According to the U.S. Bureau of Labor Statistics, more than 50% of today s jobs require some degree of technology skills, and experts are predicting that this percentage will increase to 77% within the next decade (Microsoft). Today s digital workforce consists of competencies requires digital fluency, which is the proficiency and comfort in reaching the desired outcomes through technology. Employers and recruiters are increasingly expecting employees to acquire basic digital fluency in order to efficiently operate in the technology-oriented workplace. For example, according to a research by Deloitte, more than 350 firms including Google and Facebook have paid MOOC providers, Udacity and Coursera, to match them with top students in the MOOC platform ( Recruit ). As large companies are recognizing the potential of students participating in MOOC, it will only be a matter of time before this phenomenon creates a ripple effect for other businesses to gain more awareness of MOOCs and incorporate them into the recruiting process. MOOC providers have presented a great opportunity for job hoppers that will allow them to jump high and far in their careers: Professional Certificate programs, an alternative type of spec or specifications. These programs are promising preparation tools for a successful career change because they ensure that the job hopper is qualified with the necessary skills required by employers, demonstrate the passion that will bring a positive influence in the workforce, and exhibit the digital fluency to operate efficiently within an organization.
