107 Abstract Youngjun MOON et al. This study demonstrates countermeasure strategies for the transport systems plan for the PyeongChang Winter Olympic Games in 2018. PyeongChang 2018 will implement a state-of-the-art, efficient and reliable transportation plan for the Winter Games. A significant amount of major infrastructure proposed in the bid file to the International Olympic Committee (IOC) will be built and leave a lasting legacy of improved transport in Gangwon Province. The plan will also complement infrastructure and fully support governmental initiatives currently underway to improve transportation systems in Gangwon Province. The focus of the transportation plan for PyeongChang 2018 is the promotion of the sustainable strategy with Green Transport System for the Winter Games, which will emphasize energy-saving vehicles and public transportation options. A congestion-free, multimodal
108 transport network will be built that will connect Incheon International Airport, a gateway to East Asia and the main airport for the Winter Games, to PyeongChang by rail, highway, and air. Few issues of the transportation plan in the bid file are to be resolved in detail before building a master plan in preparation of the winter games; e.g. travel from Incheon International Airport to PyeongChang via high-speed rail within 68 minutes, the role of Yangyang International Airport as a secondary airport, the designation of exclusive Olympic lanes in both expressways and national highways, and a custom-tailored Olympic transport system ensuring travel from the Olympic Villages to each competition venue in less than 30 minutes. Additional issues include a public transportation system entailing the full operation of trains and shuttle buses, provision of complete information on various transport services, and installation of Intelligent Transportation Systems (ITS) across the entire transport infrastructure. Further review is required for controlling the amount and flow of traffic and to minimize environmental damage. The strategic alternatives for the issues in the bid file are discussed in this study and provide guidelines for the master plan to the PyeongChang Organization Committee for Olympic Games (POCOG). The contents in this research, which are categorized by type of transportation infrastructure, i.e. rail, highway, air, and ITS & green transport systems, are expected to generate resolutions contributing to the development of detailed plans towards a successful 2018 Winter Olympic Games.
