<ABSTRACT> Knowledge-based Economy and Marine Policy Strategy Rapid development of information and communication technology promotes the public sector to reorganize research and development system, digitalization of knowledge as well as globalization of world trade, which will sustain a wide development of the knowledge-based economic system in the 21st century. The ocean is expected to be the mostimport ant field in the future by positive role of government which will be also the leader of so called the new era of knowledge-based economy. The public sector including government itself should be shaped up organization and its role according to new demands in the field of marine affairs such as shipping and ports, fisheries and oceanology sectors. The basic and main direction of marine policy should be set up based on the creative and future oriented knowledgebased system such as dynamic management of ocean territory, sustainable development of fishing resources, preservation of clean and beautiful ocean environment. In the field of marine industry real contents of production should be changed from traditional one to high value-added knowledge-based products and services, i.e. sustainable development and scientific management of fishing resources in the new economic order. A small and strong marine policy system should be pursued by an adequate allocation of financial sources and its role between central and local administrative bodies.
