214 ABSTRACT This study investigates the relationship among perceived organizational culture, job satisfaction, organizational commitment, and empowerment. Especially, prior studies have shown that empowerment mediates between organizational culture and organizational effectiveness, and we confirm that organizational culture focusing on flexibility has more positive impact on both job satisfaction and organizational commitment than that focusing on control has. However, the organizational cultures that are perceived to be focusing on flexibility and control, respectively, have somewhat mixed impacts on empowerment. Lastly, empowerment positively and partially mediates between perceived organizational culture and individual-level organizational effectiveness measures.
